The Senate voted to confirm several nominations, including IRS commissioner, Federal Reserve chairman, assistant secretary of State, secretary and deputy secretary of the Department of Homeland Security, as well as several judicial nominations for vacant seats around the country. The Senate also passed the Murray-Ryan budget deal, as well as the National Defense Authorization Act for fiscal year 2014, or H.R.3304. Murray-Ryan Budget Deal Last week, Senate Budget Committee chairman Patty Murray (D-Wash.) and House Budget Committee chairman Paul Ryan (R-Wis.) proposed a two-year budget agreement in advance of the budget conference’s December 13 deadline to produce a budget. The House swiftly passed the Murray-Ryan budget by a vote of 332 to 94. The Murray-Ryan deal, the Bipartisan Budget Act of 2013, would reduce the deficit by $23 billion over the next decade and by $100 billion over the next two decades without raising taxes. I voted for the Murray-Ryan budget deal because it finally gives America a budget to operate under and averts government shutdowns through 2015. As a longtime advocate of biennial budgeting, I believe this bipartisan agreement is a good first step toward managing government spending and the fiscal policy of our country. While reforms included in the agreement are modest, most move America in the right direction. On Tuesday, I appeared on CNCB to discuss the budget. You can watch that interview here. The Budget’s Effects on the Military One of the most essential components of Senator Murray’s and Congressman Ryan’s deal is the avoidance of another devastating round of sequestration aimed squarely at our national defense capabilities.  This agreement will help us avoid cuts that would have caused long-lasting damage to the readiness of our military and will help us provide the best support and tools possible to our men and women in uniform. In their letter, the senators also directed OSHA to issue updated guidance correcting their misinterpretation of current law. The requests were made in a letter to Department of Labor Secretary Thomas Perez, who oversees OSHA. Isakson is the ranking Republican on the Senate Health, Education, Labor and Pensions Subcommittee on Employment and Workplace Safety, which oversees OSHA and labor issues. Since 1976, Congress has exempted small, family-run farms from OSHA regulations, but in a 2011 memo OSHA asserted that on-farm grain storage and handling was not part of farm operations. The memo essentially expanded OSHA’s regulatory scope, in defiance of the law, to nearly every farm in the country without going through the established rule-making process that allows Congressional review and public comment. In their letter, the senators wrote, “OSHA’s interpretation defies the intent of Congress in exempting farming operations from the standards of the Occupational Safety and Health Act…Worker safety is an important concern for all of us—including the many farmers who probably know better than OSHA regulators how to keep themselves and their employees safe on farms.  If the Administration believes that OSHA should be able to enforce its regulations on farms, it should make that case to Congress rather than twisting the law in the service of bureaucratic mission creep.” The letter was led by Sen. On Thursday, Senate Majority Leader Harry Reid, D-Nev., implemented what is known as the “nuclear option” to weaken the Senate’s filibuster rule so that Democrats can more easily win confirmation for President Obama’s judicial nominees.Nuclear Option Yesterday, Senate Majority Leader Harry Reid, D-Nev., successfully changed the Senate rules to allow a simple majority of Senators, or 51 votes, to confirm President Obama’s judicial nominees. Until yesterday, judicial nominees needed 60 votes to be confirmed. This highly controversial maneuver by Senate Democrats to weaken the filibuster rule is commonly referred to as the “nuclear option.” By weakening the filibuster rule, Senate Democrats diminished the Senate’s ability to be thoughtful and deliberate and the result could be a runaway Senate. I don’t believe that the nuclear option is good for Senate or for the country. Shortly after, the House passed the bill by a vote of 285 to 144 and the president signed the legislation into law. I voted for this bipartisan agreement because it reopened the federal government through January 15 and sets up budget negotiations between the House and Senate for a long-term spending plan. Though this bill was not perfect, I was pleased that the bill averted a default while preserving and protecting the historic government spending cuts from the Budget Control Act of 2011 that have resulted in the largest spending cuts in 50 years. I’m also pleased that this bill will help prevent fraud and abuse by strengthening income verification measures to determine who will be eligible for subsidies under Obamacare. Before the vote on Wednesday, I appeared on CNBC’s “Closing Bell” and Bloomberg’s “On the Move” to discuss the deal to end the government shutdown and raise the debt ceiling. Biennial Budgeting and Appropriations Act These past few weeks should be a wake-up call. It’s time that Congress gets back to doing its job of budgeting, appropriating, and conducting oversight to address our unsustainable debt and deficits. Our top priority on Veterans Day and every day should be to live up to the promises we have made to our servicemembers who have shown such bravery in the face of tyranny around the world. As a member of the Senate Veteran Affairs Committee, I frequently hear from Georgia veterans and across the country about the many challenges they face—from long waits for a VA disability claims decision to limited access to quality health care to difficulty finding civilian employment. Far too often, our system is failing veterans. When we fail our veterans, we are also failing to honor their service and sacrifice. By far, the most common issue I hear about from veterans is the outrageous wait times that they must endure in order to receive their hard earned benefits. According to its own data, the VA set a goal to complete 1.27 million total claims by June 30 of this year, the end of the third quarter.  