Andy Harris, M.D. (MD-01) today announced the award of a $100,000 federal grant to the City of Salisbury Police Department. Funds were awarded by the Department of Justice, Bureau of Justice Assistance, and will be used for training in how to respond to mental health related calls for service. Salisbury Police aim to create a model operation to include training both police and mental health providers on how-to co-respond and integrate services (police officer and social worker), which would be the first program of its kind in the region. Congressman Harris issued the following statement: "I'm glad that this grant increases, not decreases, the funding to law enforcement. There have been many back and forth discussion at various levels of government on the use of mental health professionals to respond to certain 911 calls. While I remain concerned about possible arbitrary determinations by operators to determine which response is appropriate in an time-sensitive emergency, this pilot program for co-responding to certain calls with police and mental health professionals can be an opportunity to evaluate its efficacy and see whether the needs of those with mental illness are better served. I look forward to hearing the results of this pilot program." This grant release follows a previous funding announcement from Congressman Harris in October of this year, where multiple police departments, including Salisbury, were awarded funding. | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:37:48Z |

Andy Harris, M.D. (MD-01) today announced the award of a combined $5,845,216 in federal grants to two different organizations located in Caroline County – Choptank Community Health System in Denton ($3,345,874) and the Maryland Rural Development Corporation in Greensboro ($2,499,342). Funds originated from the U.S. Department of Health and Human Services (HHS). Choptank Community Health will use the funds for their work in providing comprehensive primary care to low income patients on the Mid-Shore. Maryland Rural Development will use the funds for their Head Start Programs across Maryland, including in the First Congressional District. According to HHS, Head Start "promotes the school readiness of infants, toddlers, and preschool-aged children from low-income families. Services are provided in a variety of settings including centers, family child care, and children's own home." Congressman Harris issued the following statement: "This is great news for these two organizations that provide important services for those in need on the Eastern Shore. My office is always happy to assist in applying for these grants, and I remain committed to ensuring that our rural communities have equal access to the services they need to grow and thrive." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:37:48Z |

Andy Harris, M.D. (MD-01) today re-introduced the Conscience Protection Act, which would strengthen the rights of healthcare providers to object to medical procedures, namely abortion, that they hold serious moral or religious objections to. Currently, enforcement of existing federal conscience statutes relies on action from the U.S. Department of Health and Human Services (HHS), and recent moves by the Biden Administration have made clear that they have little interest in protecting employees from discrimination should they morally or religiously object to participating in certain medical procedures. The Conscience Protection Act would among other provisions provide a private right of action for employees to defend their conscience rights in court by suing their employer if punished or terminated for registering moral or religious objections. Full text of the legislation can be Document . Congressman Harris issued the following statement: "Defending the conscience rights of healthcare providers should be of great interest to all Americans, and is of grave importance to me as a physician, especially in light of recent failures to do so by the Biden Administration. Secretary Becerra had committed to House Appropriators that he would ensure the protection of the legal rights of conscience for providers – but sadly this has not occurred. Therefore, this bill is necessary to dissuade employers from threatening or taking retaliation for actions by healthcare providers that should be, but aren't being protected by this administration." As mentioned, in an Appropriations Committee hearing this past Spring, HHS Secretary Becerra committed to Representatives Cole (R-OK) and Harris that HHS would follow the law in reference to enforcing existing conscience statutes. Sadly recent news from Vermont indicates the federal position has changed. In July, the Department of Justice (DOJ) mysteriously dropped a lawsuit initially filed in 2020 against the University of Vermont Medical Center after they were… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:30:49Z |

At a time when inflation is out of control, gas prices are at record highs, our national debt is on the verge of eclipsing $30 trillion, and our Southern border is overrun, we shouldn't be passing these reckless spending bills. Measures like this will make inflation worse, further raise gas and heating oil prices, bolster our national debt, incentivize illegal immigration, do nothing to address record opioid deaths, and fail to fund law enforcement. Instead, sadly the majority just continues to bankrupt the country and push policies rejected by voters in recent elections in Virginia and New Jersey." ### | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:30:49Z |

