No municipality by itself can solve this problem. The comprehensive plan that the Biden Administration laid out today provides the strong response and leadership that is needed to help protect our children. Lead is a public health threat, especially to our children, harming brain development, leading to behavioral issues, all of which have a long-term impact on a child’s life. Our babies deserve clean drinking water and homes free of this poison and an equal chance to grow, learn, and succeed. That’s why for the first time since I have been in Congress, I am pleased that the federal government is taking leadership in helping to rid our communities of this threat. There is no safe level of lead for our children which is why it’s so important that we act strongly and swiftly to remove the sources of lead poisoning. There are an estimated 70,000 lead pipes in our city. And lead paint exposure continues to be a problem. It is a tragedy that each year, some 2,500 children in Milwaukee have tests that show elevated lead levels in their blood. 2,500 children! I, along with Biden administration, have a shared commitment to build safer, healthier communities. The Administration’s plan builds upon this commitment by providing resources Milwaukee needs to remove lead paint and lead pipes from our homes. It includes a strong cross agency effort and commitment, from HUD, to EPA, to HHS, to the Department of Labor, to support states and local partners that are on the frontlines of the efforts to protect our children from lead exposure. One of the main proponents of the Plan is ensuring the funds I fought to have included in the Bipartisan Infrastructure bill dedicated to removing lead pipes, is well spent. I am proud that Wisconsin is slated to receive $48 million… 1 2026-03-30T01:40:41Z 2026-04-06T20:37:48Z

It will provide a tax cut for low- and middle-class families, help those families address the rising costs of health care, childcare, and housing, creating jobs, while helping ensure that the wealthy pay their fair share and that it does not add to the deficit. I am especially proud that the bill retains many of the transformative provisions such as extensions of the Child Tax Credit and Earned Income Tax Credit, Low Income Housing Tax Credit, paid family and medical leave, and investments in elder care and childcare that were advanced out of the Ways and Means Committee. I know that women at every rung of the economic ladder were disproportionately impacted by the pandemic. This bill answers to these struggles with investments in the childcare and paid leave that supports them and millions of families. This provision will especially benefit those of modest means who, like many others, face the dilemma of either losing pay or caring for a loved one. Building Back Better will also help ensure every child has a fair to shot to succeed. That means supporting their educational success, which is why I am so thrilled to support universal pre-K for every 3- and 4-year-old. When every child has access to a quality education, it makes us a stronger country and levels the playing field. The White House estimates that the bill will improve access to childcare for nearly 360,000 young children (ages 0-5) per year in Wisconsin while ensuring that families do not more than 7% of their income on high-quality childcare. Another 80,000 Wisconsin children will benefit from the bill’s investments in high quality preschool. The bill also means investing in child nutrition programs to reduce the toll that food insecurity is having in our communities, especially on our children. In this bill, we continue the strengthened Child Tax Credit which has proven to be a real lifeline for families working to… 1 2026-03-30T01:40:41Z 2026-04-06T20:30:49Z

"This morning's vote is why American voters put Democrats in charge. This transformational bill will help families across the country. Tens of millions of American families will get a tax break. It lowers the cost of childcare for parents and prescription drugs for seniors. It creates millions of jobs, many of which tackle climate change. And it's paid for by the wealthy and corporations who have not paid their fair share of taxes. This wildly popular agenda that the American people will benefit from is one step closer to the finish line. I urge my colleagues in the Senate to get this bill done and send it to the President's desk as soon as possible." The bill now goes to the Senate for their consideration. This plan will greatly benefit our community and complement the Build Back Better Act which the House also took action on. Together, these bills will not only help address our nation’s crumbling infrastructure, they will also strengthen the economy, provide tax cuts for the low- and middle class Americans, create jobs, and help Americans lower the costs of childcare, health care, and home care while improving access to universal pre-K, higher education, and workforce development opportunities, among other initiatives. I understand that the bill before us today is not perfect and that there were critical elements that were left on the negotiating table. Yet, it is crucial that we get these dollars out, flowing to our communities to remove lead pipes, improve transit, create jobs and improve infrastructure, even as work continues on the second part of the Build Back Better agenda. But our work is not done. It is vital that Democrats remain united in pursuing the full Build Back Better agenda because our communities have so much to gain from these crucial investments.” 1 2026-03-30T01:40:41Z 2026-04-06T20:30:49Z

"This along with the Build Back Better Act will give the economy the jumpstart it needs and put America back to work. The Bipartisan Infrastructure Bill repairs our crumbling roads and bridges, invests in public transit and rail, expands broadband, including to the most rural areas, and secures clean water for our children by replacing lead pipes and delivering clean water to millions of families. I'm thankful the first half of President Biden's agenda is on his desk, and I look forward to voting on the second half when the House passes a once-in-a-generation investment in childcare, extends the child tax credit, expands universal pre-k, and lowers prescription drug prices for seniors." 1 2026-03-30T01:40:41Z 2026-04-06T20:30:49Z

I am honored that this legislation includes my proposal to renew student benefits of retired, deceased, or disabled workers, a proven way to better encourage young adults to pursue higher education and support students of color and low-income families with parents working higher-risk, blue-collar jobs, and women. “I am also thrilled that Chair Larson’s comprehensive legislation includes another proposal I’ve been championing: an benefit increase for the oldest old, those who have been receiving benefits for 20 years or more. This will be especially meaningful for people who live beyond the age of 85, who are even more likely to be financially vulnerable, even with Social Security. “I have long championed expanding the definition of work to include caregiving, which is why I am pleased that this bill recognizes that caring for a child is work. With the Social Security 2100 Act, we can tackle poverty, better support low-income workers, women and children and build upon our commitment to ensure that Americans can retire and age with dignity." 1 2026-03-30T01:40:41Z 2026-04-06T20:24:51Z

