Im glad were standing up to Wall Street hedge managers in this bill by working to close the carried interest loophole. This change is needed in order to ensure that that these managers do not pay a lower rate on their commission income. I look forward to making further changes in this area. Additionally, since I got this job, I have worked to reduce fraud in the Earned Income Tax Credit and the Child Tax Credit something this bill also addresses. Above all, the goal of tax reform is to improve the economy by lowering business taxes to stimulate spending and job creation and modernizing our countrys international tax system. Everyone should remember that personal retirement accounts and pensions will also benefit from the passing of this bill as we have already seen in the historic gains of the stock market over the past year in anticipation of passage. It is frustrating that I tried to work with Democrats, especially on the estate tax, to ensure it was as bipartisan a bill as possible. The House plan nearly doubles the standard deduction for individuals and families—to $24,000 for joint filers—significantly growing people's "zero bracket." The Senate plan takes the same approach. Child Tax Credit It’s safe to say that having kids costs money. Diapers, clothes, education . . . we don’t need to go into it. A family of five—two parents and three kids— living off an $80,000 income is significantly less wealthy than a couple without children living off an $80,000 income. Kristen Castor, a Pueblo advocate for the Colorado Cross-Disability Coalition, said disabled activists spent a long summer pushing back against Republican efforts to distribute federal Medicaid funding to the states through block grants. They feared a block-grant approach could lead to states requiring the disabled to be in nursing homes to get any benefits. "The Disability Integration Act says that home-care services are also mandated by the Medicaid program," Castor said. "This is as close as we've ever come to getting home care on an equal footing with nursing home care. That's why we want to thank Mr. Tipton for supporting us." Disabled people use more than 25 percent of all Medicaid funding and the federal program initial required the disabled to be in nursing homes to receive the money. Activists fought that policy in the courts in the 1980s and won the right to have Medicaid pay for home care as well. Those services can include everything from motorized wheelchairs to oxygen and other essentials.