Andy Harris, M.D. (MD-01) today announced the award of a $533,057 federal grant to Cecil County for opioid overdose intervention. Funds were provided by the Department of Justice to support the Cecil County Prevention and Overdose Response and Trauma Support Services initiative (PORTSS), focusing on services to children and families. The PORTSS initiative is a first responder-led project utilizing a multidisciplinary team to direct a coordinated response to overdoses in the region. Cecil County will support children, youth, and families impacted by the opioid crisis by providing services in the following areas: implementation of an overdose response team, connection to community resources and services, tracking and follow-up regarding participation, collecting, analyzing and sharing data, and providing education and training for the community and our professional partners. Congressman Harris issued the following statement: "This is great news for Cecil County, which has been one of the early leaders in Maryland in our fight against the scourge of opioid addiction. At a time when overdoses across our state and nation have drastically risen because of the COVID pandemic, grants like these will allow local jurisdictions to directly intervene and save lives. I remain committed to helping all our local communities as they work to proactively respond to the opioid addiction crisis that is once again gripping our nation." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:30:49Z |

Andy Harris, M.D. (MD-01) reacted to a Howard County man being sentenced today to eight consecutive weekends of jail time, two years of supervised probation including six months of home detention, and 100 hours of community service after pleading guilty to a federal felony. The convicted offender threatened deadly violence against Congressman Harris, his family, and staff in December 2020. The specific threats can be found in the attached sentencing memorandum. Congressman Harris issued the following statement: "These grotesquely violent and serious threats made against me and my family last December were appalling – and it was frustrating that this man was allowed to walk free until sentencing. Nevertheless, I can't thank the Capitol Police, the U.S. Attorney's Office, and all others involved enough for their swift and thorough investigation and response to this matter. I hope that this felony conviction serves as a lesson that all political disagreements in America must be addressed in a civil way – not by threats of physical, deadly violence." The convicted offender was previously released on certain terms until sentencing. In his brief statement during sentencing, Dr. Harris emphasized that as a public official he expects angry individuals at times, but not violent threats against his family, whose lives were also affected – essentially subjected to home detention following and until resolution of this threat. | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:17:01Z |