With this bill, we secure funding for the lifesaving and lifechanging services survivors depend on and support violence prevention measures. As a domestic abuse survivor, I know firsthand what it’s like to be in a life-or-death situation. A survivor is most at-risk when leaving, which is why FVPSA’s funding for emergency housing is so crucial. This legislation also supports the local organizations serving in our communities, helping meet an important need which has only increased during the pandemic. I am proud to have worked with my sister Rep. Lucy McBath and my colleague Rep. John Katko, both champions for domestic violence survivors, in introducing and advancing this strong reauthorization of the Family Violence Prevention and Services Act.” 1 2026-03-30T01:40:41Z 2026-04-06T20:24:51Z

This benefit boost is intended to help seniors and individuals with disabilities pay for monthly expenses such as food, transportation costs, and other household bills. We need to ensure that Social Security is meeting the needs of those who rely on this lifesaving program to make ends meet. Even with this COLA, I know that many Social Security beneficiaries on fixed incomes will continue to struggle to meet basic needs, including health care and prescription drug costs. I have introduced legislation, the Social Security Enhancement and Protection Act, to improve Social Security for Americans who may be at higher risk of poverty as they age, such as women, people of color and low-income Americans. I also know that Ways and Means Social Security subcommittee chair John Larson, a tremendous champion for the Social Security program, will soon introduce legislation, the Social Security 2100 Act, that would improve program’s long term fiscal prospects, while strengthening benefits, and making Social Security function in a more equitable way. This COLA is a good step and I know it will be welcomed by many in the Fourth Congressional District. But we need to pass these bills so that Social Security can better help the millions of seniors struggling with poverty.” 1 2026-03-30T01:40:41Z 2026-04-06T20:24:51Z

In response, she released the following statement: “During the Trump administration, Democrats never thought to weaponize the debt ceiling. In fact, Democrats supported suspending the debt ceiling three times, even as Republicans added $2 trillion to the debt with their tax giveaway to the wealthy and big corporations! And guess what, Republicans were glad to join us in raising the debt ceiling when their guy was in office and piling up IOUs. Sadly, Republicans now see the debt ceiling as an opportunity to jeopardize our economic recovery by threatening to force the US to default on our financial obligations. I am tired of Republicans threatening to wreak havoc on our country and weaponizing the debt ceiling for partisan hostage taking. There’s too much at stake for their games. When we go into default, America can’t pay its bills, which jeopardizes veteran’s hard-earned benefits, seniors being able to receive their Social Security checks on time, families receiving vital Child Tax Credit payments, and causes higher interest rates on consumer products such as home and car loans, and much more. To add to the catastrophe, 6 million jobs could be lost, according to Moody’s Analytics. Thankfully, Democrats are working to prevent what experts have warned, and Republicans have stated in the past, would be a catastrophic default. The full faith and credit of the United States should never be put in jeopardy. But the work is not done. In a few weeks, the Congress will have to again act to address the debt ceiling. Democrats will always be a champion for the people, and work in the best interest of the country. We hope our colleagues on the other side of the aisle will join us.” 1 2026-03-30T01:40:41Z 2026-04-06T20:24:51Z

Image "I'm confident we will pass both the Build Back Better Act and Bipartisan Infrastructure agreement because this is something that's a priority for Democrats from Joe Biden down to every member of the House and Senate. We support the values that are in the Build Back Better Act and the infrastructure bill, and you have several hundred people right now all rowing together, including Democrats in the House and Senate, to get this done. There's a couple handfuls that are still picking what kind of wood they want their oar to be made out of, but we'll get there. I am as confident as Speaker Pelosi that we're going to get both of these big bills done, and really provide some help to American families." "These are twin bills that are going to move together. The process isn't important, and everyone right now is focusing on the process. It's the product, and at the end of the day, this is going to be a tax cut for 40 million American families who have children via the tax credit, it's going to reduce the costs for American families through paying less for prescription drugs and child care and family leave, and a whole lot of other areas to create millions of jobs, many of which have a green focus, a climate change focus, and it's paid for. This is a popular agenda, and the real opponents of this bill is Big Pharma and the special interests who don't want to pay for this. We will get this done because Democratic values are exactly what's in this bill." 1 2026-03-30T01:40:41Z 2026-04-06T20:17:01Z

