SGR limits growth in spending on physician services to the rate of growth in Gross Domestic Product (GDP). As the rate of growth in physician spending has consistently exceeded GDP in recent years, the SGR formula has called for a cut in physician payments in each of the last 10 years. Congress has been forced to intervene to avert these cuts each year. For 2014, the SGR formula calls for a 23.7% cut to take effect on January 1st. In addition to passing today’s temporary measure to avert the Medicare physician pay cut, the Ways and Means Committee held a full committee mark-up on legislation (H.R. 2810) to permanently repeal and replace the SGR. The massive problems with the health care exchange websites have only compounded folks’ anxiety about the law. Since their implementation on October 1, the online marketplaces have been plagued by massive technical problems, breaches of personal information, incorrect pricing, and outages. In Washington, only 11,740 have signed up for the qualified health plans, and the exchange needs many more signups just to stay afloat. Washington state resident Jessica Sanford was held up as a health care law “success” by the president during his October 21 nationally televised speech. This week, however, Jessica became the reluctant center of national attention when it was revealed that the website misquoted the cost and her health care plan and subsidy. Now, this 48 year old single mother is left with options she can’t afford. I did not support the federal health care law because I feared it would fall short of its promises, and that its unintended consequences would do more harm than good to individuals and families in Washington. My top priority in Congress has been and will continue to be getting the men and women of Southwest Washington working again. Unfortunately, new federal regulations have been proposed that would send job-killing ripples throughout the forest products economy. A little background: for nearly 40 years, forest roads operated by private forest land owners, the US Forest Service, and others have been responsibly maintained in accordance with the Environmental Protection Agency’s Clean Water Act. Forest roads are considered “nonpoint-sources,” meaning they don’t need to go through the same permit process required for factories and industrial parking lots. These roads are the access points that keep our forests working. However, this access to forest roads came under attack in 2010 when the Ninth Circuit Court of Appeals in San Francisco reversed decades of Clean Water Act protection by ruling that the mud, dirt, water and rock runoff on forest logging roads was “point-source” pollution. In other words, forest roads would now require the same resource-consuming permit that’s required for factories and industrial parking lots. The consequences of piling additional regulatory burdens on our forest roads would be huge. Instead, we chose to pray earnestly for a miracle. Many of you joined us. Through the outreach of a parent who had faced a similar situation, we found a group of courageous and hopeful doctors at Johns Hopkins who were willing to try a simple, but unproven treatment by amnioinfusion. Every week for five weeks, doctors injected saline into the womb to give Abigail's lungs a chance to develop. With each infusion we watched via ultrasound as Abigail responded to the fluid by moving, swallowing and “practice breathing.” The initial lack of fluid in the womb caused pressure on her head and chest, but over the course of the treatment we were able to watch them reform to their proper size and shape. Her feet, which were clubbed in early ultrasounds, straightened. There was no way to know if this treatment would be effective or to track lung development, but with hearts full of hope, we put our trust in the Lord and continued to pray for a miracle. While I didn’t support this specific bill, I embrace the idea that folks in Southwest Washington should be able to afford quality care for themselves and their families. Unfortunately, the health care bill’s three year checkup reveals that we’ve drifted farther from this goal.The Affordable Care Act (ACA) was ushered through Congress under pledges of lower health care premiums for hardworking people, reduced health care costs, and coverage for those with pre-existing conditions. Instead, folks are facing higher costs, more taxes, and some with pre-existing conditions are still being turned away. Consider the alarming comments about the health care law by the ACA’s co-author, U.S. Senator Max Baucus, D-Mont., during an April 17 hearing: “I just see a huge train wreck coming down.” During the debate over health care in 2008, President Obama consistently promised that “If you like your health insurance, you can keep it.” However, the non-partisan Congressional Budget Office (CBO) reported in March that up to 20 million employees could lose their employer-sponsored health care due to new provisions. Folks who have been happy with their health care will now need to scramble to find another plan. People I talk to throughout Southwest Washington fear they will no longer be able to see their family doctor once the new provisions take effect. Quality of care will suffer and hard-working families will be left with less choice. Also troubling is that health care is going to cost families more. Since 2008 -- a year before the bill was passed -- the average family’s health insurance premium has grown by over $3,000 and the costs to families will only keep growing. Before today's Supreme Court ruling, the Ninth Circuit Court’s decision would have required the dirt and rock runoff from forest roads to be treated the same – and require the same permitting – as industrial parking lots. Congresswoman Jaime Herrera Beutler (R-WA) and Congressman Kurt Schrader (D-OR) have led a bipartisan coalition opposing this onerous decision and resulting “forest roads rule,” introducing legislation last Congress that would have maintained the Clean Water Act protections. However, since that time the Environmental Protection Agency has ruled that forest roads are “point sources” of pollution which still leaves forest landowners, businesses, and state and local governments vulnerable to new lawsuits and unlimited regulations from the federal government. “The Supreme Court decision today is very good news for workers, small businesses, and communities throughout Southwest Washington – but we’re not in the clear just yet,” said Jaime. “Until we’ve put clear protections into law, forest roads are still susceptible to job-killing federal regulations that simply aren’t necessary to protect our forests and waterways.