Andy Harris, M.D. (MD-01) today joined Rep. Ralph Norman (R-SC-05) in introducing an article of impeachment against Secretary of State Anthony Blinken. This action is in direct response to predictable, yet egregiously inexcusable failures of planning, execution, and leadership in Afghanistan that have led to the loss of American lives, endangered countless other American and allied lives, and set a horrible precedent on the international stage. A full copy of the impeachment resolution Document Blinken Resolution final text.pdf (41.53 KB) . Congressman Harris issued the following statement: "The Biden Administration's handling of Afghanistan has been an unmitigated catastrophe. This preventable tragedy rests solely on the shoulders of President Biden and his Administration, and in particular the Secretary of State. We are the most powerful nation on the planet, and we must make clear to the Taliban that we will stay to get our people out as long as that takes. Secretary Blinken's complete and utter failure of managing this avoidable catastrophe makes him unfit for leadership, and I hope my colleagues will join me in pushing for his removal." Additionally, Congressman Norman offered the following statement: "The recent events in Afghanistan were entirely preventable. The actions undertaken by this administration, but more specifically Secretary Blinken, were irresponsible and have placed countless American lives in harm's way, resulting in the deadliest attack on American soldiers in the last decade. Under the Constitution of the United States of America, the Secretary of State is tasked with informing Congress and American citizens on the conduct of U.S. foreign relations. In Afghanistan he failed to do so, leaving American citizens exposed in city under the control of the Taliban. Written by Rep. Andy Harris (R-MD) and signed by fellow Pro-Life Caucus co-chairs—Reps. Chris Smith (R-NJ) and Kat Cammack (R-FL)—and a total of 84 Members of Congress, the letter expressed deep concerns over the Biden Administration's "coordinated decision to seek a voluntary dismissal in the lawsuit against the University of Vermont Medical Center (UVMMC) for knowingly, willfully, and repeatedly violating federal conscience-protection laws." "Your handling of this case is a profound miscarriage of justice and a rejection of your commitment to enforce federal conscience laws for Americans of all religious beliefs and creeds—and especially for doctors, nurses, and other healthcare professionals who object to abortion," the Members of Congress wrote to President Biden's appointed Attorney General and Secretary of HHS. In December 2020, the DOJ had filed its case against UVMMC for unlawfully forcing a nurse—who had submitted a conscience and religious discrimination complaint against the hospital—to assist in an elective abortion despite her objection. According to the complaint, the hospital had scheduled approximately 10 nurses with registered conscience objections to assist with nearly 20 abortion procedures. The DOJ lawsuit came in the wake of a notice of violation issued by the HHS Office for Civil Rights in August 2019 after "a thorough investigation and prolonged attempts to resolve the matter." In that notice, the HHS Office for Civil Rights asked the hospital to take corrective action to conform its policies with federal statutes, or face legal action. Congressman Harris issued the following statement: "Ocean City beach replenishment is always an Army Corps project of top concern for my constituents. This is good news for Ocean City and the State of Maryland, as our coastal beaches attract millions of tourists each year from the surrounding region, driving economic activity and generating tax revenue for the state and our seasonal towns. I thank the Army Corps for their commitment to ensuring that our beaches remain an enviable destination for the entire region." Beach replenishment in Ocean City is typically done every four years. Work for this project is expected to begin after Labor Day and be completed before Memorial Day, 2022. Sand for this project will be sourced from Weaver Shoal, which is approximately seven miles offshore of Ocean City. This comes via an agreement between USACE, the State of Maryland, and the Bureau of Ocean Energy Management, after sand usually sourced from borrow areas in state waters was depleted from previous projects. The Atlantic Coast of Maryland Shoreline Protection project consists of a wide, elevated beach, a protective sea wall adjacent to the boardwalk, and a vegetated dune system that continues north from the boardwalk to the state line. These elements work together to reduce impacts to the community associated with coastal storms. USACE estimates this project has prevented more than $927 million in storm damage since construction started in 1990. The beach is also a significant economic driver for Ocean City, which boasts more than 8 million visitors annually. The project is a cost-shared effort between the Department of the Army, the state of Maryland… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:11:17Z |

This has been done in the past with prior presidential administrations to alleviate the losses caused by restrictions or complete blockage on flying or operating within a certain radius of a president. Congressman Harris issued the following statement: "I have heard from numerous stakeholders regarding these routine temporary flight restrictions, and the extensive discussions with them and federal authorities have yielded positive results. Securing this funding for airports in both my district and others in Delaware, Pennsylvania, and New Jersey will provide appropriate relief to the small businesses who may be negatively affected." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:03:51Z |

