The rule was announced on December 18, 2020, and comments must be received by January 4, 2021. The Financial Crimes Enforcement Network’s (FinCEN) rule would require certain members of the cryptocurrency industry to submit additional reports and keep records relating to customer identities if transactions are made above certain thresholds. The additional data collection also pertains to unhosted wallets, which do not require a financial institution to conduct transactions. Congressman Emmer's letter requests a 60 day comment period for public and stakeholder input on the rule before it is finalized, and a potential delay of implementation to allow stakeholders to become compliant. “The blockchain industry and cryptocurrency innovations are constantly and rapidly evolving. Government frequently struggles to keep up. We owe it to this community to be fair, transparent, and open to stakeholder advice," said Emmer. "Our request is simple: allow additional flexibility for stakeholders to comment and advise our government on this proposal," Emmer concluded. Lynch (MA-08) and Rep. Tom Emmer (MN-06) introduced legislation, H.R. 8989, to require the Securities and Exchange Commission (SEC) to study the operational regulatory challenges and opportunities in the use of distributed ledger technology (DLT) in the post-trade clearing and settlement process. The legislation, which would require the SEC to produce two reports over two years to identify best practices, steps toward establishing international standards, and the implications of utilizing DLT systems. In studying these issues, the SEC is directed to work with both domestic and international stakeholders. “I am very hopeful about distributed ledger technology and its use in the clearing and settlement process. These studies will provide the necessary advancement and understanding of this outstanding technology, and will eventually allow for the implementation of these important upgrades. In order to lead in the global financial landscape, we must be exploring and innovating. It has been an honor to work with Chairman Lynch on the Task Force on Financial Technology, and this effort is a great example of the nonpartisan work Congress can advance to support fintech in the United States,” said Emmer. “Distributed ledger technology, like Blockchain, has the potential to make systems more efficient and more secure,” said Lynch. “Post-trade clearing and settlement is ripe for the kind of evolution that DLT offers. These studies will lay the groundwork for upgrades in our financial markets necessary to maintain the preeminence of the American financial system. I’m grateful for the work of Mr. Emmer on this legislation and am looking forward to working with the SEC to ensure confidence in the technology used in capital markets.” Representative Lynch is the Chairman and Representative Emmer is the Ranking Member of the Financial Services Committee’s Task Force on Financial Technology. This morning, Congressman Jim Hagedorn (MN-01) underwent an elective procedure to remove his kidney and surrounding cancerous tissues at Rochester's Mayo Clinic. According to the Congressman's wife, Jennifer Carnahan, the performing surgeon said the procedure was a success and Jim is resting comfortably. The following statement was written by Congressman Hagedorn just prior to his surgery: Jennifer and I are at the Mayo Clinic this morningfor my elective kidney resection surgery. For those wondering if this is good news, it is! A little over 23 months ago, I was diagnosed with advanced kidney cancer. Ever since, I've been receiving immunotherapy at Mayo. My body's response to the innovative treatments has been fantastic. The cancer has been beaten back, degraded, and is localized on the kidney. Because my condition improved so dramatically these past months and my other kidney functions just fine, doctors decided it was time to go in and remove the kidney, and by doing so, extract an estimated 99 percent of the cancer in my body. This doesn't mean I can quit fighting or am cured, but to make it to this point and be able to work hard and live a full life along the way is a mini-miracle. I am extremely fortunate. Patients don't fight cancer by themselves. They need lots of help. I appreciate my loving wife, Jennifer, being by my side every step of the way. I'm also grateful for my family, friends, staff, and so many others for their support, prayers, and encouragement. Ultimately, it's the healing hands of God, the Mayo Clinic, and the innovative immunotherapy that are pulling me through. Special thanks to my doctors, nurses, technicians, and other professionals at Mayo for all their concern and world class quality care. For those dealing with serious illness, keep fighting, don't give up! New cures are available virtually every day. And to those enjoying good health, please see your doctor regularly and get those annual cancer screenings. For most, early detection makes a huge difference. Jim Hagedorn (MN-01) today issued the following statement regarding needed reforms in the congressional appropriations and government funding process: "While imperfect, the COVID relief package is a necessary lifeline for small businesses, agriculture, and familiesin the midst ofstate government-imposed shutdowns, and they will receive billions of dollars in direct aid and loans. "Of course, the best recipe for the American people is to fully reopen our businesses, schools, and society. "I have been a relentless advocate for reopening Minnesota and have not been shy about standing up to Governor Walz. He has instituted a series of arbitrary decrees that have picked winners and losers and harmed many Minnesotans in a number of ways. Governor Walz should immediately relinquish his emergency powers and begin crafting policies with our state legislature. "The packagewe voted on earlier this weekis a result of negotiations led by the White House and congressional leadership. We arrived hereafter months of political stonewalling by Speaker Pelosi and aclosed-doorprocess orchestrated by her leadership. "Something that was particularly unseemly was how Speaker Pelosi combined the bipartisan COVID relief package with an enormous continuing appropriations bill that funded a huge number of federal agencies for Fiscal Year 2021, which ends September 30, 2021. "This has created some confusion by commingling coronavirus relief with programs like State Department funding and foreign aid. "President Trump has insinuated that he may veto the legislation unless excessive foreign aid spending is eliminated. I wholeheartedly support the President's effort to cut needless spending and will encourage Republican House leadership to fight for taxpayers. "This processand the Speaker's partisan games are simplyunfitting of the People's House.Moving forward, we must commit to regular order and an appropriations process with 12 separate bills subjected to the amendment process. This past Wednesday, Governor Walz announced that elementary schools would have the option to return to in-person learning in January. However, this action alone falls short of providing all Minnesota schools the necessary flexibility to quickly return to an in-person environment. The letter urges the Governor to do more to both promote and encourage a timely return to in-person learning at all levels. Recent reporting has detailed a dramatic increase of failing grades in Minnesota children. These impacts are also felt disproportionately among those learning English, and disabled or disadvantaged children. In Minnesota, there have been 389,171 positive coronavirus cases. Less than 3 percent (10,769) of those cases have been reportedly associated with PreK-12 buildings, and in the last two weeks, 68% of affected schools have reported only one case. The letter urges the Governor to follow a data-driven approach to schools, which if implemented would allow hundreds of thousands of children to return to an in-person educational setting that has proven to be a more effective learning environment. "As a father of seven, I have seen through each of my children the importance of socialization and in-person learning. As a Representative, I have seen the toll closed schools have had on children most in need of a quality education, their parents, and our economy. The Governor’s choice to ignore this data has kept the children of Minnesota from reaching their full potential and… | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:42:23Z |

Just two months ago, Speaker Pelosi was offered a proposal twice the size of today’s relief package but turned it down. I am pleased she has finally decided to come to the table and find agreement on behalf of the American people. “Today's vote provides $28 billion for vaccines and distribution and sends hundreds of billions more to reenergize the Paycheck Protection Program, helping employers and employees struggling to stay afloat under COVID-19 restrictions. This legislation supports our childcare providers to help parents eager to return to work and provides $85 billion in funding for schools and universities so they can safely reopen for in-person learning. It also fully funds programs designed to ensure mental health care access for farmers and rural communities and supports our Certified Community Behavioral Health Clinics who care for the mental health needs of the most underserved among us. Despite the many positive provisions in this legislation, it should not require lightning to strike twice for Republicans and Democrats to agree on the scope and nature of pandemic assistance for the American people. To that end, today’s vote combined needed relief with an unsustainable level of federal government funding – further increasing our country’s growing national debt. Congress must end the all too routine pattern of brinkmanship and find methods to pay for emergency funding without saddling our children with our unfunded promises. By working together, we can overcome this crisis and correct the fiscal course of our nation.” ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:42:23Z |

