Prior to the adjournment, the Senate voted on a number of pending nominations, as well as a bill to retroactively extend a number of tax deductions. As we move into 2015 with a Republican majority, I will work with Republican leadership to advance comprehensive changes to our tax system that are long overdue. Government Funding and Amnesty On December 13, 2014, the Senate passed H.R.83, the appropriations legislation to fund the government for nine months that was previously passed by the U.S. House on December 11, 2014. Unfortunately, there has been a great deal of confusion regarding this legislation and its impact on immigration funding and policy, as well as on Obamacare. While this is not the bill I would have written, I supported it because it included several key victories for conservative principles and for the state of Georgia, while also setting up the opportunity for the new Republican majority in the Senate to make more progress next year. First, the appropriations bill does not authorize the Obama administration to spend a single dime on the president’s new immigration initiatives. I share the concern of many Georgians that it would be a blatant violation of the Constitution’s separation of powers for the president to unilaterally change immigration policy without the consent of Congress. That is why I voted to support a point of order raised by U.S. Senator Ted Cruz, R-Texas, declaring President Obama’s plan to halt the deportations of millions of illegal immigrants unconstitutional. I intend to support this legislation for a number of reasons, with Georgia’s priorities at the forefront of my mind. First, the bill includes funding to ensure the federal share of funding for Georgia’s number one economic development project -- the expansion and deepening of the Port of Savannah. The bill also includes a provision to rein in the EPA’s overreach with respect to the ‘waters of the United States’ proposal, which would subject Georgia’s farmers to costly and intrusive federal regulation and would harm Georgia’s biggest industry. Within Congress lies the power of the purse, and House and Senate Republicans intend to act to prevent the president from implementing his proposed executive action on immigration by stemming funding in the Department of Homeland Security’s fiscal year 2015 budget. The omnibus legislation includes a two-month extension of DHS funding. By providing only short-term funding for the Department of Homeland Security through February, the bill gives Republicans in the House and Senate an opportunity to have full control over the process of advancing legislation to defund the President’s amnesty order early next year. As the 113th Congress draws to a close, Senate Republicans are gearing up for their new majority in January. Omnibus appropriations bills are never a good way to do business, and come January 6, 2015, the new Republican Senate majority will return to doing individual and transparent appropriations bills throughout the year in a timely fashion. I will continue my fight next year to reform America’s budget and spending process from an annual to a biennial budget, which would reserve every other year for mandatory oversight to ensure that we demand accountability from existing programs before we spend money on new ones. The Senators delivered their message via a letter sent Tuesday night. Congress will consider reauthorization of AGOA in 2015. “The antidumping duties South Africa has levied on U.S. poultry have been in place for fourteen years, effectively blocking our companies from accessing your market,” the senators wrote. “We understand that our trade officials recently discussed the ongoing negotiations regarding poultry, as well as other market access issues for other U.S. exports to South Africa. In 2013, the World Trade Organization ruled against an almost identical system of duties imposed on American chicken by China, deeming it a violation of global trade rules. “As you know, Congress is in the process of considering reauthorization of the African Growth and Opportunity Act (AGOA),” the senators wrote. “We urge you to ensure that conversations continue to make progress towards eliminating the antidumping duties on U.S. poultry and that this issue is resolved before Congress takes up AGOA reauthorization, which could be early next year. A biennial budgeting bill, which would allow for only minor corrections during off years, should provide for more time to think and to plan before spending the public’s money. Mr. Isakson has championed the cause of deepening Savannah’s harbor and continues to fight to secure federal funds for this needed project. One issue he needs to push harder on, however, is enacting federal workplace safety rules regarding combustible dust. Instead, he chooses when he wants to implement the law and which cases he wants to take seriously. This was clear when Holder took a back seat and did not aggressively investigate the administration’s largest scandals, like Fast and Furious and the IRS targeting. When the House Oversight and Government Reform Committee began looking into the scandals, Holder obstructed the investigation and failed to produce documents subpoenaed by the committee. Thursday was the 13th anniversary of the September 11, 2001, terrorist attacks, and I joined the nation to pause for a moment of silence at 8:46 a.m. On Wednesday, we remembered the fallen heroes of that fateful day during a Congressional Gold Medal Ceremony in the U.S. Capitol. Following the tragic events of that day in 2001, I remember gathering that evening at 6:30 p.m., on the steps of the Capitol with my colleagues in Congress in a show of solidarity for our nation. We sang “God Bless America” and pledged our support to the American people, our president and our military. While we have beaten back al-Qaeda and made countless changes to our nation’s security systems, terrorist groups still exist in locations around the globe and remain threats to our homeland security. Specifically at this moment, the Islamic State in Iraq and Syria (ISIS) is a very real and growing threat as demonstrated by their bold and evil actions against two American journalists in August. I spoke to the Washington Post on Monday about the scope of what might be needed to fully confront ISIS. On Wednesday evening, President Obama spoke to the American people about the threat posed by ISIS and outlined United States’ efforts in dealing with this evil organization. The president has finally realized the gravity of the situation and I was glad to see him take a firm stand. I hope his actions follow the strong words of his speech as we begin the tough and difficult job of financing, funding and carrying out the destruction of ISIS. Now is the time for swift and decisive action to send a bold message to all terrorist groups that we will not equivocate when it comes to protecting our homeland.