"This funding is welcome news to our constituents in Queen Anne's County. These grant dollars from Rural Development to our small towns facing large financial strain will allow them to not only meet their commitments to their constituency, but also will aid in the protection of the Chesapeake Bay ecosystem," said Rep. Harris. "Upgrading our water infrastructure, particularly our local wastewater treatment facility serving Sudlersville and Barclay, will have a lasting impact on the health and safety of our communities," said Senator Cardin. "I look forward to working with the Eastern Shore delegation to secure additional funding to repair and restore the integrity of our rural infrastructure." "Investing in our wastewater infrastructure protects access to clean water for Marylanders and supports local economies. These funds will help get the Sudlersville Wastewater Treatment Plant construction across the finish line and improve water quality for residents of Queen Anne's County and the Town of Sudlersville. We will continue working to secure resources to modernize our state's infrastructure and provide clean water to our communities," said Senator Van Hollen. The Town of Sudlersville was awarded $513,000 in federal grant funding through the U.S. Department of Agriculture (USDA) Rural Development, as a part of the Water & Waste Disposal Loans & Grants Program. The Town also received $3.7 million from Maryland Department of the Environment, $602,000 from Queen Anne's County, a loan of $2.69 million from USDA's Rural Utilities Service (RUS) and $1.62 million in RUS grant funding. This follows Dr. Harris's June 15th letter of the same topic. Citing the CDC advisory panel's acknowledgement of over 1200 cases being investigated, and the "likely association" of myocarditis/pericarditis (heart inflammation) in young people, Dr. Harris strongly believes the decision to get vaccinated should solely be between a patient and their doctor, rather than a university bureaucrat. Congressman Harris wrote: "Considering these recent increased reports of heart inflammation, especially in young males, after receiving a mRNA COVID-19 vaccine, I write to again urge you to suspend vaccine mandates on higher education campuses. It is wholly inappropriate that access to education is becoming a factor in an individual coming to a risk-benefit decision with their physician regarding accepting a non-FDA-approved vaccine, given the risks including myocarditis/pericarditis. This decision should not be left to university bureaucrats, but to the patient and their personal physician." The CDC will now convene a meeting of its immunization practices advisory committee this Friday to examine the evidence and assess these risks further. While often times treatable with over the counter medication and surveillance, myocarditis and pericarditis remain dangerous and are defined as an inflammation of the heart muscle that present as shortness of breath and specific pain in the chest. Congressman Harris wrote: "While the country's top scientists continue evaluating the latest safety and efficacy data, some higher education campuses in Maryland continue to require student vaccination. It is unacceptable that students are being forced to make personal medical decisions as a condition of advancing their education. Students could safely return to the classroom without a vaccine requirement through reasonable safety accommodations, such as testing and mask usage for unvaccinated individuals." Andy Harris, M.D. (MD-01) opposed President Biden's $6 trillion Fiscal Year (FY) 2022 Budget. If enacted, this debt-busting budget would represent the largest budget as a percentage of the American gross domestic product since World War II. Congressman Harris issued the following statement: "It is no surprise that President Biden tried to quietly release his budget on Friday afternoon leading into a holiday weekend hoping American taxpayers will not realize that this liberal wish list of radical spending and massive tax hikes will damage an economy ready to rebound from the pandemic and further saddle future generations with enormous debt. As the Biden-Pelosi-Schumer team seeks to remake America in their own socialist image, regular Americans are beginning to feel the realities of these big government policies: higher prices at the pump, inflation at the hardware and grocery stores, and a broken labor market unable to find employees to fuel our badly needed recovery. The massive deficit tax and spend policies of the Biden-Pelosi-Schumer team in pursuit of their radically socialist agenda are reckless and will harm not only this generation, but many to come." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:49:40Z |

These visas will be available to employers starting on May 25th. The release of supplemental H-2B visas by DHS is pursuant to the Harris Amendment to the Fiscal Year 2021 Department of Homeland Security appropriations bill passed into law in December 2020. Congressman Harris issued the following statement: "The H-2B temporary worker visa program is critical to helping countless small businesses stay operational and keep up with demand during their busy summer season. Unfortunately, while this supplemental release will help a bit, many more are needed for our seasonal industries to fully operate - many of whom are already entering their high season without the temporary laborers they need. Coupled with ongoing labor shortages caused by the Biden Administration's ongoing generous federal unemployment insurance supplement, the H-2B visa shortage is severely hindering our economic recovery as we come out of the COVID-19 pandemic. H-2B nonimmigrant guest workers are a win-win for the American taxpayer. These workers pay taxes – without ever being able to claim entitlements, must maintain a clean criminal record, and must return to their home country at the end of the season. I remain committed to ensuring this program is available to employers who, as a last resort and despite extensive attempts to hire American workers (as required by the program), need these temporary visas to meet their seasonal labor needs." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:49:40Z |

