https://harris.house.gov/media/press-releases/congressman-harris-applauds-168-million-rural-health-transformation-0 Congressman Harris Applauds $168 Million Rural Health Transformation Investment for Maryland 2025-12-29 2025 2025-12 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper WASHINGTON, D.C. — Today, Congressman Andy Harris, M.D. (MD-01), Chairman of the House Appropriations Subcommittee on Agriculture, Rural Development, and Food and Drug Administration, applauded the Centers for Medicare & Medicaid Services for awarding Maryland $168,180,838 under the Rural Health Transformation Program, which will expand access to care, strengthen the healthcare workforce, and modernize rural health infrastructure and technology. Unfortunately, Maryland did not receive additional funding because the Moore Administration chose not to pursue a SNAP nutritious food waiver. This funding will expand access to preventive, primary, maternal, and behavioral healthcare in Maryland’s rural communities, strengthen the rural healthcare workforce by helping recruit and retain doctors and nurses, improve emergency care coordination, and modernize facilities and telehealth so patients can receive high-quality care closer to home. These investments will directly benefit rural residents and communities across Maryland, especially those in Maryland’s First District. Statement from Congressman Andy Harris: “I commend the Trump Administration for its leadership in delivering billions of dollars to strengthen rural health care nationwide as part of the One Big Beautiful Bill. Unfortunately, the Moore administration failed to adequately prioritize Maryland’s application by not applying for a SNAP nutritious food waiver, causing our rural communities to miss out on additional millions of dollars that would have been flowing into our state. As a physician and representative of a rural district — and the only member of Maryland’s congressional delegation to support the passage of these rural healthcare funds, I’m ready to work with the Trump Administration to address the needs of rural Marylanders with these dollars.” For media inquiries, please contact Anna Adamian at Anna.A@mail.house.gov 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z
https://harris.house.gov/media/press-releases/congressman-harris-announces-240000-grant-talbot-county-roadway-safety-plan Congressman Harris Announces $240,000 Grant for Talbot County Roadway Safety Plan 2025-12-26 2025 2025-12 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper WASHINGTON D.C. — Today, Congressman Andy Harris, M.D. (MD-01) announced a $240,000 U.S. Department of Transportation Safe Streets and Roads for All grant awarded to Talbot County to develop a comprehensive Safety Action Plan to help reduce roadway fatalities and serious injuries. This funding will help Talbot County analyze local crash trends, gather input from residents and community partners, and work with transportation experts to identify the most urgent safety needs. The resulting countywide Safety Action Plan will outline priority projects, estimated costs, timelines, and measurable goals to reduce serious crashes and improve roadway safety across the county. It will also strengthen Talbot County’s ability to pursue future federal funding for roadway safety upgrades. Statement from Congressman Harris: "This is an important investment in public safety for Talbot County and the Eastern Shore. Communities across my district rely on safe, reliable roads, and this grant will strengthen local planning, support smarter infrastructure decisions, and ultimately help save lives. I thank the U.S. Department of Transportation for awarding this grant and recognizing the importance of improving roadway safety in Talbot County." This amendment will protect legal actions the Trump Administration has taken thus far to combat the Biden Offshore Wind agenda, including actions impacting the Maryland Offshore Wind Project. Statement from Congressman Harris: “I am happy to have worked to deliver a real conservative permitting reform bill that, rather than making concessions to Democrats interested in preserving Biden’s Green New Scam by handcuffing the Trump Administration, preserves the Trump Administration’s fight to Stop Offshore Wind. I was engaged in deliberations with the House Natural Resources Committee for months to ensure the inclusion of this language, guided by a single principle: my constituents in Ocean City and communities across the Atlantic Coastline are not for sale.” For media inquiries, please contact Anna Adamian at Anna.A@mail.house.gov 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

