The Ryerson Creek Outfall is a 12-acre site located on the shores of Muskegon Lake that has been contaminated with petroleum, metals, and polycyclic aromatic hydrocarbons. This GLRI funded project successfully dredged 10,600 cubic yards of contaminated sediment, removed over 2,000 tons of mill debris, and covered a two-acre area with clean sand.Along the Detroit River, EPA dredged approximately 13,000 cubic yards of contaminated sediment just downstream of the MacArthur Bridge that leads to Belle Isle. The EPA then isolated and stabilized the contaminated sediment with a cap made of clean material. The Great Lakes Restoration Initiative continues to successfully rehabilitate areas impacted by legacy pollution, said Congressman Bill Huizenga, Co-Chair of the House Great Lakes Task Force. Today's announcement by the EPA marks another critical step forward in the efforts to restore Muskegon Lake and the Detroit riverfront. The Great Lakes Restoration Initiative has played a leading role in strengthening the ecology as well as the economy of communities across Michigan. Too many small businesses are on the brink of closing up shop, and a critical cornerstone of this bill is extending the Paycheck Protection Program to help keep them open and workers on the job. This bipartisan legislation also includes resources to assist struggling Americans, safely re-open schools, and support our health care system and vaccine distribution efforts. While today's bill is not perfect, Michigan families in the midst of hard times cannot wait until the new year for relief. Help for Small Business After months of advocating for the release of Paycheck Protection Program (PPP) funds to help our small businesses, this package will reopen and strengthen the PPP. This package develops a process for a small business to receive a second PPP forgivable loan if the small business has less than 300 employees and can demonstrate a revenue reduction of 25 percent. The Appropriations Committee has failed to produce an extension for the balance of the Fiscal Year and to prevent a shutdown, we will likely pass a 7-day extension on Wednesday which will require a 2/3 vote for passage (thus no amendments can be offered and will not require a simple majority for passage). Funding continues therefore without increases or decreases at FY 20 levels. Hopefully an agreement can be passed completing the funding for FY 21 next week. As much as we may all prefer not to change our clocks twice a year (and we didn't in 1976 thanks to Jimmy Carter and the energy crisis), this couple week extension of DST beginning in November and reverting back come March was a successful bipartisan amendment that I passed as part of an energy bill years ago. We actually consulted the Naval Observatory for their wisdom on time relating to sunshine. The Department of Energy did a formal study showing that we as a nation do save energy (unless you sleep with the lights on) and the insurance industry shared with us data that we actually save lives and there are fewer auto accidents (most accidents occur at dusk, so by extending dusk another hour allows folks to get home from work in the light and thereby reduces accidents). And, yes, even crime stats are better as again, assaults, etc. are more likely to occur at night. By starting DST in March, the outdoor recreation industry (golf is a big one) and home garden folks have that extra hour of daylight to work outside in their yards, BBQ, or play golf. Thus, you can add an economic argument to the equation as well. And, when Sen. Ed Markey (D-MA) and I wrote the successful amendment, we allowed for states to opt out/in if they chose. Recently we have seen a rise in attacks against police officers across the country and even in West Michigan. This month, officers in Muskegon Heights responded to a domestic disturbance where two people were shot, one of them murdered. A police chase ensued when a deputy encountered the suspect driving the wrong way. When the deputy tried to apprehend the suspect while driving, he was fired upon. Multiple departments, working together were able to use a police cruiser to disable the suspect's vehicle. Unbeknownst to the officers, there was also a developmentally disabled woman in the back seat who was recused and brought to safety. This incredible story follows a weekend where 11 shootings took place in Grand Rapids. Despite all this, some of my colleagues still think that defunding the police is a good idea. I am here to tell you it is NOT. This will only hurt community policing initiatives for the very communities that need it the most. So, thank you to the incredible men and women who serve West Michigan.
