There are no clean hands in the negotiations that have taken place over the past several days. This has been handled poorly by both sides. The NFTA will use this $777,943 federal grant to zone for mix-used development along the Amherst-Buffalo Corridor Light Rail Extension project, which is a proposed extension of the area's light rail system. The planning effort also includes steps to establish a Transit-Oriented Development Fund, and implement value capture mechanisms. "This grant will help make efficient transportation more accessible to members of the Western New York community," said Congressman Chris Collins. "The NFTA's proposed Light Rail Extension project will jumpstart economic development in Amherst, Buffalo and Tonawanda, increase daily ridership, and may potentially increase property values by $310 million. By the end of the war, Mr. Bouyea's unit had received seven distinguished unit citations and he personally had earned three service medals. Mr. Bouyea's service to his country did not end when he was honorably discharged in 1945, however, as he continued to play a significant role in his community in the later years of his life. In addition to sharing his story with local schools in his hometown of Plattsburgh, New York, Mr. Bouyea worked with North Country Honor Flight to fly his fellow veterans to visit our nation's war memorials in Washington D.C. Established in 2004, the route's renewal was jammed through again in 2016 without a public hearing or public comment period and against the wishes of those affected on the East End. The FAA and Department of Transportation have sole jurisdiction over the aircraft routes that have impacted these communities, but they have turned their backs on the residents whose quality of life has suffered summer after summer. On behalf of my constituents, I introduced a bipartisan legislative proposal that became law requiring the FAA to reassess the North Shore Helicopter Route to address the noise impact on affected communities, improve altitude enforcement and assess alternative routes, including an all water route over the Atlantic Ocean. Additionally, it would require the FAA to hold a public hearing on the NSR in impacted communities and open a public comment period. Working across the aisle, I secured House and Senate passage of this proposal, including it in this year's FAA Reauthorization Act, which was signed into law on October 5, 2018. CSBG grants are critical to local agencies working to tackle issues ranging from poverty to combating the heroin and opioid epidemic, and we must prioritize their funding. I am grateful to Washington County LEAP and the countless community organizations who attended today's Community Action Roundtable to discuss the implementation of CSBG funding and presented ideas for future projects to help those in need. I will continue working in Congress to ensure the CSBG program is supported so that our district's low-income families receive the resources they need to thrive. In June, the House Appropriations Committee agreed to Congresswoman Stefanik's requested CSBG funding increase by including it in the recent appropriations bill that was signed into law. This bipartisan legislation would benefit many of the community organizations present at today's roundtable by establishing the Community Action Opioid Response Grant as a competitive grant program within the Department of Health and Human Services.