Congressman Harris raised questions related to the displacement of toll plazas in Cecil County along I-95, the establishment of Slaughter Creek as the base of operations for Mid-Bay Island Restoration, and the potential expansion of evacuation routes from Ocean City. Congressman Harris issued the following statement: "I'd like to thank Secretary Slater for taking time yesterday to discuss Governor Hogan's transportation and infrastructure priorities for Maryland. The Secretary was open to further discussion and follow ups related to my specific concerns, and we will work together to address them. Unfortunately, at a nationwide level, many in the House majority continue to place a strong emphasis on non-traditional infrastructure spending, which looks more like a President Biden social engineering wish list rather than spending hard-earned taxpayer dollars on the roads, airports, and bridges we need. As our debt continues to soar and after we spent trillions of dollars in emergency spending last year, it is critical that any infrastructure package be narrowly tailored to address the real infrastructure needs Americans rely upon every day." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:49:40Z |

Additionally, Caitlyn Jenner, famed transgender Olympic gold medalist, has publicly criticized transgender biological men competing in women's sports, citing a lack of fairness. Congressman Harris issued the following statement: "My daughter was an athlete in college. She and countless other women and girls are offered the opportunity to compete on a level playing field in school-based athletics. Unfortunately, Secretary Cardona made clear that he and this Administration are supportive of a nationwide change in policy which would not only allow biological males to compete in female sports, but would likely penalize those institutions that disagree with this policy. The science is clear – biological males, even if they take drugs to decrease their testosterone, have a distinct muscular and cardiovascular advantage over biological females. This change in policy would decimate the current level playing field in female sports, and violate the long- and hard-fought-for rights of women. Under the Harris Amendment, the Secretary of Homeland Security has the authority to release supplemental visas up to nearly double the 66,000 annual statutory cap should he find the need for additional visas exists. Congressman Harris wrote a letter to the Administration in March urging them to quickly release sufficient visas to meet the needs of seasonal employers. Congressman Harris issued the following statement: "Our seafood processors and other local seasonal businesses depend on the labor of H-2B employees. Before obtaining H-2B visa employees, employers must make extensive efforts to recruit American workers, hire any qualified American worker who applies for the position, and prove that they were unable to hire American workers for the position. This program is a win-win for the American taxpayer, as these non-immigrant guest workers come here on a seasonal basis, pay taxes, contribute to the local economy, support American jobs and businesses, and then return to their home countries. While I appreciate the Secretary acting on my request and providing some relief, I am concerned that this number will be insufficient to meet the full demand of our seasonal employers as we come off the pandemic. I will continue to work to ensure that my local seasonal businesses and the many American workers they employ are able to bring in the temporary foreign workers they need to meet their seasonal labor demands." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:42:19Z |

Funding for this grant came from the Coronavirus Relief and Response Supplemental Appropriations Act, which passed in December of 2020. According to DOT, these dollars will be used for economic relief for costs related to operations, personnel, cleaning, sanitization, janitorial services, debt service payments, and combating the spread of pathogens at the airport. The Members issued the following statement: "The Salisbury Airport is a critical infrastructure hub for the Delmarva Peninsula and Maryland's Eastern Shore. We're glad these additional funds have been allocated to offset some of the revenue lost due to the COVID-19 pandemic. We remain committed to ensuring businesses and our local communities are able to stay afloat and get back on their feet after the severe hardship they have endured the past year." The Salisbury Airport is a growing regional destination for quick access to the Ocean City beaches and greater Delmarva. Over the last 15 years, they have reconstructed and expanded their runway, with plans for further extension to accommodate larger commercial aircraft in the near future. The Administration is now planning to delay the cost-saving rule until July 20th, four months after their the previous delayed launch date of March 22nd, and a full six months after the initial implementation date the Trump Administration had established. Dr. Harris had previously criticized the initial delay by President Biden to keep costs high for some of our most vulnerable. Congressman Harris issued the following statement: "Once again, the Biden Administration has chosen to delay significant cost-saving policy measures which would make insulin and EpiPens much more easily affordable to those who utilize our community health centers for care. The policy in question was not political, yet this political delay will do nothing other than harm individuals relying on these medications and keep drug prices high." Maryland's First Congressional District is served by 5 community health centers, with over 100,000 patients and millions of dollars in leveraged federal funding each year. | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:33:37Z |

