Shutting down the government would have left men and women in uniform working without pay, farmers without critical support, and children without the nutrition programs they rely on. Early this morning, I voted to keep our government open, support our farmers and rural communities, and narrowly avoid disaster for millions ahead of the holidays – but this was far from perfect. These short-term, kick-the-can-down-the-road bills are no way to govern and we have to pass a real Farm Bill and responsible annual funding bills that meet the needs of families, farmers, and businesses. Time to get to work.” | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:13:55Z |

After Elon Musk and Donald Trump blew up the deal, House Republicans cooked up a last-minute bill to appease Donald Trump’s demand to raise the debt ceiling. This provision will set the stage for Trump’s tax cuts to the wealthy and big corporations. I am old enough to remember that Republicans pushed our country to a default crisis and held our country hostage in order to raise the debt ceiling. Now it’s one of Republicans’ demands. I supported a bipartisan deal that addresses critical needs such as disaster aid funding to areas and residents who need resources to rebuild their lives and their communities. That is far from what Republicans put on the Floor. Once again, House Republicans are using political brinkmanship to legislate. I understand the gravity of a government shutdown, which is why we need a bipartisan deal.” | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:13:55Z |

Baldwin’s legislation expands support for County Veterans Service Officers (CVSO), the community-based employees who work directly with veterans to inform them of eligibility for VA programs and services, file pension and compensation claims, and help them enroll in job, housing, disability, and education benefits. “Traveling the state, I’ve heard firsthand from veterans the outsized impact that these local advocates have had on their lives – helping make sure they got the right health care at the VA, deliver overdue pensions, and so much more,” said Senator Baldwin. “County and Tribal Veteran Service Officers are the boots on the ground that really make sure our veterans get what they are owed, but sadly, we give them zero support. Our bill gives these advocates the support they need so they can reach more heroes, and I’m thrilled my bipartisan legislation is now heading to the president’s desk.” Out of the estimated 19 million veterans in the United States, only a small fraction are aware of and utilize the care and benefits they have earned from the Department of Veterans Affairs (VA). CVSOs are local county employees who are nationally accredited by the VA and are often the first to inform veterans about their eligibility for VA programs and services. They also help enroll veterans into the Veterans Health Administration and provide assistance on a range of benefits, including service-connected disability compensation, VA home loans, education benefits, and job placement assistance. The Commitment to Veteran Support and Outreach Act will authorize $10 million each for FY26 and FY27 to expand and support CVSOs or similar local entities. And in this year's annual defense bill, we had a lot of bipartisan agreement. This bill has some great things for our servicemembers, my home state of Wisconsin, and measures that I have long pushed for, including a pay raise for troops, increasing access to contraception and mental health care, investments in Wisconsin’s military installations, and improving Buy America standards for our national defense programs that will support Wisconsin businesses and workers. “But, despite all the common ground we found – some folks poisoned this bill and turned their backs on those in service with a partisan provision that will rip away the rights of our servicemembers to get the health care their kids need. I cannot support this bill, turn my back on these families, and take away parents’ right to get the healthcare they need for their kids.” The 2025 NDAA includes language that bans health care for transgender kids and TRICARE patients under the age of 18. Earlier this week, Senator Baldwin led 24 of her colleagues in introducing an amendment to strip this language and protect servicemembers’ parental rights to access medically necessary health care for their transgender children. Baldwin’s amendment was not included in the final bill the Senate voted on today. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

I trust our servicemembers and their doctors to make the best healthcare decisions for their kids, not politicians,” said Senator Baldwin. “Our amendment would protect military families’ right to make their own decisions and access sometimes lifesaving care for their children.” Every major medical and mental health association in the U.S., representing more than 1.3 million U.S. doctors, supports access to this medically necessary, evidence-based health care for transgender people. This announcement comes after Baldwin launched an investigation into the extremely high prices pharmaceutical companies charge for inhalers that 25 million Americans with asthma and 16 million Americans with chronic obstructive pulmonary disease (COPD) rely on to breathe. “Today’s announcement will be a world of difference for families whose bill at the pharmacy counter is now capped at $35 for these inhalers,” said Senator Baldwin. “That is exactly why I launched my investigation on these price gouging tactics – to peel back the curtain on big drug companies that are jacking up prices and lower costs for Wisconsin families.” Two of the four pharmaceutical companies, AstraZeneca and GSK, have announced plans to introduce a new, more environmentally-friendly type of inhaler. These inhalers were expected to be extremely expensive, placing them out of reach for millions of Americans. However, AstraZeneca has now committed to extending its $35 cap on out-of-patient costs for its current branded inhalers to its next generation, near-zero carbon propellent versions, once they are approved and sold on the market. In January, the HELP committee launched an investigation into the four major manufacturers of inhalers and their efforts to keep prices far higher in America than countries abroad. In response to that investigation, three of the four manufacturers – Boehringer Ingelheim, AstraZeneca, and GSK- committed to cap patient out-of-pocket costs for their brand-name inhalers at $35. AstraZeneca’s and Boehringer Ingelheim’s caps went into effect June 1 and are already saving patients hundreds of dollars every month. GSK’s cap will go into effect no later than January 1, 2025. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:13:55Z |

Instead of fighting the rising cost of healthcare, gas, or groceries, this Congress prioritized rewarding the wealthy and well-connected Military Industrial Complex with even more unaccountable funds. “After a seventh failed audit in a row, it’s disappointing that our amendment to hold the Pentagon accountable by penalizing the DoD’s budget by 0.5% for each failed audit was stripped out of the final bill. It’s time Congress demanded accountability from the Pentagon. Now, it’s time to prioritize the needs of our citizens over unchecked military expenditures. “While we’re glad many of the poison pill riders that were included in the House-passed version were ultimately removed from the final bill, the bill does include a ban on access to medically necessary health care for transgender children of service members, which will force service members to choose between serving their country and getting their children the care they need. The final bill also failed to expand coverage for fertility treatments, including in vitro fertilization (IVF), for service members regardless of whether their infertility is service-connected.” | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:13:55Z |

Vance (R-OH) passed their bipartisan bill, the Invent Here, Make Here Act of 2023, unanimously on the Senate floor. The bipartisan legislation ensures taxpayer-funded inventions are not manufactured in adversarial countries like China, but rather, in the United States. The bill builds on bipartisan legislation championed by Senator Baldwin and signed into law that requires taxpayer-funded research that leads to inventions that boost national security are made in the United States. While current law requires federally funded inventions to be manufactured in the United States, the requirement is often waived, allowing cutting-edge, taxpayer-funded technologies to be licensed to foreign companies and manufactured in countries like China. The Invent Here, Make Here Act would prohibit waivers for applications that intend to manufacture in a “country of concern” – currently China, Russia, North Korea, and Iran. The legislation would also increase scrutiny of waiver requests, requiring written authorization by the President of the United States. Read more below: WKOW: Senate passes Sen. My bipartisan bill cuts red tape for our small broadband providers and helps them expand reliable, affordable internet to more families and small businesses across Wisconsin. I worked hard with my Republican colleagues to get this bill passed out of the Senate and now, we are fighting to get it to the president’s desk and deliver for Wisconsin families.” “Iowans need high-speed internet and quality broadband access to attend school and work in today’s world,” said Senator Ernst. “I’m grateful my bipartisan effort to cut regulations, reduce unnecessary requirements, and unleash local telecom companies passed the Senate. Vance (R-OH), the Invent Here, Make Here Act of 2023, passed unanimously on the Senate floor. “I’ve fought for years to ensure that when we invest taxpayer dollars, we’re investing in American businesses and workers. For too long, taxpayer funded inventions have been shipped overseas for production in places like China, benefitting their economy and compromising our national security,” said Senator Baldwin. “Our bipartisan bill makes sure American businesses and workers are first in line to produce these taxpayer-funded inventions, keeping our country safe, creating jobs, and supporting our local economies.” While current law requires federally funded inventions to be manufactured in the United States, the requirement is often waived, allowing cutting-edge, taxpayer-funded technologies to be licensed to foreign companies and manufactured in countries like China. In a noteworthy example of the flawed process, an investigative report in August 2022 found that a breakthrough battery technology invented in a federal lab had been licensed to a Chinese company and was being manufactured in China. The Invent Here, Make Here Act would prohibit waivers for applications that intend to manufacture in a “country of concern” – currently China, Russia, North Korea, and Iran. The legislation would also increase scrutiny of waiver requests, requiring written authorization by the President of the United States. The bipartisan legislation will also help American companies access and manufacture inventions developed with taxpayer-funded research. The b… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:13:55Z |

