"I was happy to join this effort and continue my charge against federal COVID-19 vaccine mandates," said Congressman Steven Palazzo. "Our nation's healthcare workers have carried the lion's share of the pandemic's burden and President Biden is thanking them by threatening their jobs. Forcing our frontline workers to choose between a their values and their livelihoods is unconstitutional and dangerous. We have all heard of the labor shortages our nation is facing, and the healthcare industry is no different. Forcing Medicare and Medicaid providers into such a challenging position is not only a flagrant misuse of power, it could also put lives at risk." “Since the Coronavirus Pandemic started, we have called on our frontline workers for help and they have delivered all across this great Nation,” Congressman Trent Kelly said. “These heroes deserve the right to make the best possible choices regarding their personal health.” “After diligently working through one of the worst pandemics this country has seen, this Administration is threatening the jobs of those front-line workers who saved hundreds of thousands of American lives,” Congressman Michael Guest said. “Our healthcare workers, law enforcement officers, and other first responders have given their time and wellbeing to keep our country healthy and safe over the last 18 months. They have earned the right to decide for themselves whether to receive the vaccine, and we must fight against this Administration to defend that right.” Background: The Congressional Review Act process is the legal process whereby Congress can overturn an Administration regulation, once it has been properly noticed. “Proper notice” occurs once a regulation is printed in the Federal Register and received by the Clerks of t… 1 2026-04-07T14:16:54Z 2026-04-07T14:20:36Z
https://guest.house.gov/media/press-releases/guest-issues-statement-reimplementation-vital-immigration-program Guest Issues Statement on Reimplementation of Vital Immigration Program 2021-12-09 2021 2021-12 Republican House MS Michael Guest G000591 guest.house.gov guest https://guest.house.gov/media/press-releases scraper Washington, D.C. – Today, Congressman Michael Guest (MS-03) commented on the reimplementation of the Migrant Protection Protocol (MPP) program, also known as the Remain in Mexico Policy, after a court ruling compelled the Biden Administration to reinstate the program. “The Biden Administration took a simple approach to the border: undo any policy implemented by President Trump without regard to its effectiveness. But we are pushing back, and we are making progress. The Remain in Mexico policy was reimplemented this week, which I have been calling for over the last several months,” Congressman Guest said in an online post. “The President put politics over our national security [when he ended the MPP program], but the order by the court to reimplement the Remain in Mexico program is the first step in undoing the President Biden’s border crisis,” Congressman Guest added in a recorded statement.” Earlier this year, Congressman Michael Guest sent a letter to the Department of Homeland Security that questioned the Biden’s Administration’s termination of the MPP program, accusing the Administration of terminating the program without any justification. “The Department’s seemingly impulsive announcement lacked explanation, justification, or any other indicia that the decision had been made only after the careful deliberations and consultations that are both appropriate and lawfully required of Executive Branch agencies by the Administrative Procedures Act (APA),” the letter read. Following the termination of the MPP program, encounters on the border reached a 20-year high in July 2021. On August 13, 2021, a Texas U.S. District Court judge determined that the Administration’s actions to terminate the MPP program were unconstitutional, a decision that was later upheld by the Supreme Court. Wade 2021-12-01 2021 2021-12 Republican House MS Michael Guest G000591 guest.house.gov guest https://guest.house.gov/media/press-releases scraper Washington, D.C. – Today, Congressman Michael Guest (MS-03) spoke to a crowd of pro-life supporters gathered on the steps of the Supreme Court of the United States (SCOTUS) to support the Dobbs v. Jackson case. Congressman Guest joined Mississippi Attorney General Lynn Fitch and other pro-life elected officials to discuss the importance of the case as hundreds of supporters voiced their support of a decision that could overturn Roe v. Wade. Earlier this year, Congressman Michael Guest (MS-03) joined the Mississippi delegation in leading an amicus brief urging SCOTUS to uphold the Mississippi law that limits abortions after 15 weeks. “Mississippi remains united in our desire to protect the lives of our unborn children, which is why the Mississippi delegation has come together to support the right to life movement in an amicus brief to the U.S. Supreme Court. This case is a strong step in defending our unborn children and I am thankful for the opportunity to support their right to life,” Guest said following the introduction of the brief. Pro-life advocates believe a decision by the Supreme Court to uphold the Mississippi law would provide states with the power to impose their own limits on abortions, effectively undoing the 1973 Roe v. Wade decision, which prohibited local and state governments from limiting abortions to a certain extent. The letter, sent last Thursday, came days before reports of the Administration’s potential announcement to use SPR reserves to curb rising gas prices. After learning of the potential announcement, Congressman Guest released the following statement: “This decision would place our country at risk by tapping into our only emergency reserve of petroleum. President Biden’s decision to restrict domestic drilling has made us more reliant on OPEC, Russia, and other foreign countries for oil, which has driven up domestic prices. Instead of using our reserves, President Biden could lift these unnecessary restrictions, increasing our ability to supply our own oil by up to 20 percent. Simply admitting his mistake and reversing those decisions would help ease gas prices without placing our country at an elevated risk during a national crisis,” Guest said. Senate Majority Leader Chuck Schumer has called for the use of the SPR to lower gas prices, and a group of Democratic lawmakers sent a letter to the Biden Administration last week asking for the Administration to tap into the SPR reserves, according to a Reuters article. Some Democrats have joined Republicans in opposing this proposal, including U.S. House Majority Leader Steny Ho… 1 2026-03-30T01:40:41Z 2026-04-06T20:30:49Z

The letter encourages the executive branch and diplomatic corps to work with Interpol colleagues to secure Taiwan's participation in this year's General Assembly meeting, November 23-25, as an observer and ensure Taiwan is able to attend other relevant meetings, activities, and mechanisms under Interpol to combat terrorism, organized crimes, and cybercrime. "Taiwan is an important player in the global effort to combat international crime and deserves a role at the Interpol General Assembly," said Rep. Guest. "Taiwan's presence would assist in the international effort to combat crime and help curb the potential for the Chinese government to use the organization's systems against political dissidents, threats to its regime, or the people of Taiwan. It's vital this Administration take a stand and push for Taiwan's admittance into Interpol." "Taiwan deserves a seat at the table to work with the U.S. and other democratic partners to root out corruption and abuse in Interpol," said Rep. Curtis. Congressman Guest intends to vote against the bill when it comes to the floor, which could happen as early as tonight. In the video, he cites previous instances Republicans have accurately predicted the negative impacts of Progressive policies before or shortly after they were implemented. He uses the Republican record on correctly predicting the fallout of liberal bills to boost the credibility of the Republican arguments against the BBB. First, he references President Biden’s decision to repeal the Migrant Protection Protocols and promote catch-and-release policies, which led to higher rates of illegal immigration. “We stood on the house floor in February, warning that the radical policies imposed by the Biden Administration would create a border crisis. Nine months later, we are still reeling from the border crisis the President created with his executive orders that ended important border security programs,” Guest says in his speech. He then calls attention to the warnings in early 2021 from across the political spectrum, including cautions from President Obama’s administration, that the American Rescue Plan was unnecessary to combat COVID-19 and would cause inflation to skyrocket. “We stood on the house floor in March, warning that using the American Rescue Plan as an excuse to fund liberal priorities would do nothing to combat COVID-19, and the increased spending would drive up inflation. Just last month, we hit a 40-year record on inflation that was caused by Democrat spending,” Guest says. Guest notes that some of the Republican concern with the BBB is already being confirmed, such as the Republican observation that much of the taxes will fall on the middle class. Research from the Tax Policy Center shows that about 30% of middle-income homes would pay more in taxes under the BBB, despite claims from the President of the United S… 1 2026-03-30T01:40:41Z 2026-04-06T20:30:49Z

