Full video transcript included below: “Merry Christmas, West Virginia. This is the season of peace, joy, and hope—a time to celebrate the blessings of the great state we get to call home. As you gather with family and loved ones, I encourage you to reflect with gratitude on the many gifts in our lives. “Among these gifts is the privilege of being born in the freest and most prosperous nation on Earth. Let us honor the sacrifices that make freedom possible—especially those of the brave West Virginians in uniform who spend the holidays far from home. “We also need to thank our first responders, law enforcement officers, and medical professionals who will be giving up their time with their families to keep our communities healthy and safe. “This holiday season, make sure to cherish our neighbors and give thanks, and may we carry the warm spirit of Christmas into the New Year. I, for one, look forward to serving you and working to build a brighter future for every West Virginian. “From my family to yours, have a Merry Christmas and a happy New Year.” # # # 1 2026-03-30T01:40:41Z 2026-04-06T19:07:19Z

Miller M001205 miller.house.gov miller https://miller.house.gov/media/press-releases scraper Washington, D.C. – Congresswoman Carol Miller (R-WV) along with U.S. Senators Shelley Moore Capito (R-WV) and Joe Manchin (I-WV) urged U.S. Secretary of Commerce Gina Raimondo to reverse a Commerce decision that threatens domestic manufacturers of chlorinated isocyanurates (isos), a cleaning chemical used often for swimming pools. In South Charleston, West Virginia, over 100 direct jobs at Solenis – one of the nations’ chlorinated iso producers – are at stake. Click here for the full letter. On Commerce’s decision to replace Mexico with Romania on calculating dumping margins: Dear Secretary Raimondo: We are writing to express our concern over a preliminary determination by the U.S. Department of Commerce (Commerce) that threatens the future of domestic manufacturers in our state and across the nation. Specifically, we request your direct oversight to reexamine the underlying analysis in preliminary decision 89 FR 56303 issued on July 9, 2024, which, left unchanged, would result in a dramatic reduction of antidumping (AD) duty rates on chlorinated isocyanurates (isos) from China. If finalized, the over 80% reduction of AD rates on unfairly dumped Chinese would jeopardize domestic manufacturing jobs in West Virginia, undermine U.S. trade remedy laws, and further weaken our nation’s ability to compete fairly against China’s use of unfair trade practices. The current preliminary determination would reduce existing antidumping duty rates on chlorinated isos by over 80%. The proposed reduction stems from Commerce’s decision to use Romania as the surrogate country for calculating dumping margins, replacing Mexico, which has historically been used. While Romania was included among the FY24 list of five countries deemed by Commerce as most appropriate surrogate economies for China, Mexico was not. However, the FY25 surrogate country list for China, published shortly after issuing this preliminary determination, on August 27, 2024, restored Mexico to the list and dropped Romania. Despite having done our work on the Appropriations Committee months ago, Leader Schumer’s inaction on these committee-passed bills forced us into the current ‘govern by CR’ scenario. I am hopeful that in the new Congress, under a Republican majority in both the Senate and House and a Trump administration, we will be able to work together to prevent these kinds of scenarios and provide more predictability for the American people. I am also pleased that in this bill, we are providing the support and assistance needed for those who were devastated by recent natural disasters. Having seen firsthand the damage done in North Carolina with Vice President-elect Vance, this Congress did the right thing to provide the relief for those families, especially at this time of the year.” # # # 1 2026-03-30T01:40:41Z 2026-04-06T19:07:19Z

The legislation ensures that firefighters, law enforcement officers, and other public servants – including nearly 7,000 West Virginians – receive their full Social Security benefits. “By passing this legislation and repealing - two Social Security provisions that have impacted thousands of West Virginians, our police officers, firefighters, and other local and state public servants who may have worked a second job or re-entered the workforce after retirement to support their families are no longer being unfairly penalized. Nor are spouses, widows, and widowers who had their benefits severely reduced or entirely eliminated because they also collected a government pension. Repealing these provisions is the right thing to do and will help so many who have dedicated their lives in service to their communities,” Senator Capito said. “Senator Capito has always been a loyal supporter of professional firefighters and today she is doubling down on that support by voting yes on H.R. 82 Social Security Fairness Act. Senator Capito realizes the positive impact this will have on working class retirees, not only now, but also in the future. Miller M001205 miller.house.gov miller https://miller.house.gov/media/press-releases scraper Washington, D.C. – Today, the bipartisan Congressional Energy Export Caucus Co-Chairs Congresswoman Carol Miller (R-WV), Jodey Arrington (R-TX), and Henry Cuellar (D-TX) released the following statement after the Biden administration’s Department of Energy (DOE) released a report on the environmental and economic impacts of the Liquified Natural Gas (LNG). “LNG is a key part of unleashing American energy dominance, and by keeping this pause in place the Biden administration has held the United States back from reaching our full potential. This is not a partisan issue; every American has experienced the financial burden because of this policy. The reality is LNG is crucial in emboldening American energy production. When the U.S. is energy dominant, we have the ability to export to our allies which elevates our global influence while lowering costs for Americans. LNG production will continue to be a cornerstone for energy exports, and we look forward to working with the incoming Administration to ensure that the U.S. energy supply is abundant to bring down energy costs and support our allies,” said the Co-Chairs of the Energy Export Caucus. On Tuesday December 17th, S&P Global released a study of the U.S. LNG export industry and its global impact. This report found that the U.S. LNG industry is vital in keeping the cost of living