https://harris.house.gov/media/press-releases/congressman-harris-calls-epa-re-open-sparrows-point-superfund-site-consent Congressman Harris Calls on EPA to Re-Open the Sparrows Point Superfund Site Consent Decree to Prevent Release of Environmentally Hazardous Industrial Waste 2025-11-13 2025 2025-11 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper WASHINGTON, D.C. — Congressman Andy Harris M.D. (MD-01), sent a letter to the Environmental Protection Agency (EPA) urging a review of the environmental and financial risks posed by U.S. Wind’s Maryland Offshore Wind Project and the company’s plan to manufacture turbine parts at the Sparrows Point Superfund Site in Baltimore County, Maryland. The letter also raises concerns over the Bureau of Ocean Energy Management’s (BOEM) decision to approve the project without requiring a proper decommissioning bond to ensure proper removal of the windmills at the end of the project. Without this bond, American taxpayers could be forced to pay the enormous cost of clearing industrial debris from the ocean floor at the end of the project’s service life if the developer defaults on the project. The Sparrows Point site remains under a 1997 EPA consent decree governing any industrial activity on the Superfund Site property and mandating ongoing environmental cleanup. The letter calls on the EPA to reopen the agreement, warning that U.S. Wind’s plan to manufacture turbine components on the site violates the intent and restrictions of the 1997 consent decree with respect to the release of environmentally hazardous waste from the Superfund Site. Statement from Congressman Harris: “The Bureau of Ocean Energy Management’s decision to advance the Maryland Offshore Wind Project – and numerous offshore wind projects like it - without requiring a decommissioning bond demonstrates a concerning disregard the environment and the American taxpayer. This failure shoulders American taxpayers with costly liabilities all while bringing irreversible environmental damage to Maryland’s coastline and marine ecosystems. The 1997 Consent Decree provides the EPA authority to govern activities at the Sparrows Point Superfund Site, consistent with the EPA’s statutory responsibility to protect the environment from irreversible industrial pollution. The installation of well over 100 industrial wind turbines without an adequate and mandated decommission… 1 2026-03-30T01:40:41Z 2026-04-06T19:52:45Z
https://harris.house.gov/media/press-releases/congressman-andy-harris-full-speech-vote-end-government-shutdown-0 Congressman Andy Harris Full Speech on Vote to End the Government Shutdown 2025-11-12 2025 2025-11 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper “I rise today in support of the Senate Amendment to H.R. 5371, which will finally put an end to the Democrat-led government shutdown. Millions of Americans have suffered because the Democrats refused to reopen the government – including those who depend on SNAP benefits, federal workers, border patrol agents, and our troops who were uncertain about their next paycheck. This legislation extends government funding to the end of January 2026, thereby blocking attempts to force an omnibus at the last minute before Christmas. It also includes the Fiscal Year 2026 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act. Republicans have effectively locked in disciplined, flat spending levels while supporting the Trump Administration’s policy priorities. The Agriculture bill provides $26.65 billion in discretionary spending, which is level with current amounts while also including Community Project Funding. This bill provides critical funding to support America’s farmers, ranchers, and rural communities. It ensures both USDA and FDA can safeguard our nation’s food and drug supply and fully funds nutrition programs, including SNAP and WIC. Additionally, the bill closes the hemp loophole that has resulted in the spread of unregulated intoxicating hemp-derived products that are being sold online and in gas stations and corner stores across the country. Many of these products are accessible and attractive to children, resulting in thousands of calls to U.S. poison control centers, with more than 30% involving children age 5 years and younger. The provision is supported by 39 State Attorneys General and over 81 national and state public health, medical, law enforcement and other organizations. It's beyond disappointing that our colleagues on the other side of the aisle will soon be voting to continue the chaos and uncertainty of a government shutdown. But this is what responsible Republican governance looks like: we stared down radical Democrats’ outrageous demands and held t… 1 2026-03-30T01:40:41Z 2026-04-06T19:52:45Z
https://harris.house.gov/media/press-releases/house-republicans-restore-order-congress-passes-clean-funding-extension-and House Republicans Restore Order: Congress Passes Clean Funding Extension and Full-Year Appropriations Bills to Reopen Government 2025-11-12 2025 2025-11 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper Washington, D.C. – The House of Representatives passed the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026, with a vote of 222 to 209. After a damaging and unnecessary shutdown that lasted 43 days, a funding extension that House Republicans called for and passed in September is finally headed to President Trump’s desk. Senate Democrats voted against this clean, nonpartisan measure 15 times over the course of the six weeks they held the government hostage. In addition to the continuing resolution, Congress approved three full-year appropriations bills covering the Legislative Branch, Military Construction, Veterans Affairs, Agriculture, Rural Development, and the Food and Drug Administration. Passage of this first tranche of bills is strong Article I progress for Appropriators, who have already advanced all twelve bills through the full committee. With the rest of the federal government now funded through January 30, 2026, the Appropriations Committee will continue working to move our remaining nine full-year bills across both chambers. This regular order momentum ends the era of backroom omnibus deals and puts taxpayers first. While Democrat leadership and their progressive caucus determined that inflicting pain on the American people was their pathway forward, reason overturned their obstruction in the end. Republicans acted responsibly and stood with the nation from the start. Now, the Democrat shutdown is behind us, and Congress can refocus on the work the American people expect and deserve. Chairman Tom Cole (R-OK) said, "History reminds us that shutdowns never change the outcome – only the cost paid by the American people. This Democrat-led crisis proved just that. Minority Leaders Jeffries and Schumer have inflicted real pain across the nation for weeks. And for what? The funding extension we passed today reflects our position from the start. Funded through the USDA’s Agricultural Marketing Service, the program will provide 283,000 pounds of blue catfish to food banks for distribution statewide. Statement from Congressman Harris: “I applaud the Maryland Department of Agriculture and the USDA for this important partnership to help Maryland families and our local businesses. https://harris.house.gov/media/press-releases/harris-cole-thompson-finstad-democrats-are-denying-full-snap-benefits Harris, Cole, Thompson, Finstad: “Democrats are denying full SNAP benefits to vulnerable Americans.” 2025-11-04 2025 2025-11 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper Washington, D.C. – House Appropriations Committee Chairman Tom Cole (R-OK), House Appropriations Agriculture Subcommittee Chairman Andy Harris (R-MD), House Agriculture Committee Chairman Glenn "GT" Thompson (R-PA), and House Agriculture Nutrition and Foreign Agriculture Subcommittee Chairman Brad Finstad (R-MN) released a statement on how continued Democrat obstruction in reopening the federal government has denied full, uninterrupted Supplemental Nutrition Assistance Program (SNAP) benefits to vulnerable Americans: “Democrats are denying full SNAP benefits to vulnerable Americans. For the first time in the history of the program, SNAP funding has lapsed—leaving those who depend on this lifeline at risk of going hungry. This outcome was entirely avoidable. Republicans voted to fully fund nutrition benefits and keep the entire federal government open. Had Senate Democrats joined us, full SNAP benefits would have continued, our troops, air traffic controllers, and federal workers would be paid, and every government service would be operational. “Instead, they voted fourteen times to let families go without. The Trump Administration has taken great lengths to mitigate harm across the nation. Yet, Democrats are acting as if contingency funds are an acceptable substitute for full benefits. They aren’t. The emergency reserve is not enough to cover a full month of benefits. “As Chuck Schumer and his caucus deflect blame in every direction, their voting record is undeniable: they chose politics over feeding families. The American people are not leverage. It’s past time for Senate Democrats to reopen the government and end the needless pain they’ve inflicted across the nation.” BACKGROUND: Republicans voted to fully fund the entire federal government. Republicans voted to ensure critical operations and programs, including SNAP, remain uninterrupted for Americans. Democrats have continually voted to shut it all down – and keep it closed. https://harris.house.gov/media/press-releases/house-freedom-caucus-endorses-longer-term-cr-control-spending-and-block House Freedom Caucus Endorses Longer-Term CR to Control Spending and Block Omnibus 2025-11-04 2025 2025-11 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper Washington, D.C. – Today, the House Freedom Caucus released the following official position: The House Freedom Caucus voted unanimously with our fellow Republicans in support of President Trump to fund the government through November 20, 2025. Over a month later, Senate Minority Leader Chuck Schumer outrageously still refuses to extend current funding levels, which Democrats have previously voted for, so the government remains shut down. In the likely absence of timely passage of regular appropriations bills at or below current levels, Members of the Freedom Caucus support a Continuing Resolution as far into 2026 as possible (ideally, past the November 2026 election and with necessary defense stop-start anomalies), which will effectively keep federal discretionary spending flat at the same levels since 2023, and it will block any further effort by Democrats and the Swamp to advance a budget-busting, pork-filled, lobbyist handout omnibus in November or December. We successfully prevented an omnibus in September 2024, December 2024, and March 2025, thereby keeping spending flat; we cannot now reverse course by allowing spending increases after the progress we have made to date with DOGE and rescissions. We believe a full-year Continuing Resolution will provide President Trump and Republicans the stability and leverage to continue our work to cut spending and rein in out-of-control woke, wasteful, and weaponized government. 1 2026-03-30T01:40:41Z 2026-04-06T19:52:45Z
https://harris.house.gov/media/press-releases/congressman-harris-informs-constituents-snap-resources-amid-government Congressman Harris Informs Constituents of SNAP Resources Amid Government Shutdown 2025-11-03 2025 2025-11 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper WASHINGTON— Today, Congressman Andy Harris, M.D. (MD-01), informed Maryland First constituents about SNAP resources as the Democrat-led government shutdown disrupts benefits and creates uncertainty for families who rely on food assistance. “Dear Friend, Five weeks ago, the House passed a clean bill to keep the government open, pay our military, all federal workers, air traffic controllers and ensure programs like SNAP continue without interruption. I proudly stood as the only Maryland federal representative and joined my fellow House Republicans in voting to keep the federal government open. Since then, My Democrat colleagues have voted time and again, more than 10 times, to block the clean continuing resolution that would have kept the government open, and as a result, SNAP benefits expired on November 1, while troop pay and essential services continue to hang in the balance. Instead of standing up for American families, Maryland liberals are fighting to fund healthcare for illegal immigrants and hardworking Maryland families are paying the price. Even the American Federation of Government Employees has urged Democrats to pass the same clean bipartisan continuing resolution they supported 13 times before during the Biden administration and earlier this March. The left claims that this shutdown is about “healthcare” is completely false — it’s about their refusal to abandon radical demands for more than a trillion dollars in new spending and taxpayer-funded healthcare for illegal immigrants. With SNAP funding expiring, it is projected that 680,000 Marylanders could lose access to the food assistance they rely on to feed their families and put meals on the table. This didn’t have to happen. House Republicans took action to protect families, but Maryland’s liberals chose partisan games instead. It’s time for Maryland liberals to do their jobs, stop their grandstanding, and support the reopening of the government. The government shutdown has created uncertainty for thousands of Maryland families, workers, an… 1 2026-03-30T01:40:41Z 2026-04-06T19:52:45Z

