Robert Johnston six World War II military medals in a ceremony today at the Fargo Air Museum.  The medals were earned during Johnston’s service in the Army Air Corps from 1942 to 1945.  Records of the medals were lost and never awarded to Johnston, who died in 1996.  His grandson, Levi Otis of Fargo, contacted Cramer’s office for assistance in locating the lost records. In today’s ceremony, Cramer presented Johnston’s widow, Lila Johnston, with her husband’s medals, the Air Medal and Oak Leaf Cluster, the POW Medal, the Good Conduct Medal, the European-African-Middle Eastern Campaign Medal and Bronze Star Attachment, the World War II Victory Medal and the Honorable Service Lapel Button from World War II.  He also presented her with an American flag flown over the U.S. Capitol Building.  “It is my great honor to present these medals to you,” Cramer told Mrs. Johnston.  “As the service person serves, so does the spouse and the family.  Thank you for giving me the opportunity today to honor the memory of your husband and recognize this outstanding member of our Greatest Generation.” Johnston served in the Army Air Corps during World War II as an airplane mechanic gunner.  He took part in the massive Allied air offenses over German-controlled Europe, which included the Naples-Foggia Campaign that was vital in driving Italy from the war, and the Rome-Arno Campaign which not only liberated the city of Rome, but saved the lives of countless Italian citizens.  His airplane was shot down flying over enemy territory on Jan. 30, 1944.  Johnston was forced to parachute out of the plane, injuring his shoulder, where he was captured by German soldiers.  He was sent to a prisoner of war camp in East Prussia and then to Germany.  A POW for 16 months, Johnston stole a German officer’s car and escaped to Allied territory.  After World War II, Johnston returned to his home area of Henning, Minn., and later served in the Korean War. The senator worked to secure approval of this request from the FAA. The North Dakota test site is the first in the nation to have such beyond-line-of-sight operability. This means the test site will be able to support the development, testing and evaluation of a wide range of new applications for UAS technology, giving the state a competitive edge. The FAA's approval of this COA is a major step forward for North Dakota and the UAS industry in general because UAS will have to be able to fly beyond the line of sight in order to operate concurrently with piloted aircraft in the National Air Space, Hoeven said. This authorization will help companies like General Atomics, Northrop Grumman and future tenants at the Grand Sky technology park test and evaluate complex UAS operations possible nowhere else in the nation. It also makes North Dakota an attractive place for government agencies like NASA, the Air Force and the Department of Homeland Security to integrate UAS into the national airspace system. The Administration's Stream Buffer Rule clearly won't work in North Dakota, said Hoeven. This will result in burdensome costs and job losses without any environmental benefits in states like North Dakota. Since the beginning of his first term, President Obama’s Department of the Interior has spent millions of taxpayer dollars to rewrite an already modern 2008 rule. This rule infringes on a state’s ability to manage their own successful coal reclamation programs. In fact, just two weeks ago the OSM reported that ‘North Dakota has an effective program with no issues.’ It’s well documented that states which actually implement these rules on the ground have been pushed aside by OSM. I encourage them to continue fighting this rule and I will work with my colleagues in Congress and President-elect Trump to prevent this rule through the Congressional Review Act.” Upon taking office, the Obama Administration began rewriting the 2008 Stream Buffer Zone Rule after an environmental group lawsuit despite that rule’s five years of environmental analysis and careful scientific consideration. Through Congressional oversight it was learned the Obama Administration has spent at least $10 million on the new rule purportedly based on “new science” not made freely available to the public. Additionally, states, which by statute are partners in carrying out the Surface Mining Control and Reclamation Act (SMCRA), have been “locked out of the rule and EIS development process,” according to the Interstate Mining Compact Commission. Despite Congressional direction in the Fiscal Year 2016 Omnibus Appropriations, OSM has not provided for meaningful cooperation with states regulating coal mining operations for more than 30 years. We are committed to our Middle Eastern allies, especially Israel, which is why I continue to support efforts to curtail Iran's attempts to destabilize the region. Sanctions remain one of the most effective ways to address Iranian belligerence. Congress originally passed legislation in 1996 requiring the President to sanction any entity that invests in Iran's energy sector. These sanctions would have expired this month if we had not acted. Early this month, the Senate voted 99-0 to pass an extension of these sanctions, ensuring that Iran continues to be penalized as long as they propagate terror. This builds on our continued opposition to formalizing relations with the world's largest state sponsor of terrorism. Third-party intermediate providers work by carrying long distance phone calls in rural areas between providers such as Verizon, AT&T, and Sprint. The program’s purpose is “to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential energy expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, the handicapped, and children.” Cramer is a member of the House Energy and Commerce Committee. The Weatherization Assistance Program is administered by the Department of Energy, and the Low-Income Home Energy Assistance Program is administered by the Department of Health and Human Services to help pay energy bills for low-income households, which can include weatherization projects.  North Dakota’s program is coordinated by the state Department of Commerce Division of Community Service.  Director Bruce Hagen said between 500 and 600 homes are weatherized in North Dakota each year. Hosted by Dakota Access Pipeline officials, Cramer joined a group including Standing Rock Sioux Chairman David Archambault, U.S. Corps of Engineers Omaha District Commander Col. John Henderson, Standing Rock Sioux Tribal Historic Preservation Officer John Eagle, North Dakota State Historic Preservation Officer Paul Picha, Cheyenne River Sioux archaeologists and other tribal cultural and historical specialists. “I found today’s construction site examination an invaluable relationship-building experience that helped us better understand North Dakota’s cultural landscape.  I believe those of us on all sides of the Dakota Access Pipeline issue benefited from walking together and sharing our expertise, experiences and expectations.
