Legislatively, the Congressman introduced several pieces of legislation and pushed for funding to help communities across the 16th District. In addition to securing funding for expanding broadband and helping recovery efforts in towns that need it most, Congressman Kinzinger also saw his legislation become law. Here are just a few of those legislative wins in 2019: The Abraham Lincoln National Heritage Area Amendment Act added Livingston County, the City of Freeport in Stephenson County, and the City of Jonesboro in Union County to the Abraham Lincoln National Heritage Area (ALNHA) to ensure all sites of Lincoln's legal career and the Lincoln-Douglas debates would be included. This bipartisan, Kinzinger-led provision was included in the final Lands Package and signed into law in March. Congressman Kinzinger co-authored bipartisan legislation on fair-drug pricing that quickly passed the House with overwhelming support and was signed into law on September 27, 2019. The Rural Education Investment Act was introduced Dec. 11 by U.S. Rep. Mike Bost, R-Ill., and U.S. Rep. Abby Finkenauer, D-Iowa. The measure requires the U.S. Secretary of Education to determine the percentage of K-12 students living in rural areas and ensures it is equal to the percentage of Teacher Quality Partnership, TQP, grant dollars going to schools in rural areas. The TQP Grant Program allows teachers to be placed in a full-time classroom clinical practice while completing Master's-level coursework. All students deserve access to a quality education, regardless of where they live, Bost said in a news release. A major part of that comes by educating and training highly qualified teachers. While Southern Illinois is blessed with many amazing educational professionals, rural communities face unique challenges in recruiting and retaining qualified teachers. Every time I take my seat in the Veterans' Affairs Committee, I look down at my wrist and see those red and yellow threads and am reminded of the generations of men and women who fought and sacrificed so much to keep us free. On Veterans Day, we join together as a community to honor the estimated 55,000 veterans who call Southern Illinois home. We thank them for their service and offer a prayer for their well-being. But the effort to honor and provide for our veterans can't be a one-day effort. This year, we've passed numerous bills to help our nation's veterans, many of which I have been proud to cosponsor.
