The newly signed $6.3 billion legislation includes several initiatives long supported by President Obama and is more popularly known as the “moonshot” bill — part of Vice President Joe Biden’s “cancer moonshot” inspired by the death of his son, Beau, to a brain tumor. While supporters promote the effort to streamline the regulatory process, critics suggest that such supposed streamlining will become, in effect, an easing of restrictions endangering patients on whom experimental drugs can and will be more readily tested. There’s reason for concern; an effort to accelerate production of anything, no matter how responsible and efficient that effort may be, can increase the risk of error, and error in this case can cost lives. I wrote three laws on autism, including the most recent Autism CARES Act, which not only provides $1.3 billion for autism and research at NIH, CDC, and HRSA, but also looks at the aging out issue. Law enforcement is not ready to deal with severely autistic children who, when you approach them, need a certain approach so that they don’t react violently, especially if they have a sense of threat. As my good friend and colleague from Virginia, the distinguished chairman said, about 50 percent of autistic children wander. We know at least 100 children since 2011 have died. The bill is named after two of them who drowned. "It's hard to overstate how important this is to the residents of Spring Lake and to the overall health of the pond," Spring Lake Mayor Jennifer Naughton told the small crowd gathered in the blustery cold. The Wreck Pond project also includes dredging 37,000 cubic feet of material from the pond, a process that is almost finished, Naughton said. The 600-foot-long culvert will essentially act as an inlet that can be managed by the opening and closing of a gate during severe weather events. It will help restore tidal flows between the ocean and the pond, making it easier for fish to flow back and forth and improving water quality. It will also allow water to release from the pond quickly and to control ocean water from coming in. Beach closures, a frequent occurrence after heavy rains brought bacteria into the ocean, will now be a thing of the past, officials said. In a recent poll done in partnership with the Congo Research Group at New York University, President Kabila had less than 8 percent support among his people. U.S. officials believe that he has lost even more support in the months since that poll was taken. Mr. Speaker, from 1996 to 2006, more than 3 million people died in the DRC, more than 4 million were internally displaced as a result of internal and regional wars, and significant violence persists in eastern Congo today—a place that I have visited.