Madam President, the U.S. Supreme Court is set to hear the most anticipated abortion case in nearly 30 years when it considers Dobbs v. Jackson Women's Health Organization in oral argument on December 1, 2021. This development allows us to consider the many people whose dedication to the pro-life cause has led us to this point. One of those people is former President Donald J. Trump. The pro-life movement would not be where it is today absent his advocacy for pro- life policies and for conservative judges. In January 2016, Presidential candidate Trump said, "America, when it is at its best, follows a set of rules that have worked since our Founding. One of those rules is that we, as Americans, revere life and have done so since our Founders made it the first, and most important, of our 'unalienable' rights." He continued, "Over time, our culture of life in this country has started sliding toward a culture of death. Perhaps the most significant piece of evidence to support this assertion is that since Roe v. Wade was decided by the Supreme Count 43 years ago, over 50 million Americans never had the chance to enjoy the opportunities offered by this country. They never had the chance to become doctors, musicians, farmers, teachers, husbands, fathers, sons or daughters. They never had the chance to enrich the culture of this nation or to bring their skills, lives, loves or passions into the fabric of this country. They are missing, and they are missed." These words helped guide President Trump's actions in office as he advocated for pro-life policies both domestically and abroad. Domestically, President Trump fought to defund Planned Parenthood and other abortion providers from receiving Federal funding. He prohibited such entities from receiving title X funding and permitted States to prohibit them from participating in Medicaid as well. Congressman Guest plans to address veterans directly tomorrow at two events in the Jackson metro area during Veterans Day celebrations. The transcript of Congressman Guest's floor speech can be found below: Former President Ronald Reagan once said, "Veterans know better than anyone else the price of freedom, for they've suffered the scars of war. But we must not forget that they not only fought to protect the rights that were established by our founding fathers, but they also returned home to set an example of enduring patriotism and leadership in our communities, our state, and our nation. When their service ended, our veterans helped advance our country by embodying the American spirit of hard work and perseverance. Today, we thank them for the example they set. This day, more than any, let every American reach out to a veteran and say, "thank you for your service. We are grateful for your many sacrifices that you have made on behalf of our nation." The members wrote, "If the Biden Administration really wanted to protect frontline Border Patrol Agents, then it would stop allowing unvetted and unvaccinated migrants to illegally cross our borders at their own discretion." "Across the nation, essential workers have been forced to leave the workforce because of COVID-19 vaccine mandates. Due to the trends of workforce attrition when COVID-19 vaccine mandates have gone into effect at workplaces, we are greatly concerned about the effects it will have on the already short-staffed U.S. Border Patrol," they continued. "While border encounters remain well above 170,000 for the seventh month straight, it is clear that this crisis is not going to abate anytime soon." "If the U.S. Border Patrol loses essential personnel due to the COVID-19 vaccine mandate, we are extremely concerned about their ability to maintain any semblance of operational control of our nation's borders," the members concluded. The legislation would require the Committee on Foreign Investment in the United States (CFIUS) to review any foreign investment in the United States resulting in China's control of a business or property. It also would ensure this review includes real estate acquisitions in the United States by a foreign person and the establishment of a U.S. business to operate this real estate. "The Chinese Communist Party has used many tactics and strategies to gain an economic advantage over American businesses and institutions, one of which is to take advantage of incentives offered to American companies in order to expand their own influence. We will not allow China to exploit the free market with underhanded business tricks and closed-door deals." The Chinese Communist Party and their business subsidiaries routinely make "greenfield" investments, a foreign direct investment in which a parent company creates a subsidiary in a different country. The subsidiary then builds or expands operations while buying land, building factories, and taking advantage of state and local tax breaks in America to expand China's influence in the United States. In July 1943, Mr. Jackson enlisted in the U.S. Marine Corps during World War II and reported to basic training at Montford Point Camp, North Carolina. He was among the first African Americans to enlist in the U.S. Marine Corps and one of the thousands sent to fight in the Pacific Theatre. "Mr. Jackson was a true hero," Rep. Kelly said. "He had a love for America that compelled him to leave the only life he had ever known without any assurances that he would return. Mr. Jackson's great patriotism will always be remembered, as will the service of his fellow Montford Point Marines. It is an honor to present America's highest civilian award to the family of this great American." Background: From 1942-1949, more than 20,000 African American men joined the United States Marine Corps. These patriotic Americans reported to Montford Point Camp in Jacksonville, North Carolina, for segregated basic training. During World War II, thousands of Montford Point Marines fought with courage and bravery during fierce fighting in the Pacific. Many paid the ultimate sacrifice. In 1948, President Harry Truman ended segregation in the U.S. Armed Forces - a decision believed to have been influenced by the distinguished service of the Montford Point Marines. ### 1 2026-04-07T14:16:54Z 2026-04-07T14:20:34Z

You can read the full text of the letter here. Last week, Congressman Guest also cosponsored Congressman Drew Ferguson's (GA-03) bill, H.R. 5586 – Prohibiting IRS Financial Surveillance Act. The bill would "prohibit the implementation of new requirements to report bank account deposits and withdrawals." Yesterday, House Democrats blocked H.R. 5586 from coming to the House floor for a vote. "The White House plan to review American bank accounts is an invasion of privacy, increases the risk of data breaches, & creates an immense reporting burden on financial institutions. There is no reason that justifies a government surveillance program that allows the IRS to monitor and track the bank transactions of Americans. The bill would "prohibit any Federal agency from requiring financial institutions to report on the financial transactions of their customers." "The White House plan to review American bank accounts is an invasion of privacy, increases the risk of data breaches, & creates an immense reporting burden on financial institutions. There is no reason that justifies a government surveillance program that allows the IRS to monitor and track the bank transactions of Americans. The bill aims to prevent the Biden Administration from implementing the Internal Revenue Service (IRS) bank reporting proposal that would allow the IRS to collect data on transactions over $600. Mr. President, I also want to wish Woody a happy birthday as well. I just join my colleagues today to commemorate and honor some of the Nation's most admirable warfighters in the Second World War, and I so appreciate my colleagues bringing their personal stories to the floor today. This is something that all Americans should cherish--the stories of these heroes. We have very few of these brave heroes still among us today, and it is so important that they receive every ounce of recognition that we can give them for their selflessness and extraordinary heroism. I am pleased to be a cosponsor of Senator Manchin's legislation to provide a merited celebration and commemoration of the last living World War II Medal of Honor recipient, Woody Williams, who recently celebrated his 98th birthday. Medal of Honor recipients like Mr. Williams demonstrated a courageous and noble commitment to our Nation, and their exemplary actions deserve all the praise that we can give them. I am proud to represent a State that has several World War II Medal of Honor recipients of its own, in Mississippi: Van Thomas Barfoot of Edinburg, Robert T. Henry of Greenville, James Daniel Slaton of Gulfport, Louis Hugh Wilson of Brandon, and Jack Harold Lucas of Hattiesburg, whom I still remain friends with his family today. From Germany to Japan, these men served our Nation without hesitation in the height of the Second World War, defending our Nation, our allies, and the very principles of freedom. It fills my heart with great pride to call these late veterans my fellow Mississippians. The tributes we offer today for Mr. Williams in truth stand for our deep appreciation for all of those who fought in World War II. I thank my colleagues for their great work on this important recognition and the opportunity to be a part of this. Thank you, Mr. President. 1 2026-03-30T01:40:41Z 2026-04-06T20:24:51Z