The Farm Bill, or Rural Prosperity and Food Security Act, championed by Agriculture Committee Chair Stabenow includes several bipartisan bills and initiatives led by Senator Baldwin that help dairy operations grow their business, deliver mental health support to farmers, protect Wisconsin agricultural land from foreign investments, and improve the quality of life for families in rural communities. “Wisconsin farmers, rural communities, and families deserve a Farm Bill that helps them take on their challenges, grow their businesses, and support our rural economies. We cannot kick this can down the road further and the time for Democrats and Republicans to come together and deliver for our hardworking farmers is now,” said Senator Baldwin. “I fought hard to include programs that I know will benefit America’s Dairyland in the farm bill – from helping dairy businesses innovate to ensuring our rural communities have access to clean water.” The Farm Bill is renewed every five years and includes modernizations to traditional risk management programs, as well as and new programs to address the evolving need of farmers and rural communities. The 2018 Farm Bill was most recently reauthorized in September 2023 and was extended through December 20th, 2024. While members of Congress consider another extension of the 2018 legislation, Baldwin is calling for the passage of the new Senate Farm Bill, which includes over 100 bipartisan bills that builds on our commitment to rural communities, provides certainty to farmers, and ensures that nutrition aid for hungry families keeps up with the realities of American life. Its benefits are a lifeline for millions of Americans and helps support them in their retirement. The Government Pension Offset (GPO) and Windfall Elimination Provision (WEP) were created to ensure equity in the treatment of workers covered by Social Security and those with government pensions not covered by Social Security. The GPO affects Social Security spousal and survivor benefits, and the WEP affects Social Security retirement and disability benefits. I understand concerns that these provisions are hurting millions of public service retirees including teachers, firefighters, and police officers. That is why I support reforms, including Ways and Means Committee Ranking Member Richard Neal’s proposal, the Public Servants Protection and Fairness Act that would change how Social Security benefits for public workers in noncovered employment are calculated to mitigate adverse impacts. I also support the GPO and WEP proposals in Rep. John Larson’s Social Security 2100 Act. As it came before the House, H.R. 82 would provide an outright repeal of WEP and GPO that the Congressional Budget Office has estimated would worsen Social Security’s fiscal outlook. Over the next ten years, H.R. 82 could deplete Social Security’s trust fund by $198 billion. Congress can and must provide a fix without jeopardizing Social Security earnings for those who depend on these vital benefits, including seniors, people with disabilities, and families and widows of deceased workers. I remain committed to working to a fair and prudent solution that strengthens Social Security and ensure that workers can continue to count on Social Security after a lifetime of work.” | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:07:06Z |

Or worry about tax deadlines. That’s the last thing these Americans should have to worry about. While the IRS has the power to provide tax relief on a case-by-case basis, this legislation would shield taxpayers by postponing tax deadlines for any U.S. national held hostage or unlawfully or wrongfully detained abroad. I am pleased to support that provision. This legislation also includes a provision that would empower the Treasury Department to revoke the tax-exempt status of any nonprofit organization that the Treasury designates as a ‘terrorist supporting organization’ if they are found to provide material support or resources to a terrorist organization. I am curious as to why this measure has been attached to this noncontroversial bill since it already passed the House as a stand-alone bill (H.R. 6408) several months ago. This proposal builds on existing restrictions preventing designated terrorist organizations from benefiting from tax-exempt status. I am aware that the due process procedures and review for terrorist supporting organizations would be significantly different under this proposal than they are for existing processes to designate terrorist organizations. This has raised concerns among some that the proposal provides insufficient due process safeguards against erroneous designations and would negatively impact the work of nonprofit groups working to provide humanitarian and other relief in some of the most dangerous places in the world. That said, this proposal includes an opportunity for organizations to rebut a designation and affected organizations may seek judicial review of any final designation. And I support efforts to strengthen due process and other provisions in this bill moving forward to ensure that this proposal could not be weaponized by this or any other Administration … | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:07:06Z |

Center St. dedicated to serving severely disadvantaged residents within the surrounding neighborhoods. This building will serve individuals who are in direst need of support and services – and who suffer the greatest disparities in terms of equity and access to resources. Today’s press conference recognized this critical investment. Earmark funding will support the construction of a five-story external stair tower for a transformed five-story former warehouse. The five-story facility will serve as an employment hub, a food production center, and a community center with a full-scale kitchen and dining area. This center will provide resources including a free health care clinic, employment tools, lead education, lead testing, housing and legal resources, literacy programs, and recovery programs for residents who are experiencing homelessness or at-risk of homelessness. Construction of Phase One and Phase Two of first floor are completed. The third floor of the building will include an aquaponics system occupying 70% of the floor, and environmental/health education and training center within the remaining space. The community project funding for a stair tower will guarantee full use of the building’s five floors and ensure that the building is code compliant. “So many of my constituents count on MacCanon Brown Homeless Sanctuary to access nutritious food and resources like housing and legal aid and health care services. That’s why I am so thankful for their amazing work, which is meeting so many pressing needs and serving those who are struggling in Milwaukee with compassion and care. The funding, from the Baldwin-backed Bipartisan Infrastructure Law, will help implement Wisconsin’s Digital Equity Plan, a comprehensive roadmap for the state to expand access to high-speed internet and close the digital divide. “Access to reliable, high-speed internet is no longer a luxury – it’s a necessity for our small businesses, family farms, and neighborhoods throughout Wisconsin,” said Senator Baldwin. “I am proud to bring home this investment so all communities across Badger state can get online – moving our economy forward and creating good-paying jobs in the process.” “We know that having access to reliable, high-speed internet is necessary for how we work, learn, and stay connected in today's day and age, and I’m proud we’ve been able to make significant investments to ensure more than 410,000 homes and businesses will have new or improved high-speed internet,” said Governor Evers. “Thanks to the Biden-Harris Administration and Senator Baldwin, these State Digital Equity Capacity grant funds are going to build on that work and bring Wisconsin another step closer to closing the digital divide in our state and ensuring folks and families have the reliable, affordable, high-speed internet they need and deserve.” The Baldwin-backed Bipartisan Infrastructure Law (BIL) created the Digital Equity Act (DEA) to ensure that all communities can access and use affordable, reliable high-speed internet to meet their needs and improve their lives. In October 2022, NTIA allocated Wisconsin more than $950,000 under the DEA program to conduct outreach and engagement activities to develop the state’s Digital Equity Plan. When fully operational, this system is expected to yield nearly 40 million gallons of liquid product per year and the project is expected to create nine new jobs. The funding comes from the U.S. Department of Agriculture’s (USDA) Fertilizer Product Expansion Program (FPEP). Senator Baldwin has championed expanding domestic access to and lowering the cost of fertilizer. Last year, Senator Baldwin introduced the bipartisan Fertilizer Research Act to shed light on market factors driving the cost of fertilizer and require USDA to conduct a study on competition and trends in the fertilizer market to determine their subsequent impacts on price. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