He later went missing. 8 days went by before the police department determined he met the criteria for a critically missing person. Eighteen days after he went missing, he was found in local park about a mile from his family home. Following his tragic loss, Wisconsin became the first state to establish a green alert system and has since been joined by Delaware, Texas, and Tennessee. Her amendment was included in the House-passed National Defense Authorization Act (NDAA). “Members of our military and veterans make tremendous sacrifices to keep each of us safe. My amendment would require the Department of Defense and the Department of Veterans Affairs to provide support to state and local officials in states that already have green alert systems, such as Wisconsin, or which are considering implementing such systems. For example, these agencies would provide support on creating systems that protect the privacy of missing servicemembers or veterans, training law enforcement on how to interact with missing servicemembers or veterans, or could provide support connecting missing veterans who have been located with any available DOD or VA services and benefits they have earned. The lawmakers introduced the bill on the anniversary of the death of Tyler Clementi, a freshman at Rutgers University, who tragically lost his life to suicide in 2010 after his roommate and another student invaded his privacy and harassed him due to his sexual orientation. The bill would require colleges and universities to establish policies to prohibit harassment based on actual or perceived race, color, national origin, sex, sexual orientation, gender identity, disability, or religion, and require schools to recognize "cyberbullying" as a form of harassment. "Today we honor the life of Tyler Clementi by reintroducing this critical legislation. No one should be bullied because of who they are or who they love," Rep. Pocan said. "This bill will help ensure that students can learn in peace and not have to worry about living in fear or humiliation for being themselves." "Every student deserves to feel safe, full stop. But for too many students, campus bullying and harassment just devastates their mental, emotional, and physical health—in particular LGBTQIA+ students, who are nearly twice as likely to face this type of abuse. And this is all in the middle of a pandemic that has made mental health issues even worse," said Senator Patty Murray. "Our legislation would require colleges to establish strong policies that ensure everyone—no matter who they are or who they love—can pursue higher education free from discrimination, harassment, or bullying. Congresswoman Moore released the following statement: “With the Build Back Better Act, we are addressing the systemic inequities that have put the American Dream further and further out of the grasp Americans, which was laid even more bare during the pandemic and tackling the challenges we continue to face now. By ensuring wealthy individuals and corporations pay their fair share in taxes, we can make crucial investments in health care, housing, green energy, and fight poverty. That’s why I am excited that my legislation to lower the cost of home energy audits was included in this package. Addressing the climate crisis also means empowering communities most vulnerable to climate change. One key way to do that is to support the deployment of renewable technologies like my bill, included in this comprehensive legislation, which would ensure Native American tribes can access tax credits to help them develop renewable energy. Before the pandemic, Milwaukee faced an eviction crisis, with low-income women of color and children forced the bear the brunt of this problem. Now, during the ongoing pandemic, we recognize how much access to housing is a public health issue. And we can’t build an equitable economy if people can’t afford to stay housed. That’s why we are responding by strengthening the Low-Income Housing Tax Credit to increase the amount of affordable housing in our communities. Congresswoman Moore released the following statement: “The Build Back Better Act expands new opportunities for our most vulnerable workers. In our 21st century, globally connected economy, there are benefits and costs, including to American workers. TAA programs help workers, firms, and communities negatively affected by trade by supporting investments to help them navigate an ever-changing economy and get back on their feet. But there’s opportunities to ensure TAA reaches those who have been shut out due to strict eligibility criteria, limited cash support, and a lack of childcare. The Build Back Better Act honors the obligation we have to support displaced workers by addressing these shortcomings. I am so proud that this legislation includes an initiative I have been fighting for, to secure a childcare allowance, to eliminate a barrier many trade-impacted workers face when seeking work. With this bill, we also enhance a program that helps low-income individuals enter health careers in order to exit poverty. I am especially proud that this legislation includes my bill, which ensures TANF recipients can pursue doula and midwifery careers through the Health Professional Opportunity Grant program. With this bill, we make efforts to build a culturally competent perinatal health care workforce, which will help us fight the maternal health crisis that claims too many Black and Native women. For years, TANF has forced low-income women to pursue jobs with no chance to move up, and no w… 1 2026-03-30T01:40:41Z 2026-04-06T20:17:01Z

By the weekend, they're going to have some people going into communities throughout the country. This is our obligation, and it's also our opportunity to thank the people who protected our soldiers who were in Afghanistan for20 years. They and their families now are out of harm's way with the Taliban, and we're going to make sure that they're a part of this country." "These refugees have been really great at Fort McCoy. There's been nothing but great stories. They're getting vaccinated. In fact, the capacity is 13,000 people, and one person has turned down the COVID vaccine. Wouldn't you like to see that in the United States population? They're ready to be a part of this country. They served and protected our soldiers for many, many years. Any kind of rhetoric about whatever background they may have, we have to remember, if we want to ever be able to work with another country, in a future situation, we're going to have to deliver. And I think right now, this country is certainly lifting both its hands and hearts to those people." "It's going near perfect in the transition, and now they're finding 50,000 places across the country to host folks. This is really important that we get it done right, and we're on the right track. I give President Biden a lot of credit because he made a very tough but important decision to leave Afghanistan, and at the end of the day, people agree with that decision." "Joe Biden got things done by August 31st as he said, and we've got ourselves out of this situation. In response, she released the following statement: “I am so excited to join my Ways and Means colleagues in advancing the Build Back Better Act. I have lived long enough to truly appreciate the impact of this legislation. There was a time in our country when upward mobility was more accessible, and with each generation, more Americans could climb up the rungs of the economic ladder. That epitomizes the American Dream. But times have changed. With our country facing wage stagnation and soaring income inequality, now is the time to build back better. Democrats are ready to meet this moment. We don’t create growth or expand opportunity with trickle-down economics. It didn’t work with the Reagan tax cuts, Bush tax cuts, or the Tax Cuts and Jobs Act. The time to invest in childcare, paid family and medical leave, and retirement security is now. Nearly one-third of American workers lack a nest egg for retirement. The dignity of work is about securing opportunities for Americans to retire in dignity. That means being able to reap the fruits of hard work and enjoy a good quality of life. Through this legislation, more workers will gain retirement plans, to put them on the path to do that. The Build Back Better Act also helps ensure families can access paid family and medical leave when they need it. I remember when all three of my kids had chickenpox. I couldn’t take time off and neither could my relatives or the father of my kids. It was frustrating. And as a great-grandmother, I know the burden of trying to juggle work and childcare. It also makes it clear that now is the time to act on changes to help improve and strengthen Social Security long-term. Social Security remains a steady source of financial support for seniors and for many, their sole source of income. And we need to keep it that way while acting to strengthen earned benefits, especially for the most vulnerable. My bill, the Social Security Enhancement and Protection Act, would create equitable reforms that would make the program work better for more women, people of color, and low-wealth people. It would also provide a benefit boost after 20 years to ensure that folks do not outlive their savings. Additionally, other changes in my bill would help generate additional funding to help improve the program’s long-term fiscal outlook. I also strongly support Chairman Larson’s Social Security 2100 Act which makes other changes to both improve earned benefits and help strengthen the programs fiscal outlook. As a member of the Ways and Means Committee’s Social Security subcommittee, I remain committed to protecting and strengthening this program to ensure seniors can rely on this retirement program for years to come.” 1 2026-03-30T01:40:41Z 2026-04-06T20:11:17Z

