The Trump administration announced earlier this month that it would sell more than $80 billion of lethal weaponry to Ukraine's military, including anti-tank missiles and sniper rifle systems. Connolly said he believed the president was "reluctant" to sign off on the policy, which was seen as a shift in U.S. policy in Ukraine from the Obama administration. "I think he is a very reluctant signatory to the recent national strategic policy that was announced, Connolly said.
