I have introduced legislation,H.R. 4309, that would use federal funds to cover the cost of the earned income tax credit in the Northern Mariana Islands and other U.S. insular areas. The EITC provides extra money to U.S. workers, who have low wage jobs, up to $6,000 annually. Here in the Northern Marianas, where incomes are half the national average, the EITC would put more money into peoples pockets and into our local economy. Unlike other forms of welfare that go to people without jobs, the EITC is only paid to those who are working. It rewards work. The EITC would apply in the same way as the Child Tax Credit that many families now receive. Taxpayers file for the credit on their CNMI tax return; and then the federal government gives the money to the CNMI to cover the cost. The Commonwealth tried to provide the EITC in the 1990s, but had to stop because the program was too expensive. Getting tax law changed is not easy to do in Congress. And what I am proposing costs money, so it is even more difficult. But our new Speaker, Paul Ryan, wants to reform the tax code perhaps in the next Congress. My proposal starts the discussion and prepares us for the work that could get done in 2017 or 2018. New Marianas High School cafeteria approved. Reid (D-Nev.) further erode the boundary between campaigns and their independent allies at a time when they are already engaged in unprecedented collaboration. Federal candidates are still not permitted to explicitly ask a donor to give more than $5,000 to a super PAC. Robert Lewis Dear, who shot and killed three people at a Planned Parenthood clinic in Colorado Springs, has since pleaded guilty to being a warrior for the babies. His actions follow a long tradition of violence against abortion providers. That violence is increasing: The number of clinics reporting threats and targeted intimidation has increased from about 25 percent to more than 50 percent since 2010. Dears terrorism hasnt affected the GOPs congressional crusade against the womens-healthcare provider, however. Immediately after the shooting, Senate Republicans said they would proceed with efforts to defund Planned Parenthood, which currently receives about $500 million from the federal government. About 80 percent of Planned Parenthoods clients are low-income (which is measured as being at or below 150 percent of the federal poverty line). Unintended pregnancies among poor women have been increasing, while those among well-off women are falling. What terrorists like Dear and Republicans in Congress want is basically the same: to shut down Planned Parenthood and deny women access to abortions. If they got their wish, it would serve only to make poor women poorer and increase the number of unintended pregnancies. Indeed, unintended pregnancies are already concentrated among low-income women, an imbalance that has been increasing. The rate of such pregnancies among women with incomes below the poverty line jumped 56 percent from 1994 to 2008, while for higher-income women it actually fell by 24 percent. In 2008, the unintended-pregnancy rate for poor women was more than five times that of the most well-off. During the Wall Street crisis of 2007, Jamie Dimon, the chief executive and chairman of JPMorgan Chase, served on the New York Feds board of directors while his bank received more than $390 billion in financial assistance from the Fed. It is a tragedy for my state of Vermont. It is a tragedy all over this country. The number of heroin deaths are growing very, very significantly. Drug overdose deaths hit a record high last year in the United States. Tragically, that included 83 Vermonters. Vermont Attorney General Bill Sorrell reached an agreement last Friday with Amphastar Pharmaceuticals to address concerns with the 2014 price increase of the opioid antidote drug naloxone. Under the agreement, Vermont will receive a $6 rebate per vial. Since last fall, Sanders and Rep. Elijah E. Cummings (D-Md.), Ranking Member of the House Committee on Oversight and Government Reform, have been investigating the increasingly high prices being charged for naloxone and other drugs. Guerrero earlier asked Sablan to look into the delay in the processing of Honest Profits petitions for CW workers. The investor wants to construct a new hotel in San Antonio. The duties levied on companies that have been found to receive illegal and unfair trade advantages will help even the playing field in this important segment of the paper market. However, we remain extremely concerned with how the Department of Commerce conducted its investigation of the Canadian producers. The Department should have, as we strongly advocated, reviewed all four Canadian producers of supercalendered paper to ensure a fair and fact-based process.