"At a time when the United States is withdrawing from wars abroad, we should be committed to cutting our defense spending now more than ever,"Congressman Pocan said."The FY22 NDAA should absolutely be lower than current spending levels, and in no way should it be even a penny more than what the Commander-in-Chief requested or what the House Appropriations committee approved. And the passage of the FY 22 Budget resolution today will now allow the House and Senate to begin this crucial work. During this pandemic, we have seen the systemic challenges facing women, people of color, and families become only more magnified, giving us a roadmap for the work we need to continue ahead. With today’s passage of the FY 22 budget resolution, we can now begin work on legislation to increase access to Pre-K to ensure that more children – no matter their zip code – and their families have the opportunity to prosper. This transformative agenda includes making health care more affordable and accessible by expanding Medicare coverage to include dental, hearing, and vision care, ensuring that the ACA Medicaid Expansion is available to residents of all states including states like Wisconsin that have stubbornly refused to do so, and continuing to strengthen the ACA. It also includes strengthening the Earned Income Tax Credit and the Child Tax Credit. We are now seeing the benefits of enhancements to these programs passed in the American Rescue plan, namely reduced hunger and poverty in our communities. Congresswoman Gwen Moore released the following statement: “The right to vote is fundamental to our democracy. John Lewis, among others, shed blood on the Edmund Pettus Bridge for this crucial right. Since the Supreme Court’s 2013 Shelby v. Holder decision and a subsequent 2021 decision gutted this keystone law, GOP state legislators have pushed forward measures that builds barriers to the ballot box, disproportionately hurting Americans of color, including here in Wisconsin. I spoke out and fought strongly against efforts, by then Gov. Scott Walker to implement a voter ID bill in Wisconsin because of concerns that they would disproportionately affect communities of color and make it harder for those votes to exercise this critical civil right as a number of federal courts have noted. As I have noted before, the threat to voting rights today, while subtle, is as pernicious as it was during the civil rights era. Over the course of 13 hearings in two Congresses, including six just this year alone, Congressional committees have built a substantial record demonstrating the continuing need to help vulnerable communities against a range of voter suppression practices. After the 2020 election, state lawmakers have been working overtime to pass legislation that deny Americans access to the ballot box. This year alone, at least 18 states have enacted 30 bills that create hurdles to voting. Now, more than ever, we need to restore the power of the Voting Rights Act, protect the right to vote and honor the legacy of John Lewis.” The John R. The ongoing humanitarian crisis in Gaza has been exacerbated by limited operations at the Kerem Shalom and Erez crossings and tight restrictions that were placed on the Rafah crossing. Reduced operations and border closures have significantly impacted the ability of governments and human rights groups to deliver critical supplies to Gaza's 2.1 million residents. On August 19, 2021, Reps. Pocan and Dingell and led 53 Members of Congress in sending a letter to Secretary of State Antony Blinken calling for immediate action to reopen border crossings in Gaza and to extend Gaza's fishing zone to 20 nautical miles, in accordance with international agreements. On Monday, August 23, Egypt announced it closed the Rafah border, the sole crossing between Egypt and Gaza that has allowed delivery of essential materials under tight restrictions since February. "Building walls does not solve problems," Rep. Pocan said. "What the Israeli and Egyptian governments are doing to the people of Gaza is downright shameful. The United States has the moral obligation to call for and demand that humanitarian aid be allowed to enter Gaza and help the millions of people who live there maintain their basic human dignity." "Access to humanitarian aid and materials for reconstruction are critical to the lives of millions of Palestinians in Gaza who have are seeing a significant lack of access to clean water, food, medicine, and electricity," said Rep. Dingell. "With the recent closure of the Egyptian Rafah border, access to basic necessities have been greatly reduced. The U.S. must immediately engage with our counterparts in Egypt and Israel to reopen the Rafah border and ensure the Kerem Shalom and Eraz crossings are returned to full capacity." 1 2026-03-30T01:40:41Z 2026-04-06T20:11:17Z