The UAS Act would prohibit the Department of Homeland Security from entering into or renewing a contract for any unmanned aircraft systems, also known as drones, manufactured in China or other adversaries. This bill aims to safeguard the sensitive data collected by these drones for homeland security purposes and combat Chinese aggression towards the U.S. "We know that drones made by our adversaries can be manipulated to undermine American security – a security risk that we cannot tolerate as the Chinese Communist Party presents a continuous threat against our nation and our allies,"said Vice Ranking Member Guest. "The Department of Homeland Security utilizes drones for critical missions, and it is imperative that we trust the technology we are using. It is well known that the Chinese Communist Party has stolen our technology and information in the past. That's why this legislation is so important. The legislation would remove nearly all regulations and restrictions on abortions, which would effectively make abortion legal up to the moment of birth across the nation. After casting his vote against the legislation, Congressman Guest released the following recorded statement: This nation was established on a set of morals, one of those being that individual life is sacred. The Preamble to the Declaration of Independence says that all men are created equal; that they are endowed by their Creator with certain unalienable Rights;, that first and foremost among those is the right to life. Congressional Democrats are seeking to legalize abortion and remove all pro-life protections imposed by state legislative bodies. This bill is radical, pro-abortion legislation that would legalize the killing of a child up to the day of birth. Before today, it was unthinkable that I would have to urge my colleagues across the aisle to oppose a bill like this, but I am here to oppose this terrible legislation and to support the ability for states to enact pro-life protections — states like my home state of Mississippi, which has championed the right to life of our unborn children through state legislative action. I adamantly oppose this bill and will continue to fight for the right to life of our unborn children. The legislation is a retaliatory action to commonsense abortion laws passed by individual state legislatures across the nation, such as Mississippi's Gestational Age Act, which prohibits abortion after a 15-week period. This bill would provide $1 billion for the Iron Dome defense systems, funding that Progressive House Members forced Democrats to remove from the Continuing Resolution that was considered in the House of Representatives earlier this week. "This is not a vote of military aggression, but one to save the innocent lives of our closest allies in the Middle East. I am deeply troubled that Progressive Democrats would undermine America's mission of defending our allies against terrorism," Guest said. "However, I am grateful that the defense of our allies is still an issue many Democrats and Republicans can agree on," Guest continued. "With today's vote, America has confirmed that we stand with our ally, Israel. But more importantly, we have supported Israel's defensive assets that will save hundreds of thousands of Israeli citizens of all faiths from attacks by Palestinian terrorists and other terrorist groups." Earlier this year, Congressman Guest offered a similar bill that would have redirected funds intended for Gaza to instead replenish the Iron Dome Defense System. The legislation came in response to another Progressive move to undermine the safety of Israeli citizens by blocking the transfer of military assets, including Iron Dome Missiles, to Israel. As a strictly defensive military asset, rockets purposed for use by the Iron Dome would be used to protect Israeli citizens from missile barrages and are not intended for offensive military operations. According to its developer, Rafael Advanced Defense Systems, the Iron Dome has a missile interception success rate of 90% since its deployment in 2011. Suspension of the debt limit would enable the enormous $3.5 trillion partisan reconciliation bill proposed by Congressional Democrats. The bill passed the House 220-211 on a party line vote. It is expected to receive significant Republican opposition in the Senate. "I will not support the suspension of the debt limit in order to pay for a $3.5 trillion spending bill proposed by the Democrats. It is fiscally irresponsible for the Democrats to run up billions of dollars in new debt. I believe the American people deserve better," Congressman Guest said in a recorded statement. Congressman Guest signed a letter last month promising the American people that he would not support suspending the debt limit, stating instead that addressing the debt ceiling is solely the responsibility of the Democratic party, which continues to pursue massive spending legislation. "We, the undersigned Republican Representatives, are letting Democrat Representatives and the American public know that we will not vote to increase the debt ceiling, whether that increase comes through a standalone bill, a continuing resolution, or any other vehicle. This is a problem created by Democrat spending. Democrats will have to accept sole responsibility for facilitating it," the Members wrote in the letter. "We should not default on our debts under any circumstances. If Democrats threaten a default, it will only be because they refuse to vote for the debt ceiling increase necessitated by their own irresponsible spending," the letter continues. Despite this public declaration, Democrats attached the suspension of the debt limit to a continuing resolution to fund the government until December 3rd. "Nancy Pelosi and the Democrats are tying suspension of the debt limit to the continuing resolution – which would keep the government funded. See below for statements from Congressman Guest on these amendments. Audit of Military Assets Left in Afghanistan Congressman Guest spoke in support of an amendment to instruct the GAO to conduct an audit of Coast Guard and U.S. Army Corps of Engineers assets and personnel deployed in Afghanistan or provided to the late Afghan military and the disposition of such assets. You can find a copy of his remarks below and the video of his remarks here. This amendment brings to the forefront the most important issue we should be discussing in Congress. While President Biden and House Democrats continue to push for trillions in spending that would increase our national debt and raise taxes on hard-working Americans, this Administration has left billions of dollars – if not tens of billions of dollars – of equipment in Afghanistan. Every committee in Congress should be conducting necessary oversight to examine the decisions that went into this chaotic withdrawal. In my home state of Mississippi, the U.S. Army Corps of Engineers, the U.S. Coast Guard, and the National Guard occupy some of our most important government assets in the state. The thought that some of the same equipment present in Mississippi may also be in the hands of the Taliban to use against our allies or conduct attacks against our homeland is deeply concerning. I hope the committee will adopt this amendment to ensure that we understand what we have left in the hands of the enemies and take the necessary and proper steps to examine our own security in the wake of the President's failed wi… 1 2026-03-30T01:40:41Z 2026-04-06T20:17:01Z

In this new era of persistent cyber threats targeting our homeland and critical infrastructure, it is imperative that the Department of Homeland Security (DHS) is able to protect the nation against all threats. This defense includes ensuring that the Unmanned Aircraft Systems, or drones, that DHS uses and buys are not made in foreign countries that do not align with American interests. DHS requires the air dominant capabilities that drones provide to accomplish many of its land and maritime missions, and utilizing drones is a cost-effective way to provide surveillance over large areas of the homeland. However, many of the commercial drones used in the United States are manufactured in China, which dominates the U.S. market. Of the top 10 drone manufacturers that supply the U.S. market, a single Chinese manufacturer towers over all others with nearly 77 percent of market share. The Republican authors also point to the $3.5 trillion Budget Resolution as a major contributor for the precarious financial situation the nation now faces, which could lead to a default on debts. "We should not default on our debts under any circumstances," the Republican authors write. "If Democrats threaten a default, it will only be because they refuse to vote for the debt ceiling increase necessitated by their own irresponsible spending." Congressman Guest voted against the $3.5 trillion Budget Resolution, stating in a press release, "The American people do not deserve the deficit, debt, and waste that this resolution proposes." Congressman Guest also voted against the $1.9 trillion "COVID relief" bill, stating in a press release and on social media, "There is still $1 trillion in COVID relief funding that has yet to be spent. We need to be good stewards of the American people's money instead of pushing through legislation that overshoots the gap of what's needed to respond to the pandemic." The procedure tied the passage of the budget resolution to passage of the rules of debate for other bills the House is considering – the bipartisan infrastructure package and H.R. 4, the John R. Lewis Voting Rights Advancement Act of 2021. This maneuver allowed House Democrats to pass the budget resolution along party lines through the rule without a stand-alone, recorded vote on the legislation. "Speaker Pelosi's ‘deem and pass' process is a political scheme to provide cover to moderate Democrats by preventing an up or down vote on the wasteful $3.5 trillion budget resolution," Congressman Guest said. "The American people do not deserve the deficit, debt, and waste that this resolution proposes, and they do not deserve to have the Democratic Majority act in such an underhanded way to pass a budget that does not represent the priorities of the American people." 1 2026-03-30T01:40:41Z 2026-04-06T20:11:17Z

