Inhofe National Defense Authorization Act (NDAA) for Fiscal Year 2023. The bill included legislation authored by U.S. Congresswoman and Congressional Black Caucus (CBC) Chair Joyce Beatty (OH-03), the Fair Hiring in Banking Act (H.R. 5911). The bipartisan Fair Hiring in Banking Act would expand job opportunities in banking and financial institutions to certain justice-involved individuals. Under current law dating from the 1950s, people with criminal records are prohibited from working in a federally insured financial institution like a bank or credit union unless they can get a waiver from the government, even for misdemeanors like shoplifting or minor drug possession. Beatty’s legislation would shorten the lifetime ban to a more effective and inclusive seven-year ban. This exemption would not apply to individuals convicted of major financial offenses like bank fraud or money laundering. “78 million Americans have a criminal record – that’s one out of every four of our neighbors, friends, and family members,” said Beatty. “Unfortunately, even long after paying their debt, these millions of justice-involved individuals are often shut out of employment opportunities. My soon-to-be law will provide access to quality jobs in the financial services industry, while giving banks and credit unions access to a previously unavailable workforce. This is not just an economic issue; it is a social justice issue, as Black American are incarcerated at a rate five times higher than their White counterparts and are disproportionately kept from working in the financial sector.” Supported by the National Bankers Association, the Credit Union National Association (CUNA), the Bank Policy Institute, and the National Association of Federally-Insured Credit Unions (NAFCU), the bill included in the NDAA now signed into law by President Biden. 1 2026-03-30T01:40:41Z 2026-04-08T03:32:05Z

Kaptur. “The message President Zelenskyy delivered was clear: With the support of the United States and the Free World, Ukraine can win. Ukraine’s victory in the fight to defend her sovereignty and her Liberty is a righteous cause in its own right. But the world must realize that Ukraine’s victory is not a cause important to her alone. “As we saw during the horrific battles of the 20th century, tyrants in far-off lands do not always limit their bloodshed to nearby borders. Russia is engaged in a war to extinguish international alliances and the global rule of law. Vladimir Putin seeks to remake Europe and the wider world in his image. The annihilation of free people and the destruction of their democracies is Russia’s true and ultimate objective. For Liberty to endure in the 21st century, the United States and the Free World must stand firm in its defense – in Ukraine and everywhere it is threatened. Ukraine must and will prevail.” ### For more information, contact Chris Dalton at chris.dalton@mail.house.gov. 1 2026-03-30T01:40:41Z 2026-04-08T03:32:05Z

Today, the U.S. Department of Energy and the National Nuclear Security Administration (NNSA) announced that the Lawrence Livermore National Laboratory (LLNL) in Livermore, California, has achieved fusion ignition – a major scientific breakthrough that paves the way for advancements in national defense and sets the stage for a new, safe, and carbon-free energy source. On December 5, LLNL conducted the first experiment in history to achieve net energy gain through fusion – meaning that more energy was produced from the fusion process than was used as an input in the experiment. As Chair of the House Appropriations Subcommittee on Energy and Water Development, Rep. Kaptur oversees federal investments in the Department of Energy and its programs and activities, including NNSA’s $20.7 billion budget in Fiscal Year 2022. “America’s National Laboratories are demonstrating in a remarkable way the possibilities that can be unleashed when we are laser-focused on an all-of-the-above energy strategy,” said Rep. Kaptur. “With ongoing support from the public and private sectors, the potential for fusion to serve as a reliable source of energy – and a catalyst for new, good-paying energy jobs – is limitless. Advancing the science and application of new clean energy sources is in the interest of the United States and the world at large. The Respect for Marriage Act will repeal this statute once and for all. Enshrining Marriage Equality into Federal Law: This legislation will uphold married couples’ right to equal protection in all areas covered under federal law, such as Social Security, tax filings and veterans’ benefits. Today, after a months-long investigation, the U.S. Department of Commerce (Commerce) announced it had preliminarily determined that companies in three Southeast Asian countries are illegally circumventing U.S. antidumping and countervailing duty (AD/CV) orders that protect the American solar industry against unfair trade practices. Commerce’s preliminary determination found that companies in Cambodia, Thailand, and Vietnam are receiving solar cell and solar module products that are manufactured in China and then exporting them to the United States as if the products were their own – a strategy designed to bypass U.S. AD/CV duties on Chinese-manufactured solar products. Commerce launched its investigation in March 2022 after being petitioned to do so by the American solar industry. In June, after Commerce began its investigation, the Biden Administration announced that in the event Commerce determined that AD/CV duties were being illegally circumvented, any resulting tariffs would be suspended for two years – a move strongly criticized by Rep. Kaptur at the time. While the determination announced today is only preliminary, Commerce is expected to issue a final determination in May 2023. Both bills will now be sent to the Senate for consideration. “I rise today to stand full force behind the rail workers of our nation and those of my home state of Ohio,” said Rep. Kaptur. “Rail workers deserve our thanks and respect for the backbreaking work they do 24 hours a day, seven days a week. “But rail chieftains and robber barons who are owned by giant Wall Street companies live high off the hog in salaries and stock awards from the sweat of railroad workers. Railroad companies operate like oligopolies, putting their selfish interests above our national interest. No raises for their workers in the last decade? No paid sick days? “U.S. railroads have become way too big for their own britches. Last year, railroads earned a record $20 billion in profits, but they refused to allow their workers seven paid sick days? Really? Yes, greedy and uncaring. How many paid sick days and vacation days do the rail barons siphon off from the workers? “Owned by faceless absentee Wall Street funds, U.S. railroads have become a national illness. They treat with equal disdain their workers and the communities that must endure their rude behavior and neglect of rail installations. Shame on them. “Stand with America’s rail workers that join our nation from coast to coast and haul over 40 percent of the goods we move in this nation.” ### 1 2026-03-30T01:40:41Z 2026-04-08T03:24:37Z