The legislation passed the House with broad bipartisan support and now moves to the Senate for consideration. Following the vote, Rep. Hagedorn issued the following statement: This relief package is much needed and long overdue. For months on end, Speaker Pelosi shamelessly withheld aid from the American people in order to deny President Trump a legislative victory and prop up her party's electoral prospects. Rather than working together to meet the needs of our constituents, Speaker Pelosi pushed a progressive wish list' of radical policies that have nothing to do with helping Americans overcome the pandemic. I am proud of the way our House Republican Conference held strong and secured a PPP extension, clarified an important small businesses tax deduction issue, and streamlined the process for businesses and banks to convert PPP loans to grants. Altogether, our commonsense relief policies will benefit American small businesses, farmers, workers, and families. While imperfect, this package will go a long way to help small businesses maintain operations, enable hardworking Americans to provide for their families, and position our frontline healthcare professionals to successfully fight COVID-19. As a member of the House Agriculture Committee and the House Small Business Committee, Congressman Hagedorn advocated for and supported the inclusion of several key provisions in the COVID-19 relief package, including: Extension of the PPP, along with tax deductibility for PPP expenses; Opportunity for businesses facing severe revenue losses to apply for a second draw PPP loan; PPP loan eligibility for 501(c)(6) organizations, such as local chambers of commerce; Nearly $50 billion to aid vaccine distribution and testing efforts in order… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Stauber made the following statement after the bill's passage: "Following the passage of tonight's relief package, my message to every American is this: more help is finally on the way. At the request of myself and my colleagues on the Problem Solvers Caucus, this package includes commonsense provisions to unleash more Paycheck Protection Program funds, end surprise medical billing, facilitate the safe reopening of schools and childcare centers, expand broadband services, address the dramatic rise in substance abuse, and assist with the rapid deployment of vaccines. I am proud to have played a role in crafting this legislation's framework and I look forward to seeing countless Americans benefit. "However, this agreement is long overdue. For months, I joined many of my Congressional colleagues in calling on Speaker Pelosi to work across the aisle and bring up bipartisan legislation to address the American people's urgent needs. A virus that impacts our entire way of life calls for a bipartisan response, so I am happy that Speaker Pelosi finally set aside her list of partisan demands and focused on reaching an agreement on commonsense COVID relief. "While the passage of this bipartisan relief package is a monumental step in the right direction, we are not yet out of the woods. The enormity of this bill points to the obvious – America needs to get back to work and our economy cannot continue to take these endless shutdowns. As more federal funds and vaccines are distributed across the state, I along with an overwhelming majority of my constituents will continue to pressure the Governor to allow our small businesses and schools to safely reopen. It's past time for the Governor to level the playing field and allow our small businesses to play by the same rules as major corporations." Election laws across several states were amended or suspended in the closing months of the 2020 election by acts of state officials and courts, not state legislatures.I joined 125 of my colleagues and signed onto the amicus brief because I believe the Supreme Court should consider the Texas case on constitutional grounds to ensure that all U.S. citizens are treated fairly and the election was conducted in accordance with state laws, said Hagedorn. The state legislatures in Georgia, Wisconsin, Arizona and Pennsylvania should be empowered to elect electors or refuse to elect electors based upon the law and following the U.S. Constitution, Hagedorn added. The investment will be provided to the Mentorship, Education, and Drug Awareness (MEADA) Coalition of Wright County. The coalition will use the funds to assist in their mission to conduct local efforts to combat drug abuse. "Ensuring our youth are drug free is an important step in building up the future of our nation. In order for these young Minnesotans to thrive, it's our responsibility to guarantee a safe and healthy environment for them to do so," said Emmer. Emmer concluded, "Seeing the outstanding work taking place in Wright County to combat drug abuse in young adults is inspiring, and I hope this significant investment will allow them to continue these efforts. I am grateful to the White House Office of National Drug Control Policy and the Centers for Disease Control and Prevention for this strong investment in Wright County." “We are making a concerted effort to focus on mentoring our youth and working with our schools on drug/alcohol prevention and education. This Grant will allow us to move in this direction. We are not going to solve the drug/alcohol issues facing our society simply by arresting and prosecuting. We need prevention and educational programs and this Grant will help in our efforts. We are both thankful and grateful we were a recipient of the Drug Free Communities Support Program Grant,” said Tom Kelly, Wright County Attorney and MEADA Chair The coalition will engage young adults in 6th through 12th grade with community engagement and events. The coalition aims to eliminate the use and abuse of marijuana, tobacco, and alcohol in young adults. This grant award was provided by the White House Office of National Drug Control Policy, in partnership with the Centers for Disease Control and Prevention. ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:42:23Z |

Through $11.2 billion in total loans to more than 100,000 small businesses across the state, the PPP has been critical to sustaining Minnesota's economy and workforce since the onset of the pandemic. It's unacceptable that Democrats continue to stall and play politics while small businesses fight just to keep their doors open. While Speaker Pelosi is dithering, Minnesotans are hurting, said Hagedorn. In August, House Republicans fought to free up $138 billion in unspent Paycheck Protection Program funds and permit small business to take out a second loan under the program. Unfortunately, not one of our Democrat colleagues joined us in the effort, and the American people are suffering as a result. On July 22, the Office of the Comptroller of the Currency (OCC) issued an interpretive letter which clarified that national banks may provide custody services for crypto assets. Congressman Emmer’s letter urges the SEC to develop similar clarifications necessary for financial entities under their jurisdiction to provide custody services of digital securities, and enable FINRA to approve broker-dealer applications that meet these requirements. Establishing this regulatory guidance would create a level playing field for financial institutions, and provide the financial technology industry with the confidence to develop innovations in America. Additionally, it would expand the market of financial services so Americans can have greater choice and control over their financial futures. "I was heartened to see the OCC take a lead on this issue, and I encourage the SEC and FINRA to follow suit. We know that strong financial markets attract investment and facilitate capital formation. To foster the digital asset industry in the United States, we need action now," said Emmer. Emmer continued, "Regulators under this Administration have been open and willing to support new technologies. However, it is still critical that they continue to keep up with the pace of innovation. With these important steps, we can cultivate a regulatory environment that supports financial innovations and will foster investment and competition in the United States." Congressman Emmer's letter urges the SEC to take three important actions: First, issue a formal clarification that banks may act as good control locations for the custody of digital securities. Second, advise FINRA on the specific criteria that must be met for broker-dealers to custody digital securities for their customers and for their own account. Third, instruct FINRA to approve broker-deale… | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:42:23Z |

