Plaskett released the following statement regarding a grant totaling $17 million for the Virgin Islands Territorial Emergency Management Agency: Today, I am pleased to announce a grant from the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA). The grant is for $17,417,560.24 in federal funding to the Virgin Islands Territorial Emergency Management Agency for state management costs. State Management costs, which essentially cover the costs of managing or administering the programs which are not covered by the percentage allowance, include all other direct grant administration costs' of the grantee. These costs generally represent regular time salaries and approved equipment purchases and are not intended to fund overtime, per diem, and other costs already covered by statutory administrative costs. This important grant will benefit the Virgin Islands tremendously with our ongoing rebuilding efforts and making the Virgin Islands whole again. The Virgin Islands will be reimbursed by the federal government for the cost of the stimulus checks, like it was for the first round of rebates earlier this year. Extends pandemic-related unemployment benefits until mid-March and provides an additional $300 per week above regular state rates. Assistance to the unemployed will be provided to the Virgin Islands in the same fashion as States. Plaskett released this statement on the passage of the coronavirus emergency response supplemental funding bill today: As a Member of Congress, we recognize that Americans urgently need a coordinated, fully-funded, whole-of-government response to keep us safe from the widening coronavirus epidemic. Today the House passed an emergency coronavirus response funding package of $8.3 billion of new funds to address the urgent needs of the country. This funding is provides $2.2 billion in public health funding for prevention, preparedness and response, including nearly a billion dollars specifically to alleviate the immense financial strain on state, local, tribal and territorial hospitals and health systems. To protect public health, the bill will allow Medicare providers to extend telemedicine services to seniors regardless of where they live, at an estimated cost of $500 million. The bill also allows an estimated $7 billion in low-interest SBA loans to small businesses impacted by this epidemic. This funding commits more than $3 billion to the development of treatments and a coronavirus vaccine and include an additional $300 million to ensure Americans will have access to the vaccine regardless of their ability to pay. The legislation protects against price-gouging of these medicines developed with taxpayer dollars by ensuring that the federal government will only pay a fair and reasonable price for coronavirus vaccines and drugs and providing HHS the authority to ensure that they are affordable in the commercial market. Department of Education for the purpose of making repairs to Joseph A. Gomez Elementary School in St. Thomas. The Department has received another grant totaling $10.6 million to fund Emergency Protective Measures in St. Croix. The children of the Virgin Islands have gone to school in modular classrooms for over two years, I'm pleased that we are heading towards the end of that period. This new funding will allow the Department to begin the process of educating our students in facilities conducive to their educational growth. We must be prepared and become more resilient to disaster. That's how many people die every day from a drug overdose. Last year alone, more than 70,000 people died of drug overdoses. People are now more likely to die from an overdose than they are a car crash. I am glad that our local government has begun to pay attention to the increasing threat of opioid abuse in the Virgin Islands. Although we are not experiencing a crisis with opioids it is always good to get in front of situations like this.
