The bill, passed by the U.S. House of Representatives, aims to fix the duplication of benefits issue that has plagued recovery efforts for many of those impacted by the August 2016 flood. Currently under federal guidelines, if someone receives or even just applies for an SBA loan, it can limit how much they receive from the Restore Louisiana program. In some cases, it can outright disqualify them. Unlike money from the Restore LA program, SBA loans carry interest and must be paid back. Congressman Garret Graves, who is among those authoring the policy change included in the legislation, says the current guideline penalizes those who were proactive in trying to rebuild their homes. Its a perverse policy. It does not make any sense. You can't defend it, nor should anyone try, Graves said. We've passed the bill that is going to fix that once and for all, and not just for the August flood, but fix it forever moving forward. There, a member of the JROTC program, after graduating choosing to enlist in the Navy. After completing his training, he began his active duty service with Patrol Squadron 30, a P-8 training squadron. Then he served aboard the aircraft carrier USS America, serving from December 2015 to October of this year. He was then sent to Commander Fleet Activities in Japan, to begin preparing to join the USS Ronald Reagan. During the course of his service he earned the National Defense Ribbon and the Navy Battle “E” ribbon. Sadly, on November the 22nd, during a transport flight to the USS Ronald Reagan, Matthew’s cargo plane was forced to make an emergency landing in the Philippine Sea. Eight survived, three did not. Matthew and two of his fellow Navy servicemen lost their lives in service to our country. This is a terrible tragedy. Our hearts go out to Matthew’s family, his mother Marty and father Phillip, his fellow sailors, and friends in Louisiana. We grieve with them. Residents in south Louisiana may need to add another item to that list. Would you believe it’s the efforts of a few folks in Washington, D.C.? The news that the White House Office of Management and Budget will ask for disaster supplemental appropriations, which include $12 billion for flood mitigation projects and another $1.235 billion for the school repairs not covered by FEMA, is a huge reason to give thanks. The funds would be doled out through the Community Development Block Grant program and the Hurricane Education Account. Possible beneficiaries to this legislation include the long-awaited Comite River Diversion Canal, which the U.S. Army Corps of Engineers has all but written off the books. The plan offered by the White House would possibly help with the completion of the project, which has been on the drawing board since the 1980s. The funding package would also help with millions of dollars in flood-related school repairs for Livingston, East Baton Rouge and Ascension parishes. The money would help the parishes get past the FEMA-driven logjam on the $500,000 per building deductible which would cripple most school systems. In addition, a bipartisan bill by Congressmen Garret Graves, R-Baton Rouge, and Cedric Richmond, D-New Orleans, would also waive the so-called “Duplication of Benefits” ban in which many residents who were urged to seek SBA loans were later told they could not qualify for FEMA grants. The legislation would serve as a huge breakthrough for many residents whose comeback efforts have been slowed to a crawl because of the absurd regulation. Tell us a little bit about that bill, what it does. Graves: Sure. We looked at models and what happened in pilot programs in Alabama, in Kansas, and in Maine. And there were some extraordinary success stories about how they were able to transition people from the Supplemental Nutrition Assistance Program, SNAP, into the workforce. For example, in Alabama, in 11 counties where they tried this out, what they did is they transitioned about 85 percent of the people off of the SNAP program. In Kansas when they did this, they were able to incorporate 60 percent of work-capable individuals into the workforce. Exactly what we all seek. And of course it’s great for taxpayers and it’s great for those that are unemployed. And then in Maine, looking at the way that they did it and extrapolating that program with some other modifications at the federal level, we believe we could save somewhere between $8-9, maybe even more, billion per year. Huge things for taxpayers. So the bill is modeled after those pilot programs and it would simply connect job assistance programs and job training opportunities with those that are on the SNAP program, those that are unemployed, or impoverished, and dependent on government programs. So helping get people into the workforce, helps improve livelihood, improve health care, improve outcomes, and save taxpayers’ dollars. It really is a win-win-win opportunity.