The Mental and Physical Health Care Comorbidities Act would authorize the Centers for Medicare & Medicaid Innovation (CMMI) to support innovative and evidence-based interventions at hospitals and in health systems that serve low-income patients to address the ways through which mental and physical health challenges interact and affect one another. The United States health care system often fails to address the intersection between mental, behavioral, and physical health, as well as the social determinants of health, such as economic status and food insecurity. Many providers who serve patients with mental and physical comorbidities have developed innovative and evidence-based programs, including collaboration of health and social experts to attain better outcomes. “Communities of color and other marginalized groups continue to feel the significant impact of comorbid mental and physical disease,” said Rep. Brown. “This summer, I secured an amendment in the House-passed NDAA that would require the Department of Defense to explore the presence of comorbidities among active service members. In the same vein, the Mental and Physical Health Comorbidities Collaborative Act, which I am proud to co-lead with Rep. Brendan Boyle and Sen. Michael Bennet and would ensure our healthcare system is equipped to treat comorbidities that affect our most vulnerable populations.” “I am proud to introduce this bill along with Sen. Michael Bennet and Rep. Shontel Brown,” said Rep. Boyle. "For too long mental health and physical health treatments have existed in different silos. On November 15, 2021, the Bipartisan Infrastructure Investment and Jobs Act was signed into law, laying the foundation for the largest federal investment in American infrastructure in generations. To date, more than $5 billion in Bipartisan Infrastructure Investment and Jobs Act funding has been announced for over 150 projects across Ohio. Rep. Kaptur joined all Ohio Democrats and Senator Rob Portman (R-OH) and Rep. Anthony Gonzalez (R-OH-16) to pass the legislation in the House and Senate. “Rebuilding Ohio’s crumbling infrastructure is both commonsense and bipartisan,” said Rep. Kaptur. “Potholes are being filled, bridges rebuilt, lead pipes replaced, and highspeed broadband internet deployed. All of this is made possible through smart partnership between Republicans and Democrats – and it’s putting Ohioans to work in good-paying jobs. Going forward, Congress needs to bring this same collaborative spirit to the variety of challenges we face, and I’ll work with anyone to advance these ‘Big Middle’ priorities for the American people.” Infrastructure investments in Ohio over five years $1 billion for the Great Lakes Restoration Initiative $9.8 billion for roads and bridges $1.4 billion for public transportation $1.4 billion for water infrastructure $100 million for broadband internet $140 million for electric vehicle charging stations More information on the impact of the Bipartisan Infrastructure Investment and Jobs Act on Ohio can be found here. ### For more information, contact Chris Dalton at chris.dalton@mail.house.gov. 1 2026-03-30T01:40:41Z 2026-04-08T03:24:37Z

The U.S. Department of Agriculture has launched a $50 million expansion of the Senior Farmers’ Market Nutrition Program (SFMNP) – a federally funded program that aims to lower food insecurity among seniors and support local agricultural producers. Each year, more than 800,000 seniors across the country receive coupons worth up to $50 through SFMNP that can be exchanged at nearly 20,000 farmers’ markets and food stands nationwide for fresh fruits, vegetables, herbs, and honey. In Northwest Ohio, the Area Office on Aging administers the program in Defiance, Erie, Fulton, Henry, Lucas, Ottawa, Paulding, Sandusky, Williams, and Wood counties – distributing coupons to 19,795 seniors in the 10-county area annually. The $50 million expansion of SFMNP represents a 250 percent increase for the program and is funded through the American Rescue Plan which Rep. Kaptur helped pass in 2021. The new funding will allow SFMNP administrators such as the Area Office on Aging of Northwestern Ohio to serve more seniors and expand to serve new areas. Rep. Kaptur was instrumental in SFMNP’s creation in 2001, and has long championed the program, including in her role on the House Agriculture Committee. In August, Rep. The letter urges inclusion of the House-passed Kol Israel Foundation Holocaust Memorial bill, H.R. 7618, in any must-pass legislation before the end of the current legislative session. “Now that the House has taken the important step of passing H.R. 7618 to designate the Kol Israel Foundation Holocaust Memorial as a national memorial, we should deliver on our commitment to root out evil and send the bill to President Biden’s desk as quickly as possible,” said Rep. Brown. “Recognizing the extraordinary legacy of this historic memorial could not be more important at a time of rising antisemitism and Holocaust denial.” Rep. Brown introduced the commemorative, bipartisan bill in April with cosponsors Reps. Marcy Kaptur (OH-09), Tim Ryan (OH-13), Joyce Beatty (OH-03), Dave Joyce (OH-14), Troy Balderson (OH-12), Anthony Gonzalez (OH-16), and Mike Carey (OH-15). On September 20, 2022, the House of Representatives passed the legislation by unanimous consent. Senators Sherrod Brown and Rob Portman introduced a companion bill in the Senate. The U.S. Department of Transportation (DOT) has unveiled its Fiscal Year 2023 plan detailing the allocation of federal resources from the Bipartisan Infrastructure Investment and Jobs Act for critical surface infrastructure projects. As part of DOT’s plan, Ohio will receive $1.96 billion in the upcoming year from the Federal Highway Administration for improvements to roads, bridges, tunnels, and other surface infrastructure. The State of Ohio will have flexibility in determining how the federal funding will be deployed. “Our Bipartisan Jobs and Infrastructure Bill is doing exactly as promised – investing in Ohio’s future,” said Rep. Kaptur. “These federal investments will create living wage construction jobs, increase safety, and better connect workers and communities to regional job hubs. Northwest Ohio has projects ready to go, and I’ll make sure we receive our fair share.” More information on the Bipartisan Infrastructure Investment and Jobs Act funding for roads and bridges can be found here. ### For more information, contact Chris Dalton at chris.dalton@mail.house.gov. 1 2026-03-30T01:40:41Z 2026-04-08T03:20:33Z

