I'm pleased to have supported another common-sense solution that eases the financial burden working families face in Ridgefield, Centralia, Bingen and all across our region. The types of plans that qualify include Individual Retirement Accounts (IRA) and 401(k) and 403(b) plans. Withdrawals of up to $5,000 are exempt from the 10 percent early withdrawal tax and can be made within one year of the birth of a child or finalization of adoption. Last year my bipartisan bill, the Preventing Maternal Deaths Act, was signed into law. This bill marked the strongest step Congress has taken to reverse the growing trend of maternal mortalitybut it was only a first step. This bill establishes and supports Maternal Mortality Review Committees to investigate every single pregnancy-related or pregnancy-associated death. Understanding the factors will help us develop strategies to prevent future mothers' deaths. The hearings in the House Intelligence and Judiciary Committees demonstrated partisan, politically-motivated testimony by witnesses who did not have firsthand knowledge of the so-called crimes the President is being accused of. The partisanship of the impeachment proceedings denied equality to Republican Committee Members and due process to the President. We absolutely should not set a dangerous precedent of bringing articles of impeachment against our duly elected public officials based on hearsay, inference, or political disagreement. Accusing President Trump of obstruction of Congress because the Executive Branch exercised our Constitution's system of checks of balances does not rise to the high standards of impeachment. The 2018 Farm Bill inadvertently left out language allowing the Secretary of USDA to waive the match requirement within SCRI for projects considered to be of significant value to agriculture stakeholders. This waiver language was maintained for other research programs, leaving SCRI as the only program where the Secretary does not have this waiver authority. The absence of Secretarial discretion to waive matching funds placed many projects in jeopardy and created confusion for stakeholders.
