The late John Anderson passed earlier this month at the age of 95. His wife Keke and their daughters came to the U.S. Capitol on Wednesday to sit in the House Gallery and watch the Congressman deliver his floor speech. Remarks as prepared for delivery: Mr. Speaker, I rise today to honor the life and legacy of The Honorable John B. Anderson, and pay tribute to a man who inspired me to serve. On December 3, 2017, John Anderson passed away at the age of 95. In mourning his death, I send my condolences and prayers to Johns wife Keke, and the entire Anderson family. A native of Rockford, Illinois, John Anderson attended Rockford Central High School and graduated from the University of Illinois in 1939. Before representing Illinois 16th Congressional District in the House of Representatives, the district I now proudly represent, John Anderson answered the call to serve as a Staff Sergeant in the United States Army. He left law school in 1943 to enlist, and bravely served his country through the end of World War II. A decorated war veteran, John Anderson was honored with four battle stars for his valor in combat. Upon returning home to Rockford, John finished his law degree at the University of Illinois and then went off to Harvard Law School to earn his Master of Laws degree. A few years later, he joined the Foreign Service and worked in Germany for the United States High Commissioner. After returning home to Rockford, he was elected as Winnebago County States Attorney in 1956. Shortly after, he joined the primary race for Congress and went on to win the House seat in 1960. Mulvaney also stated he would revisit prior leaderships decision to go beyond the Home Mortgage Disclosure Act (HMDA) reporting requirements in the Dodd-Frank Act. The previous Home Mortgage Disclosure Act requirements demonstrate that the CFPBs prior leadership did not understand our community banks and credit unions. Just as one burdensome mortgage rule was finalized, our community financial institutions had to deal with a new rule. Ive pushed for and promoted a simpler, fairer, flatter tax code since I was first elected, and thats exactly what I was proud to vote for today, Shimkus said after the House passed the Tax Cuts and Jobs Act. The bill lowers the corporate tax rate to 21 percent down from 35 percent, which today is the highest in the industrialized world. Multiple studies have shown how such a reduction will lead to more jobs, higher wages, and stronger economic growth. Fixing the business side of our tax code is a win for workers and job creators alike, Shimkus said. But individual taxpayers and families at every income level will also get to keep more of their paychecks under this new tax code. According to the Internal Revenue Service, 80 percent of 15th District taxpayers currently claim the standard deduction instead of itemizing their tax returns. In addition to lowering rates across the board, the Tax Cuts and Jobs Act nearly doubles that standard deduction, which means the first $12,000 earned by individuals, and the first $24,000 earned by joint filers, will be protected from federal income taxes. There is a lot of misinformation being pushed by opponents of tax reform, Shimkus added. Some folks even think theyll be paying more when the reality is theyll be paying less. Ultimately, the proof that we got it right for the American people will be in their paychecks next year. Under the new tax code, for example: A family of four, with two children, earning $62,000 a year would get a tax cut of $1,728. A single mother, with one child, earning $39,000 a year would get a tax cut of $1,244. A retired couple earning $25,000 a year would pay just $100 in federal income taxes (a tax cut of $270). Under that law, certain lenders are required to collect information about home buyers which is then made anonymous and public. Over the years, special interest groups and lobbyists have used their influence to manipulate our tax system into something that is too costly, too complex and unfair to the vast majority of American taxpayers. We don't have to live like this. We can transform our tax code into something that works for more Americans; something that respects and rewards hard work; and something that Americans deserve. When individuals file their taxes every year, they can opt for one of two types of deductions. The majority of Americans—and 49 percent of constituents in the 6th Congressional District, which I represent—take the standard deduction. The remaining taxpayers take itemized deductions. The Tax Cuts and Jobs Act proposes a dramatic increase in the standard deduction to $24,000 for a family, doubling the current standard deduction. Because taxpayers choose between standard and itemized deductions, we expect a significant shift from the 49 percent of people who currently itemize to the standard deduction, since it would maximize their deduction. This means that the more moderate-income taxpayers who currently itemize would see a sizable decrease in their tax bill using the standard deduction. Some have said that this plan would eviscerate the state and local tax deduction. This is simply not true. For Americans who choose to itemize, mortgage interest, property tax deductions and charitable contribution deductions are still available to them. This bill maintains the property tax deduction (up to $10,000), the mortgage interest deduction (for a loan up to $500,000) and the charitable deduction. Rodney Davis (R-Ill.) today sent a letter to the Committee on Ways and Means urging support for expanding tuition assistance and preserving qualified tuition reductions. The committee is currently considering H.R. 1, the Tax Cuts and Jobs Act, to overhaul our tax code for the first time since 1986. Davis’ letter urges the Committee on Ways and Means to reconsider the repeal of the employee tuition assistance program and instead asks the committee to consider expanding it to allow employers to use this benefit to help employees pay down existing student loan debt. A provision Davis has fought for with his bill, H.R. 795, the Employer Participation in Student Loan Assistance Act. “There is no doubt that by lowering overall rates, doubling the standard deduction, and expanding 529 plans and the child tax credit, this bill will allow the majority of Americans keep more of what they earn to put towards education costs and other needs,” said Davis. “But as the member of Congress representing eight colleges and universities, I believe there are a couple of changes that could be made to specifically help address student debt and access to higher education. Student debt in this country has surpassed $1 trillion nationally and is now the second highest form of consumer debt just behind home mortgage debt.