Brown (OH-11) released the following statement after introducing the Supplemental Nutrition Assistance Program (SNAP) Access for Medically Vulnerable Children Act. “Families should never have to choose between caring for a sick child and putting food on the table. By improving the SNAP Excess Medical Expense Deduction to give a helping hand to households with a child suffering from a chronic medical condition, disadvantaged families may have one less thing to worry about—their children going hungry,” said Rep. Brown. “We are in the midst of a hunger crisis and must continue to work to ensure that our safety net programs remain resilient.” Background: Currently, SNAP’s Excess Medical Expense Deduction allows qualified households to deduct medical expenses over $35 per month from their income in calculating SNAP benefits. The SNAP Access for Medically Vulnerable Children Act would improve the SNAP Excess Medical Expense Deduction to include children that suffer from one or more chronic conditions. Under this bill, SNAP households could deduct allowable expenses over $35 incurred by a sick child and, as a result, may qualify for a higher SNAP benefit. Congresswoman Brown, a member of the House Agriculture Committee, is an ardent supporter of providing food assistance to struggling families and individuals with disabilities. 1 2026-03-30T01:40:41Z 2026-04-08T03:20:33Z

It is time to right these injustices,” said Rep. Brown. “I applaud President Biden for following through on his commitment to marijuana reform by addressing the root causes of the systemic incarceration disparities marginalized communities face. Even upon release, those convicted of simple possession face needless and devastating barriers to employment, housing, and education. President Biden’s decision to pardon all federal offenses of simple marijuana possession is a step towards justice and a model for state governments to follow. As we work to erase historic injustices like cannabis prohibition, Governor DeWine must follow President Biden’s lead and begin the process of decriminalization and pardoning individuals convicted at the state level, because cannabis justice is racial justice.” The following steps are included in the President’s effort to implement marijuana reform: First, he is announcing a full and unconditional pardon of all prior federal offenses for simple possession of marijuana by U.S. citizens and lawful permanent residents. This pardon will help thousands with prior convictions seeking housing, employment, benefits, and educational opportunities who are currently ineligible based on federal statutory or regulatory bars on individuals with prior drug convictions. Second, the President is urging all Governors to follow his lead and issue pardons for state marijuana possession offenses. Just as no one should be in a federal prison solely due to the simple possession of marijuana, no one should be in a local jail or state prison for that reason, either. Third, the President is asking the Secretary of HHS and the Attorney General to begin the administrative process of reviewing how marijuana is scheduled under federal law. Brown (OH-11) led a group of 27 Members of Congress, urging House and Senate leaders to take action to prevent detrimental cuts to Medicare scheduled to go into effect soon. To bring attention to this matter, Rep. Brown penned a letter asking Congress to address the looming cuts, which will have a negative financial impact on healthcare systems across the nation, especially those located in communities of color. “The last several years have been extremely difficult for hospitals and health care systems, and Congress must offer financial relief so that hospitals can continue to deliver treatment to those most in need,” said Rep. Brown. “Now is not the time to reduce their reimbursement and provide an additional barrier to care. “Disparities in our healthcare system run deep, and the failure of Congress to act on this issue would disproportionately affect minority and underserved communities and have dire consequences. Congress must take swift action to support our front-line healthcare systems.” Background Rep. Brown has been a leader in advancing health equity. Safety net hospitals play a critical role in providing low-income individuals with access to health services. While Congress has provided a patchwork of temporary solutions to stabilize Medicare, they are set to expire soon, some as early as 2023, which could trigger a “Medicare cliff” and result in drastic cuts. The U.S. Department of Justice has awarded a $1 million grant to the Erie County Health Department to implement the Erie County Pathways program – a five-point plan to combat the opioid epidemic in Erie County. The federal grant will provide funding for law enforcement and social workers, prevention, treatment and recovery services, drug take-back initiatives, naloxone distribution, and more. “Opioids have stolen lives and ravaged communities across the country,” said Rep. Kaptur. “Combatting this epidemic in Northwest Ohio requires an all-of-the-above approach to heal those who are afflicted and hold traffickers accountable. This $1 million federal grant will aid law enforcement and first responders on the front lines while connecting those in need of treatment with the services that guide them on their path to recovery.” “Through the new Department of Justice Comprehensive Opioid, Stimulant, and Substance Abuse grant, the Erie County Health Department and Erie County Community Health Center will be expanding our Circle of Care model,” said Erie County Assistant Health Commissioner Trey Hardy. “The grant program will be called the Erie County Pathways program. The objectives of the grant will be to provide needed counseling and support for law enforcement and first responders helping in the community fight against substance abuse. We will be expanding a school education program within the community to enhance cognitive behavioral skills, as well as explaining the harmful effects of substance abuse. We know that improving our nation’s deeply flawed system of policing requires both resources and accountability measures. At a time when we have genuine concerns about the reliability and effectiveness of our police, Democrats are providing the support, resources, and guardrails that departments need to maintain a qualified and properly trained pool of officers. Throughout the negotiation process, we have consulted with external groups and civil rights advocates, and their dedication to public safety has undoubtedly made this a better package for everyone. Today, Rep. Kaptur offered testimony before the U.S. International Trade Commission (ITC) calling for the ITC and the U.S. Department of Commerce (Commerce) to maintain anti-dumping and countervailing duty orders on imported hot-rolled steel products from Australia, Brazil, Japan, Korea, the Netherlands, Russia, Turkey, and the United Kingdom. These orders – first implemented in 2016 – have safeguarded the American steel industry against unfair trade practices by nations that subsidize and dump steel products in the United States, thereby harming American steel companies and workers. In 2017, Rep. Kaptur was the only Member of Congress to testify at a Commerce hearing regarding an investigation of steel imports and illegal dumping of steel in the United States. As a result of the existing orders supported by Rep. Kaptur, the American steel industry has invested heavily in domestic manufacturing, including Cleveland-Cliffs’ recently-completed $1 billion Direct Reduction plant in Toledo and its $200 million upgrade to the Cleveland Works plant in Cleveland. “Steel is the backbone of manufacturing and a crucial material in supply chains,” Rep. Kaptur testified. “We need to ensure that our domestic steel industry remains strong; that the steel industry continues to invest and hire workers; and the steel industry is able to innovate for the future. That is why maintaining these orders is so essential. If imports of hot-rolled steel are allowed to once again flood the U.S. market – as the Department of Commerce has already determined will happen – we know what the consequences will be. It appears to be clear the officer involved did not take the necessary time to assess the situation before choosing to employ deadly force. Today, the National Fish and Wildlife Foundation (NWF) and the National Oceanic and Atmospheric Administration (NOAA) awarded Put-in-Bay $700,000 through the bipartisan Infrastructure Investment and Jobs Act to construct a living shoreline at Scheeff East Point Preserve on South Bass Island. Combined with $950,000 in matching funds from Put-in-Bay, the $1.65 million project will remove foreign debris and utilize a variety of natural shoreline restoration techniques – including the placement of trees, boulders, native vegetation, and beach materials – to stabilize the shoreline and enhance wetland and aquatic habitats for native species. “Put-in-Bay and South Bass Island’s natural beauty are true gems of Lake Erie that must be protected,” said Rep. Kaptur. “Thanks to the bipartisan Jobs and Infrastructure Bill, we are delivering federal resources that will support the local economy and strengthen these shores and precious habitats for the enjoyment and benefit of residents and visitors alike.” More information on NWF and NOAA’s $700,000 award to Put-in-Bay can be found here. ### For more information, contact Chris Dalton at chris.dalton@mail.house.gov. 1 2026-03-30T01:40:41Z 2026-04-08T02:59:24Z

