Senator Ron Johnson (R, WI), Chairman of the Senate Homeland Security and Governmental Affairs Committee, had opposed reversing this federal law due to long standing opposition by the Department of Homeland Security (DHS). In the past three weeks, as Congressional funding was being negotiated, Congressman Zeldin worked closely with Senator Johnson and White House and DHS leadership to successfully advocate for their assistance to remove the opposition and get this extremely high priority over the finish line for the First Congressional District of New York. Due to Congressman Zeldin's efforts, the 2008 federal law has now been reversed. Congressman Zeldin also worked with Senate Minority Leader Charles Schumer (D, NY) who maintained direct contact with Congressman Zeldin during this effort. "Not only does Plum Island offer diverse wildlife, a precious ecosystem and critical habitat for migratory birds, marine mammals, and rare plants, but it is an essential cultural and historical resource as well, said Congressman Lee Zeldin following passage of this legislation. The Rural Digital Opportunity Fund is an FCC initiative to close the digital divide in rural America, with the Phase I auction focused on allocating universal service funds on unserved areas that most need support. The Phase II auction will allocate an additional $11.2 billion nationwide, targeting partially-served areas and any fully unserved areas that did not receive funding through Phase I. Winning providers must meet periodic buildout requirements that will require them to reach all assigned locations by the end of the sixth year, and are incentivized to build out to all locations as fast as possible. Last January, the FCC rendered New York State ineligible for the up-to $16 billion that would be allocated in Phase I of the plan to expand high-speed broadband access. Congresswoman Elise Stefanik has sent a letter, along with a bipartisan group of House and Senate colleagues, to House and Senate leadership requesting that Congress permanently waive or remove the geographic restrictions on originating sites so that a Medicare beneficiary's ability to receive telehealth services is no longer based on where they live. Additionally, the letter requests that Congress permanently authorize Federally Qualified Heath Centers and Rural Health Clinics to provide distant site telehealth services and allow patients to utilize telehealth inside of their homes. Congresswoman Stefanik is a cosponsor of the CONNECT for Health Act, legislation that expands coverage of telehealth services under Medicare. This letter is urging for similar provisions and changes for telehealth services to Federally Qualified Health Centers and Rural Health Clinics. Throughout the COVID-19 crisis, our providers and patients have faced numerous challenges, said Congresswoman Stefanik. I have been a consistent advocate for our Federally Qualified Health Centers, Rural Health Clinics, and telehealth providers, who have been instrumental in addressing the needs of our rural communities and are an essential component of the North Country healthcare landscape. I have fought to deliver critical funding to our hospitals and rural health centers to ensure that they have the resources necessary to continue providing care. In sending this letter to leadership, I am once again urging a permanent expansion of telehealth coverage, which has proven to be an effective method of treating patients, especially in our more rural and isolated areas.