Senator Tina Smith and Representatives Tom Emmer (MN-06), Jim Hagedorn (MN-01), Angie Craig (MN-02), Betty McCollum (MN-04), Ilhan Omar (MN-05), Collin Peterson (MN-07), and Pete Stauber (MN-08) have also sponsored the legislation. Senators Kevin Cramer (R-ND) and John Hoeven (R-ND) joined as original cosponsors as Ramstad was born in North Dakota. Representative Phillips holds the seat Ramstad once held. “Minnesota has lost a friend and hero - former Representative Jim Ramstad. He was a faithful public servant whose personal struggle with addiction guided his life’s work to help those struggling with substance abuse and mental health,” Klobuchar said. “He was a true mentor to me on how to work with both Democrats and Republicans to get things done. Renaming the Wayzata post office in Jim’s name will allow Minnesotans to remember Jim for generations to come.” “Jim Ramstad served the people of Minnesota’s Third District – first as a citizen, then as a state Senator, then as a U.S. Congressman – for three decades,” Phillips said. “I am humbled to serve the very same community as he once did, and continue to look to his example for inspiration. His work leading the passage of the Paul Wellstone Mental Health Act was a powerful display of bipartisan leadership that has helped millions of families access the health care they need. Renaming the Wayzata Post Office in his name is a small gesture, but one I hope will add to the growing symphony of affection for the man who left a remarkable legacy in our community, our state, and our country.” Representative Jim Ramstad served in Congress from 1991 until 2009. While we appreciate previous COVID-related legislation in the House of Representatives addressed this important issue, we request Congress restore deductibility before the end of the year. If this notice is not corrected, the regulatory decision will damage the lasting success of the PPP program and hinder the small business economy's recovery from this crisis, the lawmakers wrote. The Paycheck Protection Program has been critical to the ability of small businesses across the country to maintain operations and keep Americans employed during the COVID-19 pandemic. However, as businesses are struggling to stay open through increased restrictions and statewide lockdowns, they simply cannot afford the surprise tax increases they will face if we do not restore deductions, said Hagedorn. Hagedorn voted in favor of the NDAA, which passed the House by a vote of 335-78. Once passed in the Senate, the bill will move to the president's desk to be signed into law. My bill expands opportunities for small businesses to compete as prime contractors for federal contracts. By enhancing access to the marketplace, we will incentivize small businesses to enter or rejoin the federal contracting community, and, as a result, federal agencies and the American people will benefit with increased efficiency and improved service, said Hagedorn. In addition to increasing competition in the federal contracting marketplace, this year's NDAA provides an array of pro-defense policies and authorizations to rebuild and strengthen America's Armed Forces. As a champion of Peace Through Strength,' I'm pleased the legislation provides increased resources to America's troops at home and abroad, modernizes U.S. weapons systems, and continues to assure America's military superiority over adversaries such as China, Russia and North Korea. While I do not support every line item of this bill, I am proud to support this bipartisan measure that promotes America's long-term security interests and the well-being of our military heroes and their families, Hagedorn added. H.R. 5146, which Hagedorn introduced alongside Rep. Dwight Evans (D-PA) and passed the House as a standalone bill on January 8, 2020, works to remove barriers to entry for small businesses looking to compete for federal prime contracts by requiring contract officers to consider relevant past performance and subcontractor experience of these companies. "As the nation faces unprecedented economic challenges, and our fight against the opioid epidemic continues, this funding from the Department of Labor is a vital resource for Minnesota's workforce," said Emmer. "Whether it’s dealing with the employment challenges resulting from the ongoing COVID-19 outbreak, or closures of major businesses like Electrolux in St. Cloud, I am committed to ensuring that individuals who experience job loss receive the support and assistance they need to rejoin the workforce and have stable and reliable employment." The U.S. Department of Labor issued an opioid-crisis National Health Emergency Dislocated Worker Grant to Minnesota for $1,368,421 to train 200 displaced workers. A portion of the funds, $800,000, will support disaster-relief jobs and provide employment services to Minnesota communities who have been impacted by the health and economic effects of opioids. The project will offer peer-support counselors who will work with individuals impacted by opioid use, helping them recover, rehabilitate, and return to the workforce. Employment and training services will also be offered to assist these Minnesotans. The program will operate throughout 46 counties in central and southeast Minnesota. ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:42:23Z |

The Leech Lake Band of Ojibwe and Lake Country Power, Beltrami Electric, and Crow Wing Power signed a Memorandum of Understanding to accompany the legislation, ensuring access to easements and rights-of-way for maintenance remain when the land is transferred. Of this legislation, Congressman Stauber stated, "Back in the 1950's, the Secretary of Agriculture wrongly claimed land belonging to the Leech Lake Band of Ojibwe. Today, I was proud to help advance legislation that would right this wrong. This legislation is a win-win for everyone involved as it would not only return ownership of the land back to the Band, but it will also help continue the safe delivery of power. Since hearing about this issue, I have worked with both the Band and rural electric cooperatives to find a solution and I'm happy that we are one major step closer to a resolution." This is a huge step forward in access to care for those in need of group psychotherapy, home visits, and even care planning services. As a long-time advocate of telehealth services across Minnesota, including vital mental health services, this action will help Americans across the country benefit from these innovations," said Emmer. "Telehealth is the future of health care and a practical necessity during this time. We must begin to integrate it when appropriate in order to serve everyone where they are. Minnesota is both an expansive state that will greatly benefit from telehealth, and a leader in developing medical breakthroughs that deliver timely and quality care. Health care access must be expanded through the use of telehealth, and I applaud CMS for doing their part to ensure those in need get the care they require,” Emmer concluded. Congressman Emmer is the author of the Abby Honold Act, and this initiative by the Department of Justice would mirror the nonpartisan legislation, which passed as an amendment to the Violence Against Women Act in the House of Representatives. "Victims of sexual assault and trauma deserve immediate support. Abby Honold was a student at the University of Minnesota when she reported her rape to the police and investigators. Her case ended with the prosecution of the perpetrator, but only because of Abby's bravery and the Forensic Experiential Trauma Interview (FETI) interviewing method that the nurse who cared for Abby utilized." Emmer said. Emmer continued, "We now have a better understanding of the science of the brain, which often copes with traumatic experiences by shutting down portions, like the pre-frontal cortex. We also know this can cause a victim of trauma to have difficulty in recounting specific details of the crime. The interview technique used by Abby's nurse, Linda, was what allowed Abby to remember. This technique prevents re-traumatization and ensures law enforcement get the accurate information they need to properly investigate and eventually, secure a prosecution." Emmer concluded, "The Department of Justice can take steps to implement this program, and provide resources nationwide to expand training to care for victims of sexual assault. I hope the DOJ will take immediate action on this important initiative. For Abby, and for the thousands of victims who experience trauma, this is a key part of their recovery process. This will help provide accountability and transparency for veterans and their families while under the VA’s care. The House of Representatives also passed the Department of Veterans Affairs Website Accessibility Act this week, which will study VA websites to ensure they are accessible to those with disabilities. Congressman Emmer is the author of the Same-Day Accountability Veterans Enhancement (SAVE) Act to ensure the VA has accountability mechanisms in place to successfully offer same-day physical and mental health treatment to veterans in need. ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:39:51Z |

