The Presidential Tax Filings and Audit Transparency Act will require the IRS to conduct an annual, publicly-disclosed audit of the President's finances. "Today, House Democrats proudly voted to ensure that the federal government serves the interests of the American people above all else," said Rep. Plaskett. "Virgin Islanders and all Americans deserve to know that nobody is above the law – not only in the case of Donald Trump, but for any President. By requiring the IRS to audit the President's finances, this legislation will strengthen faith in our public institutions and uphold transparency in the halls of power." In 1977, the IRS adopted a policy of conducting mandatory audits on the President. However, over the course of a four-year investigation, the House Ways and Means Committee found that this policy was "dormant, at best" under the previous administration. Plaskett was honored to be a member of this esteemed Committee which worked vigilantly to secure this finding. The Presidential Tax Filings and Audit Transparency Act will formally codify this policy into federal law, requiring the IRS to: Conduct an audit of the President's tax returns, along with any entities controlled by the President, as rapidly as possible after filing. Provide public updates on the status of the audits. VITOL’s Liquefied Petroleum Gas (LPG) Conversion Project at WAPA exceeded initial projections for a total cost of nearly $200 million - $92 million in unapproved change orders along with many other cost increases and contract amendments. Now almost 10 years later, despite WAPA remaining current on propane costs, VITOL continues to extract what would appear to be usury rates on the conversion project debt and holds hostage propane and use of the facility (that is near impossible for the VI Government to own because of the outrageous cost). “My office has been in discussions with WAPA’s CEO, Andrew Smith, and we have also reached out to Governor Bryan and his team regarding VITOL’s decision. I understand that the WAPA leadership team has already begun the process of looking for other propane providers and aggressively pursuing other solutions that will allow us to no longer be held hostage by VITOL’s bad partner practices. Department of Education for the Arthur A. Richards Junior High School and Grounds: “I am happy to announce that FEMA has awarded a grant totaling $209,285,548.20. This much needed funding will go toward to the U.S. Virgin Island Department of Education (VIDE) for the replacement of Arthur Richard Junior High School, including educational buildings, grounds, and infrastructure damaged as a result of Hurricane Maria. The Arthur A. Richards Junior High School and grounds were destroyed by Hurricane Maria. “There has been tremendous effort to come to this place. My office has been honored to work with the Government of the Virgin Islands, the Biden Administration leadership team at FEMA along with the professional staff at the Appropriations Committee under the leadership of Subcommittee Chairwoman Lucille Roybal-Allard. I thank FEMA for reevaluating the cost of rebuilding Arthur Richards school. FEMA had originally offered $148 million to rebuild the school, which was not consistent with the needs of the Virgin Islands and what the territory is entitled to under federal law. Governor Bryan’s Office of Disaster Recovery along with the VI Government’s consultants at Witt Obrien insisted that FEMA was not using the correct formula to evaluate the cost to rebuild our critical infrastructure. My office pressed and organized a summit between FEMA, the Virgin Islands government, and the appropriate professional staff in Congress to have FEMA re-evaluate the figures for rebuilding our critical infrastructure. That all day summit allowed FEMA to hear from the individuals working on the ground and have validation on the intent of the formula for rebuilding from the staff in Congress who wrote the language under the law for our rebuilding funding.