low while simultaneously providing energy internationally. It also shows that LNG will play a crucial role in growing the U.S. economy and our energy supply as a whole. The data is clear: LNG is an essential part of keeping America energy dominant. Background: In August 2024, the Energy Export Caucus send bipartisan letter calling for the Biden administration to approve LNG export permits. In February 2024, the Energy Export Caucus and other Members of Congress sent a letter to President Biden voicing their concerns on the administration's plan to limit LNG exports. The legislation was included in the Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act, recreation legislation that already passed in the House and will now go to President Biden’s desk to be signed into law. “Making it easier to explore and enjoy the incredible beauty of our public lands is a key priority, especially at home in West Virginia,” Senator Capito said. “I’m thrilled our SOAR Act has passed as part of the EXPLORE Act and now heads to the president’s desk to be signed into law. Once officially law, it will reduce bureaucratic red tape and make commonsense changes to current permitting requirements that can discourage outfitters from utilizing our public lands and in turn, constrain economic development. These changes to federal public lands regulations will help support the outdoor recreation industry and benefit the local communities and economies that they serve.” “Our public lands are where we go to camp under the stars, chase elk, and fish for trout in mountain streams,” Senator Heinrich said. “As a former guide myself, I know from experience how paperwork and bureaucracy can get in the way of getting outside. I’m proud that we have passed my bipartisan legislation to cut red tape to help small businesses and outdoor enthusiasts enjoy our public lands and continue growing economic development through outdoor recreation. This bill aims to streamline processes, reduce cost-burdens to rural home owners and small developers, and provide affordable housing incentives. “Being a rural state shouldn’t mean losing out on private investment incentives like tax credits to help us preserve our communities’ history and revitalize local economies,” Senator Capito said. “I have enjoyed working with the dedicated group of West Virginians who brought this issue to my attention and who provided important perspectives during the creation of this legislation. The Rural Historic Tax Credit Improvement Act will help level the playing field for communities in West Virginia by attracting investment for economic expansion and additional housing supply.” “By expanding access to historic tax credits, we can preserve our nation’s rich heritage while also incentivizing the construction of more affordable housing. I’m proud to join Senator Capito in introducing this legislation to bring new life to abandoned buildings and grow the housing stock in in rural communities,” Senator Warner said. BACKGROUND: Currently, many historic tax projects are not economically viable in small and rural areas, giving a disproportionate advantage of the credit to large urban developments. The costs associated with the credit as-is severely limits rural areas, and especially largely rural states like West Virginia, from being able to use the credit to rehabilitate and revitalize historic properties. Through improvements to the credit included in the Rural Historic Tax Credit Improvement Act, rural Historic Tax Credit projects will be more financially feasible and will result in a higher number of these projects being completed in rural areas and states. The Rural Historic Tax Credit Improvement Act: Makes historic tax credit projects in rural areas eligible for an increased credit from the current 20% to 30%. This rule not only fails to meet the Clean Air Act’s requirements for a waiver, but also forces the hand of American consumers and makes our country more reliant on China for critical minerals. The impacts of this costly, radical regulatory overreach will unfortunately be felt far outside of California, as 11 additional states and Washington D.C. have already adopted California’s regulation, creating a patchwork of separate auto regulations across broad swaths of the country. The American people want consumer choice – not an EV mandate. I will work to reverse the Biden administration’s lame duck action.” Ranking Member Capito said. BACKGROUND: In February, Ranking Member Capito joined Rep. Cathy McMorris Rodgers (R-Wash.-05), Senator Markwayne Mullin (R-Okla.), and Rep. John Joyce (R-Pa.-13), in a bicameral letter to EPA Administrator Michael Regan warning of the legal and economic consequences of granting a Clean Air Act waiver request from the state of California, which would enable the state to require 35 percent of automobile sales to be zero-emission vehicles in model year 2026, and finally, 100 percent of them by 2035. # # # 1 2026-03-30T01:40:41Z 2026-04-06T19:07:19Z

The bipartisan legislation supports service members and their families, strengthens military readiness, and enhances national security. Several provisions Senator Capito advocated for or championed were included in this legislation and stand to benefit West Virginia. Senator Capito issued the below statement after the Senate passed the NDAA by a vote of 85-14: “Amid global conflict, instability across the world, and military buildups by our adversaries, it is critical that we strengthen our own national defense,” Senator Capito said. “By passing the NDAA, we are working in a bipartisan way to set priorities for our nation’s armed forces that shore up defenses at home, support our troops with pay raises, and counter the threats posed by America’s adversaries. In the bill, I helped secure a number of provisions that support West Virginia’s role in our national defense, from personnel recruitment to critical infrastructure and munitions production. Herald-Dispatch: Carol Miller: New Williamson Memorial a leader in rural health “Rural hospitals are indispensable to the health of 46 million people in America. Many are fighting for their very existence. A hundred rural hospitals closed and nearly a hundred more have converted to exclusively emergency or outpatient care since 2005, according to a University of North Carolina study. In southern West Virginia, a different story is unfolding. Showing the resilience that is so much a part of our state, the new Williamson Memorial in Mingo County recently was licensed to operate as a 76-bed general hospital. That represents a turnaround rarely seen in the complicated