This bicameral, bipartisan Caucus was launched in February of this year to bring Congressional attention to new biomedical innovations and advance policies that help American patients affected by cancer and other devastating diseases. The emergence of personalized medicine emphasizes that the approaches to health care should be as diverse and individualized as the patients it serves. "Pharmacogenomics, or PGx testing, is the answer to an ongoing and pervasive problem for our health care delivery system. If we can provide information to the clinician that will enable them to prescribe safer drugs for patients, we can ultimately save lives - and we must utilize this tool," said Emmer. Pharmacogenomics uses information about a person's genetic makeup to choose the drugs and doses that are likely to work best for that particular person. PGx involves a combination of the science of how drugs work (pharmacology) with the science of the human genome (genomics). Emmer continued, "This tool is ready and available now. We should be finding ways for this to be broadly adopted. It will help all Americans, but mainly, those who take more medications like seniors, veterans, and vulnerable individuals who need medications that do not negatively interact with each other." Today's briefing focused on pharmacogenomics and the high rate of patients suffering and even dying as a result of their prescription medications. Currently, adverse drug reactions kill someone every two minutes. 99% of the population has a genetic variant that impacts how their body responds to a pharmaceutical drug, and more than 91% of the population is unable to process medications in the way that they are intended. Emmer concluded, "As we continue to combat the COVID-19 outbreak and its impact, these medical innovations would optimize their prescription needs and serve them more efficiently. Today, during debate on the House Floor, a motion was made to bring up three additional funding bills for consideration, including Congressman Stauber's police reform funding bill. The motion was blocked on a party line vote of 227-169. Following this vote, Congressman Stauber stated, "It is unfortunate House Democrats have once again blocked my efforts to bring police reform legislation to the Floor. As the American people continue to suffer from this health crisis and subsequent economic disaster, they also continue to call for justice for their fellow Americans. We are back in Washington, D.C. after seven weeks, and not one item on the Speaker's agenda is an answer to the American people's call nor provides them with relief. I am disappointed with this blatant display of partisanship. Both sides of the aisle must get back to work to deliver results and relief for the American people." Prior to the vote, Congressman Stauber spoke on the House Floor about the need for Congress to get to work and deliver results for the American people. Watch his full remarks HERE. Producers must sign up for either program by December 11, 2020. "I supported the 2018 Farm Bill because of important programs like the DMC, and funding for the Farm and Ranch Stress Assistance Network (FRSAN) from my STRESS Act, which allocated mental health resources to our agriculture communities. I hope dairy producers will take advantage of the assurances the DMC program offers during these uncertain times," said Emmer. The DMC program, created by the 2018 Farm Bill, offers dairy farmers market protection when the difference between the milk price and the average feed cost falls below a certain dollar amount selected by the farmer. Enrollment for the program for 2021 ends Friday, December 11, 2020. Learn more information about the program. Emmer continued, "Our agriculture community worked extremely hard to keep the supply chain moving and produce for the American people. However, losses were incurred by many farm operations. For those who have suffered losses, the Coronavirus Food Assistance Program has launched a second round of this vital assistance." President Donald J. Trump and Agriculture Secretary Sonny Perdue expanded CFAP after Congress authorized funding for the program in the CARES Act, which Congressman Emmer supported. CFAP 2 will provide producers with financial assistance to offset the losses incurred due to the COVID-19 outbreak. You can apply for CFAP 2 by visiting. "Congress came together in a non-partisan fashion to pass the CARES Act and provide eligible Americans with assistance during this trying time. Americans and struggling families in need have the opportunity to claim their benefits, but they must do so soon. If you do not normally file taxes and have not received your Economic Impact Payment, please register today," said Emmer. Eligible Americans are those who have not already received their Economic Impact Payment, do not typically file a tax return, are not required to file a tax return, or certain benefit recipients who got an EIP for themselves but need to provide information about a non-beneficiary spouse or qualifying child. For those who do file a tax return, including low- and moderate-income workers and families claiming the Earned Income Tax Credit, Child Tax Credit, or other tax benefits, are not eligible to utilize the tool. Emmer concluded, "If you or someone you know is experiencing difficulty navigating the IRS, or is having any issues with a federal agency, please do not hesitate to contact my casework staff to assist you. We are always here and ready to help." All Americans can use the Get My Payment application to check the status of their payment. The designation of "Payment Status Not Available" will be visible until the payment is scheduled to be issued. The Streamlining Advanced Biofuels Registration Act would help biofuels plants cut through red tape in order to increase production of cellulosic biomass into renewable fuels. "This legislation is an important step toward improving clean energy technology and efficiency with the help of corn producers and the ethanol industry, said Congressman Hagedorn. By forcing the EPA to make timely decisions on these applications, we are opening new markets that will power southern Minnesota communities and the nation's economy. I'm extremely pleased to work in bipartisan fashion with Congresswoman Bustos on this important initiative." Reducing greenhouse gases while investing in renewable fuels means we must take steps to help our biofuels producers utilize every available fuel source, while supporting our corn farmers, said Congresswoman Bustos. That's why I'm proud to introduce the Streamlining Advanced Biofuels Registration Act with Congressman Hagedorn. By cutting red tape and ensuring that producers receive a timely response from the EPA, we can encourage the use of cellulosic biomass in low-carbon, renewable fuel production and continue to create cleaner, more environmentally-friendly fuels. The Renewable Fuel Standard requires energy producers to utilize low-carbon, renewable fuels. Cellulosic biomass, a non-food product that can be used as an energy source, can be utilized to produce low-carbon, renewable fuels with a 60 percent reduction on greenhouse gas emissions, compared to nonrenewable fuels. The increased use of cellulosic biomass to produce renewable fuels could greatly reduce the amount of greenhouse gases released into the environment. However, in order to process cellulosic biomass under the Renewable Fuel Standard, the Environmental Protection Agency (EPA) must approve applications on beh… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Following the passage of the CARES Act in March, Minnesota received $1 billion, yet millions of those funds sit idle. Stauber stated, "Minnesota is experiencing concerning spikes in COVID-19 cases. This is an alarming trend that we must take seriously to ensure the health and safety of all Minnesotans. With that being said, I, along with many of my constituents remain concerned with the impact these blanket restrictions could have on small businesses. "For many of Minnesota's businesses, the Governor's new restrictions may be the devastating setback from which they never recover. Now that the Governor has closed these businesses for four weeks, he has a responsibility to help them get through this crisis. Therefore, I urge Governor Walz to heed our advice and distribute the millions of dollars in unallocated federal funding to the businesses and employees impacted by his statewide shutdown." The letter reads (in part): "Over the last several months, Minnesotans have worked tirelessly to save their businesses, reemploy staff, and restart our economy. Now, Minnesotans are scrambling for their livelihoods once more, even as funds sit idle that should provide them relief and security. "As you force Minnesotans to close their businesses, we request that you immediately use the CARES Act money to provide Minnesota's small businesses financial relief. Small business owners bear the cost of your new restrictions and it is imperative that these funds are used to assist them in their most dire hour." Many of these facilities are suffering financially because of decline in occupancy rate. Of this request, Congressman Stauber stated, "While COVID-19 has impacted countless Americans, our senior citizens are most threatened by this virus. Many of these seniors live in senior living facilities, where staff are working tirelessly to protect and care for them. It is imperative we help our seniors and their dedicated caregivers, which is why I am working to distribute unallocated funds to help these facilities recover and continue their important work." The letter reads (in part): "Senior living communities currently estimate COVID-related losses to total $15 billion. These losses are long-term, compounding, and unsustainable. Unlike other providers, whose losses were felt in the earlier days of this pandemic (due to loss of elective procedures), the senior living industry is suffering its most significant losses now and these losses will only be compounded in the future. This is due to the sharp decline in occupancy rate. Many providers are reporting declines in admissions of 75% compared to the same period in 2019. In fact, assisted living occupancy fell to a record low in the second quarter of 2020. "Such devastating losses are not sustainable and will dramatically impede the ability of these facilities to administer long-term rapid-testing and vaccinations. Therefore, senior living communities must have the financial resources to procure tests and acquire the requisite PPE and staff to effectively implement widescale testing. We urge you to allocate unused Provider Relief Fund monies, immediately, to provide assisted living communities with much needed support." "Across the nation, COVID-19 has threatened the lives of our aging Americans. The elderly who live in senior living communities are the most vulnerable and at risk population. For many of these individuals, assistance is required to accomplish daily tasks. We must prioritize unallocated funds to help these communities. Especially in our state, these facilities need our support now, and they will also need it in the administration of rapid-testing and possible future vaccines," said Emmer. "I was encouraged by the Administration’s recent announcement to prioritize and deliver rapid response antigen tests to assisted living communities. However, more must be done to help these facilities recover. In addition to the unacceptable rate of infections and deaths, they have suffered financial losses and need assistance to continue offering vital care," Emmer concluded. Background: Senior living communities currently estimate COVID-related losses to total $15 billion. In many cases, this is due to the sharp decline in occupancy rate. However, these facilities have only received 1.7% of the original Provider Relief Funds available, while hospitals and nursing homes have received 83%. Many providers are reporting declines in admissions of 75% compared to the same period in 2019. Minnesota has 908 senior living facilities, and their ability to administer long-term rapid-testing and future vaccinations has become nearly impossible with these losses. Congressman Jim Hagedorn (MN-01) today issued the following statement in response to Governor Tim Walz unilaterally extending his emergency powers and imposing further harmful restrictions on Minnesota small businesses. More over-the-top, arbitrary decrees from Governor Walz. Instead of imposing more restrictions on Minnesotans and further bankrupting restaurants and bars, Governor Walz should do the right thing and give up emergency powers and work hand-in-hand with state legislators. Trust me, Governor Walz is ready to go after hospitals, small businesses, schools (and sports), and churches all over again. His track record is miserable and the data he uses to justify decisions are consistently overly pessimistic and grossly inaccurate. This latest move will not be widely popular, especially in southern Minnesota. These lockdowns are exactly the wrong way to deal with coronavirus and it's a travesty for one person (who refuses to share power with the legislature) to micromanage our lives and livelihoods. This is what socialism looks like. Remember, roughly 70 percent of Minnesotans who have died from or with coronavirus are people in long-term care facilities. Pathetically, Minnesota leads the nation in this statistic. The Governor and his administration should do a better job protecting the most vulnerable, especially our elderly, and let those who are younger and healthier go about their business and utilize personal responsibility and best judgement. Coronavirus can absolutely be a serious ailment, but most have a 99.9 percent chance of full recovery. Meanwhile, lockdowns are causing all sorts of medical, economic, psychological and addiction problems that are not fully factored in by governors, like Walz, who keep imposing lockdowns. Jim Hagedorn was elected in 2018 to represent Minnesota's First District in the U.S. House of Representatives. He grew up on his family's grain and livestock farm near Truman. Emmer is the author of the STRESS Act, which reauthorized the Farm and Ranch Stress Assistance Network (FRSAN) to give states resources to provide mental health services for farmers, ranchers, and rural communities. He ensured full funding of this program in the 116th Congress. Emmer is also the author of the Expanding Access to Inpatient Mental Health Act, which would eliminate a loophole that limits mental health treatment. Under current law, some patients can be forced out of psychiatric facilities, called Institutes for Mental Disease (IMD), for days at a time, with the individuals needs left unmet. This legislation would eliminate the arbitrary 15-day cap for individuals who need to stay longer to receive life-saving care. A cornerstone of Rep. Emmer's work has focused on mental health care access and expansion. You can read more about his work. Rep Emmer: “Mental illness is an American crisis" "Mental illness does not discriminate based on age, class or ethnicity. It affects all segments of our society, and yet it still carries an unnecessary stigma. Everyone knows someone whose life has been marred by suicide, depression or mental illness. According to the National Alliance on Mental Illness, nearly 1 in 5 adults experience a mental illness. Especially in Minnesota, we often do not talk about these struggles, or lend much-needed emotional support when it’s needed. Perhaps the most insidious problem is the misconception that only severe mental illnesses require of treatment. Like any health condition, a mental illness can quickly worsen without professional intervention — yet less than half of adults affected ever seek treatment. Over the course of my time in Congress, I have made improving access to mental health care a top priority. This begins with assisting those who need care the most. Scalia in Defense of Rochester Workers | 2020-10-29 | 2020 | 2020-10 | Republican | House | MN | Jim Hagedorn | H001088 | hagedorn.house.gov | legacy | ROCHESTER, Minn. Congressman Jim Hagedorn (MN-01) today wrote a letter to U.S. Department of Labor Secretary Eugene Scalia asking him to investigate the legality of a California-based company threatening to close its three Rochester facilities and layoff nearly 500 workers if they do not renegotiate their less than one year old contract. Last December, employees of Crenlo Engineered Cabs in Rochester signed a labor agreement to last until 2024. Crenlo's parent company is now threatening to impose changes as soon as November 1 if the workers do not renegotiate their contract to include reduced scheduled pay raises, adjustments to health and dental plans, and revisions to overtime and holiday pay calculations. The company has also refused to pay for accommodations for the union to hold a vote to renegotiate at an offsite facility that allows for proper COVID-19 precautions. "The conduct of Angeles Equity Partners is, at the very best, unreasonable and indecent, andquite possibly illegal. In a time of such uncertainty, when so many Minnesotans are struggling to make ends meet, it is our obligation to do all we can to protect and preserve the livelihoods of our honest, hardworking Americans and their families. That is why I am requesting that the U.S. Department of Labor step in and thoroughly examine this situation to ensure that all rights and legal protections of the Crenlo employees in Rochester are upheld and exercised through each step of this process, wrote Hagedorn. Congressman Hagedorn also discussed this matter personally with Secretary Scalia and hand delivered him the letter during the secretary's visit to Le Center today. The full letter can be read here. Jim Hagedorn was elected in 2018 to represent Minnesota's First District in the U.S. House of Representatives. He grew up on his family's grain and livestock farm near Truman. Jim's father, former U.S. Congressman Tom Hagedorn (MN-02), grandfather, and great-grandfather were all southern Minnesota farmers. In doing so, the FWS has rightfully returned management of the gray wolf to the states, who have been pivotal to the species' recovery. As a leader on bipartisan House legislation to delist the gray wolf, Congressman Stauber made the following statement applauding the decision: "Today's announcement is long overdue, as scientists agree the gray wolf has been recovered for years. Since arriving in Congress, I have heard from concerned constituents on this issue, including farmers who have lost thousands of dollars' worth of cattle, sheep, and even pets to gray wolves along with our deer hunting community who have seen whitetail deer herds decline. Our farmers deserve to defend their livelihoods and passing along the hunting tradition to future generations is critical, which is why I have long fought to delist the gray wolf. Therefore, I applaud Director Skipwith and Secretary Bernhardt for returning species management to where it rightly belongs: the states. Now, I look forward to seeing the experts at the Minnesota Department of Natural Resources reinstate a science-based wolf management program like we had in previous years, giving both our farmers and hunters peace of mind." Throughout his time in office, Congressman Stauber has worked across the aisle and introduced several pieces of legislation to restore state control of gray wolf populations. In addition to Congressman Stauber, the following organizations made statements applauding this decision: Allison Vanderwal, Executive Director of the Minnesota State Cattlemen's Association stated, "The Minnesota State Cattlemen's Association is excited for the announcement of the delisting of the Gray Wolf. The Guardian of Small Business award is presented to Members of Congress who vote to help small businesses on issues that matter most to them. Upon receiving the award, Congressman Emmer issued the following statement: "Over 99 percent of American businesses are classified as small businesses, which is why I am proud to be named a Guardian of Small Business by the NFIB,” said Emmer. “I will continue to fight for our small businesses, especially as they face unprecedented challenges and forced closures. Entrepreneurs deserve the chance to thrive, and their government should not stand in the way.” Emmer concluded, “I proudly cosponsored the Paycheck Protection Program Flexibility Act, which extended the ability for businesses to use funding to pay their employees as well as streamline the process for forgiveness of these loans. Unfortunately, additional support for these lifelines of our economy have been rejected by Democrats. In the last two months, House Republicans have tried 39 times to give small businesses access to leftover funds from the Paycheck Protection Program, but it has been blocked by Speaker Pelosi every time. It’s imperative that we provide this targeted relief now. I will continue to fight for our Main Street businesses and small businesses across America.” “The NFIB Guardian of Small Business Award is awarded to lawmakers who small businesses can truly count on,” said Kevin Kuhlman, NFIB Vice President of Federal Government Relations. “These Members of the U.S. House of Representatives are dedicated supporters of the key issues that our members are concerned about and have proven themselves to be real champions for small business. "Minnesota Farm Bureau appreciates Representative Emmer’s commitment to supporting farmers, ranchers and rural communities which has been evident through the votes he has taken during the 116th Congress,” said Minnesota Farm Bureau President Kevin Paap. “From supporting agriculture through financial and emotional challenges, to being a vocal champion on trade, he understands and recognizes the importance of agriculture to all of Minnesota and we look forward to continuing to work with him on issues impacting rural Minnesota.” “The American Farm Bureau Federation gives the Friend of Farm Bureau award to members of Congress who have supported Farm Bureau’s position on policy issues, as demonstrated by their voting records, and who were nominated by their respective state Farm Bureaus and approved by the AFBF Board of Directors,” stated American Farm Bureau Federation Vice President of Public Affairs Paul Schlegel. HHS’s new guidelines require providers to use net operating income to calculate lost revenue – therefore increasing calculation complexity and potentially forcing hospitals to send much needed grant money back to the government. "The COVID-19 pandemic has strained our health care providers to unprecedented levels and legislation such as the Coronavirus Aid, Relief, and Economic Security (CARES) Act was designed to offer relief in part by appropriating $100 billion to the PRF. As the 133rd Airlift Wing, stationed at the Minneapolis-Saint Paul International Airport and serving the entire state including the Duluth Air National Guard Base, could be affected by the potential reductions, the delegation is coming together in a bipartisan manner to ensure that the Minnesota Air National Guard will be able to continue its critical C-130 mission, including supporting humanitarian and disaster relief missions, such as assisting in the coronavirus (COVID-19) response. “We are concerned that the Air Force is considering reductions in the size of the fleet in ways that could impact readiness and mission capability—particularly for the Air National Guard. For Fiscal Year 2021, the Air Force proposed to reduce the fleet from 300 to 287, with the reduction of 13 aircraft all coming from the Air National Guard. Furthermore, it is our understanding that the Air Force, using a future Mobility Capabilities Requirement Study, is planning to reduce the C-130 fleet to 255 aircraft,” the lawmakers wrote. “We are also concerned that the current criteria for making decisions regarding recapitalization could have a disproportionately negative impact for high performing units like the Minnesota Air National Guard. The project also includes a reconfiguration of the U.S. Highway 10, Minnesota Highway 47, and U.S. 169 Interchange. The legislation would protect Americans 59 ½ years or older when they dispose of assets like a house, a business, or stocks. The measure would make it clear that taxes are not due on gains that are simply due to inflation. This will help to ensure that individuals are only paying capital gains on real increases in the value of an asset, allowing them to keep more of their own money for retirement. “Retiring Americans should not be penalized for investments that are designed to financially secure their retirement. Regressive taxes like inflation hit low-income Americans the hardest,” said Emmer. “I am proud to reintroduce the Retirement Inflation Protection Act to bring relief, especially now, to those seeking a comfortable retirement after their many years of work. This legislation will create a safeguard for retiring Americans’ hard-earned assets, while enabling them to be more self-sufficient. I look forward to continuing work on securing everyone’s financial security, especially those headed into their golden years.” “AMAC is proud to support this important legislation. Millions of seniors have been saving for retirement for decades, the Retirement Inflation Protection Act will ensure that they are not penalized for decades of inflation when it comes time to pay taxes. Increasing retirees’ buying power is good for the economy and good for seniors.” - Bob Carlstrom, President of AMAC Action the advocacy arm of the Association of Mature American Citizens "No one should have to pay taxes on inflationary capital gains. Congressman Emmer’s bill should be applauded for protecting American seniors from the inflation tax on their life savings,” said Grover Norquist, President of Americans for Tax Reform. ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:34:36Z |

