Earlier this month, Senator Hirono led a Hawaii delegation letter to Secretary of Health and Human Services Sylvia Mathews Burwell (http://1.usa.gov/1m8ddXl) to request a special enrollment period for COFA citizens in Hawaii due to the challenges experienced with the enrollment process on healthcare.gov. Senator Hirono spoke with Acting Administrator for Centers for Medicare and Medicaid Services (CMS) Andy Slavitt about how the call center hours and site maintenance downtime disadvantaged Hawaiis COFA citizens because of the time difference and the need to approve certified language translators. CMS today announced the special enrollment period with retroactive coverage. It is critical that residents from COFA nations have the ability to sign up for health care insurance to take care of themselves and their families. This extension is just the latest effort in our state's long-standing tradition of providing health care coverage for all, said Senator Hirono. I thank everyone who has diligently worked on this issue, particularly Governor Ige, my colleagues in the Hawaii congressional delegation, and especially Secretary Burwell and Acting CMS Administrator Slavitt for addressing the issues that Hawaiis COFA citizens face during this transition. Despite multiple reports to officials at the Army base in Hawaii where Talia lived with her father and stepmother, the system in place failed to protect her. Sadly, her case was not isolated. Talias story is just one of more than 29,000 cases of child abuse and neglect in military homes over the last decade. Keegan Metz was 23 months old when he was raped and murdered by his parents in Tennessee in 2009. Malik Ray was 10 when he was tortured to death by his stepfather in Oklahoma in 2010. Two-month old Harmonee Elam was beaten to death in Colorado in 2011 by her father. The list goes on and on. Normally, physicians, psychologists, social workers, teachers and other professionals who work closely with children are required to report any suspected cases of child abuse and neglect directly to State Child Protective Services. But in the military, Family Advocacy Programs in each service conduct their own investigations and assessments. While they are required to make a military point of contact or military law enforcement aware of suspected abuse cases, they are not required to report them directly to State Child Protective Services. In Talias case, Hawaii Child Protective Services was never notified of the multiple reports of her abuse. Numerous people around Talia recognized signs she was being abusedneighbors who heard her screaming for hours, day-care workers who recognized marks on her skin, and even military police who came to Talias home and found her imprisoned in her room with scratches covering her face. These reports, however, stayed within the Army chain of command, and ultimately nothing was done to take her out of harms way. Ten years after Talias tragic death, the same problematic policies exist within the militarys reporting requirements, and rates of child abuse and neglect in military families continue to rise. Mazie Hirono has urged President Barack Obama to expedite a newly proposed program to reunite family members of Filipino World War II veterans. In a Dec. 4 letter, Hirono and Sens. Harry Reid and Tim Kaine requested Obama and his administration to launch the parole program and accept applications by the end of the year. Under the Immigration and Nationality Act, parole gives the Department of Homeland Security discretion to permit individuals to come to the U.S. on a case-by-case and temporary basis. On Oct. 2, the department announced its plans to create a parole-in-place program to allow certain family members of Filipino WWII veterans entry to the U.S. but it has yet to be implemented. The parole program was initially announced in July as part of the administrations Modernizing & Streamlining Our Legal Immigration System for the 21st Century recommendations. President Obamas initial announcement this summer was a relief to Filipino World War II veterans and their families who have waited decades to be reunited, and to those of us who fought for years to end the visa backlog, said Hirono in a statement. The administration is doing the right thing for these families. However, it is imperative that the administration implement the parole program as quickly as possible so these veterans and their spouses, many of whom are in their 80s and 90s, can finally be together with their children. Two-month old Harmonee Elam was beaten to death in Colorado in 2011 by her father. The list goes on and on. Normally, physicians, psychologists, social workers, teachers and other professionals who work closely with children are required to report any suspected cases of child abuse and neglect directly to State Child Protective Services. But in the military, Family Advocacy Programs in each service conduct their own investigations and assessments. While they are required to make a military point of contact or military law enforcement aware of suspected abuse cases, they are not required to report them directly to State Child Protective Services. In Talias case, Hawaii Child Protective Services was never notified of the multiple reports of her abuse. Numerous people around Talia recognized signs she was being abusedneighbors who heard her screaming for hours, day-care workers who recognized marks on her skin, and even military police who came to Talias home and found her imprisoned in her room with scratches covering her face. However, the reality is today, no such underground fuel storage facility would ever be allowed to be built over a water aquifer which supplies 25% of our island's water. It's critical that the Navy reconsider alternative fuel storage options in Hawaii and the Asia-Pacific region that would decrease overall risk to our groundwater, and provide potential cost-savings in the long run. If relocation is not feasible, then, at a minimum, the Navy should immediately take action to eliminate the constant threat of fuel contamination to Oahu's drinking water resources. While there are many concerns with the agreement, there are 4 primary issues that must be addressed by the Parties to the AOC: 1) Advanced leak detection and corrosion prevention Existing leak detection practices are insufficient and inadequate to prevent another leakage of thousands of gallons of fuel into our aquifer. While it passed the Senate 70-22, President Obama has vowed to veto the bill because of its use of the Overseas Contingency Operations (OCO) fund as a budget gimmick to fund the Department of Defense without addressing sequestration. While the NDAA includes many provisions that I support, I join President Obama and Ranking Member Jack Reed in opposing the Conference Report, said Senator Hirono. Military leaders have testified on how the sequester will cripple readiness and service member morale. This Conference Report does not responsibly address these concerns, instead using OCO to bypass the sequester, leaving domestic programs, including funding for civilian agencies that are critical to national security, to bear the full brunt. In addition to opposing the NDAA on the Senate floor, Senator Hirono, Senate Armed Services Committee Ranking Member Jack Reed, and the majority of the Senates Democratic conferees declined to sign the Conference Report because it failed to solve the sequester.