Statement from Congressman Harris: “I think it's a chokepoint for America. Between SNAP benefits running out on Saturday, air traffic controllers, and the military potentially not getting paid if we go into November — these are all things that should never happen. The House voted five weeks ago to keep the government open, and it's about time the Senate follows suit,” said Congressman Harris. “The breaking point has been reached. The American Federation of Government Employees, of course, earlier this week called for a clean CR to be passed. This is a Democrat union for all intents and purposes, so they're calling on their own leaders to end this shutdown. You have that, you have the SNAP benefits, you have the air traffic controller — you have all the things converging. Chip Roy (TX-21) in calling on Senate Democrats to stop holding the government hostage and vote to reopen it for the American people. Statements from Congressman Harris: “The reason that the government remains shut down is becoming crystal clear to Americans: it’s because Senate Democrats have chosen to pander to their radical base instead of doing their jobs for the American people”. “Senate Democrats have had the opportunity to vote 11 times for the House-passed bill that pays our troops, pays our law enforcement, and pays our air traffic controllers—and would immediately reopen the government.” “Let’s also be honest about what the Democrats are really fighting for. They want to eliminate work requirements for able-bodied adults on welfare who could work but choose not to. And they’re defending hundreds of billions of dollars in continued corporate welfare for big, profitable health insurance companies that have already made a fortune off Obamacare—with the “Biden Bonuses” Democrats scheduled to expire at the end of this year.” “House Republicans have already done their job. The only thing standing between America and a reopened government is a handful of Senate Democrats too afraid of their activist base to do the right thing.” To watch the full press conference, please go to the link HERE. 1 2026-03-30T01:40:41Z 2026-04-06T19:32:54Z