Today, Congressman Jim Hagedorn (MN-01) joined U.S. Department of Agriculture (USDA) Secretary Sonny Perdue and agriculture stakeholders from Minnesota and Iowa at the Trail's Travel Center in Albert Lea. During the event, USDA announced Higher Blends Infrastructure Incentive Program (HBIIP) grants that will help small businesses like Trail's expand the use of E15 and help promote American energy independence, increase the private sector supply of renewable fuels, and expand access to affordable, clean fuel across southern Minnesota and the nation. "In the First District, we have 11 ethanol plants and two biodiesel facilities that create demand for corn and soybean production and contribute a great deal to our southern Minnesota way of life. They serve as major employers for our residents, help power our rural communities and, along with farmers and other agri-businesses, are a driving force in the economy. "The HBIIP initiative announced by Secretary Perdue will do a great deal to increase demand and keep our biofuels industry strong as we continue rebuilding our economy. "Thanks to Secretary Perdue and his team at USDA for their terrific work implementing this program and for working with me to uphold the Renewable Fuel Standard, said Hagedorn. In his speech, Secretary Perdue reaffirmed his commitment to upholding the Renewable Fuels Standard (RFS) and putting a stop to small refinery exemptions (SRE): "Those small refinery waivers are absolutely off the table. 15 billion gallons will be 15 billion gallons, and that's good news for our Ag sector, said Perdue. Later, the secretary added that he enjoys working with Congressman Hagedorn to help farmers sustain operations and promote rural economic development." Watch Rep. Each year, the Congressional Coalition on Adoption Institute (CCAI) selects families across the nation who have demonstrated a commitment to improving the lives of children in need of permanent, loving, forever homes. The Yagers are being honored this year for their enduring fight and sacrifices to adopt their daughter, Olivia. "This morning, I had the distinct honor of virtually meeting a special family in Minnesota’s Sixth Congressional District. Markus, Sarah, and Olivia Yager became a family through a long and difficult process. I commend the Yagers for going above and beyond to adopt Olivia, and doing everything in their power to create a loving home for a child in need,” said Emmer. Background: Markus and Sarah Yager started their adoption process in 2017. A year and a half later, they were matched with their daughter, Olivia. Early in May of 2019, they went to meet and formally adopt their daughter. During their time in Nigeria, they experienced paperwork delays, and after two months, Markus had to return to the United States for work, leaving Sarah and Olivia behind to finalize the adoption process. The Yagers navigated the Nigerian adoption system for months, paying fees, travel expenses, and making many sacrifices; but through their faith in Christ, they endured. Shortly before Thanksgiving in November of 2019, their family became complete and they were all able to travel home. ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:34:36Z |