We look forward to working with Liz and Fred as we continue to advance the PRO Act through Congress as well as the bipartisan infrastructure deal and the American Jobs and Families Plans – all of which will create millions of good paying, union jobs. According to the Rape, Abuse & Incest National Network (RAINN), every nine minutes a child is sexually abused in the United States, but only twelve percent of these cases are reported to authorities each year. Studies have shown that the discrepancies in underreporting of minor sexual abuse can be largely attributed to the fact that a majority of child victims do not reveal their abuse until later in life, if at all. While the current federal criminal code does not impose a statute of limitations for child sexual abuse, many state laws deprive victims and survivors of abuse the opportunity to heal and seek justice from their abusers. The No Time Limit for Justice Act would allow victims of child sexual abuse to seek justice and finally have their day in court by providing states that eliminate the statute of limitations for prosecuting child sexual abuse and civil suits involving child sexual abuse with a five percent increase in federal grant awards under the Services, Training, Officers, Prosecutors (STOP) Program to train law enforcement and prosecutors handling child sexual abuse cases. U.S. Senator Dick Durbin (D-IL) is a cosponsor in the Senate. “The trauma of sexual abuse is so great that most victims do not report their abuse until adulthood. And several statutes of limitations on the state level end in as little as three years after the crime is committed, an unreasonably small window for victims to hol… 1 2026-03-30T01:40:41Z 2026-04-06T20:11:17Z

"We can't bomb our way out of a global pandemic," Congressman Pocan said. "Right now, COVID is the greatest risk to our national security as well as the world's security. Shifting funds from weaponry and military contractors to producing COVID vaccines will save hundreds of thousands – if not millions – of lives around the world. At a time when America spends more on its military than the next 11 closest nations combined, we should be able to sacrifice a little over 1% of that to save lives, build global goodwill, and actually make the world a safer, healthier place." The $9.6 billion in additional COVAX funding for vaccine procurement could lead to an additional 1.8 billion COVID vaccine doses for lower-income countries in 2021 and early 2022, combined to protect potentially 60% of the population in low-income countries as part of the 91 nations participating in the COVAX Advance Market Commitment program. By more than doubling the amount of funds available for vaccine production, procurement, and distribution internationally, the COVID Defense Act could enable up to another 30% of the world's vulnerable population to have access to a COVID vaccine – greatly curtailing the ongoing spread of COVID-19 variants. "I can think of no effort that would do more to positively position the United States around the world as a caring nation, while directly showing our global position, than distributing vaccines. The United States is the greatest democracy in the world, and we best show that by sharing our wealth and knowledge,"said Pocan. The COVID Defense Act would remove $9.6 billion in defense spending – 1.3% of the $740.5 billion authorized in the 2021 National Defense Authorization Act – and authorize President Biden to direct th… 1 2026-03-30T01:40:41Z 2026-04-06T20:11:17Z

Congresswoman Moore released the following statement: “It’s only right that I commemorate the 86th anniversary of Social Security by reintroducing the Social Security Enhancement and Protection Act, which would strengthen this crucial program so many rely on. I am a living testament to the transformative powers strong safety net programs can have on a person’s life. We can make this program work better for the Americans who stand to benefit the most from it, including women, people of color, and low-wealth people. My bill, the Social Security Enhancement and Protection Act, would recognize that providing care for a child is work so that the years in which a parent provides care for a young child count as a year of coverage for determining an individual’s Social Security benefits, renew support for students who are children of retired, deceased, or disabled workers, and improve the program’s special minimum benefit to better reach low-income workers. The bill would also provide additional security by increasing benefits for all beneficiaries 20 years after retirement so that individuals don’t outlive their nest eggs. I know that Social Security is both a vital safety net and too often the main or only retirement plan for so many. Social Security lifts millions out of poverty and provides needed income and financial stability to hard-working Americans in retirement, with a disability or after losing a loved one. That is why my proposal would help us ensure that Social Security does what it was intended to do: protect all older Americans from spending their retirement living in deep poverty.” 1 2026-03-30T01:40:41Z 2026-04-06T20:11:17Z

The next round of monthly CTC payments are scheduled to be released by the IRS this Friday, August 13, 2021. In Wisconsin, this tax cut for working families put a total of $328 million into the local economy and $262 million into families’ pockets benefiting about 1 million children in July. Based on the July payments, the new study from the Joint Economic Committee estimates the Child Tax Credit Monthly Payments will continue to pump $18.6 billion into local economies nationwide each month. “I am glad that Wisconsinites are taking advantage of an average of nearly $450 from the expanded Child Tax Credit. These dollars are helping families in a big way, putting money in their pockets to pay bills, childcare, and buy essentials like back-to-school clothes and supplies. And our economy is receiving a major boost from these investments in our families. This study proves that giving families a tax cut is a win-win for our country, state, and our economy,” said Congresswoman Gwen Moore. 1 2026-03-30T01:40:41Z 2026-04-06T20:11:17Z