The letter was sent in response to reports that President Biden was not planning to extend the August 31st withdrawal deadline imposed by his Administration and follows reports of former Afghani interpreters being turned away at the Kabul Airport as the time to finalize the evacuations narrows. The Mississippi Delegation joins bipartisan concern from Members of Congress who have criticized the decision. Read the letter from the Members of the Mississippi delegation here or below: Dear President Biden: We are dismayed at reports that you are not planning to extend your self-imposed August 31, 2021, deadline to withdraw United States troops from Afghanistan. As the world watches America end our twenty-year mission in Afghanistan, it is critically important that we not complete the withdrawal of our troops until American citizens and our Afghan allies are evacuated or brought to safety. We are deeply concerned about the ability to meet our evacuation and rescue mission ahead of this date. We support the Administration's recent statements highlighting the priority of bringing American citizens home and committing to keep our troops in Afghanistan until Americans are removed from the country. We stand ready to assist in this effort. It also is critical that we honor our commitments to our Afghan allies and ensure they are protected from perilous Taliban retribution in the coming days. We ask that you continue to prioritize Special Immigrant Visa (SIV) holders and SIV applications, as well as religious minorities and other refugees in danger in Afghanistan. "The chaotic withdrawal process imposed by the Biden-Harris Administration has led to widespread Taliban control of the country in a matter of days, resulting in a dangerous new reality for the Afghan people and rapidly mounting security challenges for the United States both at home and abroad," the letter states. The Members go on to write that the potential for increased terrorism activities following the release of members of terrorist organization from prisons in Afghanistan coupled with the ongoing southwestern border crisis could threaten national security. "Chairman of the Joint Chiefs of Staff General Milley acknowledged to Congress the need to move up the estimated timeline for terror groups to build up their presence in Afghanistan. This comes at a time when the ongoing crisis along the southern border caused by the Biden-Harris Administration's policies and implemented by the Department of Homeland Security (DHS) under your leadership continues to strain our frontline security resources. This is despite an unprecedented number of Known or Suspected Terrorists crossing the southern border," write the Members. For clarification on the situation, the Representatives outline six questions that should be answered by the Administration in order to ensure the safety of the American homeland and its allies: What efforts, if any, is Customs and Border Protection taking to ensure the National Targeting Center is prepared to track and mitigate potential increased foreign fighter and terrorist travel to the United States from Afghanistan? Dear Mr. President: For months, we have been asking you for a plan on your withdrawal from Afghanistan. You failed to provide us with one and based on the horrific events currently unfolding in Afghanistan, we are confident that we never received your plan because you never had one. The security and humanitarian crisis now unfolding in Afghanistan could have been avoided if you had done any planning. Pretending this isn’t your problem will only make things worse. We remain gravely concerned the void left in Afghanistan will be rapidly filled by terror groups. The Taliban now control the country. Al Qaeda used Afghanistan to plot and execute the 9/11 attacks and other acts of terrorism. You cannot let this happen again. As such, we request that you immediately provide Congress with your plan to prevent terror groups from using Afghanistan as a safe haven to recruit and train the next generation of terrorists. We demand to know how and from where our ISR, counterterrorism, and conventional forces will be used to disrupt the formation for terrorist operations. Mr. President, this crisis is happening on your watch. We are simply asking: what is your plan for Afghanistan? ### 1 2026-04-07T14:16:54Z 2026-04-07T14:20:32Z

Madam President, I rise to join my colleagues in expressing my grave concern over the nomination of Ms. Tracy Stone- Manning to be the Director of the Bureau of Land Management. The Office of the Director of the Bureau of Land Management is tasked with an enormous responsibility. As it manages an eighth of our Nation's land, its leadership should be held to the highest standards. Every nominee referred to the Energy and Natural Resources Committee must complete and submit the statement for completion by Presidential nominees, which is the standard committee questionnaire. In the sworn statement, Ms. Stone-Manning told the committee that she has never been arrested or charged and, to her knowledge, has never been the target of an investigation. Unfortunately, as many of us are now aware, Ms. Stone-Manning's responses were not forthcoming nor fully accurate. I am particularly disturbed by Ms. Stone-Manning's involvement with the ecoterrorist organization Earth First!, which organized the tree- spiking plot in Idaho. As you all may know, tree spiking involves hammering a metal or ceramic rod into a tree trunk in order to prevent loggers from harvesting the timber. If the saw makes contact with a spike, it can result in severe injury or even the logger's death. Make no mistake, the people who put these spikes into the trees are well aware of the potential consequences of their actions. These schemes are carried out with intent to harm or even, at the very least, the intent to frighten the loggers who are carrying out their daily jobs. I want to be clear, no one is claiming that Ms. Stone-Manning put any spikes in any trees herself. However, it is undisputed that Ms. Stone- Manning assisted the people who did. Ms. Stone-Manning wrote a letter laced with vulgarities to the U.S. Forest Service, threatening loggers who were simply carrying out their jobs, doing what they do for a living. Mr. President, I appreciate the opportunity to join a number of my colleagues representing farm States to sound the alarm to the millions of rural Americans who will be harmed by proposed tax changes outlined in the American Families Plan. Described as a plan to help American families, it would do the exact opposite for farm families across the United States. The most concerning changes to the Tax Code include decreasing the estate tax exemption, increasing capital gains tax rates on transfers of property to heirs, and increasing taxes on appreciated assets, such as farmland, which has increased in value very significantly in recent years. These misguided proposals fail to take into consideration the fact that farmers in general are highly vulnerable to these types of tax changes, as land and equipment comprise most of the farmer's net worth. If enacted, these tax provisions would strongly discourage and make it more difficult for our next generation to get into farming. The provisions would create significant hurdles from a financial perspective, to say the least. With the average age of U.S. farmers being nearly 60 years old, do we really want to force surviving spouses or heirs to sell half of the farm they inherited simply to continue farming the land that has been passed down for generations? Family farms are the backbone of American agriculture. Roughly 98 percent of all U.S. farms are family owned and operated. Whether you like large family farming operations or not, they account for 44 percent of total U.S. farm production annually. That is a staggering figure, given that American farmers contributed $136 billion to the U.S. gross domestic product in 2019. These people who put food on our table and clothes on our back do not need to go out of business because they are being taxed at every turn, punished for their achievements and sacrifices. Mr. President, I am so pleased to join my colleague in congratulating Mississippi State University's baseball team on its recent 2021 NCAA College World Series championship, the first NCAA championship in school history. Mississippi State capped off its extraordinary season by defeating an incredibly talented Vanderbilt University team 9 to 0 in game 3. My house was full. We were all cheering. Their impressive and remarkable run through this year's College World Series is a testament to the rich tradition of the MSU baseball program, which has now appeared in 12 NCAA College World Series in its history, including most recently 3 consecutive series. The inspiring performance of this baseball team continues to be celebrated all over our State. Maroon is everywhere. I truly appreciate the hard work, skill, and dedication that earned these athletes the first NCAA Division I baseball championship for Mississippi State, which are aptly described in the accompanying resolution. We take pride in the legacy and inspiring example of these young men and their coaches. Thank you for such a wonderful and historic season. Hail State. The bill excluded almost all of the Republican alternative proposals in the STARTER Act 2.0, including those that would address the gaps in funding between rural and urban transportation, create more flexibility for local governments to address their state or region's own unique needs, and streamline costly review processes in order to reduce bureaucratic delays. The legislation passed 221-201. "This legislation includes more than $715 billion in wasteful spending. One out of every two dollars would go toward Green New Deal requirements. Funding for passenger rail for big cities has been increased eight-fold in this bill, sacrificing our rural roads and bridges for costly urban projects. The electric charging station grant program in this bill would receive four times more funding than a rural grant program and take away funding from states that don't comply, even in states like Mississippi—which has less than one thousand electric vehicles. This bill is bad for our economy, it's bad for our rural states, and, without significant change, this bill is bad for America," Guest said in a speech on the House floor. The bill would authorize these costly and wasteful programs for five years and is largely focused on pushing a major part of the progressive Democrats' Green