Politico reported yesterday that while the House has release its settlement totals going back a decade, the Senate is refusing to do so. The Senate should not shield its members from the consequences of their own actions, Messer said. It was never OK that taxpayer dollars were used to settle harassment claims against members of Congress, and we need to get to the bottom of it. The Senate should immediately release this information to taxpayers, empower the victims and make sure it does not happen again. The Committee on House Administration recently disclosed that more than $340,000 in taxpayer funds was used to settle sexual harassment and discrimination claims against House members going back to fiscal year 2008. This disclosure followed an Associated Press report that the government has paid more than $17 million in taxpayer money over the last 20 years to settle sexual harassment claims and other workplace violations filed by employees of Congress. In November, Messer filed legislation that would stop this taxpayer-funded slush fund, and ensure victims of harassment by members of Congress arent silenced by non-disclosure agreements. The newly passed Tax Cuts and Jobs Act originally included a provision that Sen. Ted Cruz (R-TX) and Messer had fought for to allow families, including homeschoolers,to use 529 accounts to save for elementary, secondary and higher education. A 529 plan is a tax-advantaged education savings plan designed to help families save for costs of education. Hours before the final vote on the tax bill, however, Senate Democrats specifically targeted homeschool families by raising a procedural objection that ultimately excluded them from the 529 expansion. "In a last ditch effort to obstruct the President's tax cut plan, Senate Democrats targeted a provision that would have helped two million homeschooled students across America," Messer said. A recently passed Lebanon Police Department policy and bill in U.S. House of Representatives were both inspired, at least in part, by Nielsens story. The LPD policy was passed by the Lebanon Board of Works in November and will provide several new resources for officers who are suffering from job-related or personal mental health struggles. LPD Assistant Chief Brad Bailey said the policy is about 90 percent Nielsens doing, as she researched polices from nearby departments in places such as Indianapolis and Noblesville and created a policy that can work for LPD officers. The policy puts in writing what LPD has been striving to communicate that it is okay to have feelings, and that having a mental illness does not make you less of police officer or less of a person. The policy outlines that a Critical Incident Stress Management (CISM) team will be activate to debrief officers involved in high-stress incidents, such as situations involving a fatality of a child, involvement with a person known to officers, mass causalities, a natural disaster or other incident that could have a lasting impact on mental health. The team will hold a group therapy session to debrief officers involved in an incident that prompts the team to activate. The session will be mandatory for responding officers and take place at the conclusion of the investigation of the incident. Another team, to be called the Peer Support Team (PST), will be available to support officers who want to talk about any concern, whether job-related or from his or her personal life. The PST will be trained to identify signs of common mental health issues such as depression, anxiety or substance abuse.