Supported by Ohio farmers, service organizations, and food banks, the Farmers Market and Food Bank Local Revitalization Act would improve and expand two long-standing federal programs that connect seniors and families with farmers markets and food stands. As a Member of the House Agriculture Committee, Rep. Kaptur has long championed these programs which provide affordable, nutritious food to tens of thousands of Ohioans while benefiting local farmers. The Senior Farmers Market Nutrition Program (SFMNP) and the Women, Infants and Children Farmers Market Nutrition Program (FMNP) are federal-state partnership programs in which the U.S. Department of Agriculture (USDA) distributes grants to states to make coupons available to eligible seniors and families to purchase food made and grown in their communities. Each year, 725,000 seniors and 1.2 million women, infants, and children across the country receive coupons worth up to $50 that can be exchanged at nearly 20,000 locations. However, the $20 million in annual funding for SFMP and $30 million for FMNP is insufficient to meet the need. The Farmers Market and Food Bank Local Revitalization Act would allow for a stepped increase in SFMP funding up to $100 million annually by 2028. The bill also raises coupon amounts for SFMNP to $80 and FMNP up to $60, and establishes a USDA pilot program to facilitate contracting between local farmers and local food banks for food procurement and nutritional assistance delivery. “Dollar for dollar, the senior and family Farmers Market Nutrition Programs are some of the most effective farm and nutritional programs across America,” said Rep. To prevent and reduce the spread of infectious diseases, Reps. Brown, Johnson, and Torres penned a letter requesting the administration ensure the fair distribution of monkeypox vaccines, testing, and therapeutics among at-risk groups that have been historically disadvantaged. "The prevalence of highly infectious diseases like Monkeypox and COVID-19 has been felt across the nation, but they have wreaked havoc disproportionately on minority communities that often lack access to basic healthcare resources like vaccines," said Rep. Brown, who is also a Member of the House Committee on Oversight and Reform. "These inequities within our healthcare system are deeply rooted and have been documented for decades. And it is past time that we work to address them." “In Georgia, monkeypox is infecting an overwhelming number of Black people compared to other races -- particularly Black men,” said Rep. Johnson. “Nationwide, despite Black and Hispanic people making up about one-third of the population, over half reported cases are within this group. Social determinants of health drive health disparities, but the Administration’s National Monkeypox Response has an opportunity to ensure the health of these communities. I am happy to work with Congresswoman Brown and Congressman Torres to avoid a worst-case scenario for this critical health emergency.” “The US has a long and ugly history of ignoring the public health needs of the LGBTQ community. Rep. The IRA also includes the largest investment to fight climate change in our nation’s history. It will help strengthen America’s energy security, cut carbon emissions, and create jobs manufacturing solar panels, wind turbines, and electric vehicles in America. The bill will now be sent to President Biden for signature. By closing tax loopholes and establishing a minimum corporate tax applied only to the 150 largest corporations, the Inflation Reduction Act lowers healthcare and energy costs, expands American energy production, and reduces the federal deficit by $300 billion without raising taxes on small businesses or households making less than $400,000. The comprehensive bill delivers targeted investments to lower Medicare prescription drug and insulin costs and protect Affordable Care Act plan premium subsidies for 13 million Americans. The bill also spurs American energy innovation to create new energy and manufacturing jobs, lower energy costs, and conserve the environment. “The wealthiest have had a good run of things on the backs of workers, families, and seniors,” said Rep. Shontel Brown (OH-11) voted for the Assault Weapons Ban Act, which would prohibit the sale of assault weapons and large-capacity ammunition feeding devices. This comes on the heels of yet another wave of mass shootings across the country involving assault weapons—including the murder of seven people at a Fourth of July parade in Illinois. House Democrats’ swift and decisive action marks the first passage of an assault weapons ban since 1994. “My community continues to bear the tragic realities tied to senseless gun violence," said Rep. Brown, a cosponsor of the bill and member of the Gun Violence Prevention Taskforce. “Our thoughts and prayers aren’t enough. And every mass shooting we witness proves that Congress must act to end the senseless killings of thousands of innocent children and adults who have become victims of gun violence in their schools, churches, and grocery stores. I commend the House for taking steps in the right direction and urge the Senate to save lives and act swiftly to pass the bill.” 1 2026-03-30T01:40:41Z 2026-04-08T02:49:02Z