New Deal, which has received bipartisan pushback. In addition to the concerns the Congressman addressed on the floor, he has also raised concerns over the bill's failure to address project delays, exclusion of any provision to pay for the huge price tag of the bill, the inclusion of "art as infrastructure" provision, and a top-down approach that ties the hands of states to address their own infrastructure needs. "I am firmly opposing Speaker Pelosi's Select Committee to ‘investigate' the events at the U.S. Capitol on January 6th. Speaker Pelosi's Select Committee is set up to operate more like the partisan impeachment process than a real investigation, and it will only be used to attack the political opponents of the Democratic Party." As written, the select committee will be composed of 13 members, all of whom will be selected by Speaker Pelosi, although she will consult with Republican Leader Kevin McCarthy on five of the appointees. The committee is expected to be run almost exclusively by House Democrats, will be given the power of subpoena, and is not bound to a deadline within which to present findings. Michael Guest (R-MS), Vice Ranking Member of the House Committee on Homeland Security, today called for transparency into the Biden Administration's hasty suspension of the Migrant Protection Protocols (MPP), also known as the "Remain in Mexico" policy. Guest highlights the rash nature in which the administration made this announcement on January 20, 2021, concluding that it likely failed to conduct a proper analysis or notify the appropriate stakeholders before the suspension took effect. In a letter to DHS Secretary Mayorkas, Guest wrote, "The Department's seemingly impulsive announcement lacked explanation, justification, or any other indicia that the decision had been made only after the careful deliberations and consultations that are both appropriate and lawfully required of Executive Branch agencies by the Administrative Procedures Act (APA). It further appears, based on a lawsuit filed by several states, that those states who stood to bear the largest and most immediate burden from the Department's suspension of MPP were not consulted or even notified prior to the announcement. Given that MPP provided major relief to the strain on border states, immigration courts, and Department resources, it is imperative that the Department provide a fulsome and transparent justification of its decision to suspend MPP." "The apparent failure of the Department to engage in any analysis of costs, benefits, and alternatives prior to the Department's announcement is deeply troubling. It also raises concerns that the Department used the discretion afforded to it by Congress in the Immigration and Naturalization Act (INA) to make this hasty decision for political purposes. Therefore, it is necessary that Congress exercises our constitutionally vested oversight authority to examine the facts and circumstances surrounding the Department's MPP decision," Guest continued. Madam President, I join my colleagues today in defense of our longtime friend and trusted ally, Israel, and to argue that absolutely no American taxpayer dollars should be spent to benefit terrorist organizations. Israel has no greater friend than the United States, and the Israeli people have long relied on assistance from the American people and other allies. It is an unshakeable bond based on mutual respect, shared democratic values, and common interests that existed long before the modern State of Israel was founded. We must continue to support and foster that relationship with everything we have as Israel faces growing threats from Hamas and other terrorist groups in the region. As the annual appropriations process moves along, I am concerned, as are many of my colleagues, that foreign aid--U.S. taxpayer dollars-- could end up in the hands of those who have boldly proclaimed that their intent is to do harm to Israel and our interests in the region. The most recent wave of violence in the Middle East makes it clear that our resources must be responsibly spent and kept out of the coffers of terrorist organizations and bad actors whose violence can be bankrolled by commandeering U.S. foreign aid. The Biden administration admitted recently "there are no guarantees" our humanitarian assistance will reach the intended recipients. I believe it is our duty to guarantee this. It is imperative that we are certain that not a single cent of taxpayer money is spent to fund Hamas and its military arsenal. In this effort, my colleagues and I have teamed up to ensure that safeguards are in place to make sure anti-American and anti-Israel groups do not continue down this dangerous path of radicalization and indoctrination at the expense of hard-working Americans. Cattle producers in Mississippi and across the country have continued to experience volatile livestock markets driven by supply chain disruptions and labor challenges driven by the COVID-19 pandemic and a consolidated beef market. In May of 2020, the Department of Justice launched investigations into the four largest meatpackers in the United States to examine if anticompetitive market-distorting practices led to price disparities between live cattle prices and wholesale beef. See the full text of the letter here or below: Dear Attorney General Garland: On May 22, 2020, the U.S. Department of Justice (DOJ) Antitrust Division issued civil investigative demands (CIDs) to the four largest meatpackers in the United States due to concerns of anticompetitive conduct within the beef industry. Unfortunately, the DOJ has not provided any updates regarding the investigation's status or conclusive reports resulting from this review. We respectfully request details on the outcome of the investigation. Should this matter require more time, we encourage the Antitrust Division to continue its civil investigation while at minimum providing a status update to Congress. He earned his first Law Enforcement Purple Heart while serving on the police force in Friars Point and earned a second Purple Heart while serving at the Madison County Sheriff's Office. Harris then continued his career at the Richland Police Department. In 2018, Harris achieved his lifelong dream of becoming a Mississippi Highway Patrolman and graduated from Trooper School as part of Cadet Class No. 62. In addition to the Purple Heart medals, Harris received dozens of awards, too numerous to mention here, for valor and bravery. Several were commendations for his work on narcotics teams and with K-9 units. The letter follows a report by the Wall Street Journal revealing that three researchers from China's Wuhan Institute of Virology displayed COVID-19-like symptoms in November of 2019, which has revitalized calls for a probe to further examine the possibility that COVID-19 originated in a Wuhan lab. The letter also calls for the Chinese Communist Party (CCP) to be held accountable for its role in the origins of COVID-19. The letter specifically notes House Democrats' concerning statements and legislative agenda, which have not focused on ensuring the CCP is held accountable for its role in COVID-19, and contrasts that to statements from officials in the Biden Administration demonstrating their interest in learning about the virus's origins and the need for an independent investigation. The letter reinforces the need for Congressional action on this matter, as the World Health Organization's report released on March 30, 2021, is not trustworthy, given the CCP's role in the development of the study. Read the full text of the letter here or below: Dear Speaker Pelosi, We request that you instruct the appropriate Democrat committee chairs to immediately join Republican calls to hold the Chinese Communist Party (CCP) accountable for its role in causing the global COVID-19 pandemic. There is mounting evidence the pandemic started in a Chinese lab, and the CCP covered it up. If that is the case, the CCP is responsible for the deaths of almost 600,000 Americans and millions more worldwide. These questions about the CCP's liability are not a diversion, as you falsely claimed. To the contrary, every American family that lost someone deserves answers about the origin of this terrible virus, and House Democrats' ongoing refusal to allocate investigative resource… 1 2026-03-30T01:40:41Z 2026-04-06T19:57:00Z

The Emergency Resupply for IRON DOME Act of 2021 is a companion to a bill introduced by Senator Bill Hagerty (R-TN), joined by Senators Marco Rubio (R-FL), Tom Cotton (R-AR), and Ted Cruz (R-TX). The legislation would redirect funds appropriated for Gaza to replenish Israel's defense missile systems. Congressman Guest introduced the legislation following Secretary of State Antony Blinken's admission that the funds allocated to Gaza could be used by Hamas to replenish its stockpiles. The Senate and House companion bills were introduced after Reps. Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), and Mark Pocan (D-WI) introduced legislation to block the sale of weapons to Israel. "This is not a Republican or Democratic issue. This is about protecting innocent lives from the continued attacks by the terrorist group Hamas, which aims to kill Israeli citizens and cause destruction. The Iron Dome is the strongest asset that Israel has to defend against the targeting of innocent civilians by Hamas and other Iran-backed terrorist groups, so until a lasting peace is achieved, we must support Israel's efforts to protect its people," Rep. Guest said. "I just returned from Israel where I inspected IRON DOME defense systems and the tragic devastation caused by Iranian-backed terrorists' rockets, so I believe resupplying the life-saving IRON DOME interceptors must be a top priority for Congress. I'm pleased that Representative Guest has introduced companion legislation in the U.S. House of Representatives to the bill that Senators Rubio, Cotton, Cruz, and I introduced in the U.S. Senate to require the Executive Branch to redirect U.S. foreign assistance to help Israel replenish its highly-effective missile defense interceptors," Sen. The legislation was introduced by Representative Nicole Malliotakis (R-NY) after Secretary of State Antony Blinken "strongly encouraged" foreign embassies to use department resources to fly Black Lives Matter (BLM) flags on the one-year anniversary of the death of George Floyd. "The death of George Floyd opened important discussions surrounding police reform in the United States. However, using United States resources to display a non-governmental flag over United States embassies is not permissible. I encourage all Americans to exercise their First Amendment right to free speech and to continue civil dialogue around this matter. However, these discussions should not be aired out on an international stage. Our country's resources should be used to highlight our unity, not our political divisions," Guest said." BLM is a decentralized social movement that has been incorporated by numerous organizations, some contradictory to one another. Protestors displaying BLM flags have threatened police officers, and the official organization supports defunding the police. Recently, co-founder of the Black Lives Matter Global Foundation stepped down amid criticisms from other Black Lives Matter chapters for the foundation's lack of transparency involving funds collected under BLM sponsored fundraising. Mr. President, I am pleased to commend Mr. Paul Hollis of Rolling Fork, MS, for his service and contributions to the State of Mississippi while serving as the 85th president of Delta Council. Organized in 1935, Delta Council plays an important role in uniting the agricultural, business, and economic development leadership to solve problems and promote greater opportunities in the Mississippi Delta region, which encompasses 19 counties in Northwest Mississippi. Mr. Hollis has selflessly committed himself this year to the standing priorities of Delta Council's agenda, namely flood control, among other major issues the council addresses. As the owner and operator of Hollis Farms in Anguilla, MS, for over 30 years, he knows all too well the unjust history and devastation the incomplete Yazoo Backwater Pumps flood control project has brought to his community. There are few proponents of the Yazoo Backwater Pump Project who have volunteered the time, loyalty, attention, and leadership as fervently as Paul Hollis. Mr. Hollis assumed the role of Delta Council president in a nontraditional fashion by way of the first-ever virtual meeting of Delta Council, due to the unprecedented challenges we faced during the COVID-19 global pandemic. Despite the hardships the virus brought upon our State and Delta Council, Mr. Hollis led this organization admirably through the rest of 2020 to restore the traditional Delta Council Day at the 86th annual meeting, at which I am honored to serve as the keynote speaker. Outside of his time spent working on his farm and serving Delta Council, Mr. Hollis contributes his leadership skills to many valuable community organizations. Organized in 1935, Delta Council plays an important role in uniting the agricultural, business, and economic development leadership to solve problems and promote greater opportunities in the Mississippi Delta region, which encompasses 19 counties in Northwest Mississippi. Mr. Gresham's tenure began on the heels of the devastating and historical Yazoo Backwater Flood of 2019, which destroyed thousands of acres, hundreds of homes, and took two lives. As a Delta native, business owner, and servant to his community, his leadership helped bring tremendous attention and change to a new plan proposed by the U.S. Army Corps of Engineers to address this critical flood control issue. He also met challenges unlike any other Delta Council president in the unprecedented times we faced during the onset of the global pandemic of COVID-19. In leading Delta Council throughout his presidency, he navigated the way for the council to continue its devoted work to the region, despite the difficulties the virus brought us. This included the first-ever virtual meeting of Delta Council. I also applaud Mr. Gresham, as a longtime former chairman of Delta Council's Development Department, along with Delta Strong leadership, on bringing hundreds of jobs to the Delta through the Delta Strong industrial recruitment initiative. As the president of Double Quick, Inc., for over 35 years, Tom Gresham knows what it takes to grow a successful business in the Delta. In 1941, the 18-year-old Calhoun City resident was inducted into the U.S. Army Air Forces. Five months later, Mr. Gann and his comrades, charged with protecting the Bataan Peninsula, were fiercely attacked by the Imperial Japanese Army. After months of battle, with rapidly dwindling supplies, they were forced to surrender. On March 8, 1942, Mr. Gann was among approximately 76,000 American and Filipino troops forced to walk some 65 miles without adequate food, water, or shelter from the heat. The soldiers who survived the experience endured torture and starvation in Prisoner of War (POW) camps. Mr. Gann was a POW for 3.5 years, where he was forced to work in coal mines. He managed to survive the experience and eventually settled in Booneville, marrying Juanita Goddard in 1949. Throughout his life, he was plagued by his war experiences and wounds he suffered in battle and as a POW. In his later years, Mr. Gann lived in Chattanooga, Tennessee, until he passed away on October 14, 1980. In January, Debbie Stolz, Mr. Gann's daughter, began an effort to acquire military medals that her father earned, but never received. Over 20 states, including Mississippi, have announced they will opt out of the program as early as June 12th. These moves come as businesses struggle to find employees due to the government's paying individuals more to stay home than to work in some cases. With federal benefits and state unemployment, unemployed Americans are eligible to receive up to $17.17 an hour based on a 40-hour work week, more than double the Federal minimum wage and about 10 percent more than the median income of wage and salary workers. Below is a transcript of Congressman Guest's speech: Former President Ronald Reagan once said that "the best social program is a job." Job creation and growing our economy are bipartisan issues that benefit all Americans. This past year, we saw the impact that COVID had on our businesses both large and small; but now as we are reopening the economy, many employers are unable to find workers to keep up with the high demand for goods and services. A major roadblock to businesses' being able to hire staff comes from the Federal supplemental unemployment payments made on top of the unemployment already provided by the states. These payments have caused many potential employees to continuing collecting unemployment from the government rather than reentering the workforce. Thankfully, many Republican Governors, including Mississippi Governor Tate Reeves, have ordered the end of the Federal supplemental unemployment payments now that the economy is open. As a Congress, we need to follow the example of Mississippi and other states and bring this program to a close as more Americans find it possible to return to normal life. 1 2026-03-30T01:40:41Z 2026-04-06T19:49:40Z

The ICAO oversees air traffic cooperation of 193 national governments, but Taiwan remains excluded from the group despite being home to the eleventh largest airport in the world. By joining the ICAO, Taiwan would gain access to important resources in international aviation, and the UN would gain another valuable partner at ICAO, which would further the UN goal of international cooperation. Taiwan's entrance into the ICAO would also deter Chinese aggression in the region. The Chinese Communist Party (CCP) has targeted Taiwanese independence as a threat and continues to seek to undermine Taiwan's autonomy. In the month of January, the CCP conducted almost daily incursions into Taiwan's airspace, including by aircraft capable of carrying nuclear weapons. Admission into the ICAO would help counteract the anti-democratic actions and intentions of the CCP against the people of Taiwan. The letter calls for bipartisan support of Taiwan's entrance into the ICAO: We urge you to continue to fully support Taiwan and uphold the provisions of the Taiwan Relations Act as you craft the Administration's East Asia strategy. Specifically, we are concerned about the continued exclusion of Taiwan from the International Civil Aviation Organization… It is critical that we continue to publicly work with Taiwan and our other allies across the globe in combatting CCP influence in the region and international community, as well as continuing to build our diplomatic and defensive relationships. The legislation would allocate a portion of the Department of Justice's body-worn camera grant funding to jurisdictions serving small populations and establish a 75 percent Federal to 25 percent local matching requirement to ensure smaller communities are not financially precluded from participating. "Both sides of the aisle have expressed support for additional use of body-worn cameras because they help create transparency and accountability between the community and law enforcement agents while also protecting agents from false claims of misconduct. The overall mission of law enforcement is to serve and protect. This legislation would advance that mission by providing additional accountability and personal protection of our law enforcement officers," Guest said. Law enforcement agencies serving smaller communities often lack access to needed resources to obtain BWCs and other relevant technology. This is the second of three pieces of legislation Congressman Guest plans to introduce to support the law enforcement community and the work of law enforcement agencies across the United States during National Police Week. The