Already signed into law by the president and focused on building safer communities, the FIRST STEP Act ushers in common sense solutions to discourage repeat criminal offenders and ensure fair sentencing. One of the key reforms included in the comprehensive law is aimed at identifying which federal prisoners might be capable and deserving of a second chance. This is accomplished through a new system to assess the risk and needs of each federal prisoner and help set them on the fairest and most appropriate rehabilitation path forward. To be sure, this does not mean that dangerous and violent criminals are able to walk free or serve less time for their crimes. Rather, the FIRST STEP Act seeks to keep prisoners from ending up behind bars again for the same crimes after returning to society. Further, it seeks to equip and encourage those who want to change while they serve their time. With the goal of reducing recidivism, the legislation reauthorizes several programs from the Second Chance Act of 2007. This includes educational and job training programs with proven results. The legislation also encourages prisoner participation in some faith-based programs. Along with programming to help prisoners from falling back on past behavior, the FIRST STEP Act makes some small changes to current sentencing laws. For example, the legislation addresses outdated sentences now considered too harsh under the Fair Sentencing Act. Again, this does not mean that sentences are reduced for dangerous, violent and high-risk criminals or repeat offenders and career criminals. Under the new policy change, organizations must still keep track of all contributors who gave at least $5,000 and must make that information available to the IRS upon request. I remember how painful it was to see that happen to my father during the last several years of his life. While few are unfamiliar with Alzheimer's and the heartbreaking decline that comes to those with the disease, mystery still largely surrounds its cause and rampant spread. Since the cause is unknown, its onset cannot be predicted or prevented. Even with physicians treating symptoms and caregivers doing their best, it is concerning that more and more people are getting the disease. Just recently, I was saddened to hear of former Supreme Court Justice Sandra Day O'Connor's own battle with dementia and her decision to step away from public life. Alzheimer's has become far too common an affliction. According to the Alzheimer's Association, nearly 6 million Americans have it today, and projections show that 13.8 million could have the disease by the middle of this century. Each year, hundreds of billions of dollars are spent caring for people with the disease, including an ever-increasing strain on public resources. This year, the federal government is expected to spend $187 billion treating Alzheimer's patients through Medicare and Medicaid. That figure is expected to reach an unsustainable $750 billion by 2050. For family members who often serve as caregivers, the cost is felt beyond dollars. According to the National Institute on Drug Abuse, more than 115 people fall victim to opioid overdose each day. The unfortunate imprint on our own state is heartbreaking; in 2016, there were 813 Oklahomans tragically lost to overdose. Especially since opioid addiction exists in mostif not allAmerican communities, confronting the epidemic has never been a partisan undertaking in Congress. And I am pleased that H.R. 6, the SUPPORT for Patients and Communities Act, demonstrates a truly bipartisan effort. Rightly so, the historic legislation reflects the concern shared by lawmakers on both sides of the aisle and the desire in both chambers to effectively confront and end this national health crisis.
