Caponigro was born in Montclair on June 21,1925,a first-generation Italian-American. His parents came to the United States fromLacedonia, Italy when they were teenagers. When he was 17 he joined the U.S. Navy with the help of his parent's signature because he was too young to enlist without their consent. "I thought it was the right thing to do," he said. He was a part of the D-Day invasion,what Smith called the "decisive battle ofWorld War II." He lost his hearing during the battle and suffered another injury to his hand went he got hit byshrapnel. For the rest of his life he wore hearing aids. "The sky was blacked out from the planes," Caponigro recalled of the D-Day. It did not stop him from raising seven children or making a career at DuMont Laboratories, before taking a job at Fort Monmouth for the U.S. Department of Defense. Mr. Caponigro enlisted Dec. 28, 1942, and fought in the Battle of Normandy on D-Day and the days afterward off Utah Beach on the coastal patrol vessel PC 1176, the sister ship of which was sunk during the battle. The Navy approved the medals and Smith received the medals in November. It is witha sincere gesture of gratitude that I give you these, said Smith, who was the chairman of the Veterans Committee in the House of Representatives for four years. You earned them. You are the greatest generation. A humble man, Mr. Caponigro said he would not accept medals after the war because of all of the other Americans who didnt make it back, or who lost limbs and other injuries. His family, in particular his grandson Bob Williams, encouraged him to seek the medals for the familys history, and he contacted Smiths office in September for assistance. The Chinese government has retained its power to tell Chinese couples how many children they may have and retained the power to punish couples who disobey. Nor does this policy erase the damage that three decades of coercive birth control polices have already inflicted on Chinese families. The Federal Prevailing Rate Advisory Committee voted earlier this month to recommend that the entire joint base be included in the higher-paying New York wage area, rather than split between New York and the lower-paying Philadelphia wage area. The split and wage disparity was caused when the joint base was formed in 2009 from the formerly separate installations of Fort Dix, McGuire Air Force Base and Lakehurst Naval Engineering Station. Workers at Lakehurst, which is in Ocean County, earn higher salaries or hourly wages because that portion of the base is in the New York pay area. Fort Dix and McGuire employees with the same jobs earn lower pay because their formerly separate installations are considered in the Philadelphia area. The issue first was addressed in 2009 by Rep. Chris Smith, R-4th of Robbinsville, and others, including former Rep. Rob Andrews, of the 1st Congressional District, and late Rep. John Adler, of the 3rd District. The trio pressured the federal Office of Personnel Management to agree to raise the salaries of civilians working on McGuire and Dix to the higher Lakehurst rate. The change was approved only for salaried workers. The disparity for more than 500 "wage scale" employees has remained despite requests to the Office of Personnel Management to make the change for the remaining employees. Smith has introduced legislation to mandate the disparity be corrected on the joint base and any other installation where a similar disparity occurs as a result of an installation merger or reorganization.