world of rural health. When Williamson Memorial Hospital shuttered in spring 2020, Williamson Health & Wellness Center stepped in and purchased the facility. The leadership and staff of Williamson Health & Wellness Center have worked tirelessly since to bring back Williamson Memorial. That effort required the investment of millions of dollars in public and private money to renovate the facility, which included a full overhaul of the building’s heating, ventilation and air conditioning system; the refurbishing of the air quality system; revamping the medical gas system; updating the electrical system; asbestos abatement; the addition of state-of-the-art medical equipment; and so much more. I recently toured the facility with Tim Hatfield, the CEO, and found the improvements incredible. I was thrilled at how this will positively impact southern West Virginia. The team at the new Williamson Memorial has hired 50 people to restart the facility, generating $2.2 million in payroll and benefits. By claiming that exporting American energy is dangerous for the economy and the environment, the administration is undermining U.S. national security and fundamentally misunderstanding the implications of shutting down domestic energy production. The world looks to the United States for leadership and direction on energy production, and Joe Biden has forced our allies to rely on Russia, China, and Iran as energy sources. This is unacceptable. The American people overwhelmingly voted for President Trump’s agenda to reestablish American energy dominance on the world stage. No amount of bureaucracy or reports from unelected officials will stop President Trump from lifting Biden’s ban on LNG export permits on his first day in office. Removing Biden’s ban on LNG exports is the first step in lowering the cost of living, increasing reliability, and improving grid efficiency. Despite what the far-left will tell you, traditional energy isn’t going away, and the U.S. produces it cleaner and more efficiently than anyone else in the world. As the founder of the Energy Export Caucus, I look forward to working with President Trump to unleash American energy production and make the United States safer and stronger than ever,” said Congresswoman Miller. With no oversight funding provided to the EPA Office of Inspector General in the law, it has been incumbent on Congress to conduct our own oversight. My concerns over the potential for misuse of IRA funding have only been heightened in recent days, as one of your staff described EPA’s current funding push as “throwing gold bars off the Titanic.” This rush on the part of your staff increases the risk that funding will be improperly awarded and spent without proper transparency, reporting requirements, and other safeguards to hold accountable organizations receiving taxpayer money. Miller M001205 miller.house.gov miller https://miller.house.gov/media/press-releases scraper Washington, D.C. – Congresswoman Carol Miller (R-WV) penned an op-ed in the National Review on how the IRS’ illegal 1099-K reporting threshold burdens American taxpayers and why Congress must pass the Saving Gig Economy Taxpayers Act immediately. National Review: Biden’s Lame-Duck Siccing of the IRS on Americans Cannot Stand “The 2024 presidential election was a decisive victory for President-elect Donald Trump and the conservative agenda. The American people sent back the Republican majority in the U.S. House of Representatives with a clear message: Help Trump get the government off our backs, and don’t raise our taxes. People are sick of the Biden administration’s excessive overreach, including the intention to hire 87,000 new Internal Revenue Service agents to nitpick every aspect of their lives. But lame-duck Biden has not heard this message. Indeed, last week, his IRS showcased its plans to make life harder for American taxpayers by releasing guidance on the 1099-K threshold. Acting unilaterally, the Biden IRS illegally changed the reporting threshold to $5,000 for tax year 2024, reducing it to $2,500 in 2025, and will finally implement the law’s requirement of $600 in 2026. The 1099-K form is meant to report income earned from businesses accepting payments from credit cards or e-commerce apps, as well as companies making money selling merchandise or event tickets online. To prevent Americans from having to worry about getting one of these tax forms by accident, the time-tested law had a twofold hurdle: You had to receive at least $20,000 from any one credit card, app, or website, and you had to have at least 200 transactions from that same card, app, or website. Failing to cross either of those lines meant you didn’t need to worry about getting a 1099-K form. The misnamed American Rescue Plan radically changed the rules for 1099-K. The $20,000 hurdle was reduced to $600; the 200-transaction hurdle was reduced to one transaction! As a result, those who sold used athletic equipment on eBay or used Venmo … 1 2026-03-30T01:40:41Z 2026-04-06T19:07:19Z

In 2023 there were over 300 independent pharmacy net closures—almost one per day. Unfortunately, that trend has only grown in 2024. Pharmacies across the country have been forced to close their doors because PBMs have continued to reimburse them significantly less than it costs the pharmacy to even purchase the drug. This is unsustainable, especially for small family businesses. The impacts of these closures only hurt already-struggling communities by decreasing the number of quality health care providers and likely increasing costs for seniors,” the senators wrote. BACKGROUND: This letter follows a previous letter Senator Capito joined calling on Leaders Schumer and McConnell to take action on PBMs in March of this year. Earlier this year, Ranking Member Capito joined a letter to the Federal Trade Commission (FTC) urging it to complete its investigation into PBMs. In June of 2023, Ranking Member Capito introduced the Protect Patient Access to Pharmacies Act, to ensure that all pharmacy price concessions are assessed at the point of sale and eliminate the retroactive nature of direct and indirect remuneration (DIR) clawback fees imposed by PBMs. In March of 2023, the Pharmacy Benefit Manager Transparency Act that Senator Capito co-sponsored passed the Senate Commerce, Science, and Transportation Committee. The legislation currently awaits a full Senate vote. Full text of the letter can be found here or below. This legislation would require the U.S. Department of Veterans Affairs to create a pilot program to construct or renovate three committal shelters at state-owned