The process revokes citizens constitutional right to due process. In the wake of recent abuses by the Department of Veterans Affairs (VA) in overprescribing medication to veterans, Rep. Jackie Walorski (IN-02), a member of the House Veterans Affairs' Committee, introduced legislation requiring all Veteran Administration Medical Centers (VAMCs) in Indiana and across the nation to participate in their respective state's drug monitoring program. H.R. 4279 increases transparency by requiring VAMC s to provide specific information about the prescription of opiates and other narcotics to their corresponding statewide prescription drug monitoring program. In Walorski's home state of Indiana, the Indiana State Prescription Drug Monitoring Program (INSPECT) is a statewide electronic database that collects designated data on prescription drugs dispensed in the state. Currently, each VAMC in Indiana may participate in INSPECT at their discretion, but are not required by law to do so. The statewide system requires other doctors, physician assistants and nurse practitioners to check patient records in INSPECT before prescribing painkillers, with pharmacists responsible for recording related prescriptions they fill. Like other states around the country, Indiana is in the midst of a prescription drug epidemic, Walorski said. This is related in part to increased prescriptions for opioids, and after speaking with local officials, I was troubled to discover that Veterans Affairs Medical Facilities are not required by law to report the amount of powerful drugs and opiates they prescribe. About 250 people visited Marion National Cemetery Saturday afternoon to honor veterans who have served or are currently serving for the annual Wreaths Across America ceremony. The ceremony featured local veterans from every branch of the U.S. Military and keynote speech from Susan Brooks, Indianas fifth district U.S. House representative. More than 2,300 wreaths were laid on graves in Marion Saturday, nearly doubling the 1,200 wreaths that were laid on graves last year. The uptick in wreaths this year was thanks to a $9,800 donation from WalMart Distribution Center in Gas City. We definitely feel honored, Sue Jehler, director of the Marion National Cemetery said. The cemetery is a gem here. Officially recognized by U.S. Congress in 2008, Wreaths Across America volunteers laid over 700,000 wreaths in over 1,000 different locations, including Marion, in 2014 and were also able to cover all graves at Arlington Nation Cemetery for the first time that year. Not all the graves at Marion National Cemetery received a wreath this year, though Jehler said the goal is for all the graves to eventually have a wreath. She added the cemetery has received amazing support from the community over the years, which she said is important because it ensures the history of the veterans buried in the cemetery will be remembered. When you walk down each aisle, looking at the names on the graves, theres so much history here. Everyone here has some kind of history and story. Ed Trice knows firsthand the history the men and women buried at the Marion National Cemetery. A World War II and Vietnam War veteran, Trice said he tries to visit the cemetery once a week to see two of friends who were just recently buried. A psychiatric bed shortage is causing many severely mentally ill individuals to go without medical treatment, and instead, winding up in prison or on the streets. In 2010, Congress authorized the demonstration project to alleviate the shortage of psychiatric beds in 11 states and the District of Colombia by allowing federal Medicaid matching payments to freestanding psychiatric hospitals for emergency psychiatric cases. But sitting in the room watching the committee consider the bill was like attending two separate plays going on simultaneously. One play, about substantive ways to help the most seriously mentally ill was put on by Republicans. Democrats put on the other play. It demonstrated how far they had been misled by the mental health industry. It pains me to say that because I am a Democrat. The Substance of the Bill Historically, mental health bills in Congress have thrown money at politically correct, feel-good programs that let mental health industry engage in easy and palatable tasks like "reducing stigma," "education" or "improving mental health," but rarely deliver actual treatment to adults with serious mental illness. HR2646 has provisions to improve mental health, but it also has five provisions that start to focus government programs on delivering treatment to adults with serious mental illness. The support for the shift is coming primarily from families of the seriously ill and Republicans who want to reduce crime, incarceration and tragedies. While they were joined by 45 Democrat co-sponsors, led by Rep. Eddie Bernice Johnson, most Democrats have been taught to avoid those issues for fear of causing stigma. Today the House of Representatives passed S. 599, the Improving Access to Emergency Psychiatric Care Act. Congresswoman Susan W. Brooks (R-IN05) introduced H.R. 3681, companion legislation in the House of Representatives. This legislation would extend for one year the Medicaid Emergency Psychiatric Demonstration Project which currently operates in 11 states and the District of Columbia, and allows states not currently participating to apply for the demonstration, including Indiana. The demonstration helps people experiencing a mental health crisis, such as expressing suicidal or homicidal thoughts, get the care and treatment they need without delay. Under current law, adults expressing suicidal thoughts and other mental health emergencies cant get the care they need in a timely and effective way, Brooks said. This proposal gives people access to short-term, direct care in psychiatric hospitals when they need it, removing the burden of care from the emergency departments of general hospitals in our communities. This will prevent senseless tragedies; improve continuity of care for patients struggling with mental illness, and save taxpayer dollars. With