Brown voted for the historic, bipartisan CHIPS and Science Act to strengthen Ohio’s economy and support families and national security for generations. The CHIPS and Science Act will deliver a powerful investment in America’s global competitiveness. The bill will directly impact Ohio’s economy by creating jobs, slashing kitchen table costs, ending dependence on foreign manufacturers and turbocharging American innovation. This legislation now heads to the President’s desk to be signed into law. “The passage of the CHIPS and Science Act is a huge win for our country and Ohio’s economy,” said Rep. Brown. “The bipartisan legislation was championed by the Ohio delegation in efforts to boost the U.S. semiconductor production and create opportunities for our state. Intel selected Ohio to be the location of its new $20 billion semiconductor manufacturing plant that would employ over 3,000 workers, and this is only the beginning of Intel's planned investments for our state.” Background The bipartisan CHIPS and Science Act will reverse these dangerous trends, reasserting America’s economic independence and scientific dominance. This legislation will: Lower costs for American consumers – by making more critical semiconductor components in America, helping end the shortage of chips that have driven up the price of everything from cars to consumer goods. Create 100,000 new good-paying jobs – creates strong Davis-Bacon jobs building hi-tech manufacturing facilities here in America. End our dangerous dependence on foreign manufacturers – bringing critical semiconductor manufacturing back to America instead of overseas where it can be threatened by our adversaries. Turbocharge American R&D – powering America’s preeminence in both basic research and next-generation technologies and ensuring that the technologies of the future are made here in America. The bill was joined by Rep. Shontel Brown (OH-11) as an original cosponsor. “Fifty years ago, Shaker Heights’ hero David Berger and ten other Israeli Olympic team members were tragically killed in a terror attack in Munich, forever changing the face of the Olympics,” said Rep. Brown. “Today, we must recommit to the security of the Jewish people in the U.S. and worldwide, honoring the story of the 1972 Israeli Team and condemning this and every other horrific criminal act of antisemitism.” “During the 1972 Summer Olympics in Munich, eleven Israeli athletes were brutally murdered by “Black September,” a group of Palestinian terrorists,” said Rep. Owens. “As we approach the 50th anniversary of the Munich Massacre, I am humbled to join Reps. Sherman and Brown to honor the victims of this extraordinarily dark day. Throughout history, the unifying power of sports and peaceful competition has brought us together. Beatty was intimately involved in the crafting and negotiation of the CHIPS and Science Act, working to ensure Central Ohio institutions and communities would benefit from the funding. Critically, Beatty secured language in the final bill to ensure funding makes its way to historically underserved communities and businesses. “For Ohioans, the importance of the CHIPS and Science Act cannot be overstated,” said Beatty. “Even beyond the thousands of jobs it will generate in Central Ohio, this is an investment in American technological and manufacturing dominance. By bringing computer chip production back to the US, we will lower costs for Americans, create thousands of good-paying union jobs, bolster STEM R&D, and end our dangerous dependence on foreign manufacturers. Coupled with Intel’s historic investment, this funding will rebuild America’s rich manufacturing tradition and usher in a new Silicon Heartland. In a vote of 243-187-1, Rep. Kaptur joined 218 House Democrats and 24 House Republicans to pass the bill, which will now be sent to President Biden for signature. The Creating Helpful Incentives to Produce Semiconductors and Science (CHIPS and Science) Act is comprehensive legislation that boosts American economic competitiveness and national security, creates good-paying jobs, and lowers costs by investing in domestic manufacturing and strengthening supply chains across the country. While China and other foreign competitors are heavily investing in their own semiconductor manufacturing capacity, the United States currently only produces 12 percent of what it needs for everything from automobiles to computers – down from 37 percent in the 1990s. The CHIPS and Science Act’s investments are strategically targeted to restore the U.S.’s position as a world leader in manufacturing innovation. As part of the bill, Rep. Kaptur advocated for the inclusion of automotive-specific investments and incorporated a provision that directs for the Great Lakes region to be prioritized for clean energy incubator investments. “When America builds, America wins,” said Rep. Kaptur. “In the 21st century, the fight for manufacturing and scientific dominance will be won by those who are ready to compete. By investing in American jobs, American innovation, and American industries, the CHIPS and Science Act turns a page on years of misguided trade and industrial policies and shifts our trajectory toward the future.” Highlights of the CHIPS and Science Act Job-Creating Hubs: $11 billion for the Department of Commerce (DOC) to create 20 geographically distributed Regional Technology Hubs to focus on technology development, job creation, and expanding U.S. innovation capacity, including $1 billion dedicated to a RECOMPETES grant program for e… 1 2026-03-30T01:40:41Z 2026-04-08T02:49:02Z