This legislation will amend the nation’s tax code to ensure survivors of sexual abuse and unwanted and illegal sexual contact do not have to pay taxes on settlement income when they prevail legally against their abuser. The Members have introduced this legislation during Domestic Violence Awareness Month. Under current law and practice of the Internal Revenue Service (IRS), payments for damages awarded on account of personal physical injuries or physical sickness are exempt from gross income for federal income tax purposes. In implementing the requirement of a “physical injury” the IRS has imposed a standard that the victim must show visible physical conditions such as bruising, cuts or bleeding for the settlement to qualify for tax-free treatment. The observable harm standard can be especially difficult to meet and unfair in circumstances of sexual assault or sexual contact where such physical injuries may not be visible or have healed. Representatives Smucker and Moore’s legislation narrowly expands current law to help survivors of sexual assault or unwanted sexual contact by tying the IRS tax exemption to the definitions of sexual act and sexual contact in federal criminal code. “Right now, sexual abuse survivors who prevail in legal actions against their abusers must pay federal tax on monetary awards they receive unless they prove to the IRS they suffered physical harm. I am honored to partner with Representatives Smucker and Meeks to remove the burdensome and unfair requirement on survivors of sexual abuse and highlight our joint work during Domestic Violence Awareness Month,” said Rep. Gwen Moore (WI-04). “This legislation provides certainty for survivors of sexual assault and ensures that monetary settlements are exempt from federal income tax. Baldwin urged the Biden administration to heed the call from a group of families whose loved ones died of fentanyl overdoses and launch a formal probe into China’s role in fueling the U.S. synthetic opioid crisis. “I have heard from parents who have lost children, law enforcement fighting on the front lines, and advocates urging for change – all demanding we do more to stop the scourge of fentanyl. There is no doubt that the actions of the PRC have left hundreds of thousands of Americans dead and countless families in mourning,” wrote Senator Baldwin in a letter to USTR Representative Tai. Last week, a group of families impacted by the fentanyl crisis filed a petition under Section 301 of the Trade Act of 1974 to call on United States Trade Representative (USTR) Katherine Tai to initiate a full investigation into China’s role in the fentanyl crisis. Over the past two decades, the PRC has become one of the most significant global centers for the manufacture, purchase, and exportation of illicit drugs and precursor chemicals. According to the petition filed by the families impacted by fentanyl, over 97 percent of all illicit fentanyl present in the U.S. originates from the PRC. The petition recommends a variety of trade countermeasures, including imposing tariffs on at least $50 billion on Chinese goods and services, and banning Chinese shipments from entering the U.S. via the de minimis loophole. “Despite the U.S. government’s best efforts through diplomatic channels, it has become obvious that the PRC will not voluntarily crack down on its fentanyl producers and exports. In October 2013, Senator Baldwin urged the National Oceanic and Atmospheric Administration (NOAA) to re-open the public nomination process for marine sanctuaries for the first time in 20 years. This change in delivery standards will have widespread negative consequences, but rural communities in particular will be most affected.” “Unfortunately, we’ve already seen that our rural communities are among the hardest hit by your cost-saving initiatives,” the Members continued. “Your plans to implement these reduced delivery standards at 180 additional processing centers over the coming months will only exacerbate the delays that our rural constituents are already experiencing, many of whom rely on the Postal Service for basic needs.” A full copy of the letter can be found here. Since Hamas’ attack on Israel on October 7, 2023, Iran has only become more emboldened to act against democratic interests across the globe,” the Senators wrote. “Due to the quantity of oil that Iran is able to trade and the subsequent profits, as well as their historical pattern of utilizing these funds to foster violence and chaos, it is vital that the United States take concrete action to disrupt their petroleum trade. Therefore, we ask the administration to honor the reporting deadlines and enforcement requirements prescribed within the SHIP and Fight CRIME Acts that were included in H.R. 815, the emergency supplemental appropriations,” the Senators continued. On April 23, 2024, Congress passed H.R. 815, an emergency supplemental appropriation for Fiscal Year 2024, that was signed into law by President Biden on April 24 and included legislation to strengthen U.S. national security, including the Fight and Combat Rampant Iranian Missile Exports (Fight CRIME) Act and Senator Baldwin’s Stop Harboring Iranian Petroleum (SHIP) Act. The SHIP Act includes important provisions to sanction foreign persons that knowingly engage in the petroleum trade with the Islamic Republic of Iran, and the Fight CRIME Act restricts certain missile-related activities and transfers by Iran. The bills include a number of reporting deadlines and enforcement requirements from the administration in order for Congress to track efforts to deny Iran the resources and ability to engage in destabilizing activities, commit human rights violations, support international terrorism, and fund weapons development. According to the Wisconsin Department of Transportation (WisDOT), over 22,000 travelers use this corridor of I-43 daily. Senator Baldwin advocated to U.S. Department of Transportation (DOT) Secretary Buttigieg to fund the project, increase roadway safety, and help drive regional growth. “I-43 is vital for our businesses to get their products on shelves and connects communities across Eastern Wisconsin,” said Senator Baldwin. “After decades of heavy use, the outdated and deteriorating infrastructure isn’t up to par. That’s why I fought to secure this investment, reconstructing an important resource for truckers, helping ensure that goods get to market on time, and keeping Wisconsin drivers safe on our roads.” The investment, from the DOT Infrastructure for Rebuilding America or INFRA program, comes from the Baldwin-backed Bipartisan Infrastructure Law. The Baldwin-supported Bipartisan Infrastructure Law made up to 8 billion available through this grant program from FY22-26 to help carry out major infrastructure projects across the country. The funding will replace the Rest Area 51 Maribel and Rest Area 52 Denmark facilities along I-43 in Manitowoc County. According to WisDOT, insufficient parking, deteriorating pavements, and outdated and undersized facilities require the reconstruction of this 44-year-old safety rest area. For both sites, the funding will be used to construct a new comfort building, maintenance garage, and parking lots for both automobiles and trucks, increasing the capacity of truck parking by 72 stalls. Additionally, lighting will be replaced throughout both facilities, roadways will be reconstructed to accommodate the additional truck parking stalls, the pavement will be improved, and a substandard beam guard will be removed. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

In her letter today, Senator Baldwin continues her to call on USDA to intervene and assist farmers who now face extreme financial hardship, especially given USDA’s substantial investment of over $47 million in Pure Prairie Poultry prior to their closure. Senator Baldwin also raised concerns for the animals' well-being and the potential for this closure to exacerbate the avian flu outbreak as farmers are resorting to giving away chickens by the tens of thousands. Today, Senator Baldwin called on USDA to immediately address this emergency for Wisconsin farmers by: Engaging with the Wisconsin State Department of Agriculture, Trade, and Consumer Protection (DATCP) to locate all impacted producers; Providing feed and/or financial assistance to all impacted farmers to make them whole again; Providing recommendations for legislative or regulatory solutions to ensure a preventable emergency like this never happens again. Since 2020, private equity fund assets have grown exponentially, reaching nearly $8 trillion in 2023 compared to $4.5 trillion in 2020. Private equity funds have purchased companies in nearly every sector of the economy — from nursing homes, to newspapers, to grocery stores — laying off hundreds of thousands of workers and ruining thousands of companies in the process. “When out-of-state investors buy Wisconsin companies only to turn a quick profit and shutter their doors, it’s Wisconsin workers and communities that suffer. I’m committed to ensuring that when Wisconsin businesses are purchased, Wisconsin families are protected and not left high and dry like we’ve seen in places like Janesville, Green Bay, and Waukesha,” said Senator Baldwin. “Our legislation will help put workers and our community first – protecting them from predatory practices that too often result in devastating job losses for Wisconsin’s working families.” The private equity industry claims to invest in companies while also earning high returns for investors by using their management expertise to make the companies’ operations more efficient, and then selling the companies at a profit. In reality, private equity funds often load mountains of debt on the companies they buy, strip them of their assets, and extract exorbitant fees and dividends, guaranteeing payouts for themselves regardless of how the investment performs. When their debt-ridden investments go belly-up, private equity funds walk away with no responsibility for the mess they create, leaving workers in the lurch and forcing communities to clean up their mess. I am proud to join Senator Baldwin in honoring the skilled and resilient loggers in Maine and across the country.” According to the Wisconsin Department of Natural Resources, the forest products industry in Wisconsin directly employs around 58,000 individuals and pays over $4 billion in labor income annually. In 2021, the industry’s total value of production was over $24.5 billion, contributing a total of 124,000 jobs tied directly and indirectly to the forest products industry. “American Loggers have been an essential part of building America for 400 years. From the lumber to build homes, pulp for paper products, and biomass for clean energy to sustainable forest management services, loggers provide the renewable resources to produce products that society depends on daily, and support healthy forests,” said Scott Dane with American Loggers Council. “These small, family, multigenerational businesses are proud of the contribution that they make to the U.S. environment and economy, and appreciate the recognit… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

