The funding was included in the bipartisan spending deal signed into law by the president this month. This new ROTC program at UH will give more Hawaii students a chance at earning scholarships and gaining an education, while helping the Navy strengthen its diversity to make sure its officers better reflect the American public and our values in Hawaii, said Senator Schatz, lead Democrat on the Military Construction and Veterans Affairs Appropriations Subcommittee. Schatz met with Navy Secretary Richard Spencer earlier this year and urged him to use additional congressional funding for the Navy's ROTC program to establish a unit at UH. Schatz reminded Spencer that senior Navy leaders in Hawaii have long spoken to the university's potential to commission a significant number of high-quality cadets with critical language and technical skills from among an ethnically and racially diverse student body that will help the Navy strengthen its diversity and representation of the state. As a member of the Senate Appropriations Committee, Schatz worked with committee colleagues to secure the new funding for the UH program. The new Schatz law will help the Pentagon stop the unacceptable use of the Defense Department's (DoD) network to view, possess, trade, procure, and even produce child pornography. This law will give our military leaders the tools they need to get rid of child pornography on DoD's network, go after offenders, and protect innocent and vulnerable children, said Senator Schatz. Across the internet, more than 45 million online images and videos of child sexual abuse material were reported to the National Center for Missing and Exploited Children. In 2018, the DoD's network ranked 19th out of 2,891 networks nationwide when it came to peer-to-peer file trading of child pornography. Coupled with these troubling statistics is a lack of training and law enforcement tools for the DoD to take on child sexual exploitation. The new law will provide more than two million federal workers with 12 weeks of paid leave to care for a new child after birth, adoption, or the initiation of foster care. This new law means that the federal government's 2 million workers will no longer be forced to choose between getting a paycheck and caring for their children. It's a huge victory for unions, our federal workforce, and their families, said Senator Schatz. Although the current Family and Medical Leave Act provides employees with 12 weeks of unpaid leave to take care of a new child, it does not provide any paid leave. Studies have shown that providing paid leave for federal employees would save the government at least $50 million annually in turnover and replacement costs. Federal agencies are already struggling to recruit and retain young talent. Just 6 percent of the federal workforce is under the age of 30, while roughly 40 percent of the workforce is eligible to retire within the next three years. This is a big win for public health. Raising the minimum smoking and vaping age to 21 will protect our kids and save lives, said Senator Schatz. Every day, approximately 1,300 people die from smoking-related diseases, making tobacco the leading cause of preventable death in the United States. Research from the National Academy of Medicine shows that raising the minimum legal age of sale of tobacco products to 21 nationwide would reduce the number of new tobacco users, decrease smoking frequency by 12 percent, and save more than 220,000 lives per year from deaths related to smoking. Approximately ninety-five percent of adult smokers begin smoking before they turn 21. In 2015, Hawaii became the first state in the nation to raise the smoking age to 21. It is a somber time for our country, but one our founders specifically contemplated when they gave Congress the authority to impeach a president. They worried that a corrupt leader would use the presidency for personal gain, and they worried that a foreign government would interfere with our open and democratic elections. Their concerns feel prescient today. The power to impeach was meant to hold the president accountable for wrongdoing and make it clear that no one is above the law. The articles of impeachment approved by the House of Representatives lay out grave accusations that strike at the core of our democracy. These articles allege that the president abused the power of his office by withholding military aid from a foreign government to coerce it into helping him smear his political opponent and corrupt our election. It also alleges that the president systematically obstructed Congress's constitutional duty to investigate this extortion scheme by directing administration officials to defy subpoenas for documents and testimony. The Senate has a solemn obligation to fully consider these allegations. It is a responsibility I take seriously. Senators Mazie K. Hirono (D-Hawaii) and Debbie Stabenow (D-Mich.) announced today that Phyllis K. Fong, the Inspector General of the U.S. Department of Agriculture (USDA), opened an investigation into potential suppression and alteration of scientific reports, documents, and communications by political appointees at USDA. Today's announcement followeda June request by Senators Hirono, Stabenow, and 17 Senate Democrats to initiate the investigationfollowing widespread reports of politically-motivated decision making at USDA that led to suppression of climate science, the unnecessary relocation of USDA scientists, and potential retaliation against career Department employees. Millions of people around the world have benefited and will benefit from the cutting-edge research produced by scientists at USDA every single day. These dedicated public servants should not be subjected to the whims of Trump appointees who have suppressed the Department's work for their political agenda,Senator Hirono said.Across the government, inspectors general are playing a crucial role in holding this administration accountable, and I want to thank Inspector General Fong for initiating this important investigation.