On Tuesday, the House passed Rep. Kaptur’s Greatest Generation Commemorative Coin Act that empowers the U.S. Department of the Treasury (Treasury) to mint commemorative coins that pay tribute to the National World War II Memorial and honor the American servicemembers who served and died during World War II. The National World War II Memorial was dedicated in 2004 after a 17-year effort spearheaded by Rep. Kaptur. Proceeds from the sale of the coins will be used by the Friends of the National World War II Memorial – in partnership with the National Park Service – to perform necessary maintenance and repair work at the memorial and provide enhanced educational and commemorative programming to the millions of people who visit annually. The bill authorizes Treasury to mint up to 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins for use as legal tender. Beginning in 2024, the coins will be sold to the public at face value plus a $35, $10, and $5 surcharge, respectively, to fund the work and programming led by the Friends of the National World War II Memorial. “At the heart of our nation’s capital, the National World War II Memorial stands as an enduring testament to the patriots of America’s Greatest Generation whose selfless courage secured the victory of Liberty in the 20th century,” said Rep. Kaptur. “The Greatest Generation commemorative coin will serve as a sturdy token that honors those who fought and sacrificed while fortifying the sacred national shrine that salutes their legacies.” “The commemorative coin will serve as an important representation of the spirit, sacrifice, and commitment of the brave Americans who fought to defend the nation and advance peace and freedom throughout the world,” said Friends of the National World War II Memorial Executive… 1 2026-03-30T01:40:41Z 2026-04-08T02:49:02Z

The bill will now be sent to the Senate for consideration. Today, the House passed the Susan Muffley Act to restore full retirement benefits to more than 20,000 retirees across the country – including more than 5,000 in Ohio – who worked for Delphi, the now-shuttered automotive parts manufacturer originally created as a division of General Motors. The bill – led by Rep. Dan Kildee (MI-05) and cosponsored by Rep. Kaptur – is named in honor of the late Susan Muffley, whose husband David is one of the Delphi retirees. After Delphi’s bankruptcy in 2005 and General Motors’ in 2009, responsibility for paying Delphi retirees’ pension benefits was assumed by the federal Pension Benefit Guaranty Corporation (PBGC). As a result of statutory limits on the maximum benefit amounts PBGC was allowed to pay, Delphi retirees saw a significant reduction in their pensions. The Susan Muffley Act directs PBGC to recalculate Delphi retirees’ benefit amounts without regard to the statutory limits – allowing retirees to finally receive their full pensions. “The men and women who built up Delphi were made a promise in return for their years of hard work. They were promised a stable and secure retirement during their golden years,” said Rep. Kaptur. “Over the years, American workers have time and again seen these promises broken and the financial security that is rightfully theirs thrown away. Now, the Susan Muffley Act makes good on Delphi’s original promise. By restoring their benefits, thousands of retirees will have a better future – a future they had paid for and earned. In Defiance and Sandusky, Ohio – and across the Midwest and Industrial Heartland – the Susan Muffley Act is a giant step forward to make retirees whole.” “If you work hard and play by the rules, you should be able to retire with dignity,”… 1 2026-03-30T01:40:41Z 2026-04-08T02:49:02Z

This bill would restore the monthly benefits of pensioners terminated because of the 2009 Delphi Corporation bankruptcy. Rep. Brown issued the following statement: “No one should ever have to worry about losing their hard-earned pensions,” said Rep. Brown. “I cosponsored and voted for this bill because Americans who invest decades of hard work in their careers should be confident that they will receive the retirement benefits they have rightfully earned. “Restoring full retirement benefits for about 20,000 Delphi salaried retirees throughout the country, including 5,000 Ohioans, is long overdue. While we still have a lot of work to do, I believe the Susan Muffley Act is a step in the right direction to help ensure the dignity of retirement.” Background: The Susan Muffley Act would fully restore Delphi pension plan benefits by directing the Pension Benefit Guaranty Corporation (PBGC) to recalculate benefits for participants in, and beneficiaries of Delphi plans without regard to the statutory maximum limits on their guarantee. The bill addresses which plans, participants, and beneficiaries would be eligible for increased benefits and how benefits of eligible participants and beneficiaries would be calculated and paid. 1 2026-03-30T01:40:41Z 2026-04-08T02:49:02Z