This reintroduction comes after private equity firm Cerberus looted Steward Health Care, leaving hospitals, patients, and workers hanging out to dry. “It’s long past time for billionaires and big corporations to stop gambling with hardworking Americans’ and their communities’ assets in service of corporate greed,” said Representative Pocan. “In Wisconsin, we've seen what happens when private equity firms like Sun Capital raid companies for their wealth and leave workers and communities to pick up the pieces. When Sun Capital took over Shopko – a Wisconsin-based retail chain that had stood strong for more than 50 years – they drained it dry, buried it in debt, pushed it into bankruptcy, and abandoned roughly 14,000 workers. This bill will finally hold these predatory firms accountable and protect workers from being plundered by corporate greed." “From health care to housing, millions of Americans are seeing private equity take over companies with the promise of improving services, only to strip them for parts and hurt both workers and working families,” said Congresswoman Jayapal. “It’s time for Congress to take action to protect Americans from the dangers of private equity and corporate greed, and that’s exactly what our Stop Wall Street Looting Act will do. According to the EPA, they have awarded almost $3 billion in taxpayer funds through this program. Troublingly, certain companies in the electric bus industry have ties to the CCP and other foreign entities of concern. While federal funds are prohibited from going to companies with ties to the CCP and other foreign entities of concern for public transit, there are no such prohibitions for the procurement of school buses. The Secure School Buses Act would prohibit the award of federal grant funding to school bus manufacturers with certain ties to a foreign entity of concern. Senator Baldwin has long pushed to close loopholes that allow federal funding to be used for purchasing and manufacturing equipment overseas, including her bipartisan Buy America for Small Shipyard Grants, SAFE TRAINS Act, and Made in America Act, which were signed into law. The Secure School Buses Act is led by Senator Marsha Blackburn (R-TN) and also co-sponsored by Senators Mark Kelly (D-AZ), and John Cornyn (R-TX). Gwen Moore (WI-04) and Rep. Debbie Dingell (MI-06) are re-introducing a resolution recognizing the intersection of gun violence, misogyny, and violence against women. “Intimate partner violence and domestic violence homicides are at alarming levels in Milwaukee, and this scourge is taking away loved ones and hurting our community. Nationwide, every 12 hours, someone is fatally shot by an intimate partner. That’s unacceptable when stronger gun safety laws can help prevent these tragedies. This resolution draws needed attention to the issue of gender-based violence and the forces driving it,” said Rep. Moore. “People with a history of domestic violence shouldn’t have access to guns – period. The evidence is clear and convincing that the presence of a firearm in an abusive situation makes homicide five times more likely,” said Rep. Dingell. “Congress must act to close loopholes in the law that allow abusers to access guns and put women and families in danger. We must also confront the root causes of domestic violence, understanding the way individuals who exhibit misogynistic tendencies toward women often go on to commit violence against them.” According to the National Domestic Violence Hotline, more than 1 in 3 women have experienced some form of intimate partner violence, including sexual violence, physical violence, or stalking. Intimate partner violence is the leading cause of fatalities among women. Nearly half of all female homicide victims between 2003 and 2014 were killed by intimate partners, according to a 2017 study published in the Journal of the American Medical Association. This resolution calls for further legislation to prevent abusers from having access to guns and encourages further research into the intersection of gun violence, misogyny, and violence against women. | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

This year alone, Milwaukee received $30 million in federal funds to replace 3,400 lead service lines. During his visit, President Biden announced an Environmental Protect Agency (EPA) update to the Lead and Copper rule which would call for affected entities to replace all lead pipes in 10 years. In addition, the Department of Housing and Urban Development announced more than $416 million in grants to protect children from lead exposure through paint and other home hazards, including $7.5 million for Milwaukee County to address lead and other hazards in 142 housing units. In response, she released the following statement: “Every child should have access to clean drinking water and a safe lead-free home in which to grow and thrive. Unfortunately for too many children in Milwaukee and elsewhere nationwide, that is not the case and too many remain exposed to lead which can lead to lifelong adverse impacts. I thank the Administration for its focus since Day One on the threat lead poses to our children, including fighting to secure the first pool of funding to address lead pipes in the BIL. President Biden helped make sure that funding for state and local governments in the American Rescue Plan Act could explicitly be used for lead pipe replacement. At its current pace, it would take the city of Milwaukee an estimated 70 years to remove every lead pipe. With additional federal resources, we can accelerate these efforts. I also applaud the Biden-Harris administration’s new Lead and Copper rule, which calls for municipalities to identify and remove every lead pipe in the next decade, a request that my Congressional colleagues and I have been pushing for. Long-term political stability and peace are the only way to achieve security for both Israelis and Palestinians and to prevent this conflict from further escalating into a broader war that would cost more innocent lives and put millions more under threat. That is why I continue to support diplomatic efforts being spearheaded by the Biden Administration to not only reach a ceasefire and hostage release deal, but also work to find a durable solution along the Israel-Lebanon border that ends the escalation and finally allows people on both sides of that border to do what they so desperately want - to safely return home. I stand with the Biden-Harris administration in these efforts. Innocent civilians have suffered enough.” | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

Milwaukee County will receive $7.75 million and Kenosha County will receive nearly $5.2 million in funding through the Baldwin-backed annual funding legislation for Fiscal Year 2024. “Every child deserves to grow up in an environment free of toxic chemicals. We know that no amount of exposure to lead is safe, especially for children, and whether it’s replacing outdated service lines or renovating homes with lead paint, we need to be doing more to protect our children from the lifelong effects of lead poisoning,” said Senator Baldwin. “I’m proud to deliver this funding to ensure children and parents in Southeastern Wisconsin can be confident that their families are not being exposed to dangerous chemicals and can live healthy lives.” The funding for Milwaukee and Kenosha Counties comes through the Department of Housing and Urban Development’s Lead-Based Paint Hazard Reduction (LHR) grant program, which aims to minimize the number of children under the age of six years who experience lead poisoning. This funding helps transform communities by fixing older housing, preserving affordable housing, and improving the health of children and families in these communities. “Exposure to lead can cause serious, lasting health issues and developmental delays, especially in young children under the age of six. As we work to make Milwaukee County the healthiest county in Wisconsin, we must address the leading cause of lead poisoning in our region: lead in paint,” said Milwaukee County Executive David Crowley. “I am grateful to the Biden-Harris Administration and Senator Tammy Baldwin for recognizing health dangers in our community and responding with new funding through the Lead-Based Paint Hazard Reduction grant program to address these challenges. The U.S. Department of Agriculture announced over $11 million total for the four DBIIs across the country to support small and mid-sized dairy businesses in the development, production, marketing, and distribution of dairy products through technical assistance and grants. “My Dairy Business Innovation Initiative has helped Wisconsin dairy farmers, producers, and cheesemakers grow their operations, tap into new markets, and innovate new products,” said Senator Baldwin. “Traveling the state, I’ve seen firsthand the impact of this funding – from helping a local cheese processor triple production, to adding value to a seventh-generation dairy farm. Today’s announcement is exciting news for Wisconsin – helping more dairy businesses get the resources they need to grow our economy and continue Wisconsin’s legacy of America’s Dairyland.” “The Dairy Business Innovation Alliance has created new opportunity for Midwestern dairy businesses to innovate and thrive. We’re thrilled to continue that critical work, strengthening not only farms and processors but also rural communities, and we thank U.S. Senator Tammy Baldwin for her consistent and impactful support,” said Rebekah Sweeney, Senior Director of Programs & Policy at the Wisconsin Cheese Makers Association. This year’s funds are being awarded to the four current DBI Initiatives at California State University, Fresno, the University of Tennessee, Vermont Agency of Agriculture, Food & Markets, and the University of Wisconsin. The letter asks Sheinbaum to take steps to scrutinize the manufacturing and sale of these vehicles and comes just after the U.S. Department of Commerce announced restrictions on the import and sale of connected vehicles tied to the CCP. “As you prepare to take office, we ask that you quickly turn your attention to a new and growing issue: the national security risks to both our nations from the widespread presence of ‘connected’ vehicles built by companies with deep ties to the Chinese Communist Party,” said the members. Today, nearly every new auto is a connected auto – with sophisticated sensors, computers, and the ability to transmit and receive data at long distances. These technologies enable important safety and convenience features, but they also gather, process, and transmit huge amounts of data with intelligence value for potential adversaries – including the Chinese Communist Party. China has offered significant subsidies to auto manufacturers enabling them to export their vehicles and capture significant shares of foreign markets. One example is Mexico, where Chinese automakers have more-than-tripled their market share since the beginning of the decade. The U.S. has taken steps to combat this unfair trade practice, but there is concern that China may use its foothold in Mexico to circumvent those measures and enter the U.S. market. “For our own national and economic security, the United States has taken action to confront this challenge, imposing targeted new tariffs on Chinese goods, including vehicles, because of these unfair trade practices,” the members continued. “The fact that Chinese companies, including automaker BYD, have announced plans for assembly plants in Mexico raises the potential for Chinese companies to attempt to circumvent these tari… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