Jim Hagedorn tonight voted against H.R. 925 a partisan wish list of provisions that will not become law and is an unserious attempt at addressing Americans' needs during the COVID-19 pandemic. The bill passed the House by a vote of 214-207, despite bipartisan opposition. "Rather than coming to a bipartisan agreement, House Democrats have once again pushed through a partisan messaging bill, disguised as a COVID-19 relief, that uses the word cannabis' more than jobs', said Hagedorn. This week, I signed Congresswoman Herrera Beutler's (WA-03) discharge petition to allow a vote that would make $138 billion in unused Paycheck Protection Program funds available to American small businesses. This is a measure that has bipartisan support and would do a great deal to help lift hardworking Americans and our economy, but unfortunately, Speaker Pelosi continues to put her political interests ahead of American jobs." "I support and will vote for the immediate passage of a new coronavirus relief bill to: support our small businesses; help sustain our farmers and biofuels companies; protect businesses and schools from frivolous lawsuits; and, establish a reasonable level of unemployment compensation so employees will return to work and those already working will be treated fairly, Hagedorn concluded. Jim currently resides in the rural farming community of Blue Earth. Hagedorn brings policy experience to Capitol Hill from time spent as a congressional aide to former U.S. Congressman Arlan Stangeland (MN-07) and a congressional relations officer for two non-partisan U.S. Department of the Treasury agencies. Congressman Stauber personally requested that the President take this step. "COVID-19 has further shined a light on the deficiency of our critical minerals supply chain and highlights the urgency in which we must expand domestic mining. Now more than ever, we need Minnesota's miners as we work to eliminate dependence on unreliable nations that utilize forced child labor and environmentally destructive practices for goods that we, in the United States, use in our everyday life. I applaud this Administration for acting on my request and taking this monumental step towards empowering Minnesota's miners to responsibly source the resources needed for our national security, infrastructure, and manufacturing needs." The Executive Order begins the process for the Department of Interior to develop a program to use its authorities under the Defense Production Act (DPA) to fund mineral processing that protects our national security. Through this Order, Federal agencies will use their authorities to investigate and work to decrease our nation's reliance on mineral imports. BACKGROUND: Northern Minnesota is home to the Duluth Complex, one of the largest undeveloped mineral deposits in the world, containing more than 4 billion tons of copper, nickel, cobalt, platinum-group elements, and others. According to the United States Geological Survey, the United States is reliant on foreign nations without our best interests at heart for metals that can be mined in northern Minnesota. ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:34:36Z |