The provision was adopted as an amendment to the bill, H.R. 8294. First announced in 2016, work on the “Tubman Twenty” was paused under the Trump Administration. While the Biden Administration pledged to accelerate the rollout, Americans have still not seen any official designs for the long-promised note. “Six years after Americans celebrated Harriet Tubman’s selection to replace Andrew Jackson on the twenty dollar bill, we are no closer to knowing when we will see the bill or what it will look like,” said Beatty. “After the Trump Administration paused work on the redesign, people are rightfully concerned this much-needed update to our currency may never see the light of day. Beatty voted to enshrine marriage equality into federal law. The Respect for Marriage Act will officially repeal the Defense of Marriage Act (DOMA), a defunct and discriminatory statute excluding same-sex couples from marriage under federal law. This legislation will also codify new protections ensuring that no married couple can be denied protections and benefits under federal law based on sex, race, ethnicity, or national origin. “I am proud to have voted to protect marriage equality in Ohio and across the country,” said Rep. Beatty. “With the Supreme Court’s decision to overturn Roe v. Wade, the Republican-appointed supermajority tossed out nearly 50 years of legal precedent, weakening the Constitutional right to privacy, and threatening the health of American women. Now, right-wing extremists are leading a cruel assault on even more of Ohio’s hard-won freedoms – including the right to marry the person they love. The bipartisan, bicameral Respect for Marriage Act will enshrine marriage equality into federal law and prohibit state officials from discriminating against same-sex and interracial couples.” Following the Supreme Court’s heart-wrenching decision overturning Roe v. Wade, right-wing extremists have set their sights on other rulings upholding basic rights and freedoms. In his concurring opinion, Justice Clarence Thomas explicitly called for the Court to consider overturning other landmark rulings, including the Obergefell v. Brown. “I am proud my colleagues supported our amendment because American flags purchased with taxpayer dollars should be made right here in the United States. This amendment and our pending bill will directly support businesses here at home, and there is nothing better than knowing our flag will continue to support American workers and our economy.” “Instead of importing flags from China, we need to spend taxpayer dollars right here at home. The bill, which passed the House on a 260-169 vote, will establish an AMBER alert style system to provide life-saving information during emergency situations involving active shooters. “Gun violence has spread like a plague through our nation. I have made a promise to the American people to do all I can to stop this public health crisis, and voting yes on the Active Shooter Alert System Act will take us one step closer to the meaningful gun reform we need,” said Beatty. “Just like AMBER Alerts help locate abducted children, this would provide time-sensitive information to community members in the event of an emergency involving an active shooter. This system, combined with mandatory data collection on responses to incidents involving gun violence, will provide rapid notifications to better protect American families. I find it baffling that my Republican colleagues previously blocked this commonsense, bipartisan bill, but I applaud Democratic leadership for moving forward and succeeding with today’s vote.” 1 2026-03-30T01:40:41Z 2026-04-08T02:49:02Z

The bill is named in honor of Sergeant First Class Heath Robinson of Ohio who passed away from cancer in 2020 after being exposed to burn pits while deployed to Iraq. The Sergeant First Class Heath Robinson Honoring Our Promise to Address Comprehensive Toxics (PACT) Act empowers the U.S. Department of Veterans Affairs (VA) to properly address the full range of health issues faced by veterans who were exposed to toxic substances during military service. Servicemembers can be exposed to toxic substances through airborne hazards from burn pits, contaminated water at military bases, radiation from atomic testing and cleanups, and contact with Agent Orange. Under current federal law, the process for veterans to receive VA healthcare services related to their exposure to toxic substances is cumbersome and inadequate. The PACT Act reforms the VA’s current process by: Adding 23 toxic substance exposure-related conditions to the list of illnesses presumed to be service-connected Expanding healthcare eligibility to more than 3.5 million post-9/11 veterans exposed to toxic substances Enhancing benefits claims processing, investing in workforce and facility needs, and increasing federal research into toxic substance exposure “Veterans who served our nation so honorably are owed the eternal gratitude of the American people,” said Rep. Kaptur. “But they are also owed so much more. When returning from the battlefield with grievous injuries and illnesses, America must deliver every ounce of care they need to heal and overcome. The PACT Act strengthens our commitment to the men and women who served America and ensures they are able to live with the dignity and comfort they deserve.” ### 1 2026-03-30T01:40:41Z 2026-04-08T02:49:02Z

These companies include JinkoSolar, Xinte Energy, and Longi Solar. Signed into law by President Biden in December 2021, the Uyghur Forced Labor Prevention Act prohibits the importation of any goods, wares, articles, and merchandise into the United States that are mined, produced, or manufactured wholly or in part in the Xinjiang Uyghur Autonomous Region of the People’s Republic of China. Doing so will result in the [Chinese Community Party] profiting off gross human rights abuses.” “China is engaged in a campaign of widespread, systematic persecution of the Uyghur people,” said Rep. Today, the Biden Administration announced its implementation of the Butch Lewis Act program that will strengthen multiemployer pension plans and protect the retirement benefits of more than 3 million Americans who worked in the trucking, transportation, manufacturing, mining, and other industries. Included as part of the American Rescue Plan Act passed by Rep. Kaptur and Congressional Democrats in 2021, the Butch Lewis Act will provide special financing to more than 200 multiemployer pension plans across that country that have faced financial insolvency. Without this legislative action, beneficiaries of these pensions – including tens of thousands of Ohioans – would have seen significant reductions in their earned benefits. Now, through the Butch Lewis Act, these pensions are projected to remain solvent until at least 2051. “America made a promise to millions of hardworking men and women who built up our country – and it is a promise that we must keep,” said Rep. Kaptur. “Retirement security is Middle Class security, and those who labored throughout their lives deserve to benefit from the fruits of their labor. Thanks to the Butch Lewis Act, we are strengthening this bedrock retirement system and ensuring that retirees and their families are able to live with the dignity they have earned.” The Butch Lewis Act grew out of legislation long championed by Rep. Kaptur, including the Rehabilitation for Multiemployer Pensions Act that she co-introduced in 2017, and the Keep Our Pension Promises Act that she introduced in 2015. Brown asked the Department of Justice to monitor the investigation of the killing of Jayland Walker. Walker’s death is currently under investigation, while the eight officers in question are on paid administrative leave. “The senseless killings of unarmed Black Americans are tragic events our country continues to relive,” said Rep. Brown. “We owe it to Jayland Walker and his family to ensure a thorough and transparent investigation of his death.” In a letter penned to Attorney General Merrick Garland, Rep. Brown urged the DOJ to monitor the investigation so, “…communities in Northeast Ohio are assured that a full and fair investigation will be conducted that accurately portrays the facts and makes findings consistent with those facts.” “Black communities have been punished for far too long by investigations that leave us with more unanswered questions than facts. Our communities must be able to say with complete confidence that they believe law enforcement agencies have performed a fair and just investigation in difficult times like these to begin rebuilding public trust.” For the text of the letter, click below. 1 2026-03-30T01:40:41Z 2026-04-06T18:20:25Z