The bill would create first-ever inspection strategies to stop drug smuggling by commercial aircraft, railroads, vehicles, and ships. The legislation would boost state, local and tribal law enforcement resources, deploy cutting edge non-intrusive detection technologies, and increase inspections at ports of entry. “I’ve heard from parents who lost children, law enforcement fighting on the front lines, and advocates – all demanding we do more to stop the scourge of fentanyl,” said Senator Baldwin. “I’m fighting this crisis on all fronts – from stopping the precursor chemicals being manufactured in China, to boosting access to overdose reversal drugs, and everything in between. I’m proud to lead this legislation to give our law enforcement the tools they need to stop drug traffickers from using American airports, railways, ports, and roads to smuggle fentanyl into our communities.” According to U.S. Government authorities, drug traffickers exploit the U.S. transportation network to smuggle fentanyl, precursor chemicals and other illicit drugs into and throughout the country. Once drugs have entered the country, drug traffickers continue to rely on the national transportation network—trucks, trains and commercial aircraft—to move their product to its final destination. Senator Baldwin introduced this legislation with Senators Maria Cantwell (D-WA), Jon Tester (D-MT), Jacky Rosen (D-NV), and Ben Ray Luján (D-NM). China has gained a significant market share in the production of essential agricultural inputs such as vitamins, veterinary pharmaceuticals, and crop protection tools, posing a serious threat to agricultural productivity, food prices, and national security. “Wisconsin’s agricultural industry is not just valuable to our Made in Wisconsin economy, but it also is critical for our nation’s food security and price stability. When our farmers’ supply chains are vulnerable to foreign adversaries like China, it can have major downstream impacts – threatening to jack up the cost of food at the grocery store and Americans’ ability to put food on the table for their families,” said Senator Baldwin. “I’m proud to work with my Republican colleagues to safeguard our farmers and agricultural supply chains, strengthening our national security and protecting Americans from unnecessary price hikes at the grocery store.” The People’s Republic of China’s (PRC’s) strategic control over crucial sectors of our food and agricultural supply chain poses a serious national security threat. In recent years, the PRC gained significant market share in the production of essential agricultural inputs like vitamins, veterinary pharmaceuticals, and crop protection tools. China now controls over 90% of vitamin C and vitamin B6 production and up to 85% of amino acids used in animal feed. Losing access to these key inputs could drastically reduce agricultural productivity, increase food prices, and undermine domestic food security. A University of Wisconsin-Whitewater study found that, if left unchecked, the PRC’s domination of the amino acids market would destroy 30,000 U.S. jobs and reduce economic activity by $15 billion per year. The Tax Relief for New Businesses Act would increase the startup tax deduction from $5,000 to $50,000 and allow businesses to write off more expenses to compensate for the increasing cost of starting a business. Currently, small business owners can only deduct up to $5,000 in startup costs in the first year, yet a recent survey found that they spend an average of $40,000 to get their businesses off the ground. “On Main Streets across Wisconsin, small businesses are creating jobs and contributing to our local economies. For too many entrepreneurs, starting a business can be out of reach and it’s our job to break down the barriers in their way so more Americans can pursue their dreams,” said Senator Baldwin. “This legislation is a commonsense step that will unlock opportunities for Wisconsin’s next generation of small businesses and help ensure they have the capacity to grow, innovate, and shape the future of the Badger state.” “If the US Senate passes this legislation it would help provide capital to reinvest in small business staff and get them to a stable, profitable bottom line much quicker. This would encourage existing and expanding businesses to invest and grow by improving cash flow in the early years of starting and growing the businesses. As a small business owner I strongly endorse this effort,” said TJ Semanchin, owner of Wonderstate Coffee in Viroqua, WI. “The Tax Relief for New Businesses Act is a game changer for entrepreneurs, offering substantial financial relief when it's needed most,” said Scott Resnick, Wisconsin startup advocate. “By significantly increasing the deduction and allowing more flexibility for growing startups, this policy reduces the financial burden of launching a business and paves the way for greater innovation and job creation across the Wisconsin economy.” “TitletownTech supports policy that r… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

The enhanced PTCs, which have made health care more affordable and accessible for millions of Americans, are currently set to expire at the end of 2025. If this provision expires, over 20 million Americans will see a sudden increase in their health insurance costs, an estimated three million Americans could lose their health insurance entirely, and nearly nine million people will pay more—roughly $406 per person—for coverage. “I’m focused on the kitchen table issues that keep families up at night and the skyrocketing cost of health care and prescription drugs is high on that list. The Reproductive Health Travel Fund Act would help offset the cost of travel-related expenses associated with traveling long distances to access reproductive health care, such as travel, lodging, meals, childcare, and more. Senator Baldwin’s call to unanimously advance the bill failed after a Senate Republican objected. “Across the country, women have been stripped of the freedom to make their own decisions about their family, their health, and their future. Judges and politicians have inserted themselves into exam rooms, telling doctors they cannot treat their patients, sometimes even if that treatment would save her life,” said Senator Baldwin. “The rights you have as an American should not depend on the state you live in. If we cannot restore Roe this Congress, we should at the very least extend a lifeline to the millions of women who are unable to access needed care in their own communities.” For 15 months from June 2022 until September 2023, women in Wisconsin lived under an 1849 abortion ban. Prior to the Dobbs decision, only 16%, or one in six, of Wisconsin abortion patients received out-of-state care. In 2023, that number was up to 88%, meaning that nine out of ten patients had to seek out-of-state care. Wisconsinites have traveled to Illinois for care from all 72 counties. In 2023, over 6,000 Wisconsinites fled to Minnesota and Illinois to get abortion care. The average cost of seeking care out of state exceeded $1,000, with patients spending an average of $330 on lodging alone. This announcement comes after Baldwin called out USPS leadership for unsustainable price hikes and poor service. “Wisconsinites rely on the USPS to run their businesses, pay their bills, and communicate with loved ones,” said Senator Tammy Baldwin. “The proposed price hikes would have burdened hard working Wisconsinites, and I’m pleased to see they heeded my calls and will not be raising the price of stamps at the postal counter. I will continue to push the USPS leadership to halt rate increases, especially as Wisconsin families and small businesses continue to be hurt by unprecedented mail delivery delays.” Senator Baldwin has repeatedly called on the USPS to address rate hikes and delays Wisconsinites are experiencing. Last week, Senator Baldwin called on Postmaster General Louis DeJoy to immediately address costly mail delays suffered by Wisconsin newspapers that rely on the USPS. These delays have already resulted in lost revenue, customer complaints, and canceled subscriptions. In April, after USPS announced the price increase for First Class Mail stamps, Senator Baldwin questioned DeJoy’s leadership, which has resulted in higher prices for Americans and worse service. Despite the USPS enacting their new “Delivering for America” plan – which they promised would modernize and transform the Postal Service – customers continue to experience poor customer service and significant mail delays, including for rural newspaper delivery. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