House Republicans passed a responsible plan to fund the government and protect hardworking taxpayers. Instead of working toward a reasonable agreement, Maryland Democrats chose to shut it down over unrelated policy demands. Statement From Congressman Andy Harris: “Despite the high number of federal workers in our state, I was the only member of our delegation to vote to keep the government open,” said Congressman Harris. “Governor Moore and Maryland Democrats talk about ‘supporting workers,’ but their actions tell a different story. Every Member of the Maryland Delegation voted to shut the government down and Maryland’s Senators Chris Van Hollen and Angela Alsobrooks have voted to shut down the government five times - and by all accounts will continue to do so. They could end this shutdown today if they truly cared about Maryland families.” Statement From Maryland Freedom Caucus Members: “Governor Wes Moore runs to a microphone instead of leading. Federal workers need Senators Alsobrooks and Van Hollen to vote to reopen the government, not demand taxpayer-funded health insurance for illegal immigrants. Marylanders deserve leadership, not political theater.” # # # 1 2026-03-30T01:40:41Z 2026-04-06T19:32:54Z

This marks a historic step to invest in America’s rural communities. The Rural Health Transformation Program invites all 50 states to apply for funding to address each state’s specific rural health challenges. The $50 billion program funding will be allocated to approved states over five years, with $10 billion available each year beginning in federal fiscal year 2026. The Program has five strategic goals, grounded in the statutorily approved uses of funds: Make rural America healthy again: Support rural health innovations and new access points to promote preventative health and address root causes of diseases. Sustainable access: Help rural providers become long-term access points for care by improving efficiency and sustainability. Workforce development: Attract and retain a highly skilled health care workforce by strengthening recruitment and retention of health care providers in rural communities. Innovative care: Spark the growth of innovative care models to improve health outcomes, coordinate care, and promote flexible care arrangements. Tech innovation: Foster use of innovative technologies that promote efficient care delivery, data security, and access to digital health tools by rural facilities, providers, and patients. States must submit applications by November 5, 2025. The filing marks a major development in the ongoing fight over the wind farm. For years, Ocean City officials, fishermen, business leaders, and residents have warned the project would harm the Eastern Shore’s economy and environment. Statement From Congressman Harris: “I applaud the Trump Administration’s decision to vacate the Biden Administration’s reckless approval of the US Wind Offshore project. This is a victory for the people of Ocean City and Maryland’s Eastern Shore, who were consistently ignored by federal bureaucrats pushing this offshore project without proper local input or approval. Offshore wind poses serious risks to our coastal economy, marine environment, national security, and the livelihoods of watermen. He cautioned that massive offshore wind turbines—rushed through an abbreviated permitting process—could interfere with America’s ability to detect threats from adversaries like Russia and China. Submarines operating off the U.S. coast could gain a critical advantage if detection systems are disrupted, leaving the nation more vulnerable to attack. Congressman Harris also pointed out that other nations have faced similar risks. Sweden recently canceled offshore wind projects near Russia after defense officials determined the turbines would delay missile detection by one to two minutes—a potentially catastrophic gap in readiness during a crisis. Remarks From Congressman Harris: Time is not our enemy -- Russia and China are our enemies. Russia has submarines that could come close to our coast, launch a weapon, and not be detected because we don’t know what the effect is of these windmills. The priority must be to protect the American people. National security cannot be sacrificed in pursuit of expensive, untested energy experiments that put both the Eastern Shore and the nation at risk. To watch the full video and remarks, click HERE. The funding addresses urgent shoaling concerns that threaten safety and economic activity in Maryland’s waterways. For years, addressing critical dredging projects like the Ocean City Inlet has been slowed by the poor condition of U.S. Army Corps of Engineers Dredge Currituck, one of two specialized vessels in the Corps’ fleet without a private industry equivalent. Congressman Harris secured specific language directing the Corps to utilize the $50 million in new funding to replace Dredge Currituck and ensure the Army Corps of Engineers can respond quickly to problem areas, preventing dangerous groundings, and keeping vital waterways open for business. The legislation also provides more than $375 million for coastal storm protection and beach management, supporting long-term shoreline resiliency and protecting communities against erosion and severe weather. Statement From Congressman Harris: "I was proud to lead a bipartisan coalition of 15 members of Congress from coastal states and districts to secure this $50 million investment to build a new dredging vessel for the U.S. Army Corps of Engineers. For too long, critical dredging projects have been slowed due to the age and maintenance demands of Dredge Currituck. My language will ensure the prompt replacement of Dredge Currituck and deliver a long-term solution needed to sustain coastal economies up and down the East Coast. Before leaving office, Senator Ben Cardin urged me to ensure this long-needed project finally became a reality after years of unsuccessful attempts to secure a new dredge vessel. I’m proud to have led the effort that brought this project to completion for Maryland and the entire East Coast.” 1 2026-03-30T01:40:41Z 2026-04-06T19:10:29Z