Unfortunately, the VA fell short and completed only 1.17 million claims. Although the backlog remains unacceptably high, the VA is making progress and has imposed mandatory overtime to devote more hours to reducing the backlog in response to pressure from Congress, veterans organizations, and veterans. I am committed to seeing that veterans don’t have to face these incredibly long wait times to compensate them for their sacrifice, and I am working with other members of Congress to conduct oversight to push the VA to eliminate the backlog. I am also committed to ensuring that the VA has the necessary resources to reach its goal of eliminating the backlog by 2015. A major area that must be improved is access to quality mental health care. A 50-year-old in Atlanta, where there are four carriers, could pay $320.06 for a comparable plan.” I am also hearing from Georgians who are receiving notices from their health insurance providers that they can’t keep their current coverage. According to NBC News, as many as 50 to 75 percent of the 14 million consumers who buy their insurance individually will lose their current plans. Such was indeed the case. Regardless of the immediate fallout from the shutdown, there is little doubt in my mind that conservative Republicans in the long run will not be the scapegoats for this impasse. Their willingness to have taken a stand with consequence will have strengthened, not weakened, their political clout, if not backbone. But there emerged, through all of the bickering and blue smoke of the past few weeks, a proposal, its roots found in the Reagan years, which stands not only as a monument to cool thinking amidst the antics in Washington. Sen. Johnny Isakson (R-Ga) ranks at the top among U.S. senators with high conservative scorecards. Isakson, who had the courage to first seek office in his state’s legislature as a Republican in a then-completely Democrat state during the year that Richard Nixon resigned, has never lacked the courage to speak his mind.  He caught some flack last week when he bluntly stated that the shutdown was “a dumb idea.” And despite my contention that the shutdown will ultimately prove to be putting some “bite” in the GOP’s bark, Isakson is right in the sense that it was handled poorly. As predicted, it allowed President Obama to use the threat of hitting the debt ceiling as a pre-Halloween “trick,” to force another budgetary “treat.” But Isakson, who is noted in D.C. circles for having delivered the final nail in the coffin of the idiotic Obama-led effort to unilaterally intervene in Syria, is proposing a true long-term conservative solution to these future budgetary passion plays.  Isakson has introduced legislation (which passed the Senate as a non-binding resolution) to require that Congress appropriate under what is called a “biennial” budget. The Senate passed the House-approved legislation by unanimous consent, and it was signed by the president later in the day. Specifically, the bill reinstated the $100,000 “death gratuity” payments to military families and resumed funeral and burial benefits. The funding had been suspended as a consequence of the partial government shutdown. While the government remains in partial shutdown mode and this in itself is a fluid situation, we are also facing another major deadline. Next Thursday, Oct. 17, Treasury Secretary Jacob Lew has said the government will need to renew its borrowing authority to meet its debt obligations, commonly referred to as “raising the debt ceiling.” In response to this deadline, Senate Majority Leader Harry Reid, D-Nev., has filed a motion to move forward on a bill, S. 1569, that would suspend the debt limit until Dec. 31, 2014, that the Senate will vote on either today or tomorrow, in order to try for a final vote by Oct. 16, 2013. When the way you do business is demonstrably ineffective, come up with a better plan. The fiscal fiasco in Washington is proof that the way the federal government handles its checkbook is irresponsible and loaded with politics. It’s tantamount to a husband and wife arguing over how much they are borrowing on their credit card to pay for their respective wants, and then refusing to pay the credit card bill until one of the other capitulates. For several years now, U.S. Sen. Johnny Isakson, R-Marietta, has advocated a budgeting process that has some promise to make it harder to play politics with the federal budget and debt ceiling caps. That would also limit Congress and the White House’s ability to damage workers’ lives when they have these funding spats. Under Isakson’s plan, one that he has co-introduced with Sen. Jeanne Shaheen, D-N.H., Congress would move to a biennial budgeting process. In each two-year cycle, one year would be devoted to appropriating federal funds. The second year would be focused on oversight of federal programs. On Monday, Isakson again took the floor of the Senate, arguing for the adoption of this budget method. I know Senator Durbin and I do a lot of things together. One of those things is just about every Wednesday morning we attend the Senate Prayer Breakfast. Replete through all of Barry's prayers at that breakfast is always one word, and that is "humility". I think the message in that article in the New York Times and the message in the prayers in the last 7 or 8 days in the Senate and the message to all of us right now is that we need to grasp a little humility and find common ground among consternation and move this country forward.    To that end, I want to make my suggestion, for what it is worth, and I want to make mine as an inspiration with Senator Collins, the other Senator from the State of Maine who last week made her proposal. If we can't  find common ground with the arguments we have today, let's proffer a new proposal to give us a chance to solve our problem.    Susan Collins made a great suggestion, to replace the medical device tax with other revenue so it doesn't cut the revenue and to get back to sequestration but only by cutting defense agencies, not by cutting across the board. That made a lot of sense. It provides a way to absorb those cuts but does so in a professional way.    So I come to the floor in a Robert Frost moment. You know the poem:    "Two roads diverged in a yellow wood........ I took the one less traveled by, and that has made all the difference.''    We have been traveling down the wrong road for far too long.