This bill is a nonstarter as it recycles many of the same dangerous policies that were previously included in the HEROES Act and has absolutely no chance of becoming law. Rather than continuing with these political games, Speaker Pelosi needs to begin taking the welfare of the American people seriously. I am hopeful that in the coming days, this Chamber will be allowed to consider pragmatic solutions that can actually help the American people during this crisis. As I have said before, a pandemic that impacts our entire way of life calls for a bipartisan response." Among the partisan policies included in this $2.2 trillion package: Extends policies that allow individuals to make more on unemployment than working. Mandates a blanket release for certain federal prisoners and alleged criminals, while imposing a high burden for the government to prove they present a risk of harm to society upon release. Federalizes elections, with only five weeks to election day, by including stringent, impossible to achieve mandates on how states must run elections. Allows illegal immigrants to receive direct stimulus payments because the bill does not require social security number verification. Fails to address needed legal protections for small businesses, schools, and churches from frivolous lawsuits. ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:34:36Z |

As the newest Member of the Committee, Stauber will continue his commitment to advancing job creation and strengthening national security through the responsible development of Minnesota's abundant natural resources, which is why he introduced three amendments during this markup that would eliminate the harmful provisions of Congresswoman McCollum's legislation. Of H.R. 5598, Congressman Stauber stated, "In northern Minnesota, we are blessed with rich deposits of critical and strategic minerals that provide the opportunity to create high-wage jobs, unleash economic prosperity in the region, and reduce dependence on unreliable nations with horrific labor standards. Unfortunately, my colleague, Congresswoman McCollum continues to push forward this job-killing legislation that would place a moratorium on mining before specific projects can even go through a fair and science-based permitting process. Congressman Stauber followed, stating, "In doing so, my colleague has made it clear that she would prefer to rely on resources originating with child labor, rather than Minnesota's workers and union members who will do this necessary job under the strongest labor and environmental standards in the world. I will not stand idly by as Congresswoman McCollum, backed by Twin Cities and Hollywood elites, continues these dangerous attacks on my constituents' livelihoods and our overall way of life. That's why I introduced several amendments to eliminate the most harmful provisions of her legislation during today's markup." The legislation increases and extends the educator expense deduction for teachers purchasing personal protective equipment (PPE) out-of-pocket. "In-person learning is vital for students. As our schools have reopened and continue to return to normal, we must support our teachers and their efforts to keep everyone safe. Teachers know what it takes to ensure a safe learning environment, and this legislation will help reduce the financial burden of any out-of-pocket purchases they make.” said Emmer. "This tax break will give our teachers and educators the relief they need to continue supporting our educational institutions and our nation’s students. These teachers deserve our support as they assume the responsibility of safely operating our schools.” Emmer concluded. Specifically, the STARTS Act temporarily increases the current teacher tax credit from $250 to $1,500 for the 2020 and 2021 tax years. The increase is dedicated to the out-of-pocket purchase of PPE, which includes masks and sanitization supplies. This legislation also allows any unused deductions from 2020 to be rolled into 2021, providing educators the opportunity to use a full $3,000 deduction by the end of the 2021 tax year. A recently proposed coronavirus relief package in the Senate would have provided much-needed education relief, including emergency education freedom grants, tax credits for scholarship-granting organizations, 529 account funding, as well as critical resources for the Education Stabilization Fund. Unfortunately, Senate Democrats blocked this measure from consideration. ### | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:28:51Z |

This virtual hearing focused on the importance of simplifying regulations and promoting clarity to ensure Americans can utilize new technologies to improve their financial future. He also spoke in support of the recent introduction of the Securities Clarity Act. Transcript: "Thank you, Mr. Chair, for convening this hearing today. Before I go into the content of this important hearing, I want to acknowledge what is likely our last Fintech Taskforce hearing. I’d like to thank the Chair and the past leadership of French Hill on this Taskforce for producing thoughtful, non-partisan conversations about the emerging technologies that regulators and Congress are grappling with. "No matter the outcome of November’s election, I hope it has become apparent on both sides the multitude of policy questions and topics in the area of fintech. The growth of these technologies and the considerations for Congress and regulators will only continue to grow. That’s why, next Congress, this Committee should create a Financial Technology Subcommittee in order to provide the proper attention to this expanding area. A Subcommittee will allow for greater focus on the details of many of the topics we have discussed as a taskforce. “The consequences of Congress’ action, or inaction, on these topics stand to greatly influence the economy as well as the location of the next great technological innovation like the internet. As a body, we have already fallen behind on our knowledge and understanding of technology issues. If we don’t catch up on fintech, these innovations will pass us by. Today we close out our hearings with our attention toward the regulator that has likely been the most forward-leaning and supportive of new technologies that could build a more open and free financial sys… | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:28:51Z |