They are essential corridors that keep our local economies moving forward. I’m proud to deliver this funding that will keep more drivers safe as they travel and ensure Made in Wisconsin goods get to where they are going on time,” said Senator Baldwin. The federal funding will increase the amount of personnel dedicated to the Waukesha Police Commercial Motor Vehicle and Crash Reduction Program to improve roadway safety in the area for commercial vehicles. The award comes from the Federal Motor Carrier Safety Administration’s High Priority Commercial Motor Vehicle (HP-CMV) program, which aims to support and enhance commercial motor vehicle safety initiatives, including the safe transport of hazardous materials, improving the safety of goods and passenger transportation in international trade and demonstrating new technologies to enhance commercial vehicle safety. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

Funding comes from the Great Lakes Restoration Initiative (GLRI), which Baldwin has worked to secure continued funding for in the annual appropriations process and the Bipartisan Infrastructure Law. “Wisconsin’s fresh coasts and the communities on them are not only home to so many Wisconsin families, they are a critical driver for our economy and tourism,” said Senator Baldwin. “I’m proud to champion the Great Lakes Restoration Initiative and deliver funding that will bring economic, health, and recreational benefits to the City of Green Bay, while preserving our freshwater resources and protecting habitats for generations to come.” “The City of Green Bay is thrilled to accept these funds to jumpstart our long-planned efforts to improve our shoreline and provide enhanced access to the Bay, home to the largest freshwater estuary in the world!” said Mayor Eric Genrich. “Special thanks to Senator Baldwin for her steadfast support for our Great Lakes and our Bay, Administrator Regan for his forward-looking leadership, and the Biden-Harris administration for the priority they’ve placed on strengthening local communities across the country.” Funding for the City of Green Bay will be used to build a wildlife viewing platform and shoreline walk with a related retaining wall and fence at Bay Beach Amusement Park within the Lower Green Bay and Fox River Area of Concern, or environmentally degraded sites along the Great Lakes. That’s why I am thankful to partner with my House and Senate colleagues in much-needed legislation to strengthen survivors’ access to health care, unemployment benefits, and paid leave.” “No survivor of domestic violence or sexual assault should be forced to choose between their safety and their paycheck, job, or ability to support their family,” Senator Murray said. “Survivors who are dealing with the mental and physical impacts of assault and violence often can’t afford to miss a day of work or can’t provide for their families on their own if they choose to leave a dangerous situation. We must do everything we can to change this heartbreaking reality. The SAFE Act for Survivors Act would take a huge step toward ensuring no woman or person is stuck between worrying for their safety and making ends meet.” “Financial abuse occurs in nearly every case of domestic violence. Today is the one-year anniversary of the day I was permitted to review the security footage from that evening, and I am reminded of how disturbed I was by Van Orden’s behavior. I continue to believe that Van Orden’s constituents deserve to know the truth about the man who represents them. Once again, I call on you to release this footage to provide much-needed transparency into this incident. To protect their right to privacy, I request that you blur the faces of the Senate pages involved. As you are no doubt aware, initial reports of the incident stated that the Senate pages were in the Rotunda that evening to take pictures during their last week at the Capitol, and while there, some of the teenagers positioned themselves and their camera on the floor in order to capture a photo of the interior of the historic Capitol dome. The vast reporting stated that when Van Orden came across the teenagers, who spent their summer providing vital support to daily operations at the Capitol, he “became enraged” and swore at the pages, calling them “lazy s----” and telling them to “get the f--- up” off the floor. When given the opportunity to apologize, Van Orden refused and claimed the pages were “defiling” the Capitol, an interesting choice of words for a man who stood shoulder to shoulder with insurrectionists outside the Capitol on January 6, 2021. Further reporting revealed that a witness to the incident described Van Orden’s demeanor as “physically aggressive” toward the teenagers and that he was “screaming inches from the pages’ faces.” After reviewing the footage exactly one year ago today, I found Van Orden’s behavior entirely unbecoming of a member of Congress. Drug interdiction is one of the Coast Guard’s statutory missions and historically this mission has been focused on cocaine – the primary illicit narcotic shipped via maritime transportation. In recent years, the Coast Guard has demonstrated the ability to play a role in the tracking and removal of fentanyl and its precursor chemicals while they are being shipped from China, including contributing to the inspection of 460 metric tons of precursor chemicals transiting the Pacific in Fiscal Year 2023. USCG officials also noted that in Fiscal Year 2023, the Coast Guard removed nearly 100 metric tons of cocaine and detained 267 drug trafficking smugglers, but noted that this fell well short of their goals and resources were strained. “In recent years, fentanyl has killed thousands of Wisconsinites, devastating families and communities in every corner of the state. I’ve heard from mothers who lost children, cops and paramedics on the front lines, and advocates – all demanding we do more to end this crisis,” said Senator Baldwin. “This crisis demands a whole of government effort and I’m pushing to ensure all law enforcement and armed forces are working in lockstep to protect our communities. The Coast Guard plays a critical role in disrupting the global fentanyl supply chain, and I called this hearing today to see how we can bolster their efforts, including stopping the flow of precursor chemicals from China.” The hearing, titled “Coast Guard Drug Interdiction and Enforcement in the Maritime Environment,” focused on the maritime drug interdiction and enforcement activities, examining the Coas… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

The introduction comes as new reporting from ProPublica makes plain that Republican abortion bans are preventing women from receiving lifesaving emergency health care and resulting in preventable deaths. “Under our state’s 1849 criminal abortion ban, Wisconsinites learned firsthand what it meant to not have the right to access lifesaving abortion care. For 15 months, we heard stories about women with unviable pregnancies or suffering miscarriages who were denied care until they were on the brink of death all because Republicans overturned Roe v. Wade. These are not exaggerations, they are real stories about what it means when we strip Americans of their freedom to control their own bodies,” said Senator Baldwin. “I’m in this fight until every woman has the freedom to decide what is best for her health, family, and future, without interference from judges and politicians – and that most certainly means when her life depends on it.” Since the overturning of Roe v. Wade over two years ago, nearly two dozen US states led by Republicans have passed, banned, or severely restricted access to abortion. These strict laws have created confusion around the treatment doctors can provide even when a pregnant patient’s life is in danger, as physicians fear that they may lose their medical license, be sued, or even charged with a felony if they perform life-saving emergency care. Despite the federal Emergency Medical Treatment and Labor Act’s (EMTALA) requirements that Medicare-participating hospitals treat and stabilize pregnant patients in need of emergency medical care, women are being turned away from emergency rooms following the Dobbs decision, including in Wisconsin. In Moyle v. United States, the U.S. Supreme Court had the opportunity to reaffirm that federal law requires pregnant patients to have access to life-sa… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