Announced yesterday, the new policy addresses the growing strain on farmland across the country. According to USDA, solar panels on farmland nationwide have increased by nearly 50% since 2012. Maryland state mandates pressured counties into accepting large-scale solar projects on productive farmland, resulting in reduced land available for agriculture and driving up costs for the next generation of farmers. Many rural leaders have strongly opposed recent Maryland legislation, which stripped counties of their authority to regulate large-scale solar projects, forcing local farmers to upend their livelihoods for costly and inefficient solar energy farmland. This is yet another example by the Democrat controlled Maryland legislature of another bad decision in a series of deeply flawed energy policy choices. Maryland farmers and local leaders alike have warned that implementing solar panels on the farmland will render it unusable for future agricultural endeavors due to the lack of decommissioning standards. Of the current solar “farms,” they also cite their concerns about the environmental and public safety risks from foreign-manufactured panels and battery systems. Statement from U.S. Department of Agriculture Secretary Brooke Rollins: “Our prime farmland should not be wasted and replaced with green new deal subsidized solar panels. It has been disheartening to see our beautiful farmland displaced by solar projects, especially in rural areas that have strong agricultural heritage. One of the largest barriers of entry for new and young farmers is access to land. Subsidized solar farms have made it more difficult for farmers to access farmland by making it more expensive and less available. The effort will support regional processors, remove invasive catfish from the Bay, and provide nutritious protein to families in need through food banks and other food distributors. “The project here in Maryland I visited today with Representative Harris is a win for our rural communities who now have a new processing facility that will support good paying jobs, a win for our fishermen who are ridding the Chesapeake of a destructive invasive species, and a win for our local communities who have another source of protein for the charitable feeding network,” said Secretary Brooke Rollins. “President Trump has directed USDA to think creatively, move quickly, and ensure our rural communities are supported so that America prospers for generations to come. "Marylanders deserve the truth about the One Big Beautiful Bill (OBBB) — and they’re not getting it from the mainstream media. Much of the coverage has been filled with spin, fearmongering and outright falsehoods about what this bill does and doesn’t do. Let’s set the record straight. First, I was initially hesitant to support this bill — and for good reason. As a fiscal conservative, I raised concerns about its potential to add to the deficit. Those concerns were not just for show; I withheld support to ensure Maryland taxpayers wouldn’t be saddled with more Washington debt. Because conservatives pushed back, major changes were secured before the final vote. Among the wins: Stronger Medicaid integrity provisions were included to stop states from improperly paying benefits — including to illegal immigrants — while protecting care for truly needy Marylanders. Green New Scam rollbacks, ensuring Maryland families and businesses aren’t burdened with radical energy mandates that drive up costs. This is especially essential as offshore wind adversely affects watermen, communities, and constituents in my district. Strengthening work requirements: The One Big Beautiful Bill strengthens common-sense work requirements for able-bodied adults receiving federal government assistance on the taxpayer dime — an important step toward restoring the dignity of work and ensuring taxpayer dollars aren’t used for those who choose not to work. 1 2026-03-30T01:40:41Z 2026-04-07T14:40:33Z

