Under the Obamacare provision, employers with 50 or more full-time workers must provide health insurance or pay penalties. An IRS interpretation of this provision would force volunteer fire companies to provide health insurance for their volunteers or they would have to pay the fine. This is problematic for fire companies, particularly in Maryland where almost 89 percent of stations rely entirely or almost entirely on volunteers. In addition, emergency medical service volunteers typically work multiple 12- and 24-hour shifts—easily allowing them to reach the 30-hour-per-week threshold that would qualify them as "full time." Introduced by Rep. Lou Barletta of Pennsylvania on December 10, the “Protecting Volunteer Firefighters and Emergency Responders Act” would ensure that emergency services volunteers, including volunteer firefighters and EMTs, are not counted as full-time employees under the employer mandate in the Affordable Care Act. “First responders play a vital role in our communities,” Harris said. “Classifying volunteers as employees, and then forcing volunteer fire companies to pay for expensive Obamacare-compliant health care insurance may push volunteer fire companies to cut down on their number of volunteers to avoid classification as a large employer. Harris Provides New Option for Sequester Offset Legislation Increases State Contribution for Medicaid Expansion to Offset Sequestration Washington, D.C. - Today, Congressman Andy Harris, M.D., introduced legislation that would eliminate most of next year’s sequester by slightly increasing the state contribution to the Affordable Care Act’s (ACA) Medicaid expansion. Under this proposed legislation, the state match for newly eligible individuals under the ACA’s Medicaid program would increase by 10 percentage points for the first ten years of the program. The savings would be applied against next year’s sequestration with the first $20 billion in savings directed to defense, and remaining savings split evenly between defense and non-defense accounts. “With the concerns both parties have expressed over the sequester, I am proposing a common sense way to offset the cuts,” said Harris. “As the Budget Committees are continuing negotiations, I hope they will consider this solution.” Many Members are concerned about the across-the-board nature of sequestration, which fails to prioritize government spending. Congressman Harris supports targeted spending reductions that meet the spending caps and savings required under the Budget Control Act. Under current spending rates, defense will be subjected to an additional $20 billion in sequestration in 2014. This bill would offset the looming defense cuts and split additional funds between defense and non-defense spending. That number pales in comparison to the over 73,000 people who have seen their plans terminated. “The website sign up process has been an embarrassment, but the real train wreck of the President’s health plan is for the 73,000 families who lost their insurance,” said Rep. Andy Harris, M.D. “The President made three promises: if you liked your plan you could keep it, if you liked your doctors you could keep them, and the price for family health insurance would be $2500 less per year. If that number was accurate, that means less than 8 people were able to sign up each day for the remainder of the reporting period. Andy Harris, M.D., has introduced H.R. 3356, “Clean Campaign Contributions Act,” to close that loophole. The bill will extend the current ban on the personal use of funds by candidate reelection campaigns by clarifying that the ban also applies to leadership PACs, a campaign committee of a political party, and every kind of campaign committee. “Public opinion of Congress is already low enough. We should close this loophole so no appearance of impropriety exists.” said Rep. Harris. “By banning the personal use of political committee funds, we can help improve the public trust in Congress.” The Federal Election Commission has recommended extending the personal use ban to all political committees.