The bill also includes a provision I helped author addressing issues that tribes and some states have faced in intercepting federal tax refunds as part of their child support enforcement efforts. “We need to ensure that IV-B funding is meeting the needs of children and families who are interacting with the child welfare system, including children and families who are in foster care, or to support broader services like child protective services and pre-foster care family stabilization or support. That’s why I am excited that this legislation includes a $75 million overall increase in funding, which is critical given that IV-B hasn’t seen an increase in nearly twenty years. This bill will only increase funding for programs but take steps to strengthen efforts to support family preservation and kinship care, and help families impacted by substance misuse, among other changes. Additionally, this legislation would increase support for recruiting and retaining caseworkers, whose caseloads are overburdened and who experience high job turnover. Increasing the number caseworkers will help them give more attention to their individual cases, improving how the child welfare system serves vulnerable children and families. This legislation also includes changes to help facilitate strong relationships between incarcerated parents and their children in foster care. As a member of the Ways and Means Committee and a co-chair of the Congressional Caucus on Foster Youth, I am proud that this legislation includes my proposal, which would allow existing funds to be used help struggling families meet their basic needs, so families aren’t separated solely because of poverty. Just like last year, House Republicans have squandered an entire year, forcing Congress to debate extreme funding bills that make cruel cuts and would undermine the critical services that Americans depend on. For months now, House Republicans have refused to work with Democrats in good faith to pass all 12 full-year funding bills before the end of September. House Republicans are taking their marching orders from Donald Trump, threatening a government shutdown that will harm the American people and our hardworking federal employees. That’s why the Speaker is bringing a continuing resolution to the floor that he knows will fail and that he pulled from the Floor last week because not even some House Republicans want to support this sham. This brinkmanship is not only irresponsible, but it is also reckless. Instead of focusing on a bipartisan solution to keep the government open, they have chosen to insert cynical legislation like the SAVE Act — legislation that would do nothing to protect the integrity of our elections. Instead, it would disenfranchise voters by making it harder for eligible Americans to register to vote and increasing the risk of purging legitimate voters from the rolls. MAGA Republicans are trying to implement Project 2025 through Congress. Additionally, House Republicans' Continuing Resolution leaves out critical additional funding for the Social Security Administration requested by the Biden Administration. These additional funds would prevent reduced hours and potential closures of field offices. This will hurt seniors and vulnerable Americans who rely on these timely services. The grants, supported by the Baldwin-backed Inflation Reduction Act, have been awarded to the Bad River Band of Lake Superior Chippewa Indians and St. Croix Chippewa Indians of Wisconsin. “Investing in clean energy is a win for families’ pocketbooks, puts Wisconsinites to work, and helps our children breathe cleaner air,” said Senator Baldwin. “I am proud to bring home this investment for Wisconsin’s Tribes to help them cut energy costs and improve our air quality, all while creating good paying jobs in a growing clean energy sector.” The grants come through the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants (CPRG) program, which was created under the Baldwin-backed Inflation Reduction Act. The program provides grants to states, local governments, tribes, and territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution. Bad River Band of Lake Superior Chippewa Indians will receive over $8.3 million to reduce greenhouse gas emissions by conducting extensive electrification upgrades in Tribal residences, developing new grid-tied residential solar installations and a commercial microgrid, electrifying the Tribal vehicle fleet, and adding vehicle charging infrastructure. On-site training and certification programs will be developed to create accessible pathways to high-quality jobs and careers in renewable energy construction and operations. The Winter Recreation Small Business Recovery Act introduction comes after Wisconsin businesses suffered during last winter’s low snowfall and snow cover. The issue came into focus during last year’s winter, in which Senator Baldwin and Wisconsin Governor Tony Evers successfully pushed the U.S. Small Business Administration (SBA) to provide disaster coverage to businesses impacted by Wisconsin’s unusually warm weather conditions. Baldwin’s legislation would ensure that businesses are eligible for relief should Wisconsin experience another winter without enough snow. “Wisconsin winters attract visitors to our state from around the world, and our small businesses work hard to make that possible. Our snowy winters are not just another season, they are a huge economic driver, particularly in the Northern part of the state,” said Senator Baldwin. “I’m fighting to give these businesses a lifeline so they can continue to contribute to our local economies, create jobs in our communities, and stay open for business for Wisconsinites and visitors alike.” “Small businesses and the tourism industry are the hearts of our Northern communities here in Wisconsin, and supporting these economic drivers is critical, especially when lack of snow and traditional winter weather impacts their bottom line,” said Governor Evers. “Below-average snow cover can be detrimental to businesses that rely on outdoor recreation to keep their doors open, which is why Senator Baldwin and I worked around the clock earlier this year fighting to make sure businesses in Northern Wisconsin could access available disaster resources. With this new legislation, Senator Baldwin is working to make sure businesses, especially those impacted by winter drought, will be eligible to get help when they need it moving forward.” The Winter Recrea… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