Operation Stonegarden Act would provide grant funding to support law enforcement agencies located in states bordering Mexico, Canada, or a maritime border that are working with U.S. Customs and Border Protection (CBP). As the crisis on the border continues to worsen, this legislation would support efforts of local agencies to supplement the work of CBP. "Illegal border crossings remain near 20-year highs and more than 21,000 unaccompanied children are in federal custody. Increased drug and human trafficking efforts have stretched CBP efforts thin as agents spend much of their time processing the thousands of illegal immigrants entering the United States. Managing this crisis requires resources and manpower. This legislation would help fill in the gaps in border security that President Biden's executive orders have caused and continue to exacerbate," Guest said. There has been a 233% increase in fentanyl seizures compared to the same time last year, migrants are entering the United States without COVID-19 testing, and as many as 1,500 illegal immigrants evade police encounters per day based on numbers reported last month. Overwhelming evidence points to a humanitarian, health, immigration, and national security crisis on the border and, during Congressman Guest's visit to the border last month, agents provided personal accounts in discussions with lawmakers of how the Administration's policies have restricted their ability to perform their duties as law enforcement agents. This legislation would help alleviate the stress placed on CBP by providing local law enforcement agenc… 1 2026-03-30T01:40:41Z 2026-04-06T19:49:40Z

Mr. President, it is a solemn honor to recognize National Police Week. Each year, we dedicate this week to express our admiration and gratitude to all of the law enforcement officers working to keep us safe. We also take this time to remember those who have paid the ultimate sacrifice in the line of duty over the past year. Law enforcement officers face many challenges in their mission to protect and serve. I greatly admire members of the law enforcement community who remain steadfast amidst the dangers of their noble profession. To all the law enforcement officers across the State of Mississippi, I want to say to you that I am in Washington, DC, as your Senator to support you and to work to ensure you have what you need to do your job. You are truly our hometown heroes. You are the thin blue line keeping our families and our communities safe. The loss of any officer deeply affects entire communities beyond their own department, and the ramifications for their family and friends are heartbreaking. This Police Week, we honor and mourn three heroes from Mississippi, officers who died in the line of duty last year. Monroe County Deputy Sheriff Dylan Scott Pickle, 24, died on July 26, 2020, while on duty after a vehicle struck him during a safety checkpoint operation. Dylan, a decorated veteran awarded three medals for his heroism in Syria, knew at an early age that he wanted to serve his community and his country. An Amory native and an Itawamba Community College graduate, Deputy Pickle's life of service was cut short soon after earning a promotion within the sheriff's department. He leaves behind his mother, a sister, a brother, and stepsister. Simpson County Sheriff Deputy James Harold Blair lost his life on July 12, 2020, after a subject he was transporting fatally wounded him. Res. 386, a resolution expressing support of the United States House of Representatives for recognizing National Police Week and the 394 law enforcement officers killed in the line of duty and whose stories were recovered during 2020. This resolution is the first of three pieces of legislation Congressman Guest plans to introduce during National Police Week to support the law enforcement community and the work of law enforcement agencies across the United States. Almost 60 years ago, President Kennedy signed into law legislation authorizing that President of the United States to declare the week that includes May 15th each year as National Police Week. It is a time to pay special recognition and respect to those officers who lost their lives in the previous year and take actions to prevent injury and death of law enforcement agents. "As a Congress, it's important to amplify our respect to police officers and reverence for those officers who have paid the ultimate price in service to their communities. Every day, law enforcement officers place their lives in harm's way so that Americans can pursue the opportunities that make our country great. I'm thankful every day for the hard work of our law enforcement community, and, with this resolution, we can send a positive message to our officers that their Congress supports their efforts and joins the nation in remembering the brave heroes who made the ultimate sacrifice to defend their communities from violence and crime," Guest said. This resolution comes to the floor following a year of anti-police rhetoric and policies from progressive politicians. Congressman Guest has been an outspoken critic of anti-police rhetoric and policies. In addition to Congressman Guest and Congresswoman Letlow, the legislation has received support from 76 cosponsors: Rep. Brian Fitzpatrick (PA-01); Rep. Trent Kelly (MS-01) Rep. "The crisis at the border is a result of the Biden Administration's policies and is the outcome Republicans warned the President about in February. Since then, President Biden has failed the American people repeatedly through his inaction. Members from both sides of the aisle have traveled to the border, spoken with migrants and border security agents, and developed a plan. We have listened to the American people, and we are putting our plan in action with this legislation," Guest said. Resuming border wall construction is one of the five pillars of the Republicans' plan to address the Biden border crisis. The others include reinstating the Remain in Mexico Policy, protecting Title 42, requiring a negative COVID test from migrants, and adopting clear messaging to discourage illegal immigration. If adopted, the Finish the Wall Act would: Immediately resume border wall system construction; Prohibit cancellations of border wall system construction contract in place; and Require allotted funds be spent on construction of the border wall system. "The situation on our border is far worse than I initially expected. On the very first night, we encountered a group of about a dozen walking down an old dirt path looking for the processing facility. One of those men was carrying a little girl that he claimed to be his daughter. After border patrol officers indicated they would perform a DNA check, he admitted he had no relation to the little girl. She is here now, in an unknown land with no family. We learned that cartels have been active as well, with border agents seeing a 131 percent increase in guns, a 187 percent increase in cocaine, a 63 percent increase in heroin, and a staggering 2,067 percent increase in fentanyl seized by agents in fiscal year 2021. This is no coincidence. This is not a typical occurrence, as President Biden has claimed. This surge is directly tied to his administration's executive orders and rhetoric. Both pieces of legislation passed the House. Congressman Guest voted in opposition to both bills. "During a pandemic and at a time we are seeing an immigration crisis unfold at our southern border, House Democrats are bringing up two immigration bills to provide amnesty, allow foreign workers to become eligible for U.S. citizenship, and make convicted criminals eligible to receive green cards," Guest said. "It is evident that President Biden and the Democrats are signaling that our border is open. "Over the last year, Republicans and Democrats have worked together numerous times to pass COVID relief for the American people. Unfortunately, this bill was not that way. The legislation is a completely partisan bill that has yet to receive one Republican vote in either the House or the Senate. This spending bill will appropriate nearly $2 trillion at a time we still have $1 trillion in unspent funding from our previous relief bills. This bill will be passed at a time that our economy is growing, unemployment is dropping (14.7% to 6.2%), and Americans are being vaccinated. Instead of prioritizing public health needs, focusing on reopening the economy and reopening our schools, or even securing our border, we will be voting to add almost $2 trillion to our national debt, with most of the spending going to fulfill campaign promises and fund the agenda of the far-left. We must reject this partisan bill, that even Democrats admit is the most progressive legislation in the last quarter century, and Congress should instead focus on working together for the good of the American people," Congressman Guest said on the House floor. Congressman Guest raised his concerns over the bill's lack of relief for rural Americans in a Transportation and Infrastructure Committee markup earlier this year. Congressman Guest released the following statement after the legislation passed 220-210. "Free speech and fair elections are the bedrock of our Republic, but this bill targets those ideals as hostile. It reforms the Federal Election Commission in a way that would grant a small, partisan group the ability to limit free speech. Congressman Guest also criticized the measures in the bill to federalize elections. "What's best for California and New York is not always best for the rest of the country. The designers of our great Republic understood this reality when they created our Constitution. Article I, Section 4 of the Constitution gives states— not Congress, not the Executive Branch, not the judiciary—the authority over elections. H.R. 1 should be seen as nothing less than a federal takeover of elections. This bill would undermine the integrity of our elections by codifying many of the voting changes implemented during the pandemic. House Democrats have entitled H.R. 1 the ‘For the People Act of 2021,' but not one of the provisions in this bill is for the people. All I see is a bill designed to protect certain politicians in Washington, D.C. It would more appropriately titled the ‘For the Politicians Act.'" 1 2026-03-30T01:40:41Z 2026-04-06T19:33:37Z

