The measure will increase accountability from federal agencies. TheEqual Access to Justice Act(EAJA) was enacted to bring relief to veterans, retirees, small businesses, and other individuals whose limited resources would prevent them from seeking redress against the government.EAJArequires federal agencies to reimburse plaintiffs for legal fees incurred through suits in which the agency pursued an unsupportable position. Since 1995, federal agencies have not been required to publish records ofEAJAreimbursements or the legal justifications behind them, meaning that the public has no access to how much agencies are paying out and whether the payments are justified. TheOpen Book on Equal Access to Justice Actwould bring transparency to theEAJAprocess by requiring the Administrative Conference of the United States to maintain an online database that makesEAJAdata from every federal agency available to the public and to Congress, which has oversight over government spending. When enacted, the First Step Act will shorten sentences for nonviolent drug offenders, give judges more latitude to work around mandatory sentences where appropriate, and allow offenders who were sentenced before Congress reduced the disparity between penalties for crack and powder cocaine in 2010 to petition to have their cases re-evaluated for possible sentence reductions. It will also enable certain prisoners to participate in evidence-based recidivism reduction programs to earn credits to complete the last portion of their sentence in a residential reentry center or home confinement, and encourage the placement of offenders at prisons closer to their homes where possible. The bill will also prohibit the shackling of pregnant women. Congressman Cohen made the following statement: The First Step Act just that a good first step. It will bring long overdue relief to nonviolent drug offenders who endured unfair, unduly harsh sentences that Congress disavowed in 2010, but failed to make the new law retroactive. It will also enable nonviolent offenders to earn reductions to their time in prison by taking part in programs that will help them become law-abiding citizens when they reenter society, encourage offenders to be placed in facilities closer to their homes, and stop the barbaric practice of shackling pregnant prisoners. More needs to be done to reform our criminal justice system, and I will continue to work to make that happen, but I am grateful Congress has taken this important First Step. They also produced a video that describes the app's inner workings. Each day, students at the winners' school get a block of time to choose and attend one class in which they feel they need extra time or instruction. The winning app provides students an easy way to secure space in desired classes and eliminates a cumbersome paper process. The app also gives teachers a high-tech way to communicate their daily course offerings to students and track student attendance. Congressman Cohen made the following statement: No one deserves this honor more than Judge Sugarmon, whose lifetime achievements include being the first African-American to run for a major city office in 1959 and the second African-American elected to the Tennessee General Assembly after Reconstruction, in 1966. Before becoming a judge in 1987, he practiced with Memphis' and the South's first integrated law firm Ratner, Sugarmon, Lucas, Willis and Caldwell after attending Morehouse College and Rutgers University and receiving a law degree from Harvard University. The national childhood obesity rate is a dangerous 31 percent but Tennessee's is a staggering 38 percent.