veterans’ cemeteries, with at least one of those three shelters being located in Appalachia, to ensure attendees of burial services at such cemeteries are protected from inclement weather. This effort honors Woody Williams’ final request before he passed away in 2022. “When grieving the loss of a loved one at a funeral, the last thing any person should have to worry about is bad weather. That’s why I joined Senator Manchin in introducing the Hershel ‘Woody’ Williams State Committal Shelter Act. This bill will honor Woody’s wishes by constructing new or enclosing current shelters in state-owned veterans’ cemeteries to ensure that those mourning are protected from harsh weather conditions that may negatively impact the ceremony. Members of our military sacrifice so much for our nation, the least we can do is ensure that their families can have a proper service for them without any disruptions,” said Congresswoman Miller. “Woody Williams was a true American hero and a tireless advocate for all Veterans and their family members. The Strengthening Pathways to Health Professions Act will extend the tax-exempt status provided to awards of the National Health Service Corps program which gives financial relief to health care personnel. Individuals in the health care industry should receive the full amount of the scholarship or grant they receive, and this legislation will help grow and strengthen the medical field,” said Congresswoman Miller. “The shortage of healthcare workers in the United States has left millions of patients without access to the care they need while causing undue stress and strain on the current workforce. Without further action, tough working conditions and increased financial barriers will only continue to discourage more people from joining the profession. That’s why I introduced the Strengthening Pathways to Health Professions Act, which would boost the value of federal scholarships and loan repayment funds that support aspiring healthcare professionals and enable us to recruit and retain providers in rural and underserved areas. Their selfless actions will never go unnoticed. I signed onto Representative Guest’s resolution to honor their service to our great nation and to ensure that they receive the proper recognition that they deserve. Click here for the full letter. On concerns that current law on non-Free Trade Agreement approvals of natural gas exports has been violated by the Department of Energy: We write regarding recent media reports that the Biden-Harris administration conducted, or began to conduct, a review of the economic and environmental impacts of liquefied natural gas (LNG) in 2023, but then covered up its findings because they were favorable to U.S. LNG. As you know, on January 26, 2024, after succumbing to political pressure from environmental activists, President Biden announced an indefinite ban on the issuance of export permits to non-free trade agreement (FTA) countries while it conducts a review to consider the climate impacts of U.S. LNG. Current law requires that natural gas exports to countries with which the U.S. has an FTA be approved without delay. For non-FTA countries, the Energy Secretary is required to approve export requests unless they find that those exports “will not be consistent with the public interest.” The Natural Gas Act thus includes a rebuttable presumption favoring authorization of U.S. LNG exports. In previous Republican and Democratic administrations, the Department of Energy (DOE) has conducted environmental studies and permit reviews simultaneously and has overwhelmingly concluded exports are positive for the U.S. and global economy. Unfortunately, the DOE has chosen to stop reviewing and issuing non-FTA approvals while conducting its review. This illegal action is similar to the Biden-Harris administration’s previous attempted ban on new onshore and offshore oil and gas production on federal lands, which… 1 2026-03-30T01:40:41Z 2026-04-07T21:57:20Z

The final 45X rule released by the Department of Treasury falls extremely short in protecting U.S. energy manufacturers and producers, while granting China unlimited access to our supply chain. I introduced the Protecting American Advanced Manufacturing Act, which ensures U.S. companies are the beneficiaries of tax credits that lower the cost of energy production while combatting the anti-American rules from the Biden-Harris Administration. This funding was made available through this year’s Clean Water and Drinking Water State Revolving Funds, made possible by the Infrastructure Investment and Jobs Act. “A central aspect of the Infrastructure Investment and Jobs Act is delivering the resources our states need to improve and expand their drinking water and wastewater systems, which was commissioned through diligent efforts at the Environment and Public Works Committee. Through that process, we made certain our states maintained the flexibility they need to address the issues most important to their residents, providing a significant boost to our communities and the services they rely on. I’m pleased to see these resources heading our way to further upgrade our local infrastructure and provide safe, clean water for West Virginians,” Ranking Member Capito said. BACKGROUND: From April 2021: EPW Committee Ranking Member Capito applauded passage of the Drinking Water and Wastewater Infrastructure Act of 2021 (DWWIA 2021), legislation she introduced and co-wrote along with Senator Tom Carper (D-Del.), Chairman of the EPW Committee. The Drinking Water and Wastewater Infrastructure Act of 2021 (DWWIA) makes significant investments in the U.S. Environmental Protection Agency’s (EPA) grant and loan programs, including the Clean Water and Drinking Water State Revolving Funds, or SRFs, and the Water Infrastructure Finance and Innovation Act (WIFIA) that are vital to support our nation’s water infrastructure. The legislation, which is led by Senate Foreign Relations Committee Ranking Member Jim Risch (R-Idaho), would cut off U.S. funding to United Nations (UN) agencies that expel, downgrade, suspend, or otherwise restrict the participation of the State of Israel. This is companion legislation to bipartisan House bill HR 9394 led by Congressman Mike Lawler (R-N.Y.). “The UN and its agencies have increasingly become a platform for anti-Israel forces to target the world’s only Jewish state. At the same time, countries like Iran and Russia have been free to maintain their status while launching ballistic missiles at their neighbors. If this ridiculous project to downgrade the membership of Israel—a free, democratic