Speaking at the 96th Street station of the Second Avenue Subway line, Cuomo told the 200-strong crowd of elected officials, transit workers and advocates that there was a Second Avenue elevated line and a Third Avenue elevated line that were taken down in the 1940s because the plan was to build a Second Avenue Subway—”except they forgot to build a subway on Second Avenue.” He said that the delay in the implementation of the project explains why the 4, 5 and 6 lines are “the most heavily traveled lines in the world” and blasted what he described as excuses made by the government that prevented the line from being built.  “We’re gonna remind New Yorkers that there is nothing that we cannot do in this state when we put our mind to it and we’re not gonna take no for an answer,” he said. “We’re gonna show you how dreams become a reality. Be here New Year’s Eve, be here New Year’s day and let’s start the New Year the right way.” The first phase of the Second Avenue train—which will run the Q train between 57th and 92nd Streets—will open on December 31. The project received $1.3 billion in federal funding in planning that went on for more than a century. About 200,000 riders are anticipated to ride the subway line on a daily basis, and the business community sees the new subway as a way to revive business activity in the area. We have a lot of work ahead of us, but the bipartisan Commission’s recommendations will help guide the way to making the American Museum of Women’s History a wonderful reality! I will be taking their recommendations into account as we begin to draft a bill. More recently, the House passed the Justice for All Reauthorization Act of 2016 and the 21st Century Cures Act – two vital pieces of legislation that will, respectively, continue the work of the Debbie Smith Act, which provides federal funding to process untested rape kits, and continue our country’s commitment to modernizing and strengthening healthcare and medical research. Congress also passed a spending bill to fund the federal government through the end of April. Unfortunately, despite the efforts of myself and my colleagues from New York, this spending bill included just $7 million, out of the requested $35 million, to repay the city for costs incurred to protect the President-elect and his family from Election Day to Inauguration Day. We may still have to contend the inconvenience of ‘Trump traffic’ and the costs to local businesses of fewer shoppers willing to venture onto protected streets, but our out-of-pocket costs should be covered.  I will continue to press my colleagues to reimburse the city the rest that we are owed in the next spending bill. Schumer today announced that both chambers of Congress have unanimously passed the Holocaust Expropriated Art Recovery Act (HEAR) Act. The bill is now headed to the President’s desk. Specifically, Schumer’s HEAR Act will help facilitate the return of artwork lost to Nazis during the Holocaust to their rightful owners or heirs, and will ensure that American law encourages the resolution of claims on Nazi-confiscated art on the merits, in a fair and just manner. Doing so is consistent with long-standing U.S. foreign policy, as demonstrated in the 1998 Washington Conference Principles on Nazi-Confiscated Art and the 2009 Terezin Declaration. The legislation was introduced by Schumer and Senators John Cornyn (R-TX), Ted Cruz (R-TX), and Richard Blumenthal (D-CT).  “While we can never right the wrong of the Holocaust, it is our moral duty to ensure that the survivors and heirs are given the opportunity to bring their family heirlooms, including stolen art work, back home. Decades after the Holocaust, survivors and families of victims are still identifying possessions that have been missing all these years.
