This week, Congress passed comprehensive tax reform, giving our tax system its first overhaul in more than 30 years. While there are many aspects to tax reform, throughout the legislative process, I have fought for what I know is important to the families and communities in the 15th District. Like many, when the original tax reform bill was introduced, I had concerns about the elimination of the tax exemption for graduate student tuition waivers. This important part of our tax code helps students at universities across the country including Ohio University and Ohio State University by exempting reduced tuition from being taxed as income. Many universities waive tuition costs for students who work as teaching or research assistants while attending graduate school. For some, this is the only way they can afford to pursue graduate degrees. However, without the tuition waiver provision, any discount in tuition would be considered taxable income, putting a great financial burden on our graduate students. Thats why I fought to preserve the tax exemption on graduate student tuition waivers and I am proud it is maintained in the final passed version of tax reform. With this provision preserved, students can have the opportunity to attend graduate school without the burden of being taxed for the additional work they do to offset the cost of tuition. Their reporting has extensively focused on the Rakhine States refugee crisis, where over 600,000 Rohingya, including at least 250,000 children, have fled into neighboring Bangladesh, as they sought refuge from assault, rape, and murder by Burmese state security forces. The journalists arrested have reportedly been charged for unlawful possession of military documents pertaining to the violence in Rakhine State. In the letter, the eight members write: Wa Lone and Kyaw Soe Oo arrest shows that the Burmese military is attempting to silence the atrocities it cannot deny. By helping to expose ongoing violence in Rakhine State violence the Burmese military has denied journalists have helped keep international pressure on Burma to end its violence. Change in Washington is slow, and too many career politicians are preventing meaningful change from happening. I was a businessman for 30 years, and in the business world, this ineffectiveness doesn’t work. I’ve introduced a bill addressing improper payments under the Earned Income Tax Credit (EITC). The Improper Tax Payments Reduction Act was included in the Tax Cuts and Jobs Act, House Resolution 1, which passed out of the House on Nov. 16. EITC was set up to reduce the amount of tax on middle- to low-income workers and might provide a refund. Now, don’t get me wrong, I very much support the EITC program, which incentivizes work while providing a refundable tax credit to qualifying taxpayers. However, this program is riddled with fraud and error. In fact, it’s the only program to be labeled “high risk” by the nonpartisan Office of Management and Budget and by the Internal Revenue Service during the Obama administration. The Treasury inspector general found that in the 2015 fiscal year, one-quarter of payments were improper, costing taxpayers $16 billion that year alone. This issue really hits home for me. As some of you may know, I was the victim of identity theft. Someone falsely filed my 2014 tax return, stealing my wife’s and my Social Security numbers. My legislation, helps prevent this fraud and will not take one penny of EITC money from any deserving families. What it will do is prevent my constituents’ hard-earned dollars from being improperly spent. It will provide the IRS with information vital to fraud prevention long before it pays out on the EITC, clarify existing law to prevent misstatements of income, and encourage information verification when there are reporting discrepancies. Under this legislation, individuals would still have to follow all local laws—state, county and municipal — even if they differ from the state where they got the original permit. In 2016, Ohio had a 32 percent increase in deaths from the previous year with at least 4,050 people losing their lives from unintentional drug overdose. The average is about 22.3 percent. I don’t want to go much above that because you end up having the United States, again, not being competitive. Already the U. K., as an example, is going below 20 percent—they’re above it now—just in the next year or so.