country and rightful member state—moves forward in the UN, the U.S. has no choice but to finally withdraw all support from a failed institution,” Senator Capito said. “Any attempt to alter Israel’s status at the UN is clearly anti-Semitic,” Ranking Member Risch said. “That said, if the UN member states allow the Palestinian Authority and the Palestine Liberation Organization to downgrade Israel’s status at the UN, the U.S. must stop supporting the UN system, as it would clearly be beyond repair. I am disgusted that this outrageous idea has even been discussed, and will do all we can to ensure any changes to Israel’s status will come with consequences.” BACKGROUND: Reports indicate that the Palestinian Authority (PA) will attempt to downgrade Israel’s status at the UN. This decision requires the Department of Commerce to place additional anti-dumping and countervailing tariffs on ferrosilicon, which will generate more production in West Virginia. “The U.S. ferrosilicon industry and hundreds of American workers have been negatively impacted by the unfair foreign trade of ferrosilicon metals. There is no replacement for ferrosilicon and therefore, it is critical to promote a strong American ferrosilicon industry to protect the communities that rely on its manufacturing and to defend our national security. I, along with a bipartisan group of my colleagues, sent a letter to the USITC Chair Amy Karpel urging her to enact U.S. trade enforcement mechanisms that benefit U.S. energy production and manufacturing. This correction by the USITC and the Department of Commerce is long overdue, and the United States’ will be stronger and safer for it," said Congresswoman Miller. Background: Congresswoman Miller sent a letter to U.S. International Trade Commission (USITC) Chair Amy Karpel urging her to investigate the effect dumped and subsidized ferrosilicon from other countries, including Russia, is having on U.S. production. The ferrosilicon production site in West Virginia currently has unused capacity, partly because of the unfair pricing scheme caused by other countries subsidizing their ferrosilicon. In 2023, Congresswoman Miller introduced the Increasing American Ferrosilicon Production Act, a bipartisan, bicameral bill that impose a tariff on Si 75% ferrosilicon, the last remaining Russian ferrosilicon product that is imported into the United States duty free. Si 75% ferrosilicon will now be subjected to anti-dumping and countervailing tariffs. ### 1 2026-03-30T01:40:41Z 2026-04-07T21:57:20Z

The focus of the brief is a final rule from the Federal Highway Administration (FHWA) that requires state departments of transportation and metropolitan planning organizations to measure greenhouse gas (GHG) emissions on the highway system and set declining targets for those GHG emissions. The brief requests that the Court uphold the April 2024, U.S. District Court decision finding that Congress did not grant the FHWA the authority to issue the rule. The brief argues that Congress explicitly debated providing the FHWA the necessary authority to issue this rule, but decided against doing so in the Infrastructure Investment and Jobs Act. The FHWA then intentionally misconstrued congressional intent and used unrelated statutory authorities to attempt to justify issuing its GHG performance measure rule. The brief also argues the rulemaking is not consistent with recent Supreme Court decisions paring back Executive Branch overreach, and that FHWA is ignoring principles of federalism at the expense of state governments to further its own policy agenda. “Congress considered, and ultimately rejected, providing [FHWA] with the authority to issue a GHG performance measure regulation, but [FHWA] contorted ancillary existing authorities to impose one anyway,” the members argued. “In doing so, [FHWA] impermissibly usurped the Legislative Branch’s authority and promulgated the GHG performance measure without statutory authority delegated by Congress.” “Put simply, when [FHWA] established a GHG performance measure regulation, it exceeded the powers Congress authorized. And it did so both at the expense of separation of powers and in violation of the Administrative … 1 2026-03-30T01:40:41Z 2026-04-07T21:57:20Z

On the United States Department of Commerce’s anti-circumvention inquiry into imports from Vietnam and its impact on the U.S. hardwood industry: We again write to express our interest in the pending antidumping/countervailing (AD/CVD) administrative review on hardwood plywood. We are interested in the impact the current anti-circumvention action continues to have on a significant employer in our districts. Northwest Hardwoods (NWH) is primarily a producer of wood products operating 20 facilities in twelve states. In 2020, the Department of Commerce (Commerce) initiated an anti-circumvention inquiry into imports of hardwood plywood from Vietnam. As part of that inquiry, DOC stated that “{t}he merchandise subject to these anticircumvention and scope inquiries does not include core veneers fully produced in Vietnam or a third country that are assembled into a veneer core platform in Vietnam and combined with a face and back veneer produced in China.” This announcement was helpful to NWH because the products it imports are out of scope of the inquiry. However, Commerce concluded that these products are physically indistinguishable from the in-scope imports and therefore imposed a certification regime to ascertain whether imports are subject to the scope of the relevant orders. Unfortunately, through no fault of its own, NWH’s imports are currently not eligible for the certification regime. Andy Barr (R-Ky.