The Senators said in part: We write to you today with concerns about the $1.3 million incentive bonus payment you have proposed to make to Purdue chief executive officer Craig Landau while your company is in Chapter 11 bankruptcy. Mr. Landau is a named defendant in multiple lawsuits, which allege he personally designed Purdue's intentionally deceptive opioid marketing campaign. Further, the payment is based on aggressive performance incentives similar to those used to encourage opioid sales. As such, we ask that you cancel the incentive payment to Mr. Landau and reevaluate your incentive payment plan to ensure your company puts patient safety ahead of profits. Purdue's opioid marketing campaign accelerated an opioid epidemic that has claimed an estimated 400,000 lives. The campaign generated $35 billion in revenue for Purdue and likely significant incentive bonus compensation for Mr. Landau for achieving ambitious opioid sales targets. The Senators are concerned that Purdue is using profits from selling more prescription opioids to reward high-level employees with massive bonuses, rather than helping states ravished by the opioid crisis that the company made worse. Guio was a member of the USS Monaghan, and he participated in nine combat Naval Operations. But, he ultimately lost his life when his destroyer, the USS Monaghan sailed directly into Typhoon Cobra and sank. Over 700 lives were lost in the Typhoon and only six survived from the USS Monaghan. As a member of the Transportation Appropriations Subcommittee, I've made it my priority to ensure that rural areas like West Virginia are eligible for BUILD Grant funding so we can make necessary investments in infrastructure to spur economic development.I have worked with the DOT for years and spoke to Secretary Chao last week to advocate for more equal funding between rural and urban areas.I also sent a letter to DOT in July of this year advocating for this BUILD Grant. Last year was the first time since 2014 that we received a BUILD Grant, and today I am proud to announce another $20 million from DOT to widen I-64 to address the rural transportation challenges we face in West Virginia. Res.53, which sought to nullify the Affordable Clean Energy (ACE) rule. I voted against S.J. Res. 53 because today's vote put politics over solutions. I never supported the Clean Power Plan because it required U.S. coal power plants to use unproven technologies that were too costly to be practical at the time. While I maintain that the Affordable Clean Energy rule is flawed for ruling out carbon capture and utilization technologies for coal plants, a CRA is an overly broad legislative tool that would prevent any subsequent legislation that is substantially the same, whether it is an improvement or not. I believe we need to put the partisan gimmicks aside and come together to focus on developing and deploying the technologies vital to solving climate change, from carbon capture and utilization and solar power to energy efficiency and storage technologies. The technologies that were unattainable then are within reach now. On the Senate Energy and Natural Resources Committee we've passed 43 bills, many of which move us closer to clean energy solutions in a bipartisan way.
