Not only do I have the opportunity to spend time with family and friends, but I have time to take a moment to reflect on the past year. 2016 was notably marked by one of the most divisive presidential elections in modern American history. Throughout the year, and over the course of the long campaign season, I was often reminded of an old African proverb: If you want to travel fast, go alone. If you want to travel far, go together. Across the First State, and around the country, many of us face the same challenges and have the same goals: to provide a safe home for our children, to care for our elderly relatives after their years of selflessly caring for us, keeping our families safe as we go about our daily lives, and preserving this planet for our grandchildren and the generations to come. Every day when I go to work on behalf of the people of Delaware, I think about how I can bring my colleagues in Congress together to tackle our shared challenges and achieve our shared goals. The challenges we face are not those that one person, or one party, can solve alone. If we ignore one another, and talk past one another, instead of using the 3 C’s – communicate, collaborate, and compromise - our country may go very fast, but we won’t make it as far as we’re able. By working together on behalf of every American, I believe we can make progress addressing the greatest challenges our country faces. In the coming year, there is much work to do in our continual effort to create an ever more perfect union. My profound hope is that my colleagues in Congress and all Americans can take this message to heart and that we all remember how far we have come together, as one nation, and work together in the coming year to continue moving our country forward. Delaware is lucky to have some of the best and brightest military and civilian personnel stationed here, and we are so proud to have them all as part of our family in the First State. In September, Congress approved a much-needed military infrastructure bill that included over $80 million in federal funding to build a new hanger for the C-5M Super Galaxy and replace the on-base elementary school. I fought tooth and nail to make sure Dover AFB received the critical funding it needed, and this week I was excited to visit the Base and see how these projects will help Dover accomplish the mission and take care of military families for years to come. I visited the 436th Maintenance Squadron Isochronal group who are charged with inspecting and servicing the C-5M Super Galaxy, one of the largest aircrafts in the world. From their station in Dover, C-5M Super Galaxies fly cargo around the world, delivering combat equipment to our troops in the field and bringing humanitarian aid to those in need. The men and women of Maintenance Squadron Isochronal group are working tirelessly to inspect the aircraft and ensure they are safe, effective, and can support our military and save taxpayer dollars by staying in flight longer. Along with supporting military operations around the world, Dover Air Force Base has the solemn duty of receiving the remains of our fallen soldiers when they return home. The Air Force Mortuary Affairs Operations (AFMAO) unit is working to fulfill our nation’s commitment of ensuring dignity, honor, and respect to our fallen and prepare them to be returned to their families. Dover is the only port mortuary for the military, and every fallen service member killed abroad travels through Dover. Over the past few years, I’ve had the opportunity to talk with many of those Delawareans who have been able to find affordable health care—and peace of mind—by enrolling through our state’s health insurance marketplace. In three years, more than 28,000 Delawareans have signed up for health care coverage through the Health Insurance Marketplace, and most have received financial assistance to help cover the cost of premiums. In 2012, when Superstorm Sandy swept across the East Coast, inundating New Jersey’s beach communities in historic flooding and knocking out power for millions in New York City, Prime Hook bore the brunt of Sandy’s storm surges. The new report, “Education Denied: The Importance of Assisting Veterans Harmed by School Closures,” highlights the significant and disproportionately negative impact that school closures, like the recent collapse of ITT Technical Institutes (ITT Tech) and Corinthian Colleges (Corinthian), have on veterans using the GI Bill. The report recommends steps that Congress and the Department of Veterans Affairs (VA) should take to ensure that comprehensive relief is available to veterans and their families when schools abruptly close so that they do not lose their benefits for good. Specifically, the bill would require the Small Business Administration and Internal Revenue Service to partner to develop educational and training materials for entrepreneurs who invest in research and could be eligible to use the R&D credit to offset their expenses.  These materials would be provided to SBA programs around the country and business development entities that partner with SBA programs, such as universities, business accelerators, and business incubators. Senator Coons criticizes USNWR for fostering competition among colleges that has shifted the focus away from enrolling low-income students. “I am concerned that your current ranking system fails to factor in the extent to which colleges and universities admit low-income students,” wrote Senator Coons. “Overlooking low-income student access deprives applicants of critical data and creates perverse incentives for schools to create barriers to entry for high-achieving, low-income students… The current rankings also reward schools for how exclusive they are, but not how inclusive they are.” Senator Coons also writes, "the rankings should include affordability metrics, such as the net price for low-income students. But in our small state of neighbors -- a close-knit state with an even closer-knit first responder community, a community that includes families and multiple generations -- it is especially hard.To those who knew Chris and Jerry, it must be little comfort now that we’re here on the floor of the United States Senate to pay tribute to their lives.