-06)—urging U.S. Department of Treasury Secretary Janet Yellen and senior Biden-Harris administration officials to stand up for U.S. economic interests by addressing regulatory encroachment from the European Union (EU). In May 2024, the EU formally adopted its Corporate Sustainability Due Diligence Directive (CSDDD), which enshrines progressive social and climate policies into binding international law. Under this directive, many U.S. businesses will be forced to comply with European policies or face severe penalties. CSDDD’s implementation raises serious concerns about extraterritorial regulatory overreach, adverse impacts on supply chains, litigation risks, and unfeasible climate transition requirements. “The CSDDD’s extraterritorial scope amounts to a serious breach of U.S. sovereignty and a direct threat to the global competitiveness of American companies,” the lawmakers wrote. “We are deeply concerned that the [Biden-Harris] Administration is surrendering its regulatory responsibilities to European officials, allowing them to dictate draconian social and climate policies to American companies.” “The EU is attempting to mitigate the relative damage of its onerous regulatory framework by forcing Americans to bear the burden as well,” the lawmakers continued. “Any policies impacting U.S. businesses should be debated and determined by the elected representatives of the American people, not overseas bureaucrats advancing their own agendas.” The letter concludes by urging Secretary Yellen and senior Biden-Harris administration officials to engage with their European counterparts to delay CSDDD’s implementation and repeal or substantially modify the directive. Congresswoman Miller also visited APG Polytech, a polymer supplier, and was given an update of what products they manufacture and their upcoming plans for the plant. “It was nice visiting APG Polytech again to see their plant and learn more about the production of polymers. APG Polytech plays an important role in the U.S. food industry. Although this plant has faced many obstacles in the past, the leaders within the company have continued to find effective ways to improve the business and keep going. The challenges posed by substance use disorder have wreaked havoc across West Virginia and the nation. “I am proud to join my colleagues again in designating September as National Recovery Month,” Senator Capito said. “While the number of fatal overdoses thankfully has begun to decline in West Virginia and across the nation, far too many individuals are still being impacted by substance abuse. My hope is that by recognizing those who are in recovery — or on the road to recovery — from drug and alcohol addiction, we are providing a path forward those still living with addiction. In addition, the resolution rightfully highlights the vital role family members, friends, and communities play in this process.” “Maine is one big, spread-out community and we have an obligation to one another to ensure we not only survive, but thrive,” Senator King said. “Tragically, we are losing too many of our loved ones to substance use disorder, leaving families scarred by their absence. The good news is we have started to see declines in overdose deaths, but we cannot let up on our efforts to provide quality care and support. This resolution recognizes our commitment to those struggling with substance use disorder and is another step forward in working together to save lives in Maine and across the country.” Full text of the resolution can be found here. # # # 1 2026-03-30T01:40:41Z 2026-04-07T21:43:57Z

These awards, which were secured through CDS requests made by Ranking Member Capito in Fiscal Year 2024 (FY24), will be used to renovate and build new medical treatment facilities, construct research locations, and provide funding for mental health support services. “Having the infrastructure in place to educate doctors and effectively treat patients in our state is critical to maintain healthy communities,” Ranking Member Capito said. “These CDS awards will help organizations build the facilities to prepare new generations of health practitioners and support ongoing healthcare efforts, and I am proud to have secured them following my discussions with these entities during the CDS process. This legislation would authorize grants to expand emotional support services for sexual abuse survivors in prisons, jails, and detention facilities. “There are no words to describe the horrors of sexual abuse. It is imperative for survivors, regardless of their situation, to have the resources they need to feel supported. The Sexual Abuse Services in Detention Act provides funding for emotional support services for sexual abuse survivors in detention facilities, provides training for employees of correctional services to help them provide better emotional support services for incarcerated survivors, and creates a national resource center to give guidance and training within penitentiaries to those seeking help. This bipartisan bill will expand the support facilities within the prison and jail systems to those who need it most,” said Congresswoman Miller. “All survivors of sexual abuse deserve support services that are within reach—especially incarcerated individuals, who are more at risk for experiencing abuse and dealing with the aftermath alone. As we take steps to protect those in prisons and jails from sexual abuse, this legislation will ensure that incarcerated individuals have access to life-saving services like telephone hotlines and crisis intervention. Protecting survivors of abuse is a bipartisan issue, and I will continue working with my colleagues in the House and Senate to ensure every individual has the resources and support they need to heal,” said Congresswoman Kamlager-Dove. “The uptick in sexual abuse allegations in federal prisons is appalling. This bill was introduced to protect American digital companies if the Republic of Korea passes the Platform Competition Promotion Act (PCPA) or any other law that would harm American digital businesses abroad. “The Republic of Korea is an important economic and security partner of ours, but we cannot stand by and let U.S. digital companies be targeted by their laws. The PCPA would benefit Chinese companies, put our national security at risk, and negatively impact our economy. I introduced the U.S.-Republic of Korea Digital Trade Enforcement Act to protect American digital trade overseas and ensure that the Korean government does not overstep the bounds of our U.S.-Korea Free Trade Agreement,” said Congresswoman Miller. She highlighted the impact that Korea’s digital policies, if passed, would have on U.S. businesses, and how China’s ties to Korea would affect the U.S. In June, Congresswoman Miller led a letter to the Korean Ambassador about the Republic of Korea’s (ROK) proposed Platform Competition Promotion Act (PCPA). The PCPA is framed as an anti-monopoly bill but would end up targeting U.S. firms Several issues would arise from Korea’s bill including requiring the public disclosure of proprietary algorithms, restricting the offering of multiple products in a digital ecosystem, and subjecting designated companies to a “cease and desist” power that would allow the Korean government to halt operations at the outset of an unfair trade practice investigation even before wrongdoing is found. BACKGROUND: Program Abuse: More than 500,000 unaccompanied migrant children have crossed the southwest border under the Biden-Harris administration, while cartel trafficking activity