On December 19, 2019, the Senate unanimously passed S. 221, the VA Provider Accountability Act, which was introduced by U.S. Senators Cory Gardner (R-CO), Joe Manchin (D-WV), Jerry Moran (R-KS), Bill Cassidy (R-LA), and Susan Collins (R-ME). The Senators introduced S. 221 earlier this year to bring much needed accountability to the Department of Veterans Affairs (VA). The legislation will now be referred to the House of Representatives forconsideration. A troubling GAO report from 2017 revealed an unacceptable trend of VA facilities failing to report providers who made major medical errors to the National Practitioner Data Bank and the relevant state licensing boards responsible for tracking dangerous practitioners. As a result, these practitioners can go into private practice or move across state lines without disclosing prior mistakes to patients or state regulators. A 2017 USA Today story uncovered specific, horrific medical care failures and mistakes that the VA allowed to continue and concealed. On May 22, 2019, the Comptroller General of the United States (GAO) testified before the House Veterans Affairs Committee Subcommittee on Oversight and Investigations that since the 2017 GAO report the VA has failed to implement recommendations regarding appropriate reporting to state licensing boards. These concerns were reiterated in an October 16, 2019 GAO report. The VA Provider Accountability Act would solve this problem by requiring the VA to inform the National Practitioner Data Bank and state licensing boards of major adverse actions committed by medical providers at the VA. Additionally, it would prevent the VA from signing settlements with fired employees to hide major medical mistakes in their personnel files. The American economy has transformed dramatically in the 25 years since the North American Free Trade Agreement (NAFTA) was signed into law. NAFTA has failed to keep pace with certain elements of our rapidly expanding economy including digital trade flows, manufacturing and access to markets for American agricultural products. Last year, Colorado exported more than $2.7 billion worth of goods to Canada and Mexico and passing USMCA is sure to keep that number growing. Background: In 2018, Colorado exported $1.4 and $1.3 billion to Canada and Mexico respectively. This was the third time Tipton was able to give out these awards in person. He said this a great program through Congress that shows and encourages public service. Applicants challenge themselves in four areas: voluntary public service, personal development, physical fitness and expedition/exploration. We have students that are willing to be able to take up that challenge, to be able to meet those goals and receive these medals, Tipton said. I think it's a very admirable thing you see out of the quality of people that we have. According to the Congressional Awards program, 51 medals and certificates have been awarded to young Americans in Colorado this year. Gaylord first heard of the program as a high school junior. That's when she set out her goals. She volunteered at her local school greenhouse, working with students K-12 to grow and harvest vegetables which were later brought to the school cafeteria. But Gaylord, who ran up her first mountain when she was 5 years old, is not settling for silver. With an additional $361,000 in non-federal funding, the Colorado River District will develop a water marketing strategy pertaining to the lease, sale or exchange of water rights. A press release noted that the plan will evaluate the risks of participating in demand management efforts in the Upper Colorado River Basin, [and] develop market parameters and rules to mitigate those risks. The Colorado River District controls the contracting for water in the Upper Colorado River Basin. Demand management, reduction in consumptive use, is an incredibly threatening concept to western water users, and certainly to West Slope water users, the district's general manager, Andy Mueller, told the Colorado Water Congress earlier this year. The potential for a demand management plan comes from the agreement made earlier this year among the seven states that tap into the Colorado River for water: the Upper Basin states (Colorado, Utah, Wyoming and New Mexico) and the Lower Basin states (Arizona, Nevada and California). That agreement, known as a drought contingency plan, is intended to ensure that water levels at Lake Mead (which serves the lower states) and Lake Powell (which serves the upper states) stay high enough to provide water into the future for the 40 million residents who rely on Colorado River water. Demand management, which applies to the upper basin states, is the next step. A demand management program, according to the Colorado Water Conservation Board, has three main facets: that it is temporary, compensated, and voluntary, meaning water users such as agricultural, municipal or industrial would voluntarily give up some of their water.