The $1.9 trillion spending bill, of which only around 9% is directly attributable to combatting the public health crisis, and while significant funding from the last COVID-relief bill remains unspent, would among other provisions: Provide approximately $130 billion to schools without any requirement they provide in-person instruction Create a federal employee $400 million emergency leave fund, which would afford up to 15 weeks of paid leave only to federal employees Provide $350 billion to bailout mostly poorly-managed blue states, and restrict the ability of states accepting the funding to employ tax cuts or credits, despite the fact that most states did not experience significant revenue loss from COVID, and some even experienced increased tax revenues Strip longstanding Hyde Amendment protections, which would thereby authorize the spending of taxpayer money for abortion Authorize illegal immigrants and prisoners to claim certain benefits Provide over $400 billion in additional direct stimulus payments to citizens, a majority of whom have experienced little or no financial loss during the pandemic Congressman Harris issued the following statement: "One of the most morally bankrupt things this country can do is borrow money from our future generations, that are already under unprecedented debt, to pay for a liberal wishlist that's just payback to political supporters. But that's exactly what the Democrat-controlled House and Senate did this week. The President should follow the advice of former Obama economic adviser Larry Summers and refuse to sign this bill that spends way too much." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:33:37Z |

This bill, instead of addressing those issues, is a complete federal overhaul of elections, and will only result in repeats of last November's election woes. Congressman Harris issued the following statement: "When tens of thousands of lives are at stake, the Biden Administration must not drag its feet, get bogged down in bureaucracy, and ignore the latest real-world science. That is why I echo the sentiments of President Biden's former COVID-19 Advisory Board member, who called for an immediate review of all the data, including from abroad, in the CIDRAP report published this past week. The U.S. should be leading in this effort to increase vaccine supply, but it is the United Kingdom, France, and others who are adjusting dosing regiments to expand supply and save lives. Proponents of the legislation argue that it is necessary to protect minority populations and discourage discrimination – however, the bill would instead mandate ideological conformity and acceptance of sexual orientation and gender identity politics. Of particular concern, this bill would mandate that health care providers must perform procedures, such as abortion, sterilization, and sex reassignment surgery, even when it violates their deeply held moral convictions or religious beliefs. Congressman Harris issued the following statement "President Biden and liberals in Congress are at it again, this time trying to jam through radical legislation that will jeopardize individuals' freedom of religion and shove leftist identity politics down Americans' throats. This bill compromises women's right to privacy, safety, and fair competition – and blatantly negates individuals' rights under the Religious Freedom Restoration Act, a bipartisan bill signed into law by President Clinton decades ago. According to FEMA, "the primary goal of the Assistance to Firefighters Grant is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary for protecting the public and emergency personnel from fire and related hazards." In his letter, Dr. Harris cites independent research published this week in both The Lancet and New England Journal of Medicine arguing that a single dose of the Pfizer-BioNTech vaccine is up to 90% effective 2-4 weeks after administration. Given these findings, and similar findings that would indicate high efficacy for one dose of Moderna's mRNA vaccine, as well as the limited supply of vaccine doses relative to demand, Dr. Harris is urging the Governor to consider utilizing available vaccine second doses for first time recipients. Additionally, and in line with new data, the Centers for Disease Control and Prevention (CDC) has recently updated its guidance, stating that up to 42 days may pass between doses, doubling the amount of days recommended under prior guidance. The United Kingdom has already implemented a delayed second dose distribution model, and other developed nations are beginning to follow suit in the hopes of rapidly reaching a level of herd immunity. These efforts will also provide additional time for mRNA manufacturers to develop variant-specific booster vaccines. Congressman Harris wrote further: "Based on these new data publications, it would appear to indicate that a single dose of a mRNA vaccine will provide nearly as much protection against COVID-19 infection as the current two dose regime…Provided this new information, and the current scarcity of vaccines for our most vulnerable populations, I ask that you immediately consider revising the State's vaccine administration guidelines to account for this updated data, and begin to more widely administer a single dose of both the Pfizer-BioNTech and Moderna mRNA vaccines, until all vulnerable and essential populations are inoculated. Congressman Harris has called for school reopenings since last summer, including recently leading a letter to President Biden urging his administration to coordinate with states to utilize the resources Congress has already provided to reopen schools safely and swiftly. In the new guidance, CDC reiterates previous comments from Director Wolensky, arguing that "Access to vaccination should not be considered a condition for reopening schools for in-person instruction," and that "K–12 schools should be the last settings to close after all other mitigation measures in the community have been employed, and the first to reopen when they can do so safely. Schools should be prioritized for reopening and remaining open for in-person instruction over nonessential businesses and activities." Additionally, the guidance emphasizes five key mitigation strategies that are essential to the safe delivery of in-person instruction and will help to mitigate COVID-19 transmission in schools: Universal and correct use of masks Physical distancing Handwashing and respiratory etiquette Cleaning and maintaining healthy facilities Contact tracing in combination with isolation and quarantine, in collaboration with the health department Congressman Harris issued the following statement: "Now that the CDC has formally issued its guidance, which supports its own Director's recent claims, it is time our schools across Maryland immediately begin listening to the science and get our kids back in the classroom. We know it can be done safely, and our children have already suffered far too much. We cannot afford further delays, instigated by teachers unions and local leaders unwilling to accept the science – our children, their parents, and our communities deserve nothing less." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:26:35Z |