Brown: Damaging Supreme Court Decision Guts EPA’s Authority to Fight Climate Change 2022-06-30 2022 2022-06 Democrat House OH Shontel M. Brown B001313 shontelbrown.house.gov shontelbrown https://shontelbrown.house.gov/media/press-releases scraper WASHINGTON — Today, Rep. Shontel M. Brown (OH-11) issued the following statement after the Supreme Court announced its West Virginia v. EPA decision restricting the Environmental Protection Agency’s (EPA) authority to regulate greenhouse gas emissions from existing power plants: “Another day, another ruling from the Supreme Court taking us decades in the wrong direction. This latest damaging decision will gut EPA’s ability to protect clean air and water and fight climate change. It will lead to more pollution and, therefore, greater risks to the health and livelihoods of people in Northeast Ohio and beyond. What’s more, at a time when action addressing climate change is at a premium, this decision will kneecap our ability to address harmful power plant emissions. Yet the impact of this decision could extend beyond the EPA, threatening the government’s very ability to regulate everything from workplace safety to banking practices. “We cannot continue to put the profits of corporations and the fossil fuel industry ahead of the wellbeing of our fellow Americans and the future of our children. I will fight tooth and nail with my colleagues in Congress to protect our families and communities and build a better, safer future for the next generation.” 1 2026-03-30T01:40:41Z 2026-04-06T18:13:54Z

Wade, U.S. Congresswoman and Congressional Black Caucus Chair Joyce Beatty (OH-03) issued the following statement: “Today’s decision is the direct result of Republican court-packing and a gift to the most extreme sect of the Republican party. The vast majority of Americans support the right to choose, reproductive rights, and access to safe abortions; however, the will of the American people has been overturned by a small handful of fundamentalists who believe in government-mandated pregnancies. A woman’s right to choose should be non-negotiable. More than anything, I am worried for the people who need an abortion, and who will no longer be able to access one, or, worse yet, will be criminalized for seeking out services. And unfortunately, we know it will be women of color who will be hurt the most by this. Where there was once certainty and safety in settled law, there will soon be confusion and legal chaos. It is vital we pass federal legislation to secure access to reproductive care.” 1 2026-03-30T01:40:41Z 2026-04-08T02:39:01Z

Wade 2022-06-24 2022 2022-06 Democrat House OH Shontel M. Brown B001313 shontelbrown.house.gov shontelbrown https://shontelbrown.house.gov/media/press-releases scraper WASHINGTON – Today, Rep. Shontel M. Brown (OH-11) issued the following statement after the Supreme Court released its Dobbs v. Jackson opinion that overturns Roe v. Wade: “Today is a dark day in American history. The Supreme Court’s devastating decision overturning Roe v. Wade is a deliberate attack on reproductive rights and an individual’s fundamental right to make decisions about their body and their health care. Now, the most personal decision someone can make will be subjected to the impulses of politicians and partisans. For the first time in our history, girls growing up today will not have the same rights as their mothers. And there is no doubt that this disgraceful decision will take the greatest toll on poor women, women of color, and marginalized communities who already face systemic barriers to accessing to health care. “Today, the Supreme Court not only delivered a smack in the face to five decades of precedent, it also turned back the clock on decades of progress on human rights. This decision is a blow not just to women, but to all of us who cherish the freedoms and rights we hold as Americans. Combined with yesterday’s ruling on guns, this decision displays the Court’s glaring hypocrisy for the country to see. According to the idealogues on the Court, states cannot decide how to regulate guns—yet only the states can decide how to regulate a woman’s body. They will stop at nothing to foist their extreme agenda on the American people. “My heart is heavy today. Yet let’s be disappointed, not devastated. We can be down, but we aren’t out. The House has already passed legislation to make Roe v. Wade the law of the land, and I urge the Senate to pass this critical bill now. We cannot—and we will not—go back.” 1 2026-03-30T01:40:41Z 2026-04-06T18:13:54Z

Brown Supports Passage of Bipartisan Safer Communities Act 2022-06-24 2022 2022-06 Democrat House OH Shontel M. Brown B001313 shontelbrown.house.gov shontelbrown https://shontelbrown.house.gov/media/press-releases scraper WASHINGTON — Today, Representative Shontel M. Brown (OH-11) supported passage in the House of Representatives of the Bipartisan Safer Communities Act. The bill, previously passed by the Senate, now heads to the President for his signature. "A day after the Supreme Court's shocking ruling on gun safety laws, Congress is showing that we can in fact work together across the aisle to pass meaningful legislation that will save lives,” said Rep. Brown. “After thirty years of partisan gridlock, the Bipartisan Safer Communities Act represents a historic opportunity to finally address the gun violence epidemic. This bipartisan package would make long overdue progress by strengthening background checks, investing in effective community violence prevention programs, and finally closing the boyfriend loophole. "Let me be clear: this is a good bill—not a perfect bill. The provisions don’t go nearly as far those recently passed by the House, and I believe there is much more we can do reduce gun violence. However, I firmly believe that we cannot let the perfect prevent the possibility of progress. I will continue to fight for more responsible gun ownership laws, including universal background checks, safe storage laws and other measures supported by an overwhelming majority of Americans." Among other provisions, the Bipartisan Safer Communities Act would: Support state crisis intervention orders; Protect victims of domestic violence by closing the boyfriend loophole; Create new penalties for straw purchases; Crack down on criminals who illegally evade licensing requirements; Strengthen background checks for people under 21 to include review of juvenile and mental health records; and Provide funding for community-based violence prevention initiatives. 1 2026-03-30T01:40:41Z 2026-04-06T18:13:54Z