surged an estimated 2,500%. Amid this crisis, the lawmakers note that the Biden-Harris administration limited background checks for sponsors of unaccompanied children, cut back on familial DNA testing at the border, and decreased information sharing with law enforcement. The legislation now heads to the U.S. House of Representatives. The Rural Broadband Protection Act would require a more thorough vetting and verification process for internet service providers seeking to participate in the Federal Communications Commission's (FCC) high-cost programs. Additionally, this bill would provide essential safeguards to the Universal Service Fund’s High Cost program by ensuring that funding goes to companies with both a proven track record of success and those that have demonstrated sound judgment in deploying in hard-to-serve areas. “West Virginians keep their word, and it’s time internet service providers do the same,” Senator Capito said. “This legislation expands on my previous broadband efforts, and is a product of many discussions I’ve had with small rural service providers and local leaders in West Virginia. These discussions made it abundantly clear the FCC needs congressional direction to ensure taxpayer money is being used properly to fund broadband deployment in rural areas. By verifying that providers can actually deliver on the promises made to bring high-speed internet to specific areas, we can maximize the influx of broadband dollars coming to West Virginia and move toward our goal of closing the digital divide in communities of all sizes across our state. I encourage my House colleagues to pass this important legislation quickly.” BACKGROUND: The FCC’s High Cost program provides funding to telecom carriers to provide service in rural areas where the market alone cannot support the substantial cost of deploying network infrastructure and provide connectivity. Miller M001205 miller.house.gov miller https://miller.house.gov/media/press-releases scraper Washington, D.C. – Congresswoman Carol Miller (R-WV) penned an op-ed in Fortune on how a higher corporate rate would hurt Americans by driving up prices and reducing wages, as well as affecting America’s standing in the global economy. Fortune: Rep. Miller: Raising the corporate tax rate will hurt American business, investment, and consumers "For the past three years, politicians, businesses, and families have been grappling with inflation. Pundits across the political spectrum have argued that dramatically raising taxes on American corporations would be a quick fix to this burden on Americans. The Democratic presidential nominee, Vice President Kamala Harris, has argued that increasing the corporate rate to 28% 'is a fiscally responsible way to put money back in the pockets of working people and ensure billionaires and big corporations pay their fair share.' However, the clear economic truth is the opposite: Raising taxes on corporations will raise prices for consumers—and inflation will spike yet again. The Tax Cuts and Jobs Act (TCJA) that passed under President Donald Trump in 2017 changed the trajectory of tax policy in the United States. Finally, a policy was enacted that lowered taxes for all Americans and made the United States more competitive globally. Before the TCJA, America’s corporate tax rate was one of the highest in the world, and American businesses were at a competitive disadvantage in the global market. This hurt companies and workers alike. Lowering the corporate tax rate from 35% to 21% gave every American more opportunities to succeed in business because they weren’t as burdened by unnecessary taxes. The results proved out: In 2018, 263,000 manufacturing jobs were created and wages increased by 3%, according to a National Association of Manufacturers analysis of Bureau of Labor Statistics data. Many economists have credited the TCJA for America’s continued outperformance relative to most of the world’s advanced economies. Reducing the corporate tax rate was the cornerstone of the TCJA.… 1 2026-03-30T01:40:41Z 2026-04-07T21:43:57Z

Specifically, Ranking Member Capito raised this issue in 2017 during the U.S. Department of Health and Human Services (HHS) budget request hearing when initial discussions began on how to effectively assist the hardest-hit states. The resolution seeks to raise awareness, encourage the prevention of falls among older adults, and highlight evidence-based programs that help reduce fall risks and save the lives of seniors. “It’s no secret the U.S. population is aging, and it’s important to ensure there are enough resources and education for seniors as they are more at risk of falling. By designating a National Fall Prevention Awareness Week, we are bringing awareness to this important issue that affects many of our constituents. I’m glad to join my colleagues in sponsoring this resolution to help prevent falls and protect seniors as they age,” said Congresswoman Miller. “With over 365,000 seniors in Palm Beach County, this issue is near and dear to my heart. Falls are the leading cause of injury among adults over 65. They can be debilitating, heartbreaking, and expensive, but the good news is they are preventable! This year, we’re marking National Fall Prevention Awareness Week to spread the word that tools and resources are available to help prevent falls before they happen, ensuring our seniors can live with the safety and dignity they deserve,” said Congresswoman Frankel. “As our loved ones get older, we must ensure they have the resources and support to age in place safely, independently, and with dignity. Falls can be scary and have serious health consequences for older individuals. It’s critical we do everything we can to promote fall prevention to help save lives and give seniors and their loved ones some well-deserved peace of mind. I’m proud to join my colleagues in support of this resolution, and I look forward to working with them to secure resources and support for older Americans,” said Congressman Morelle. “As someone who has experienced a fall th… 1 2026-03-30T01:40:41Z 2026-04-07T21:43:57Z