With the White Marlin Open approaching and commercial and recreational boat traffic increasing, it was essential to act quickly. I’m grateful to the Army Corps for responding to our concerns and working closely with my office to ensure the dredge Merritt was deployed in time to protect public safety and the local economy,” Congressman Andy Harris, M.D. said. The lawmakers raised concerns about the Maryland Offshore Wind and NY/NJ Empire Wind projects, which are backed by foreign companies and located near sensitive military operations, coastal radar systems, key infrastructure, and major shipping lanes. They warned these projects could interfere with defense radar, weaken maritime security, interrupt critical supply chains, and introduce cybersecurity vulnerabilities through foreign-made components, particularly from adversarial nations like China. Statement from Lawmakers: “The Biden administration rushed these foreign-controlled offshore wind projects through the permitting process without proper oversight, ignoring the serious national security risks they pose,” the lawmakers said. “Placing critical offshore energy infrastructure in the hands of foreign entities, including those owned by foreign governments, poses grave threats to military operations, radar systems, and the overall security of the power grid. We respectfully urge the Department of Justice to seek immediate corrective action through the Committee on Foreign Investment in the United States (CFIUS), which reviews foreign involvement in U.S. infrastructure for national security concerns. Immediate action is needed before the negligence of the previous administration leads to catastrophic consequences.” 1 2026-03-30T01:40:41Z 2026-04-07T14:40:33Z

In a letter issued to MDE Secretary Serena McIlwain, the EPA outlined multiple legal errors in the agency’s approval of the US Wind permit, including providing misleading information about the public’s right to appeal under federal law. The EPA is now requiring MDE to reissue the permit in accordance with proper federal procedures, a move that if left uncorrected, could lead to the invalidation of the permit on appeal. Statement From Congressman Harris: “The EPA has confirmed what many of us knew for years — this project was approved with glaring procedural and legal flaws. The Maryland Department of the Environment had no business directing the public to appeal a federal permit to a state court, and such a decision showed both incompetence and a disregard for public input from my affected constituents in Worcester County. For many years, my constituents across the First Congressional District have been overwhelmingly clear: they do not want offshore wind off their coast. This ruling is a major victory for the Eastern Shore, the environment, and our local economies that are existentially threatened by this project.” 1 2026-03-30T01:40:41Z 2026-04-07T14:40:33Z

The passage of the OBBBA marks a major victory for the American people, President Donald Trump, and the House Freedom Caucus. From day one, HFC Members worked closely with the President, his team, congressional leadership, and conservative colleagues to strengthen this reconciliation package—making it more fiscally responsible and more conservative at every step. We have delivered Republican priorities with Republican votes and ensured Democrats cannot derail the America First agenda. Historic Border Wins: HFC was an early proponent of providing full border security and immigration enforcement funding in reconciliation. These priorities are now central to the OBBBA. The bill delivers historic investments to finish the border wall, ramp up deportations of illegal aliens, and support critical DHS personnel. Fiscal Wins: Republicans—led by HFC and fiscal conservatives—achieved over $1.5 trillion in deficit reduction, five times more than originally proposed at the start of this process. This is an historically unprecedented level of spending cuts, and we look forward to working with the White House to continue to cut waste, fraud, and abuse – reining in the Democrats’ out of control spending that fuels inflation. We remain determined to restore pre-pandemic federal spending levels, and there will be more developments on restoring fiscal sanity in the weeks to come. Ending the Green New Scam: The OBBBA will unleash American energy dominance by ending key “Green New Scam” subsidies for harmful wind and solar projects in President Trump’s term and opening up reliable energy production by reinstating oil and gas lease sales from Alaska to the Gulf of America. In fact, we believe our provisions will stop more than 90 percent of new “green” projects from getting taxpayer subsidies. Specifically, the lawmakers wrote to request that the Occupational Safety and Health Administration (OSHA) issue a notice of imminent danger, as authorized under section 13(a) of the OSH Act, and seek a temporary restraining order to halt all construction operations for Empire Wind immediately. The industrialization of offshore wind adversely affects each district represented in the letter. Statement From the Congressmen: “We are saddened by the tragic death of a mariner who lost his life from the dangerous conditions on the Empire Wind construction project. All work on the Empire Wind project must immediately be halted until OSHA can conduct a thorough investigation to ensure the safety of all involved workers is guaranteed. Furthermore, this pause must remain in place until all construction-related safety hazards are remedied by Equinor,” said the lawmakers. “We have been sounding the alarm on the harmful effects of these projects for many years. They are a hazard to the environment, to our national security, to local coastal economies, and now they have proven to be a hazard to those tasked with their construction. A stop work order must go into effect to ensure this tragedy does not repeat itself.” The letter can be read HERE. 1 2026-03-30T01:40:41Z 2026-04-07T01:08:28Z

Res. 14), which passed 216-214, to begin the budget reconciliation process that will enact President Trump’s America First agenda. Thanks to the efforts of HFC Members and fellow fiscal conservatives, we are now on a path to pass a reconciliation bill that that is fiscally responsible. This is a major shift from just 48 hours ago when we were faced with a Senate commitment of as little as $4 billion in spending cuts over 10 years -- as opposed to the $1.5 trillion spending reduction floor in the House-passed resolution. After hearing concerns from our Members, the White House committed to historic spending reductions including, targeting the “Green New Scam” IRA tax credits as well as waste, fraud, and abuse in the expanding Medicaid program. In addition, the Speaker committed to ensuring the final bill will provide enough spending reduction so that tax cuts will be fully offset. As important, the Senate leadership has committed to follow the House’s lead on spending cuts. Today’s vote will allow us to proceed with that framework – and given these new commitments, anything that falls short will face serious problems in the House. Thank you to President Trump, Speaker Johnson, and Leader Thune for your leadership in making this commitment to ensuring a fiscally responsible reconciliation bill. This is a win for the American people and sets the stage to deliver massive tax relief, unleash domestic energy production, fully fund border security and our military, while also securing unprecedented spending reduction.” 1 2026-03-30T01:40:41Z 2026-04-07T00:33:40Z

