In the event of an attack, potential targets like Soldier Field or Chicago skyscrapers would be left without protection from massive economic losses. TRIA protects the taxpayers because it sets the terms of how our country will cover losses before, instead of after, a terrorist attack. The Rand Institute has estimated that it protects our taxpayers by as much as $7 billion. TRIA also ensures the continued viability of long-term construction projects. One estimate found that for the first 14 months after the 9/11 attacks, “$15.5 billion of real estate projects in 17 states were stalled or cancelled because of a continuing scarcity of terrorism insurance.” So, this backstop either costs very little if it’s never used, or it saves taxpayers money if it is. On March 25, 2014, the Environmental Protection Agency (EPA), along with the U.S. Army Corps of Engineers (USACE), issued a draft rule to amend the (CWA) redefining “waters of the United States” to give EPA and USACE unprecedented regulatory authority over bodies of water. Their connectivity report, which claimed that all bodies of water, no matter the size, are connected “is in direct contradiction of the Supreme Court decision which clearly upholds the policy that isolated wetlands could not be considered ‘waters of the United States’ for purposes under the CWA,” the letter reads. This move opens up farms and other private property to EPA regulation and intrusion, such as farm ponds, storm drains, and other non-navigable water bodies. “These regulatory changes will have wide ranging effects on everything from construction to agriculture,” the letter says. Earlier this year the House passed H.R. 4923, the Energy and Water Development and Related Agencies Appropriations Act of 2015, which included a section prohibiting any funds from being used to “develop, adopt, implement, administer, or enforce any change” to the definition of waters under the CWA. The letter urges that “the same language be included in any fiscal year 2015 spending measure or any Continuing Resolution the House may consider.” During a previous Science, Space and Technology Committee hearing, Rep. Hultgren took EPA’s Deputy Administrator to task hearing for his wavering and opaque explanation of the Clean Water Rule and how it will affect Illinois 14th District constituents. Because of advances in waste management practices and increased recycling rates in Will County, the landfill is not filling up as quickly as projected. When Will County Executive Larry Walsh brought this to my attention, I knew there must be something Adam and I could do about it, said Foster. An estimated 54 million eligible individuals may then go to their financial institution to establish an ABLE account, modeled after current Section 529 savings accounts commonly used for education expenses. DeKalb County Board chair Jeff Metzger, R-Sandwich, wanted to launch the Narcan pilot program after attending a roundtable discussion on drug awareness earlier this year with U.S. Rep. And while Obamacare is a highly flawed law at best, it has been in place for a year now, and a full repeal of the law may not be plausible. There are still some Republicans calling for the law to be abolished, but now, there are also many Republicans taking the more pragmatic approach of looking at possible alternatives to the law. If Republicans take control of the Senate, which seems highly possible, this is one of the issues they may take up. Two weeks ago, I had the pleasure of attending a leadership conference at the American Enterprise Institute. One of the speakers was Yuval Levin, a former George Bush staffer who is now a scholar with the AEI. Levin has been one of the leading champions of the “replace not repeal” strategy, and has offered a few policy alternatives. The cornerstone of his proposal is a flat and universal tax benefit for purchasing coverage. He argues that benefits should be packaged as a refundable credit for those who purchase emergency coverage. This credit would encourage people who normally pass on insurance to at least be covered for emergency situations, and at a low price. In addition, he believes the United States must cap the tax breaks for employer-provided health insurance. This creates a situation in which employees could focus more on cost, as they would not be getting a tax break. With consumers focused on cost, insurance providers would be forced to lower costs due to competition. Finally, he advocates that consumers must be protected from price hikes and plan cancellations, which would provide a much stronger incentive for people to buy insurance.
