Stauber worked to secure this reappraisal after a 2018 appraisal reduced the value of these lands by 39 percent over the previous market estimate, which was completed in 2008, thereby drastically reducing the funds allocated to the three counties. While the new appraisal process is taking place, the USFS will continue to make payments to the impacted counties based on the 2008 appraisal. Of the reappraisal, Congressman Stauber stated, "For years, these funds have helped provide essential services like law enforcement, search and rescue, road maintenance, and construction of public schools in these rural counties. Such a dramatic decrease in funds could be devastating for many residents and tourists in these areas, which is why I made it a priority to help secure this reappraisal." The amendment consists entirely of previously agreed upon bipartisan reforms that reduce out of pocket spending, protect access to new treatments, improve price transparency and promote competition. Despite bipartisan support, the amendment was defeated by liberal Democrats in a 201-223 vote. Hagedorn voted against H.R. 3, a partisan bill that would impose government-controlled price-fixing on drugs risking future investments in medical research needed to develop new lifesaving drug treatments and therapies. The House passed this bill in a 230-192 vote. The Council of Economic Advisers estimates that over the next 10 years H.R. 3 would prevent up to 100 new drugs from entering the U.S. market, reducing Americans' average lifespan by an estimated four months. Additionally, the lack of new treatments and worsening health outcomes resulting from H.R. 3 could lead to economic costs exceeding $1 trillion in the ensuing decade. That number far surpasses any of the bill's projected savings. Lowering prescription drug prices is one of my top priorities. American taxpayers and consumers should not be subsidizing lower prescription drug prices overseas. We need price transparency and a One Drug, One Price' policy, so Americans do not pay more than Canadians, French and other industrialized nations for the same exact American-made drugs, said Hagedorn. Rep. Jim Hagedorn (MN-01) voted yea. Included in the final version of the legislation was an amendment authored by Rep. Hagedorn to help small businesses by directing federal agencies to pay small contractors faster, easing the financial burden and costs of unpredictable payments. The amendment codifies a requirement that agencies pay contractors within a goal of 15 days after receiving proper invoice. Codifying this payment schedule will prevent tampering by future administrations and give small contractors a level playing field with federal contracts. Small businesses depend on access to steady cash flow. Inconsistent and delayed payments can result in unpaid employees and stifle the growth of small businesses and the creation of new jobs. Assurance of timely payments helps small businesses to flourish and engage in federal contracts. This stability also encourages new vendors to join the federal marketplace increasing competition and reducing the burden on taxpayers, said Hagedorn.