This commonsense legislation, of which Stauber is a cosponsor, would reopen the Paycheck Protection Program for the remainder of the year and give small businesses the ability to receive a second loan. The Paycheck Protection Program has been shutdown for 48 days, yet Speaker Pelosi has refused to bring this legislation to the Floor. A simple majority of 218 signatures is needed for a discharge petition to be successful. During a House Small Business Committee hearing, Stauber spoke on the importance of passing this legislation and lambasted Speaker Pelosi for putting politics over relief for small businesses. In his opening remarks, Stauber stated (in part): "I sit here today dumbfounded. The Paycheck Protection Program, which has provided a lifeline to small businesses across the country during this pandemic, has been shutdown for 48 days. With over $135 billion in funding, the PPP is only shutdown because of Speaker Pelosi's unwillingness to bring meaningful legislation to the Floor. She would rather use small businesses as political pawns. "H.R. 8265, legislation that Ranking Member Chabot introduced, and I have cosponsored, would reopen the PPP through the end of the year. On top of that, it would give small business the ability to receive a second loan; it would provide more flexibility in how PPP dollars can be spent; and, it would simplify the forgiveness process. Instead of working on legislation that would bring more relief to 30 million small businesses across the country, however, Democrat leadership has been focused on passing legislation that gives them cheap political talking points for their election cycle. In fact, the Speaker was so afraid that the PPP legislation would pass, she canceled session for today. She knew that her moderate members were going to sign the discharge petiti… | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:28:51Z |

He is joined by Representative Mike Conaway, Ranking Member of the House Agriculture Committee, who is introducing the Digital Commodity Exchange Act, which provides a framework for digital commodity exchanges. Representative Darren Soto, a Co-Chair of the Blockchain Caucus, has co-sponsored both measures. Representative Emmer’s legislation provides regulatory clarity for the launch of an open blockchain network. His legislation clarifies that an investment contract asset, or digital token, is separate and distinct from a securities offering it may have been a part of. The bill would allow companies that have complied with current securities registration requirements, or who have qualified for an exemption, provide for the distribution of their assets to the public without fear of additional regulatory uncertainty. These assets are in fact, and always were, commodities. This effort seeks to clarify the status of any asset sold as the object of an “investment contract” by proposing a new definition, “investment contract asset.” The approach is technology-neutral, and applies equally to all assets offered and sold, whether tangible or digital. This new defined term would refer to any asset sold as part of an investment contract that would not be considered a “security” but for its sale as part of an investment contract. "We have seen regulations hinder the progress of blockchain-based technologies. The development of these vital technologies should not be impacted by government’s inability to adjust,” said Congressman Emmer. “The Securities Clarity Act will allow America to compete in this new advancing space without sacrificing the consumer and investor protections that have made our capital markets the strongest in the world. There are companies that have followed our current rules of the road and managed… | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:28:51Z |

"The coronavirus pandemic has highlighted the need to ensure we have a safe and reliable workforce to maintain our food supply. In order to win the battle with COVID-19, we must guarantee that the most up to date and science-based information is readily accessible for community leaders, educators and rural businesses. "My legislation will help guarantee that timely, relevant health and safety guidelines are reaching our rural workforce and communities by allowing higher learning institutions to apply for grants to distribute best practices and safety guidance to help farms, Ag workers and others conduct business during the pandemic, said Hagedorn. The full speech can be viewed here. Hagedorn serves on the House Committees on Agriculture and Small Business to promote farming, Main Street enterprises and southern Minnesota's way of life. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Despite the fact that both amendments received bipartisan support in the past, the majority blocked both measures. Of this partisan package, Congressman Stauber stated, "At a time when so many Americans are struggling with the economic repercussions of the COVID-19 pandemic, it is discouraging, yet not surprising that Speaker Pelosi brought forward legislation that has more to do with the Green New Deal than expanding access to affordable energy and rebounding our economy. As we work to rebuild the greatest economy in the world, it is imperative that we put forward solutions that encourage responsible American energy innovation and create jobs here at home, which is why I put forward two commonsense amendments to help do just that." During debate on H.R. 4447, Congressman Stauber introduced the following amendments for consideration: An amendment to require the Secretary of Commerce to certify that no electric vehicle infrastructure, or other emissions-reduction technology are built with minerals sourced from child labor. An amendment to expand the legislation's Buy America provisions to include copper, nickel, cobalt, platinum-group elements, titanium, vanadium, manganese, and rare-earth elements. Of his amendments' failure, Congressman Stauber stated, "As a nation, we frequently depend on unreliable nations like China, Russia, India, and the Congo for the resources that power our energy needs. In fact, so-called green technology is often reliant on supply chains originating with child labor. Rather than relying on foreign supply chains that use child labor, we should fulfill our mineral needs here in America under the strongest labor and environmental standards in t… | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:28:51Z |

They were joined by 21 of their colleagues. The provision was included in the House-passed version of the 2021 National Defense Authorization Act. Atomic Veterans are members of our Armed Forces who participated in hundreds of atmospheric nuclear weapons tests between 1945 and 1962. This group consists of 225,000 service members who were exposed to radiation during their service. To date, 80% of these veterans have already passed away without receiving the recognition they deserve. "Our veterans are the best of America, they embody values of selflessness, patriotism, and service. These veterans deserve our support, they committed to serving their nation and incurred serious health challenges due to their service. They should receive the honor and recognition they deserve,” said Congressman Emmer. “I have long advocated for our Atomic Veterans. They suffered in silence for their unique service to the United States and it is time they are honored publicly." "Atomic veterans were exposed to dangerous levels of radiation in performance of their duties, yet they have never been given the full respect and recognition they deserve,” said Congressman McGovern. “Sworn to silence for decades, these courageous and committed patriots paid a high price for their loyalty to our country. They kept their promise to America, and it’s long past time for us to do the right thing and formally honor their service. Congressman Emmer and I have been working on this issue for years, and we will continue fighting until Atomic Veterans get the acknowledgment they deserve for their faithful service to our nation." Background: Congressman Emmer and McGovern have advocated for Atomic Veterans by sponsoring the Atomic Veterans Service Medal Act, which would aw… | 1 | 2026-03-30T01:40:41Z | 2026-06-28T00:28:51Z |

Henry Cuellar (D-TX). The legislation works to provide opportunities for Land Grant Universities, Historically Black Colleges & Universities, and Tribal Colleges to help in the fight against COVID-19 by expanding the Rural Health Safety Education Competitive Grants Program (RHSE). This piece of legislation will allow these institutions of higher learning to apply for grants to distribute best practices, relevant health and safety guidance, and guidelines or information to help farms, agricultural workers and others along the supply chain respond to and safely conduct business amidst the COVID-19 pandemic. "The coronavirus pandemic has highlighted the need to ensure we have a safe and reliable workforce to maintain our food supply. In order to win the battle with COVID-19, we must guarantee that the most up to date and science-based information is readily accessible for community leaders, educators and rural businesses, said Congressman Hagedorn. My legislation will help guarantee that timely, relevant health and safety guidelines and information are reaching our rural workforce and communities as we work to fully reopen businesses and continue to restart and rebuild our economy." "We must protect the agricultural workers who are going into work every day during this pandemic to ensure our nation's food supply is maintained, said Congressman Cuellar. This bipartisan legislation will ensure community leaders, educators and rural businesses have the necessary resources and information to protect this essential workforce. As a senior member of the Agriculture Subcommittee on Appropriations, I am committed to fighting for safety and well-being of the agricultural industry during these unprecedented times. I want to thank Congressman Hagedorn for his leadership on this initiative."
