The inevitable consequence of this withdrawal from the globe has been an effort by dissatisfied powers such as Russia, Iran and China to expand their respectivespheres of influence. Countries unfriendly to the United States have employed cyberattacks, coercion, relied on proxy forces and have harassed American ships and aircraft. The Obama administration for eight years attempted to reset relations with Russia and sat passively while Russia expanded its sphere of influence, intervened in Crimea, eastern Ukraine, Syria and attempted to bully the Baltic countries. Aggressive behavior short of a military attack upon our country will only stop when it is deterred. The Russians are not our friends. The United States owes nearly $20 trillion, not counting the nearly $50 trillion entitlement debt. The time approaches when America will no longer be able to manage its debt and fund national defense. The debt continues to explode because Congress ignores the limitations of the Constitution. The federal government was intended to be limited to specific, enumerated powers, and yet, today’s federal government reaches its meddling hand far afield from the Founders’ intent. To minimize new debt and manage existing debt, officials will have to resurrect the separation-of-powers doctrine. Only by separating power from the president will spending be contained. Power that is not constitutionally given to the president should be taken back by Congress, the states and, ultimately, the people. The greatest and most ominous of government’s power is the ability to go to war. The Founders extensively debated and then concluded that on issues of war, Congress would be required to give its authority. Neoconservatives and their disciples, elected and academic, feel the constitutional requirement for Congress to declare war is no longer applicable. Under President Obama’s tenure, the United States has gone to war in Libya, Syria and Iraq, and engaged in military activities in Yemen without congressional authority. In each instance, the case can be made that unilateral presidential intervention led to less stability, and less security for the United States. Military interventions are expensive. The money the United States spends on interventions could otherwise be used for weapons of deterrence or upkeep of its decaying nuclear arsenal. Restoring the constitutional mandate that war needs to be authorized by Congress would go a long way to ensuring that a full-throated debate occurs before troops are placed in harm’s way. In fact, the most successful Republican Presidents (and a few Democrats) led off their agendas with tax cuts, to send money back and to try to get government to live with a little less. President Reagan famously led with a massive tax cut that stimulated the economy for years, leading to 4-7 percent growth through most of his term. Because of this economic dislocation in coal country, I have heard directly from numerous Kentucky United Mine Workers of America (UMWA) retirees and their families who are worried about the future of their retirement benefits. During a recent meeting with them in my office, we discussed numerous challenges facing the coal industry. But the most pressing issue to these Kentuckians was the impending loss of their health care retirement benefits at the end of this year. Because of the health risks sometimes associated with mining, robust health benefits are vital to coal miner retirees.In the last eight years of the Obama administration, a number of coal companies have declared bankruptcy and coal employment has declined, further draining UMWA retirement plans. These harsh realities show the effects of President Obama’s War on Coal. Without an end of the year solution, health retirement benefits were at risk for approximately 3,000 UMWA retirees across Kentucky.With my support, Congress has previously intervened twice to save health benefits for union coal miner retirees. This time, I appealed directly to Speaker Ryan to include a solution to this health benefits problem in the government funding bill. While it was my preference to include a long-term solution, it was more important to protect the benefits for thousands of my constituents, than to risk any lapse in benefits by fighting for a broader provision. The budget that we must pass to repeal Obamacare should be a conservative one, one that balances in the foreseeable future. But many Republicans have lost interest in such fiscal niceties. They argue that it doesn’t matter what is in the budget and that it will never lead to a balanced budget. They argue that the budget is just a bunch of meaningless numbers, just a vehicle to repeal Obamacare. If that is true, then why don’t we vote for a budget with spending caps that lead to a balanced budget? When something is within our control, we shouldn’t punt or make excuses. She grimly describes our country as “a nation left tarnished and torn.” But when I examine the results of this election, I don’t see that. Instead, I see democracy at work — and I see a resounding repudiation of the last eight years of failed liberal policies, many of which were imposed on the American people against their will. Her op-ed also seems to misunderstand our federal government’s system of shared powers. When Congress is controlled by one party and the White House by another, it takes cooperation from both sides to achieve bipartisan accomplishments. It’s been done before, to great success. President Ronald Reagan worked with Democratic leaders in Congress to pass bold tax and Social Security reform. And a Republican Congress worked with President Bill Clinton to pass groundbreaking welfare reform. If President Obama had been genuinely interested in achieving historic reforms in a bipartisan manner, he had his chance. The president is in a unique position to help bring his party to the table in cooperation. And he’s the only one who can sign what Congress passes. But this president took a different course. His signature piece of legislation, Obamacare, was rammed through on a party-line vote (on Christmas Eve, no less). The same goes for other major legislative efforts of the Obama era, like the economic stimulus and Dodd-Frank. Most were done on a partisan basis. It’s no coincidence that all three have failed or proven disastrous. After appeasing his left flank, President Obama abandoned any efforts to cooperate with Republicans. He spent most of his presidency pursuing an ideological agenda that had no chance of passing, and waging a nonstop campaign against Congress.