The Coast Guard has issued guidance that all commercial fishing vessel occupants will be required to wear masks, and that they will enforce this mandate. Our watermen are completely outdoors, often numbering no more than three per vessel, and have been working together without interruption since the beginning of this pandemic – they are at extremely low-risk by the nature of their work. I urge the CDC to come forward and clarify that this mandate, which includes while sleeping onboard, lacks legitimate scientific backing for small craft fishing vessels with minimal persons working onboard in an outdoor environment. Rather than being the Biden mask police for a low-transmission industry, the Coast Guard should be spending their valuable time doing their core duties, especially drug enforcement." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:26:35Z |

The CBO report reached multiple conclusions, including a projected net loss of over 1.4 million jobs over five years. In Maryland, current law already will gradually raise the minimum wage to $15 an hour by 2025, from its current $11.75 rate. Congressman Harris issued the following statement: "Our small businesses have suffered immensely over the last year due to government mandated shutdowns. Unfortunately, the one-party system in Annapolis has already subjected our businesses to steady minimum wage increases, and now Democrats in Washington are trying to ram through a similar jobs-killing minimum wage hike that will disproportionately impact young people seeking entry-level work and spike prices of consumer goods and services. The minimum wage is not a living wage, and all this increase will do is raise costs and force struggling businesses to cut additional positions to stay afloat. Democrats are calling for unity, yet also calling for the expulsion of Members who objected in yesterday's Electoral College count. Today, some Marylanders are even calling for my resignation, which I will not do. My colleagues and I held legitimate Constitutional concerns about how the November election was conducted in certain states and felt compelled to highlight those concerns during the formal vote count. We did not call for the overthrowing of an election. Joe Biden will be President on January 20th. Some of my colleagues, including those still in the Maryland delegation, offered objections in 2017 when counting the electoral votes for President Trump. Congress is afforded the right to count, and object, to electoral votes, which we utilized yesterday to highlight concerns we had regarding the November election. There was nothing treasonous or seditious about it in 2017, nor this year." | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:19:43Z |

Previously, the Food and Drug Administration planned to charge fees in excess of $14,000 on distilleries who produced hand sanitizer last year. Congressman Harris issued the following statement: "The FDA's planned action to punish small businesses across the country for stepping up during such a trying time for our nation is the clearest example of a bureaucracy that is out of touch with the needs of everyday Americans. Thankfully, President Trump and the Department of Health and Human Services made clear that they would not allow these fees and will formally rescind this action. I thank the President for intervening and reversing this terrible decision. These business owners, including several in the First Congressional District, stepped up during difficult times for the good of our nation and deserve our thanks, not a bureaucratic end-of-the-year surprise bill." ### | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:19:43Z |
