This report provides a point-in-time count of homeless Americans, an estimate which is based upon the numbers collected on one particular night in January. The count includes homeless individuals living in shelters, and those identified by volunteers who survey places such as streets, parks, rail stations and all-night businesses where those who are homeless frequently seek shelter. In 2015, HUD identified 128,000 homeless children under the age of 18 in the United States. This reflects a 5.8 percent decrease from the numbers it released for 2014. While a decrease in the number of homeless youth would be cause to celebrate, unfortunately, these numbers dont provide a complete picture of the problem. In fact, the HUD survey does not consider the places most homeless families and youth can be found, which is staying temporarily with other people, or in motels. By comparison, the Department of Education, which does consider these living arrangements, identified more than 1.3 million homeless children and youth in the 2013-2014 school year, a number that was UP from 2012-2013. The United States receding from the fight against terrorism is not the only effect of this misguided foreign policy principle. As a result of American withdrawal, Iraq has plunged back into violence and chaos. Syrians and Iraqis are fighting to reclaim territory from ISIS, yet we are reluctant to provide anything more than small arms and ammunition. This includes a costly program to train Syrian rebels in their opposition to President Bashar al-Assad. The program was scrapped after it produced only a handful of trained rebels. When fighting in Syria intensified a few years ago and pressure for an international response grew, the President set a red line in Syria. He declared the use of chemical weapons to be unacceptable and that there would be enormous consequences for Assad if used. On December 18th my tax bills aimed at relieving the tax burden, preventing political targeting, and fighting tax fraud were signed into law- an important first step forward in my efforts. These legislative victories for taxpayers were included in the tax extenders package, known as the Protecting Americans from Tax Hikes (PATH) Act. The PATH Act permanently extends several major provisions to the tax code, providing stability for businesses and individuals, and most importantly opening the door to economic growth in 2016. One of the most important roles of Congress is to pass a budget (a guide to spending of the government) and then to pass appropriation bills, which authorize spending levels. The House passed a budget in 2015 and actually passed 7 out of 12 appropriations bills. The remaining 5 bills were passed out of the Appropriations Committee, but never made it to the House floor. When the Senate failed to act on any of the appropriations bills, we had to authorize spending under a Continuing Resolution (CR). A CR takes the power of the purse away from Congress and gives the President authority to spend taxpayer dollars on virtually anything he wants, up to a specific spending cap, without Congressional input. After several short-term extensions, we were faced with two options: a spending Omnibus that included many key conservative funding and legislative priorities or a long-term CR. Those were the only two options. Both were less than ideal options and quite frankly a CR is not even envisioned by the Constitution. So as your Representative, I had two choices: the Omnibus or a CR. It's important to note, the Omnibus is not new spending. The bill is actual spending that will occur over the next nine months by the federal government. All we are talking about is how it is authorized. I never judge a book by its cover. True, the Omnibus was made up of about 2,000 pages. However, it is not a new bill that, as some critics have said, was entirely negotiated behind closed doors. Rather, it is primarily made up of 12 authorization packages already approved out of committee, 7 of which were approved out of the House, as mentioned above. By making several tax policies permanent, such as the R&D credit and small business expensing, it will provide certainty and predictability to businesses and individuals. And most importantly, it will help open the door to economic growth. In order to participate, VWP countries must agree to strengthen their own security screening measures and to share crucial counterterrorism and law enforcement information with the United States. However,in light of the high terror threat environment, we need to urgently close looming VWP security gaps.