The bipartisan Protecting American Agriculture from Foreign Adversaries Act of 2024 would add the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS), adding additional scrutiny of farmland and agricultural industry purchases by foreign adversaries like China, North Korea, Russia, or Iran. “Wisconsin’s farmland and agricultural businesses are not only central to our state’s identity, they move our Made in Wisconsin economy forward, create jobs in our communities, and put our state on the map with world-class exports,” said Senator Baldwin. “I’m committed to ensuring the Badger State continues to be an agricultural powerhouse in the future, and that includes defending our farmland from foreign adversaries that threaten our food and national security. I’m proud to work with Democrats and Republicans to protect our communities from bad actors like China and ensure our Made in Wisconsin agricultural economy stays strong for the next generation.” Senator Baldwin has been a leader in cracking down on foreign ownership of America’s heartland, successfully passing her bipartisan Farmland Security Act to increase transparency and oversight of foreign ownership in the American agricultural industry. She also joined a bipartisan group of senators in introducing the AFIDA Improvements Act of 2024, legislation to strengthen reporting and enforcement of foreign investment in American agricultural land. The Protecting American Agriculture from Foreign Adversaries Act of 2024 would: Permanently include the Secretary of Agriculture as a member of the Committee on Foreign Investment in the United States (CFIUS) with respect to covered transactions involving agricultural land, agricultural biotech, or the transportation, storage, and processing of agricultural products. Baldwin, joined by Senators James Risch (R-ID), Susan Collins (R-ME), and Peter Welch (D-VT), urged the U.S. Department of Health and Human Services (HHS) and U.S. Department of Agriculture (USDA) to carefully consider any changes to the upcoming Dietary Guidelines for Americans (DGA) that could add plant-based imitation products into the dairy category, despite their nutritional differences. “We are concerned about potential efforts to add plant-based imitation products to the dairy group within the DGA,” wrote the Senators in a letter to HHS Secretary Xavier Becerra and USDA Secretary Tom Vilsack. “Existing research has shown that plant-based alternatives are indeed not nutritionally equivalent to dairy.” The Senators expressed concerns that adding imitation products to the dairy category equates the products nutritionally, despite imitation products often containing lower protein and added sugars. Updating the DGA by adding imitation products to the dairy category without sound evidence would only further consumer confusion about the nutritional differences between dairy and ultra-processed plant-based alternatives. “We believe that it is important that consumers understand the nutritional value of the food and beverages that they choose to purchase and consume, and that the federal dietary guidelines they may turn to reflect evidence-based science. As you consider potential updates to the DGA pertaining to dairy, we ask that you ensure sound scientific evidence to support any statements which nutritionally equate plant-based alternatives with real dairy,” the Senators continued. Wade over two years ago. The report includes new findings on how many women were denied access to care, the impacts of those who were forced to travel out of state, and the ongoing barriers, like long drive times, that are continuing to limit access to health care. “For 15 months, Wisconsin women were denied the right to make their own health care decisions, endangering countless women’s health, lives, and future fertility. Sadly, women in Wisconsin are still feeling the pain and trouble of not having the full freedom to control their bodies, health, and families. This new report shows the dire impact that these abortion bans have on Wisconsin women – whether it is not being able to get the health care they need or being forced to spend time and money traveling out of state for basic care,” said Senator Baldwin. “Wisconsinites know firsthand that abortion care is health care, and I’m in this fight until every woman has the full freedom to control her body, family, and future.” A full version of the report is available here, with key findings below: Safe Abortion Down 87% in 2023: Zero abortions took place in Wisconsin abortion clinics between July 2022 and September 2023. Only 880 clinician-provided abortions took place in Wisconsin in 2023, the first full year after Roe v. Wade fell – an 87% decrease since 2020. An estimated 10,000 fewer abortions were provided over 18 months post-Dobbs. 9 in 10 Women Forced to Travel Out of State in 2023: Prior to the Dobbs decision, only 16%, or one in six, of Wisconsin abortion patients received out-of-state care. In 2023, that number was up to 88%, meaning that nine out of ten patients had to seek out-of-state care. Wisconsinites have traveled to Illinois for care from all 72 counties. Baldwin’s call for Wisconsin products to be protected in ongoing and future trade agreements with other countries comes after the U.S. Trade Representative successfully secured market access to Chile for a number of U.S. cheese and meat products, including guarantees that Wisconsin producers can sell their products using common food names, like “parmesan” or “salami.” This policy is in line with Senator Baldwin’s bipartisan legislation to protect Made in Wisconsin products from unfair trade practices by foreign countries. “Trade and access to export markets are critical to Wisconsin’s dairy and meat industries, supporting American farmers and our rural communities, as well as food manufacturers and entire supply chains. For that reason, ensuring meaningful benefits and opportunities for American agricultural producers must be a top priority,” wrote Senator Baldwin in a letter to the U.S. Trade Representative Katherine Tai. Common food and drink names such as “parmesan,” “chateau,” and “bologna” are used around the world to describe products to consumers. However, because these common names have geographic ties to European locations, the European Union has begun using economic and political influence to implement unfair trade practices under the guise of protecting geographic indicators. These unfair trade practices have the potential to block United States’ agricultural products from being sold in international markets. I am proud to have secured strong Buy America standards to ensure that we are using American workers and American products while we build out the infrastructure to give people more ways to travel around our state,” said Senator Baldwin. “I worked hard to deliver this funding which invests in emission-free vehicle infrastructure, helping to improve the air our children breathe and creating more opportunities for Wisconsin workers to break into a family-supporting career that will only grow in the coming years.” “This grant announcement is wonderful news for the people of Milwaukee. It is a big stride forward in achieving our city’s climate and equity goals,” said Milwaukee Mayor Cavalier Johnson. “I am extremely grateful to Senator Baldwin for her work and her guidance that led to this award. And I am similarly grateful to the Biden-Harris administration for prioritizing investments to reduce our reliance on fuels with the greatest climate impacts.” The City of Milwaukee will receive nearly $15 million to install EV chargers at 53 sites citywide. During the site selection process, the city prioritized sites in areas that lack existing EV infrastructure, low-to-moderate income communities, and neighborhoods with high ratios of multi-family housing units. This project will support the city’s climate and equity goals by expanding the network in areas that currently lack public infrastructure, or lack the ability to charge at home. According to the U.S. Department of Treasury, the average taxpayer spends approximately 13 hours and $270 to prepare their taxes each year. For years, Senator Baldwin has been advocating to simplify that process to save taxpayers time and eliminate unnecessary third-party costs. “Filing your taxes should be easy and free, but right now the system is rigged to line the pockets of giant third-party tax-prep companies and Wisconsinites are left wasting hours and hundreds of dollars each year,” said Senator Tammy Baldwin. “I voted for the Inflation Reduction Act to put money back into the pockets of hard-working families, not pad the profits of these big third-party companies that charge exorbitant junk fees. I’m thrilled to be working with Governor Evers so Wisconsinites can save time and money by filing their taxes directly with the IRS.” “Thanks to the efforts of our federal partners like Sen. Baldwin and the Biden-Harris Administration, next year, Wisconsin taxpayers will be able to file their taxes securely, easily, and for free directly with the IRS with no surprise fees through the new Direct File Program,” said Gov. Evers. “This is going to save hardworking folks time and money, and we look forward to seeing how the Direct File and new WisTax programs will work together to better serve Wisconsinites when tax season comes around in 2025.” “This is a big win for taxpayers across the state,” Congressman Mark Pocan (D-WI-02) said. “It's exciting to see Direct File come to Wisconsin, making it easier for people to file their taxes online for free. The funding, through the U.S. Department of Education School Emergency Response to Violence (Project SERV) program, was provided by the Baldwin-written and supported Fiscal Year 2024 government funding bill. Senator Baldwin also helped connect the district with federal support as it recovers from the school shooting. “Schools should be safe, nurturing environments for students to learn and grow, but sadly, earlier this year, Mount Horeb became one of the too many schools impacted by gun violence,” said Senator Baldwin. “We can and must do more to prevent these senseless acts of gun violence, but, if one of our communities is struck by tragedy, we also need to be there to support our children, teachers, and families recover afterward. I am proud to have worked with the Mt. Horeb community to ensure they have access to the mental health and trauma-informed recovery services needed to respond and move forward.” "We are incredibly grateful for the Department of Education’s help in bolstering our District’s support systems for both staff and students. This funding will further enable us to invest in professional development and a dedicated social worker position, fostering an even greater sense of community and belonging within Mount Horeb Area School District. The responses our staff and families provided to our Post-May 1 Planning Survey were essential in crafting a comprehensive system of support,” said Dr. Steve Salerno, Superintendent, Mount Horeb Area School District. Senator Baldwin’s request comes in light of increased VHA enrollment now that thousands of Wisconsin veterans can access their earned benefits following the enactment of the Baldwin-backed Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act of 2022. “I am concerned about reports of persistent vacancies within VHA facilities, to include provider positions across specialties. These vacancies leave veterans with longer wait times for appointments and place an undue burden on the caseloads of existing VHA providers. I share your goal of providing America’s veterans with timely access to high quality care, and it is in pursuit of this goal that I ask for further information regarding staffing at VHA facilities,” wrote Senator Baldwin. The Baldwin-backed Inflation Reduction Act empowered Medicare to negotiate lower prescription drugs prices for the first time ever and, today, the Biden administration announced the price cuts for the first 10 drugs under those negotiations. Medicare’s ability to negotiate prescription drug costs will cut some monthly prices by nearly 80% and more than $9,000, saving American taxpayers an expected $6 billion and people enrolled in Medicare $1.5 billion in out-of-pocket costs in 2026 alone. Over 150,000 Wisconsinites are currently taking one or more of the 10 drugs, some of the most widely used and costly medicines. “This is what taking on big drug companies and cutting costs for Wisconsinites looks like,” said Senator Baldwin. “In every corner of our state, I hear from folks who are making tremendous sacrifices – from turning down the heat in the winter to cut energy costs to rationing their dosages – just in order to afford the medication they need to live. It’s wrong and Wisconsinites deserve better. That’s why I voted for the Inflation Reduction Act – to provide some real relief for Wisconsin families and hold big drug companies accountable for prioritizing profits over people.” Last August, the U.S. Department of Health and Human Services announced the first ten drugs selected for Medicare drug price negotiation. Below are the results of the drug negotiation: The Inflation Reduction Act also capped the cost of insulin for Medicare Part D beneficiaries at $35 a month for certain covered insulin products and will limit Medicare beneficiaries’ out-of-pocket costs to $2,000 per year beginning in 2025. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:36:13Z |

These outdated exemptions prohibit rail shippers from seeking recourse at the STB. Revoking the exemptions would also provide greater access to a newly finalized rule that will begin to address unreliable rail service and the high costs of rail shipping for Wisconsin businesses by increasing competition in the freight rail industry. In a letter to the STB, Senator Baldwin asked the board to revisit their decades old exemptions on these critical commodities that were put in place before the rail industry consolidated – reducing competition, raising costs, and hurting Made in Wisconsin businesses. “Commercial rail is essential infrastructure for countless Made in Wisconsin businesses, from agriculture and paper to the critical raw materials that will rebuild our roads, bridges and water infrastructure,” said Senator Baldwin. “For too long, Wisconsin businesses have relied on fewer and fewer rail carriers, reducing competition and forcing our businesses to deal with unreliable and expensive service. I was proud to push for greater access to reciprocal switching to increase competition, but we need to ensure that more businesses can petition for better service when these big rail carriers are not meeting their customers’ needs.” In May, the STB announced the finalized rule on reciprocal switching, allowing certain shippers and receivers to petition the STB and switch carriers when they receive inadequate rail service. While the rule was a major step forward, it requires shippers of exempt commodities to pursue costly and time-consuming litigation to revoke the exemptions before filing a reciprocal switching petition. My legislation will ensure that our federal agencies, states, and tribes have the resources they need to keep our communities safe.” Three out of every four new or emerging infectious diseases in human populations originate from animals. Most recently, in March 2024, the first reported cow-to-human case of highly pathogenic avian flu (HPIA) was identified after the human encountered herds believed to have been infected by wild birds. Prior HPAI outbreaks have also taken a significant economic toll, with the 2022 avian flu outbreak resulting in economic costs of $3 billion. The Wildlife-Agriculture Disease Prevention Act of 2024 requires increased inter-agency coordination, as well as greater communication between Federal agencies, States, and Tribes to facilitate more comprehensive and effective responses to zoonotic diseases, helping prevent significant outbreaks. The legislation will create a Wildlife-Agriculture Disease Coordinator with the purpose to increase communication between those agencies on the frontlines of animal and human health, and other relevant federal and state agencies regarding current and emerging wildlife disease outbreaks.
