Thanks to the leadership team at Northland College, and all the other partners in the region who worked hard for many years to develop and implement this technology and the programs that are experiencing unprecedented growth, we will see this region as a leader in UAS. They should strike immediately and achieve a legacy accomplishment early in 2014. The principal fix needed is a dramatic restructuring of gift laws. Under current law, anyone can give anything to an elected official so long as it is reported. If the gift is from a “friend,” it need not be reported. If the gift is to an official’s spouse or other family members, it need not be reported. Virginia’s wide-open rule is justified by a smug attitude: We can trust ourselves to do the right thing, and transparency is all that is needed to keep the system honest. But since the 2011 prosecution of former Newport News delegate Phil Hamilton for bribery and extortion, the revelation that advocates of uranium mining in the commonwealth flew legislators to France and the recent controversy around gifts to the family of Gov. Bob McDonnell, we can no longer pretend Virginia’s law makes sense. Gifts to elected officials can create a subconscious sense of gratitude in even the most upright public servants. And the public probably will perceive such gifts as creating improper influence, whether or not that happens. With no limit on the amount of such gifts and with the exceptions for friends and family so broad, Virginia’s system is all but guaranteed to create problems. Meanwhile, many people who advocate for important positions and perspectives cannot afford to give gifts to officials. This puts them at a disadvantage when compared with those who can. In one example, a 75-year-old Branford, CT resident was informed that he would no longer be able to receive his medically necessary cancer treatment as a result of UHG dropping his treatment team from its network. In another example, a provider in Stafford Springs, CT states that his full-time family practice, the only one in Stafford Springs, is at risk of financial devastation, and that many of his patients, 38 percent of whom are Medicare beneficiaries, will be left without a primary care physician close to home as a result of UHG dropping him from its network. We know firsthand the devastation that can be caused by wildfires and know what tremendous benefit air tankers bring to firefighting, especially in rugged terrain. Just last week the 500-acre wildfire in Big Sur destroyed more than a dozen homes, but it was tiny compared to the 250,000-acre Rim Fire that scorched parts of Yosemite National Park for two months, leaving more than $50 million in damage. In the East Bay, we saw a fire that engulfed the southside of Mt. Diablo as it burned more than 3,000 acres and cost more than $5.3 million to extinguish. Air tankers were used in fighting that blaze and we can only image how much more devastating it would have been without them. But property damage and equipment costs are trivial compared to the death of the 19 members of an elite firefighting crew last June near Prescott, Ariz. It is important to be clear that this bill is not some government spending boondoggle. In fact, we believe it is smart fiscal policy. Instead of purchasing new aircraft, the bill merely transfers seven HC-130H Hercules U.S. Coast Guard aircraft that have been deemed surplus to the Forest Service. There is optimism that Congress may avoid further self-inflicted crises, a fact that should give the economy a chance to grow and expand at a greater rate. It’s not yet time to celebrate, however. Everyone knows that Congress has significant issues to address, but this Congress remains on pace to be among the least productive in history and was in session fewer hours in 2013 than in any recent year. Logic and common sense would bring both sides together to address the overly burdensome tax code, replace the foolish across-the-board sequester cuts with smarter ones that don’t undercut our future competitiveness or national security, cut waste and fraud, ensure a fair and sustainable safety net and fix the broken immigration system. But instead of picking corners, Orange County’s pension stakeholders came to the table and found a fiscally sustainable way to provide retirement security for our hardworking government employees. In 2009, the County of Orange and the Orange County Employees Associations (OCEA) developed a smart solution. The plan, supported by both sides of the aisle, provides a lower defined benefit option that the County would offer along with participation in an employer matching, defined contribution plan. However, the plan requires a change in the Internal Revenue Code to protect the income tax treatment of employee contributions. The Treasury Department, despite three years of lobbying by me, OCEA and the County, has been unwilling to make this change. Last week I convened a meeting between reform stakeholders and House Ways and Means Committee Chairman Dave Camp (MI-4). During the meeting, Chairman Camp pledged his support to lobby the Treasury Department for a waiver necessary to implement reform. The Chairman’s support marks a key step forward to make this bipartisan plan a reality. There is simply no good reason that Orange County should not be able to proceed with their innovative solution to keep their pension system solvent and control future costs and liabilities.
