This bill will remove roadblocks to progress in LED development and help lower energy costs for American businesses and households. DeGettes office said the legislation, theEPS Improvement Act (H.R. 518), clarifies and modernizes energy conservation rules that were established after the Energy Policy Act of 2005. When the law was written, LEDs were not yet on the market; they later came to be classified by the Department of Energy as External Power Supplies (EPS). However, EPS drivers use a different kind of power conversion design than LEDs. In simpler terms, EPS are generally understood to be devices that connect electronics to plug-loads, such as the detachable cords that provide power to laptops, smart phones and tablets, according to the HouseSubcommittee on Energy and Power. LEDs require a constant voltage to work as theyre supposed to, conserving more power than traditional lighting. LED is a highly energy efficient lighting technology, and has the potential to fundamentally change the future of lighting in the United States, reports theDepartment of Energy. Residential LEDs especially ENERGY STAR rated products use at least 75 percent less energy, and last 25 times longer, than incandescent lighting. By 2027, widespread use of LEDs could save the equivalent annual electrical output of 44 large electric power plants (1000 megawatts each), and a total savings of more than $30 billion at todays electricity prices, the department said. H.R.4654 would direct the Secretary to prioritize RMA data over all other forms in counties where RMA offers county-wide insurance products, while also allowing the Secretary of Agriculture flexibility for all other instances. Additionally, the legislation codifies USDAs earlier decision to operate the program based on the physical location of the base acres, rather than requiring producers to elect one county for all payments. During my travels across the state and in meetings with farmers, I consistently hear about the difficulty they face with Agriculture Risk Coverage, said Loebsack. We believe it is high time that the railroads implement PTC. It has been nearly a decade since passage of the Rail Safety Improvement Act of 2008, which required freight, commuter, and intercity passenger railroads to implement PTC by December 31, 2015. That deadline was later extended to December 31, 2018. We understand that PTC is complex but there is no excuse for it taking this long and for some railroads to be lagging so far behind, as indicated in the progress reports submitted to the Federal Railroad Administration, wrote the Members. According to the Federal Railroad Administrations (FRA) website, only seven railroads will not meet the 2018 deadline. However, many railroads have failed to progress in equipping locomotives, completing track segments, installing radio towers, training employees, acquiring spectrum, installing back office servers, and submitting safety plans for FRAs review and approval. While the Rail Safety Improvement Act allowed DOT to extend the PTC deadline for up to 24 months if the railroads meet certain criteria that Congress insisted upon, the extension was intended to be used in limited circumstances. However, a new graphic on the FRA website seems to suggest that the Department of Transportation is tracking railroad efforts to meet the 2020 extension rather than holding them accountable for meeting the 2018 deadline. My amendment becomes part of thebill making the Choice program permanent. Choice pays for veterans in areas like ours, where vets have to travel by plane to get to a VA clinic, to go to private health care providers instead.
