Individual mandate's demise Costello said he supported the tax reform law's repeal of the individual mandate - a tax penalty in President Barack Obama's Affordable Care Act that sought to force young and healthy Americans to purchase health insurance by imposing a tax penalty for failing to do so. About 80 percent of those who paid the minimum $695 penalty for not having insurance in 2017 earn less than $50,000 a year, Costello said. "To me that is a tax on low-income Americans," he said Wednesday. Many Republicans thought the mandate was unconstitutional when the act was enacted. "The reason was, you were taxing someone who chose not to purchase something," Costello said. On Wednesday, Swartz was led into Costello's Wyomissing office on the pretense that he had to tend to a health insurance issue. When the doors opened, he was surprised by relatives, several local Marines home on leave and Costello, who awarded Swartz the Marine Corps Good Conduct Medal and the National Defense Service Medal six decades after he served his country. Smucker is leading a group of Republican lawmakers in urging House Speaker Paul Ryan and Ways and Means Committee Chairman Kevin Brady to include a permanent extension of the New Market Tax Credit (NMTC) and the Federal Historic Tax Credit (HTC) in the final version of the tax reform legislation that was passed by the House and is being debated by the Senate. In the letter, the lawmakers say: On the NMTC: “This isn’t about picking winners of losers, rural or urban, Republican or Democrat, it’s about helping those communities, regardless of geography, that desperately need economic investment and good paying jobs. The NMTC has shown itself to be a successful tool to do just that. On the HTC: “Many of the projects associated with the HTC are abandoned or underutilized and the [National Park Service] has determined that over 55% of the certified rehabilitation projects in FY16 were in low and moderate-income census tracks.