The bill also awards grants to programs that improve maternal and child health outcomes of survivors of domestic and sexual violence. Representative Moore released the following statement: “Hundreds of thousands of pregnant mothers are survivors of sexual and domestic violence in the United States. Their suffering is often invisible to the public, but the trauma can impact their physical health in and out of the delivery room. We know that during pregnancy, depression and stress can cause a range of adverse pregnancy outcomes, including poor pregnancy weight gain, preterm delivery, and stillbirths. Yet research has focused on the clinical factors of pregnancy rather than the conditions of the mother. This issue disproportionately touches the lives of certain women of color, with the rate of domestic violence amongst Black and Indigenous women is four times higher than the rate for white women.” “By closing this research gap and funding studies that examine the link between intimate partner violence and maternal health, policy-makers and health providers can challenge these issues head-on and craft effective solutions to alleviate this public health emergency,” said Rep. Gwen Moore. “Sexual and domestic violence are pervasive problems in our society that do not discriminate, and that tragically impact expectant mothers. The scope of this problem demands a serious, targeted response, including specific efforts that address the effects this trauma can have on mothers to best protect their health and the well-being of the child. As co-chair of the House TRIO caucus and a TRIO alum, I am proud the bill would provide a $200 million increase for this program. I also am thrilled that the bill would fully fund WIC at $6 billion,, which I fought for, and provide $12 million for school breakfast expansion grants, including the adoption during floor debate of an amendment I offered to provide an additional $2 million. Key reforms to the EITC in the WRCR Act include changes to the eligibility rules, the credit amount, phase-in rates, phase-out rates, and creation of a new advance payment mechanism to get these benefits into the hands of beneficiaries in a more effective way. In response to the introduction of her bill, Congresswoman Moore made the following statement: “The pandemic placed our systemic inequities front and center when a zip code or place of employment determined one’s exposure to COVID-19, when people couldn’t afford to stay home and get groceries delivered or lacked the opportunity to work from home. To secure a real economic recovery for everyone, we must tackle endemic inequities. For too long, workers have been forced to make do with less as corporate profits swell and billionaires get even richer. It’s time working people enjoyed a bigger share of the prosperity pie. Representative Moore released the following statement: “I am proud to introduce the Medicaid Save Lives Act, which would create an option to help Wisconsinites and millions of other Americans to access affordable health care through Medicaid in states that have refused to take the federal funding, helping close the Medicaid coverage gap and secure essential care. Health care is important to every single American. Yet, for many low-income indivuduals, working every single day, the reality is that they don't have access to employer or private health insurance, and Medicaid fills that gap. That’s why I was proud that the ACA included a Medicaid expansion to help provide quality care to more Americans. And the results are in: studies have shown that States that have expanded Medicaid have dramatically lowered their uninsured rates; those gaining coverage are healthier; and expansion is even helping to bring down long-standing racial disparities in health outcomes, coverage, and access to care. It also has produced fiscal savings for many states that adopted it. Yet, an estimated 4.4 million vulnerable Americans lack access to health care coverage through Medicaid because GOP legislators in 12 states, including Wisconsin, continue to sabotage the Affordable Care Act (ACA). This legislation seeks to address "forever chemicals," which pose a direct threat to public health, and implement stronger protections against future pollution. "In Madison, Wisconsin, PFAS chemicals have been discovered in every single one of our city wells. Fifty other cities across the state have also found the same chemicals in their water," Congressman Mark Pocan said. "For far too long we have allowed these toxic chemicals that have been linked to cancer, infertility, and more to pollute our air, land, and water. That's why I proudly voted for the PFAS Action Act, which will finally ban these toxic forever chemicals from our communities, introduce stricter protections against PFAS pollution, and hold polluters accountable." PFAS chemicals represent a serious public health risk to nearly all Americans. The CDC has reported that PFAS is present in nearly every American's blood, exposing countless people to life-threatening illness and disease, including cancer, liver disease, asthma, thyroid dysfunction, infertility, and impaired child development. A new study using EPA data shows that an estimated 30,000 industrial sites are known or suspected of using toxic PFAS: twelve times what had been previously estimated. American servicemembers and their families are also at particular risk of exposure, as more than 400 U.S. military sites are known to have PFAS contamination. By passing the PFAS Action Act, the House makes important progress toward cleaning up our communities and holding contaminating companies accountable for their pollution. This legislation designates the two most studied PFAS chemicals as hazardous substances immediately and sets a deadline for the EPA to make designation decisions about all other PFAS chemicals – which has been a key barrier to cleaning up industrial a… 1 2026-03-30T01:40:41Z 2026-04-06T20:03:51Z

In response, Congresswoman Moore released the following statement: “Community projects are an incredible opportunity to invest in our neighborhoods, schools, and programs that are lifting up residents, fighting inequities head on, and providing support to our residents. My office received numerous requests from community stakeholders to help address some pressing issues in our community. And while I had the unenviable task of selecting a handful to put forward, the seven projects that have been included in this funding bill address real needs in our community and will support job training and employment opportunities for those who face barriers to employment, support vulnerable Milwaukee Public School (MPS) students, provide funding to help increase access to higher education for first generation students and those who have been involved in the criminal justice system, help reach more veterans with mental health and other support services, help bring a new community health center pharmacy to the southside, and fund research into racial inequities in employment, housing, poverty in our region to help us develop effective responses. HPOG proposes provisions in education and job training for occupations in the health care field that pay well and are in high demand for Temporary Assistance to Needy Family (TANF) recipients. "For decades, TANF has stifled opportunities for the most vulnerable to move into family-supporting careers. Unfortunately, 3 in 5 workers ages 45 and older have seen or experienced age discrimination, according to an AARP survey. The bill would overturn a 2009 Supreme Court decision that made it more difficult for older workers to prove discrimination by placing a higher burden of proof on them, creating new hoops and hurdles for older workers to speak up when they need to. I am disappointed but not surprised by the Senate Republicans who failed to vote to strengthen our democracy. H.R. 1 would restore the protections in the Voting Rights Act, prevent voters from being purged from the rolls, and secure same-day registration and automatic voter registration for Americans who are eligible. The bill also makes the Pell Grant funding fully mandatory to protect it from funding shortfalls, expands the program to include DREAMers, and restores lifetime eligibility for the program to 18 semesters, among other changes that will benefit students. Both bills include numerous provisions authorized by Congresswoman Moore. including provisions in the NSF bill to expand support to community colleges, to authorize research into innovate clean water programs, and a provision that would expand research capabilities at minority-serving institutions, such as Alverno College in Milwaukee, but also includes historically black colleges and universities (HBCU’s), and tribal colleges and universities. At today’s markup, she also offered an amendment to H.R. 3593 to boost support in clean water and water research with the DOE Office of Science. In response, she released the following statement: “Research is how we can improve lives, protect our planet, and drive innovation. Protecting our precious water remains my priority, and creating more diversity in STEM careers secures some equity and opens doors for people who lack the opportunity to get in the room alone. “To build a diverse STEM workforce, we need to invest in the colleges and universities that can strengthen the pipeline for STEM workers of color. I am pleased to have worked with Chairman Johnson and Ranking Member Lucas in a bipartisan fashion to boost efforts in HR 2225 to increase opportunities for underrepresented communities in STEM. My changes to the bill would boost NSF funded STEM support for community colleges, which is often seen as a more affordable higher education option for diverse communities. My other amendment – based on bipartisan legislation (H.R. 3840) I recently introduced – would also create a new program, authorized at $100 million per year to build research capabilities at emerging HBCU’s, tribal colleges and universities, and Hispanic-serving institution’s to help ensure all students have access to STEM opportunities … 1 2026-03-30T01:40:41Z 2026-04-06T19:57:00Z

