From the 21st Century Cures Act to facing the Zika threat, to the NICA Act, I am proud to have worked with my colleagues in Congress to help advance the interests of our South Florida community and our nation.   With my support, the 21st Century Cures Act, finally passed through Congress and was signed into law by the President.  This important bipartisan law will help hasten the pace of development of treatments, cut bureaucratic barriers in the delivery of cures, and allow for more cooperation between researchers; all of which will help improve the lives of patients.  In South Florida, the 21st Century Cures Act will directly benefit cancer patients by shielding cancer hospitals like Sylvester Comprehensive Cancer Center from Medicare cuts. This bill also includes the Anna Westin Act, a measure I introduced which will help men and women with eating disorders, and which marks the first time the federal government directly addresses eating disorders and its resultant harms.     This year, our community was forced to face the grave threat posed by the Zika virus to local families, businesses, visitors and our economy. The work of emergency responders and the efforts of an informed public, successfully limited the spread and impact of this epidemic. In fact, earlier this month, Gov. Scott terminated the travel warning over South Beach, ending the last active local transmission zone for the mosquito-borne disease in Miami-Dade County. Over the past 15 years, there has been movement toward a more accountable, results-based approach to aid that places the ingenuity of the private sector and American values front and center. Twenty-first century programs like President George W. Bush's Millennium Challenge Corporation, which sets benchmarks to be achieved by aid recipients in areas such as economic freedom and control of corruption, and the Power Africa initiative Congress passed last year which empowers the private sector to do the heavy-lifting in efforts to provide the people of Africa with electricity—a basic necessity for economic development. These programs are part of a paradigm shift in the way the United States provides foreign aid. USAID, our government’s lead development agency, also has undergone a significant and much-needed modernization in recent years, substantially improving the transparency, accountability and learning efforts that are necessary to achieve lasting development results.  Lastly, the United States is making critical new strides to build capacity in aid-recipient countries to transition from aid-dependent to trading partners.  These programs recognize the important role the private sector must play in creating the economic growth necessary to elevate people out of poverty and to embrace the unique tools such as development finance. While so many then knew its name and the death sentence it bore, no one knew how to treat it. And sadly, instead of compassion, the disease brought a stigma to those afflicted by it. Fortunately, advancements in medicine and technology have brought hope to those with HIV/AIDS and allowed them to live their lives. But we shouldn’t get complacent. Living with HIV/AIDS is not easy; it brings unique challenges. We have yet to find a cure, but with continued breakthroughs in medicine, it’s my hope this generation will see the end of HIV/AIDS. I’ve been proud to support the President’s Emergency Plan for AIDS Relief (PEPFAR), an initiative started by President George W. Bush and continued by President Obama. Because of it, millions of people across the globe with HIV/AIDS are able to live more fulfilling lives, and millions of babies in Africa whose mothers are infected have been given the chance to live free of the virus. We’ve achieved real progress, but the fight must continue. More than 36 million people across the globe have HIV/AIDS, and unfortunately, minority communities in the United States are impacted disproportionately. That’s why I will continue working to promote education, prevention, awareness, and research to improve treatment and find a cure. Today, we remember and pray for those we have lost to this terrible disease, and honor their memory by redoubling our efforts to realize an AIDS-free world.