limited exceptions, under current law, Medicaid doesnt cover services provided in psychiatric institutions to adults ages 21 to 64. This is known as Medicaids Institution for Mental Disease exclusion. However, Medicaid payments are available to other providers, like general hospitals, who offer services to enrollees experiencing a mental health emergency. The demonstration allows Medicaid to cover short-term, acute care provided by private psychiatric hospitals to Medicaid enrollees between the ages of 21 and 64 experiencing a mental health crisis. Emergency rooms are already overburdened, and these patients would get more appropriate emergency care at a psychiatric hospital, Brooks continued. She said the president made the statement that this is best for climate change issues, but now that type of oil and crude is being transported by heavy trucks and trains. The State Department, in the last environmental impact statement, said the impact would be lessened by a pipeline than traveling above ground, Brooks said. She believes the Keystone Pipeline will be considered again, but probably not until 2017 after the next presidential election. Not only would it have created jobs, but hopefully brought down energy prices for Hoosiers and people across the country, Brooks said. Concerning Madison County being turned down a seventh time for a U.S. Department of Transportation TIGER (Transportation Investment Generating Economic Recovery) Grant program to replace the Eisenhower Bridge, Brooks said it was disappointing. George Stout was one of the leaders of Monuments Men, a group of men and women who served in the Monuments, Fine Arts, and Archives Section (MFA) under the Allied Armies during World War II. Before the war, Stout pioneered new techniques of art conservation while working at Harvard's Fogg Museum. Due to his unsuccessful campaign to create a group like Monuments Men, the World War I veteran enlisted in the Navy and developed aircraft camouflage techniques. In 1944, Stout was transferred to a small corps of 17 Monuments Men. We cannot thank George Stout and the Monuments Men enough for their heroic feats during World War II, Walorski said. Stout is an honorary Hoosier in my eyes, and I am grateful for the opportunity to meet his family as we honor him and the other Monuments Men with the Congressional Gold Medal Award. Jackie Walorski (IN-02) introduced a joint resolution disapproving of one of the most harmful and expensive rules from the Environmental Protection Agency (EPA) regulating ozone standards. This joint resolution utilizes the Congressional Review Act to empower Congress to stop the EPA's harmful rule from taking effect. The Congressional Review Act allows for expedited consideration of a joint resolution of disapproval, preventing the implementation of a final rule and the issuance of any substantially similar rule. Under the expedited procedures a joint resolution must garner a simple majority and cannot be amended or filibustered in the Senate. The rule joins a number of other costly, expansive, and crippling regulations put out by the EPA during the Obama Administration part of the new national ambient air quality standard (NAAQS) to lower the ground-level ozone limit from 75 parts per billion (ppb) to 70 ppb. According to the EPA's own estimates, this new regulation will be one of the most crippling in history at $1.4 billion a year and could impact job growth in nearly one-third of all counties or county equivalents in the United States. These counties could face penalties, such as a loss of transportation funding, for non-compliance. While no one disagrees that the protection of air quality is an essential responsibility, Hoosiers have a proven track record of being good stewards of the environment while growing their businesses, Walorski said. Yet the EPA continues to issue rules that overwhelm Hoosiers businesses and threaten job creation. It's time to end the EPA's assault on business. We should focus on policies that grow the economy, not burying job creators under red tape and burdensome mandates. However, in the United States the rule of law has been undermined by the fact that not all citizens are being treated equally. This bill was previously stripped and replaced in the Senate to become the legislative vehicle to pass a funding bill. This Continuing Resolution (CR)is a Senate product that according to Majority Leader Mitch McConnell exists becausePresident Obama made it very clear he is not going to sign any bill that includes defunding Planned Parenthood. The NDAA Conference Committee is a select panel of members from both chambers that negotiate and reconcile the House and Senate versions of the NDAA. Rep. Bipartisan legislation introduced by Representatives Susan W. Brooks (R-IN5) and Elizabeth Esty (D-CT5) to protect children from liquid nicotine poisoning passed the House Energy and Commerce Committee unanimously. H.R. 3242, the Child Nicotine Poisoning Prevent Act of 2015, requires child safety packaging be added to liquid nicotine containers. Liquid nicotine is used in e-cigarettes, which convert it to a vapor inhaled by the user. Liquid nicotine can come in many colors and flavors, such as grape or cotton candy, which appear attractive to children, and can often lead to accidental poisoning. More than half of reported exposures to liquid nicotine have occurred in young children under the age of 6, according to the American Association of Poison Control Centers. Im proud that the Child Nicotine Poisoning Prevention Act of 2015 has cleared this legislative hurdle, and can move forward to consideration before the full House of Representatives, Brooks said. This legislation will ensure proper protections are in place to prevent unnecessary medical emergencies and deaths, which are on the rise across the country. There have already been 67 cases of e-cigarette exposure in Indiana alone this year. This legislation is a timely solution to this growing problem. His death was completely avoidable and could have been prevented had the liquid nicotine container been childproofed.