Image Congresswoman Miller began her remarks by highlighting how TANF fraud has been committed within different states including West Virginia. She asked former professional football player, Brett Favre, to share his concerns about the misuse of these funds spreading throughout the country. “I was reviewing the Government Accountability Office’s (GAO) statement for the record highlighting the forthcoming report Chairman Smith and Chairman LaHood requested investigating TANF non-assistance spending. One thing that disturbed me was how widespread and repetitive TANF waste, fraud, and abuse is in the country and how weak our accounting systems are to catch and correct it. According to the GAO, 99 of the 155 audit findings have repeated for at least 1 year. West Virginia has had the same internal control deficiency finding reported for 15 years and nothing has been done to correct it. Mr. Favre, do you believe more scandals like the one you found yourself involved in is possible across the country if we don’t act now to reform and bring more transparency and accountability to the TANF program?” asked Congresswoman Miller. “100% absolutely. If it can happen in my state, it can happen in any state. You just spoke on the statistics and it’s kind of frightening to be honest with you what is being wasted," responded Brett Favre. Congresswoman Miller asked Sam Adolphsen, the Policy Director for the Foundation for Government Accountability, about what necessary steps the Federal Government should take to ensure that TANF non-assistance funds are going to the right places. “TANF is our nation’s primary welfare program, but it’s my understanding that there are no federal guidelines about eli… 1 2026-03-30T01:40:41Z 2026-04-07T21:43:57Z

Competing with the CCP’s influence operations and standing up to their coercive tactics should be a priority across the federal government. The STRATEGIC Act charts a course for a comprehensive approach to competition with China and shows that Senate Republicans are ready to confront China’s malign actions from a position of strength,” Senator Capito said. The STRATEGIC Act: Addresses predatory Chinese economic practices through a new initiative to counter economic coercion, prohibition of World Bank contracts for Chinese companies, and anti-trust reform. It also expands the Committee on Foreign Investments in the United States to cover agricultural investments with national security risks. Counters malign Chinese Communist Party influence by enhancing think tank transparency, prohibiting certain gifts and contracts with strings attached to U.S. universities, improving research security, and exposing China’s harassment and abuse of U.S. diplomats. Strengthens U.S. support for Taiwan and partner countries facing threats from China, and establishes a U.S. State/Treasury Department “Tiger Team” to start identifying targets for sanctions, export controls, other economic measures well before China takes military action. The legislation is led by U.S. Senators Chuck Grassley (R-Iowa) and Maggie Hassan (D-N.H.). Specifically, the SIMSA Act targets deadly drugs that are substantially similar to already-controlled substances, but carefully engineered—often in China or Mexico—to slip into the U.S. undetected. “Preliminary data from the West Virginia Department of Health and Human Resources shows that fentanyl and fentanyl analogues were involved in approximately 82% of all drug overdose deaths in West Virginia in 2023,” Senator Capito said. “These deadly substances are flowing into our communities from China and across our southern border, and criminals know that they can get around existing law by slightly changing the chemical makeup of a drug while still having the same negative effect on the human body. This legislation will allow for law enforcement to crack down on synthetic drugs and save lives.” BACKGROUND: U.S. law prohibits the unauthorized use of certain controlled substances. However, illicit drug makers and importers circumvent those laws by altering single atoms in controlled substances to create tweaked drugs that are not yet outlawed, but have similar effects on users. Currently, uncontrolled substances must undergo a time-consuming analysis before the Drug Enforcement Administration (DEA) can permanently schedule them. I am very concerned that such an important, strategic ally like the Republic of Korea is pursuing economic policies that target and discriminate against U.S. technology companies while welcoming state-owned Chinese companies with open arms. Chinese firms are the fastest growing tech companies in Korea, with many leveraging strategic partnerships with Korean monopolies who have a strong influence in Korea’s legislature. I am very concerned about the national security implications of Korea’s ill-advised economic discrimination and would urge them not to go down this path, and instead, continue our important technology partnership and the goals established in our free trade agreement. Our trade agreement with Korea is the second largest Free Trade Agreement (FTA) by trade flows, second only to the United States-Mexico-Canada Agreement (USMCA). It is extremely concerning to me that our two biggest FTAs are both facing obstacles in the world of digital trade,” said Congresswoman Miller. In a bipartisan letter, the lawmakers also urged the Centers for Medicare & Medicaid Services (CMS) to increase support to living organ donors. The members recommend CMS add two critical policies to the IOTA Model to increase support for living kidney donors and increase the total number of donations. The two policies include enabling Medicare to reimburse donors for costs associated with donation and funding transplant navigators to assist patients and donors wade through the complicated process of donation and transplant. If added to the proposed model, these policies could improve patient outcomes and save lives. “We are optimistic about the IOTA Model, yet we remain concerned that the model design does not include the specific waivers or incentivize the needed tools to increase living donations,” said the lawmakers. “The leadership shown by this growing bipartisan coalition sends a clear signal that this crisis will only continue to grow if CMS does not advance essential policy changes to support kidney patients and living donors. KTC applauds Representatives DelBene, Bucshon, Miller, Schneider, all of the letter's signatories, and the entire Congressional Kidney Caucus for recognizing the critical role living donors play in our transplant system and for highlighting the need for comprehensive action to expand transplant access. WASHINGTON, D.C. – Today, U.S. Senator Shelley Moore Capito (R-W.Va.), Ranking Member of the Senate Environment and Public Works (EPW) Committee, participated in a hearing titled “America’s Regional Commissions: Sharing Best Practices in Regional and Economic Development.” The hearing highlighted success stories from Regional Commissions and examined the collaboration between the Commissions, the states they serve, and the U.S. Economic Development Administration (EDA).