The U.S. Department of Health and Human Services (HHS) has determined that the state and its Department of Education have violated Title IX by allowing transgender athletes to compete in women’s sports. This funding pause comes as the USDA reviews potential Title IX violations by the university. Statement From Chairman Harris: “As Chairman of the House Appropriations USDA subcommittee, I fully support pausing any disbursement of funds to the University of Maine System pending investigations of federal civil rights policy violations. Women and Girl’s sports must be protected from woke identity politics.” 1 2026-03-30T01:40:41Z 2026-04-07T00:15:27Z

Yesterday, the House of Representatives passed a continuing resolution that reduced the overall amount of government spending while funding the military, Veterans, the Women, Infants, and Children’s program (WIC), and providing funds for the deportation of criminal illegal aliens that are threatening our communities. All members of the Maryland delegation voted against the continuing resolution. Statement From Congressman Harris: “Given the number of federal workers that would be furloughed in the event of a government shutdown, I’m surprised I was the only member of the Maryland delegation that voted yesterday to keep the government open. Excerpts from the column are below. The full piece is available HERE. “In 10 years, the United States is on course to add $20 trillion to the national debt, setting the total sum owed by American taxpayers at over $56 trillion. Every year we spend in the red, interest on the debt continues to accumulate, until by 2051, when interest alone will be the largest line item in the federal budget. Put simply, we are on a collision course with a total financial crisis, and Congress may only have a handful of chances left to turn back. To prevent a total collapse of the U.S. dollar and give the American people the opportunities they deserve, lawmakers must reform Medicaid. To do anything less borders on malfeasance. In the last five years, federal Medicaid spending has skyrocketed from $409 billion in 2019 to $618 billion in 2024, a 51% increase. Despite being 60 years old, a third of Medicaid’s growth has occurred in those same five years. And in the next decade, the Congressional Budget Office projects that Medicaid will cost more than $1 trillion annually, rivaling the size of Saudi Arabia’s current economy. Medicaid was never meant to be this expansive. Medicaid was meant to be a temporary bridge, not a final destination. You want to help your constituents? Give them the proper incentive structure to grow and thrive. Put them on the path to financial stability. We have a duty to safeguard taxpayers and ensure that Medicaid does not bankrupt us. We need to bring the rhetoric back into reality. Medicaid reforms are not the end of entitlement programs. They are a necessary step toward real solutions to address our nation’s debt crisis and secure the financial future of generations to come. By making targeted reforms, lawmakers can execute Pre… 1 2026-03-30T01:40:41Z 2026-04-07T00:15:27Z

Remarks From Congressman Harris: “The first question I always get asked is: “What is the Chairman of the House Freedom Caucus doing at a press conference about continuing resolutions? Well, I’ll tell you, the bottom line is that a continuing resolution is usually the first step to an omnibus bill. That’s why traditionally, the House Freedom Caucus is opposed to continuing resolutions. This continuing resolution is not. This is a continuing resolution that goes to the end of the fiscal year and therefore negates the need for any consideration of an omnibus bill. Second, this is the first continuing resolution in my fourteen years here that reduces the amount of spending while funding the military, funding Veterans, funding the Women, Infants, and Children’s program (WIC), and importantly, funding the deportation of criminal illegal aliens that are threatening our communities. I am 100% behind this continuing resolution.” 1 2026-03-30T01:40:41Z 2026-04-07T00:15:27Z

Statement From Congressman Harris: “It’s absolutely absurd that the Democrat-controlled Maryland General Assembly and Governor are trying to pin the blame for their disastrous state finances on President Trump. This is classic Democrat misdirection—create a mess, then point fingers at anyone but themselves. Back in November, impartial fiscal analysts warned the General Assembly about Maryland’s dire financial situation—a staggering $3 billion deficit just two years into the governor’s term. President Trump wasn’t inaugurated until January. So how exactly is he responsible for Maryland’s fiscal mismanagement? The truth is, Democrats in Annapolis have spent recklessly, taxed aggressively, and now they’re scrambling for a scapegoat. Instead of taking responsibility for their failures, they’re trying to shift the blame onto someone who had nothing to do with their financial meltdown. Maryland taxpayers deserve better than this kind of political spin.” 1 2026-03-30T01:40:41Z 2026-04-07T00:15:27Z