In response, she released the following statement: “When we passed the American Rescue Plan, we made a down payment on our economic recovery, ending the pandemic, and building back better. This bill makes direct investments in our communities, and I am so thrilled to know this legislation, which I strongly supported, will benefit the East West Bus Rapid Transit project, the first of its kind in Wisconsin! Our city and county leaders want to expand transportation options and reduce congestion, but they can’t do it alone. Federal funding is critical, and this money will support a project that allows Wisconsinites to be better connected, build economic growth and help Wisconsinites get where they need to go using safe, reliable green energy buses. Additionally, transportation can be a critical barrier for my constituents who need to get to see their doctor or get to the medical center for needed health care. Gwen Moore (WI-04) and Ranking Member Rep. Frank Lucas (OK-03) introduced the Strengthening MSI Competitiveness in Research and Innovation Act to diversify STEM education and workforce. The Act would allow historically black colleges and universities (HBCU’s), tribal colleges and universities, and other universities designated as minority serving institutions (MSI) such as Alverno college increased access federal resources to expand research programs in order to help create a more diverse STEM workforce. The bill would also allow for those institutions to partner with other higher education institutions, including community colleges, to strengthen their research capacity. Chairwoman Eddie Bernice Johnson is also a cosponsor of the legislation. “Our research universities are the most advanced, well-funded and well-equipped in the world, yet our institutions still suffer dramatically low diversity among its researchers and staff. People of color are underrepresented in STEM jobs, which only reflects the systemic barriers that still exist in the classroom and the workplace. This not only limits the possibilities of some of our brightest minds, but also limits the ability of research teams to approach problems,” said Congresswoman Moore. “Grants and awards that are vital to the funding of developing universities require costly resources to obtain in the first place. This is a hurdle many developing MSIs, including HBCUs, tribal colleges, and Hispanic-serving institutions, must face in bringing people of color opportunities that are traditionally dominated by their white counterparts. That is why I’m proud to be introducing bipartisan legislation with Congressman Frank Lucas to combat this disparity head-on. Congressman Pocan released the following statement and shared the Department of Education's letter to the Wisconsin Department of Public Instruction and Governor Tony Evers. "The GOP majority in the state legislature is playing budgetary games that will cost Wisconsin taxpayers at least $1.5 billion in federal aid for state schools. The Department of Education has confirmed that Wisconsin Republicans are on track to ensure our state loses out on billions in aid to students, schools, colleges & universities. "Once again, Wisconsin Republicans are selfishly screwing Wisconsinites out of $1.5 Billion in federal COVID relief," said Congressman Pocan. "For the last year, the GOP-led state legislature has barely shown up to work, yet found time to threaten billions in federal food aid, COVID relief, healthcare assistance, and now relief for our students, schools, colleges, and universities. As a member of Congress, I work hard to ensure the people of Wisconsin receive the billions in federal aid that they deserve. At a certain point, the Wisconsin GOP must recognize that they have become the party of fiscal irresponsibility in the name of partisan pageantry. Wisconsinites elected these state legislators to help them—not to repeatedly stand in the way of relief, in the middle of an economic and healthcare crisis." In order to qualify for federal aid to Wisconsin schools—under the Consolidated Appropriations Act and the American Rescue Plan—states must maintain the same budget for K-12 and higher education in 2021-22 and 2022-23 as their average allocations in 2016-2019. In Wisconsin, the state legislature would need to add $387 million in funding for K-12 education and $41.2 million for higher education. However, the Republican-led Joint Finance Committee in the state legislature is falling short once again—adding only $128 million to K-12 education—risking $1.5 billion in federal COVID relief for Wisconsin. In response to possibly losing billions in education funding, the state GOP is trying to claim that a $350 billion fund that can be used for any purpose it wishes - even purposes not related to education - will "fix" the problem. Unfortunately, GOP budget tricks will not guarantee federal aid to Wisconsinites. 1 2026-03-30T01:40:41Z 2026-04-06T19:49:40Z