The legislation would permanently withdraw 1.2 million acres from mineral production, essential resources that provide jobs to thousands of Americans and support our domestic energy sector. "As Americans fight to return to work, Democrats in the White House and Congress continue to threaten American jobs by placing their own agenda over the wellbeing of the American people. We have seen a pattern. While Democrats are focused on their partisan agenda, Republicans remain committed to growing American jobs for every citizen." 1 2026-03-30T01:40:41Z 2026-04-06T19:26:35Z

The U.S. Department of Agriculture Rural Development awarded grants for 10 Mississippi projects to improve health and education responses to the ongoing coronavirus pandemic. The grants are funded through the CARES Act and other congressional appropriations. "These investments from the USDA will help connect more Mississippians to telehealth and distance learning opportunities," Wicker said. "I look forward to increasing access to these vital resources for all Mississippians." "Expanding the ability of public schools, libraries, and health facilities to use technology to reach people in rural Mississippi is essential as we work our way through the pandemic," said Hyde-Smith, who serves on the Senate Agriculture Appropriations Subcommittee. "The projects funded by USDA Rural Development will have the added benefit of helping students, seniors, businesses and many others in the years to come when COVID-19 no longer dominates the headlines." "I'm proud to have consistently supported USDA's Distance Learning and Telemedicine program and to promote these useful tools that bring our state closer together, particularly during these times. With technology, we are reducing the distance between doctors and patients and connecting more students with new and unique ways of learning. I'm proud to work with our delegation to advance these priorities for our state and rural America," Guest said. Entitled the "Equality Act" by House Democrats, Congressman Guest cited the complications the bill would create for women, religious institutions, and pro-life protections in his opposition. "This legislation poses a serious and real threat to the rights of women, people of faith, and our unborn children and imposes an unscientific definition of gender across our country. I stood with women, children, and our religious institutions by voting against this bill," Congressman Guest said. H.R. 5 would include sexual orientation and gender identity as protected classes under the Civil Rights Act and would redefine sex to include pregnancy, sexual orientation, and gender identity. It also would remove protections for churches and other religious organizations by prohibiting the Religious Freedom Restoration Act (RFRA) from being applied in relevant cases. H.R. 5 was considered in the 116th Congress, where it passed the House of Representatives but failed to receive Senate consideration. Congressman Guest voted in opposition of the legislation in 2019. 1 2026-03-30T01:40:41Z 2026-04-06T19:26:35Z

"During the Vietnam War, he was held captive at the famous Hanoi Hilton for eight years, where he employed the tap code to communicate with his fellow prisoners. Despite the constant threat of torture, Col. Harris taught other prisoners how to use the secret code. After a long and distinguished career in the U.S. Air Force, Col. Harris completed law school and joined the Mississippi Bar in 1981. Col. Harris is a role model for our entire community - a gentleman of all gentlemen. I am proud to call him a friend." "There have been a lot of wonderful men who have done great things for Tupelo," Col. Harris said. "Representative Kelly is one of them. I appreciate this recognition and honor. When I was shot down, my wife, Louise, and our children, were welcomed by a wonderful and supportive community. Kelly said. "While families of the active and retired family enjoy this benefit, Gold Star families – families who lost their servicemember while actively serving our country - have not been included in the benefit. When someone pays the ultimate sacrifice in the defense of our country, the least we can do is ensure their family enjoy the same benefit as those who are currently servicing or retired from service. Congressman Guest offered three amendments to: Dedicate $5,000,000,000 from the legislation to FEMA under the Disaster Relief Fund to assist vaccine distribution in Rural and Small States. Eliminate FEMA cost-share agreements to reduce federal spending. Repurpose 10 percent of airport grant funding in amounts over $100,000,000 to be used for grants to small and non-hub airports. In his opening statement during the mark-up, Congressman Guest called for a measured, common-sense response to COVID-19 to ensure that all Americans are represented in the legislative process. Below is Congressman Guest's statement from the committee hearing. I understand the sense of urgency by our colleagues across the aisle, especially as we approach one year of fighting COVID-19. I understand the desire to do something. However, this legislation does little to help many Americans. We need to be taking an economics and need-based approach to this issue, and the economic data doesn't support the level of relief Democrats are proposing. Unemployment is falling, consumer confidence is rising, growth in the economic sector is accelerating, and demand for homes remains high. On top of that, we still have $1 trillion, I repeat $1 trillion, in our previous relief packages that has yet to be spent. To put that into perspective, that's almost the entire GDP of Australia that we have held in reserves to combat COVID-19. The money that falls under the scope of this committee is no different. Amtrak has yet to spend a dime of the $1 billion we provided them in December, and transit has only spent 40% of funds that we allocated through the CARES Act and the most recent package. We need to be identifying the gap between what we've already done and what's needed. According to th… 1 2026-03-30T01:40:41Z 2026-04-06T19:26:35Z

This is the first step to pass President Biden's $1.9 trillion COVID-19 relief plan that is likely to include mandating a $15 minimum wage, a proposal Congressman Guest opposes, citing the 1.3 million jobs the minimum wage law would destroy. The Democrats' COVID-19 relief has received pushback from House and Senate Republicans, citing the size of the relief bill, the partisan provisions and nature of the process, and the speed at which President Biden departed from his message promoting "unity." "The economy is on the mend, and we have seen projections for strong economic growth over the next 10 years. This would not have been achievable without the economic relief the Trump Administration and Congress worked together in a bipartisan effort to achieve," Congressman Guest said. "Unfortunately, President Biden, backed by the Progressive wing of his party, is using COVID relief in an attempt to claim responsibility for the economic and public health wins that the bipartisan efforts under the Trump Administration brought our nation. Sadly, it has become clear that Democrats had no interest in continuing these bipartisan efforts when they opted to use the budget reconciliation process in an attempt to approve partisan legislation." The Congressional Budget Office released a study earlier this week that projects "real GDP [will expand] rapidly over the coming year, reaching its previous peak in mid-2021." The CBO attributes its new and positive outlook to a less severe economic downturn than it originally projected and to a recovery that was stronger and quicker than projected. Mr. President, I rise to discuss the importance of the American energy sector and my concern about President Biden's Executive orders regarding domestic energy policy. In the first hours of the Biden administration, the President signed an Executive order revoking the Presidential permit of the Keystone XL Pipeline, a project projected to add 11,000 American jobs this year and pump $1.6 billion in wages into our economy. The new administration's actions ceased construction work, nullified contracts issued last October to hire an estimated 7,000 union construction workers, and disappointed our Canadian ally. It is deeply concerning that our national energy policy should take such a dramatic turn away from pro-jobs and pro-American energy independence. Americans' unemployment rate is already in a precarious situation due to the ongoing global pandemic, and I fail to see how destroying more jobs unifies our Nation. Mississippians and Americans in the energy industry have worked tirelessly for our Nation, and in 2019 America became energy independent for the first time in 60 years. It is thanks to our energy workers that we are no longer forced to rely on foreign powers who do not wish America well. Terminating the Keystone XL Pipeline was just the start of what we now recognize to be a concerted effort to bring down fossil fuel resources in our Nation. The administration's subsequent ban on new oil and gas leases on Federal lands will result in an estimated $33.5 billion in lost GDP across Western States in President Biden's first term and risk over $8.8 billion annually in conservation funding. Oil and natural gas from Federal lands accounted for 6.4 percent and 9.2 percent, respectively, of the Nation's total production. Jobs and economic opportunity are being carelessly stripped away. And while my State may not be burned by the Federal leasing ban as badly as Wyoming, New Mexico, a… 1 2026-03-30T01:40:41Z 2026-04-06T19:26:35Z