https://harris.house.gov/media/press-releases/congressman-harris-sends-letter-constituents-high-costs-energy-maryland Congressman Harris Sends Letter To Constituents On The High Costs Of Energy In Maryland 2025-02-19 2025 2025-02 Republican House MD Andy Harris H001052 harris.house.gov harris https://harris.house.gov/media/press-releases scraper Washington, D.C. – Congressman Harris, M.D. sent the following letter to his constituents in response to numerous concerns about the rising costs of energy in Maryland. The letter can be read below: Dear Friend, For the last four years, the Biden-Harris administration implemented anti-domestic energy policies, suspended oil and gas leasing on federal land, and enforced costly energy regulations. In Maryland, the General Assembly followed suit by passing their own version of the “Green New Deal Scam” and mandating utilities to add new taxes and fees to your power bills. The result? Marylanders are struggling more than ever to afford these unnecessary, sky-high energy bills. Nearly every day, my constituents call to inform me that their recent energy bills have increased resulting in staggering charges compared to previous winter seasons. This cannot continue. In Congress, I’m fighting to LOWER your energy bills. Last week, the House of Representatives passed the Protecting American Energy Production Act, which promotes domestic energy production and allows for fewer regulations on natural gas production. Since taking office, the Trump administration has made energy a focus; declaring a national energy emergency, promoting domestic fossil energy production, and rolling back red-tape regulations that increase energy prices. These actions will help energy production nationally but leaders in the Maryland General Assembly must ACT. They should no longer put “green new deal” policies above common sense. The Maryland General Assembly should also work expeditiously to halt the expected June 1, 2025, closures of the Brandon Shores and Wagner power plants, two of our last remaining in-state energy sources. Instead, the General Assembly is focusing their “Green New Scam” wish list on attempts to expand solar on rural and agricultural land. Leaders in Maryland should listen to their constituents; they should understand the frustration with high energy bills and the fact that this was brought upon them by the action… 1 2026-03-30T01:40:41Z 2026-04-06T23:42:11Z

Rollins graduated from Texas A&M University with a degree in agricultural development and earned her J.D. from the University of Texas. The Emergency Border Control Resolution budget represents part one of a two-step reconciliation plan. As outlined in the HFC “218 Plan,” this budget resolution provides instruction for $200 billion in new funding for President Trump to rebuild America’s military, secure our southern border and end the Biden immigration crisis. This increased spending is paired with instructions to committees to slash $486 billion in failed Biden policies and wasteful spending, resulting in $286 billion in real deficit reduction over 10 years. Furthermore, it will raise the debt ceiling by $4 trillion to give stability to the financial markets and ensure Democrats cannot use it as leverage against President Trump. This plan gives President Trump the urgent funding that he needs to secure the border and make America safe again, and we believe it can be done with 218 Republican votes in the House and is in-line with the plans put forward by Senate Republicans. “President Trump was elected with a mandate to close the Southern Border, stop the flood of illegal aliens, begin repatriations of those here illegally, and restore accountability to our government,” said Chairman Andy Harris. “The House Freedom Caucus has always believed that Congress must rapidly give the President the funds he needs to do this. Given the current delay in the House on moving a comprehensive reconciliation bill, moving a smaller targeted bill now makes the most sense to deliver a win for the President and the American people. I am proud to introduce the Emergency Border Control Resolution today to set the reconciliation process in motion in the House.” To read the bill click HERE 1 2026-03-30T01:40:41Z 2026-04-06T23:42:11Z

The North Atlantic Right Whale Vessel Strike Reduction Rule, originally published in the Federal Register in 2022, would have limited vessels larger than 35 feet from traveling faster than 10 knots (11.5 mph). Statement From Congressman Harris: “The withdrawal of the North Atlantic Right Whale Vessel Strike Reduction Rule is welcome news. After this rule was proposed, I listened to concerned watermen, recreational and commercial fishermen, charter boat captains, representatives from the fishing tournaments in Ocean City, as well as local elected officials who expressed that while preserving the North Atlantic Right Whales are an important environmental concern, the consequences of the proposed 10 knot speed reduction on the local boating industry would be severe. Boating is a recreational and commercial way of life for thousands of my constituents and I will always question the economic consequences of more government regulation -- especially if it harms our First District economy.” 1 2026-03-30T01:40:41Z 2026-04-06T17:10:36Z

We have put forward and shared with colleagues across the Republican conference a good faith proposal, outlined below as “phase one” in a two-step reconciliation strategy. We would quickly fund border security, modernize the U.S. military, cut spending by reversing some of the worst Biden policies, rightsize federal agencies and programs, and increase the debt ceiling for two years, while legitimately bending the spending curve down for the first time in decades. Our proposal is a Republican plan that we believe can reach 218 votes, that would also allow us to keep the ball on the Republican side of the negotiating field for defense and non-defense appropriations – while delivering wins and uniting the conference. We stand ready to consider any proposal, and to work with colleagues on their specific issues and negotiate in good faith on spending cuts necessary to make reconciliation actually result in deficit reduction, be it one bill or two. But we must not waste a single legislative day – and the rapid adoption of an approach such as this would accomplish many of our most important objectives quickly.