"If budgets are moral documents, a $13 billion increase in defense spending is a failure that doesn't reflect this country's actual needs. In the last year, the biggest threat to our nation was a global pandemic and we were drastically unprepared for it. Now, we're proposing a defense spending increase that alone is 1.5 times larger than the Centers for Disease Control & Prevention's entire $8.7 billion budget. We need to redefine what defense and national security means in this country. Job security, healthcare security, housing security, climate security—these are the national security crises we should be defending the American people against—not more futile wars abroad or lucrative contracts for private defense contractors. "The Pentagon cannot even pass an audit, why on earth would we throw another $13 billion at an agency filled with fraud, waste, and little to no oversight. Occupations hit the hardest with prolonged unemployment during the COVID-19 pandemic overlap considerably with those most helped by WOTC, including young workers, women, lower-skill workers, and minorities. Under the legislation, WOTC would be increased to 50% for the first $10,000 in wages, for two years, for all WOTC targeted groups. “The Build Back Better approach leaves no one behind – that includes Americans who were vulnerable before the pandemic such as veterans, formerly incarcerated individuals, TANF and SNAP recipients and long-time unemployed. These are people who too often face multiple barriers to employment, including stigma. The pandemic has exacerbated long-term unemployment, putting more people at risk of becoming locked out of the jobs market through no fault of their own. In response to the President’s support for automatically adjusting the length and amount of UI benefits unemployed workers received depending on economic conditions, the lawmakers are calling on the White House to back a plan that would issue recurring direct payments and unemployment insurance should a similar crisis hit our nation in the future. Recurring direct payments have broad, bipartisan support from both the general public and economic experts, and stimulus checks issued through the CARES Act, the year-end spending bill, and the American Rescue Plan Act, along with enhanced federal UI benefits, proved to be the most effective, but temporary, forms of direct relief during the COVID-19 pandemic. “Survival checks and unemployed benefits reduced the misery index during this pandemic, but families are still feeling its impact,” said Congresswoman Moore. “Tying these benefits to economic conditions, rather than arbitrary political timelines, would help us maintain relief for Americans still struggling with how to keep their kids fed, pay bills, and keep a roof over their heads, lifting up Americans and help create a truly equitable economic recovery.” “The success of the American Rescue Plan, combined with direct financial assistance in the CARES Act and prior federal legislation, is evident in communities nationwide,” said Congressman Gomez. “But we can’t pretend that a $1,400 check will be enough to last a year, and we need to be prepared with a strengthened safety net should a similar economic crisis strike again. The amendment was cosponsored by Rep. Deborah Ross. She also authored another successful amendment to authorize research funding through NSF to support Clean Water Research and Technology Acceleration. In response, she released the following statement: “We need to build a workforce for the future to remain globally competitive. This means supporting students who pursue STEM careers and ensuring they can grow in their scholarship and their careers at technical colleges and beyond. My amendment will help provide NSF support to community and technical colleges so they can contribute to building a diverse pipeline of STEM workers and secure more resources to support students, including funds for cutting-edge research, and create more opportunities for them to learn and develop their skills.” “We also need 21st century investments in our water infrastructure, so that every child has access to clean drinking water. My amendment would create a new Clean Water Research and Technology Acceleration program to support innovative water research that can help spur technologies to address the many water challenges our nation faces, including to help detect and remove contaminants from drinking water. NSF is uniquely positioned to advance water innovation that can help ensure that clean water is accessible and sustainable for present and future generations.” 1 2026-04-07T15:46:19Z 2026-06-28T00:48:43Z

The bill gives survivors of domestic abuse the ability to access funds to be used to escape their abuser, promote the safety of themselves and their families, and begin the process of rebuilding their lives. “Domestic abuse survivors often need access to financial resources to build a safe and successful life for themselves. I am thankful to partner with Representatives McBath and Smucker to introduce this bipartisan legislation that offers the option for these survivors to access their retirement savings tax-free. The letter triggered a review by both the IRS and eventually the Department of Justice, eventually resulting in a more favorable settlement this week for the SWIB for less than the maximum potential liability. Like other cities around the country, too many Milwaukee residents either faced evictions or only kept their heads above water because of eviction moratoriums. And prior to the pandemic, there were already more than half a million Americans experiencing homelessness in our country.1 McKinney-Vento homeless assistance programs can lift people out of homelessness and into stable housing, which is even more vital now, and why I am calling for boosted funds for these programs and as included by President Biden in his FY 2022 budget. It’s on us to ensure that people who have fallen behind don’t become left behind.” HAG Continuum of Care (CoC) and Emergency Solutions Grants (ESG) programs are utilized by state and local governments and non-profit organizations to prevent homelessness and support those experiencing homelessness. Local recipients of this funding include Center for Veterans Issues, Ltd and Community Advocates, Inc. Read the full text of the letter here. 1 2026-03-30T01:40:41Z 2026-06-28T00:48:19Z

"We applaud the Biden administration and Secretary Xavier Becerra for prioritizing science and reversing the Trump administration's arbitrary barriers to both extramural and intramural researchers on the use of fetal tissue in scientific research," said the lawmakers. "This week, we led dozens of our colleagues in requesting this reversal— underscoring the immense value that fetal tissue research adds to advancing scientific and medical knowledge. The use of fetal tissue in scientific research has been crucial for medical advancements in the treatment and study of hemophilia, cystic fibrosis, Zika, HIV, ALS, Parkinson's disease, and even COVID-19. During a time when our country necessitates recovery that prioritizes science over politics, this is an integral step towards protecting the advancements of our scientific community.
