I trust this finds you and your family well. As we are at the end of 2013, I wanted to use this Rokita Report as a quick "Year-in-Review" of some of the bigger accomplishments this year. In September, I, along with several Republican Study Committee colleagues, introduced the American Health Care Reform Act - a consumer-driven, commonsense health care reform bill designed to increase access and reduce costs for all Americans. We introduced this legislation because we believe it is important to improve health care, not just repeal ObamaCare. This bill now has nearly 120 cosponsors and I look forward to more of my colleagues from both sides of the aisle joining us in 2014. You can view my remarks from the press conference where we rolled out the legislation here. A brief summary of the bills reforms Encouraging a more competitive health care market - Allows Americans to purchase health care across state lines, increasing transparency in Medicare by making claims data public, and allowing small businesses to pool together to lower costs. Increasing access to portable, affordable health insurance - Implements an across-the-board standard deduction for all health insurance plans, and expanding access and options for Health Savings Accounts. Improving access to insurance for vulnerable Americans - Ensures affordable coverage for those with pre-existing conditions by funding state high-risk pools, and removing barriers that prevent continual insurance coverage. Reforming medical liability law - Caps non-economic damages, and placing a statute of limitations on liability cases. Respecting human life - Prohibits taxpayer funding for abortion. Repealing Obamacare We continue to seek input from anyone that wishes to constructively contribute to meaningful and responsible health care reform. This year's defense bill contains historic provisions to combat the growing military sexual assault epidemic and create an environment for safe reporting. I am pleased to see these bipartisan measures signed into law to begin eradicating this horrific problem, said Walorski, a freshman member of the House Armed Services Committee. Walorski's military sexual assault provisions specifically designate reports of sexual assault as a form of communication under existing whistleblower protections. Her provisions also require an Inspector General investigation into allegations of retaliatory personnel actions taken against victims who have reported alleged instances of rape, sexual assault, or other forms of sexual misconduct in the military. Earlier this year, H.R. 1864 was passed as a standalone bill in the House by a vote of 423-0. This Thursday, I visited with students and teachers at the Indiana Math& Science Academy (IMSA) - North. The IMSA charter schools are free K-12 college prep schools that focus on math, science, and technology - the very subjects and skill sets that will be required of our students in the global marketplace they will be entering. IMSA is practicing many of the same tenets that drove the Student Success Act - the No Child Left Behind rewrite that I introduced and led to passage in the House earlier this year as Chairman of the Subcommittee on Early Childhood, Elementary, and Secondary Education. Implementation of the employer mandate would saddle our volunteer fire companies and emergency response units with a significant financial burden, forcing them to choose between purchasing fuel, proper equipment, or medical supplies. Congress must act to protect our volunteers from unfair choices triggered by the cost of complying with Obamacare, allowing companies to remain fully operational, said Walorski. Currently, the Internal Revenue Service (IRS) considers volunteer firefighters and emergency responders working 30 hours per week as full-time employees, forcing volunteer companies and units to provide health insurance or a pay a fine. The employer mandate provision states that employers with 50 or more full-time equivalent employees must provide health insurance or face a fine. According to the U.S. Fire Administration, 75 percent of Indiana's registered fire departments are run entirely by volunteers. In June, Donnelly and Senator Susan Collins (R-ME) introduced the Forty Hours is Fully Time Act of 2013, which would change the definition of “full time” in the ACA from 30 to 40 hours per week and the number of hours counted toward a “full-time equivalent” employee up to 174 hours per month. This Administration’s foreign policy failures are well documented. Clearly, they are badly in need of a foreign policy success. However, the tentative agreement John Kerry and the Obama Administration made with Iranian President Hassan Rouhani does little to reverse the course of Iran’s nuclear capacity, potentially making the world a much more dangerous place. Given the high stakes of delay, we cannot allow insincere overtures to buy Iran more time to achieve nuclear capability. Any permanent agreement with Iran should require a halt to all uranium enrichment and an abandonment of Iran’s nuclear ambitions. Importantly, as an indication of good faith, Iran should stop uranium enrichment now. Period. A nuclear armed Iran is a game changer that would alter the world as we know it. But, the song reminds us all that Thanksgiving is a time to look past our struggles, thank the Lord and remember all of the small things that make our lives great.
