"I am concerned with the impact these IRS civil forfeitures will have on law-abiding American taxpayers," Crapo said. "By some accounts, the seizure and forfeiture procedures used to preserve assets during the course of an investigation can deny taxpayers use of legitimate assets for up to two years." He continued, "While penalties for structuring transactions are an important deterrent in the fight against money laundering and terrorist financing, it is absolutely imperative that investigators understand the law and proper procedures that are in place and used to protect otherwise legitimate businesses in their day to day activities." It also allows the agencies to issue permits and leases under categorical exclusions from NEPA if they continue current management and grazing is not adversely affecting land health. Finally, the bill permanently exempts livestock trailing from full NEPA review.  Ranchers with grazing permits own nearly 120 million acres of nearby lands, making the collaborative management critical to rural economies. The Idaho County Shooting Range Land Conveyance Act would establish the first public shooting range in the state’s largest county by conveying 31 acres of BLM land to Idaho County. The SRS program, which benefits rural counties near national forests, supports public schools, public roads, forest health projects, and other county projects. Along with PILT, rural counties rely heavily on SRS to help provide essential services to residents.   Funding for both PILT and SRS has expired, and unless the programs are renewed, counties across the country will see major budget cuts. Because the pipeline would connect the United States with a foreign country, it requires a Presidential Permit issued by the State Department.  The State Department must find that the project would serve the national interest before it can issue the permit. Last year, millions of plans in the individual insurance market were cancelled due to Obamacare mandates.  Now, as many as 50 million workers with full coverage could face cancellation or disruption because their work sponsored plans would not meet new minimal essential coverage requirements. H.R. 3522 ensures that group health plans that were offered in 2013 remain available and allows small businesses and their employees to purchase these plans regardless of whether they were on them in 2013.  The Administration has provided limited relief for group plans that do not comply with Obamacare, but that relief only lasts through 2016. This bill would extend that opportunity to those not previously on such plans, and add three years of reprieve. Kuma Stoves is an Idaho family-owned manufacturer of wood stoves using all-American parts, including doors produced at a foundry in nearby Spokane.  The company, founded in 1981, continues to create and provide jobs at the Rathdrum location and with its manufacturing and retail partners throughout the region. Wood stove manufacturers are under pressure yet again to lower federal emission standards, this time to a level that may not be attainable financially or technologically for consumers or the wood stove industry.  Kuma Stoves President Mark Freeman notes that, before the hearth industry worked to develop new technologies, older stoves in the mid-1980s would emit an average of 60 grams per hour of particulates.  In 1988 the federal Environmental Protection Agency (EPA) stepped in and worked with the hearth industry to lower emissions to 7.5 grams per hour for all new stoves.  The newly proposed EPA regulations would lower that again to 4.5 grams per hour by the end of next year, and possibly to 1.3 grams per hour by 2020.  In addition, the EPA proposes to radically change the fuel and the test methods for the 2020 targets. "The Administration has repeatedly disregarded U.S. immigration laws in pursuit of its own immigration agenda," said Crapo.  "The crisis we are seeing along our nation's southern border is a direct consequence of the President's end-run around Congress to enact immigration reform, in particular the Deferred Action for Childhood Arrivals (DACA).  The supplemental request before the Senate lacked the proper assurances that the additional resources would be used to enforce the law and strengthen our border.  In addition, the Senate Majority Leader blocked all amendments, including those to put in place real reforms that would ensure our immigration laws do not incentivize continued illegal immigration." "The U.S. is experiencing a tragedy along its border which did not need to happen," said Risch. "President Obama can fix this, but his proposal for $3.6 billion was a bad deal. It throws good money after bad, and it ignores the policy changes that are required to solve this humanitarian crisis." The Deferred Action for Childhood Arrivals was an executive action issued in 2012.
