The issues I focus on and work I do in Washington, D.C., are largely based on the conversations I have with Kansans so making certain I am home to visit with folks is my top priority. I was proud to learn this week that I led my Senate colleagues in hosting the most town hall meetings in 2014 with 80 Listening Tour Stops throughout Kansas. On Monday, about 15 residents in Harper County joined me at Chaparral High School in Anthony to share feedback on a number of issues facing our country. Cuba imports approximately 80 percent of the food they consume. Wheat is Cuba’s largest food commodity import and second-largest import overall, only behind oil. While the United States has unilaterally erected trade barriers that harm our own farmers, other countries are more than happy to fill this market. For example, this year Cuba has purchased $150 million worth of wheat from the European Union alone.  “It simply does not make sense to continue policies and regulations blocking U.S. farmers from this market only for it to be filled by our competitors. Industry experts believe that U.S. wheat could grow to 80-90 percent of the market share in Cuba if the trade restrictions are eased, similar to our market share in other Caribbean nations. Considering it costs an average of $20-25 per ton to ship grain from Europe to Cuba versus about $6-7 per ton from the United States, it makes economic sense for U.S. commodities to make up the lion’s share of the Cuban market. “Wheat is especially important to me since Kansas leads the nation in wheat milling and production. However, many other U.S. and Kansas commodities would benefit from opening the Cuban market. For five years, Alan and his family have endured pain and profound injustice amid his detainment in Cuba. News of Alan's release brings great relief to his loved ones and to every American who has called for his freedom. I admire Alan’s strength and that of his wife Judy, who has worked tirelessly for years to free Alan and reunite her family. During my time in the Senate, I had the opportunity to meet Judy Gross and authored legislation calling on both the American and Cuban governments to expedite his release. "The Veterans Access, Choice, and Accountability Act of 2014 was passed with the intention of providing veterans with the choice to access health care outside the VA when timeliness and distance put their well-being at risk," Sen. Moran said. "Unfortunately, many rural Kansas veterans are still unable to access the care they need because common sense is not prevailing. It has become clear that the VA is implementing the Choice Act in a way that only takes into account distance to a VA medical facility, and not whether that facility can provide the medical services a veteran requires." Alan Gross was arrested on December 3, 2009, and after a two-day trial, was given a 15-year prison sentence by Cuban authorities for facilitating communications between Cuba’s Jewish community and the rest of the world. Late Thursday night, the House of Representatives narrowly passed H.R. 83, the Consolidated and Further Continuing Appropriations Act, two hours before funding for the federal government was set to expire. Following a two-day, level-funding extension of government funding, the Senate passed the $1.1 trillion spending bill on Saturday by a vote of 56-40. I voted against the measure. The spending package will finance the day-to-day operations of every Cabinet department, with the exception of the Department of Homeland Security (DHS), through September 30, 2015. With DHS funding running out on February 27, 2015, the new Republican majorities in Congress will have an opportunity early next year to act on President Obama’s executive action suspending the deportation of millions of illegal immigrants. Moran Announces Cancellation of Kansas National Guardsmen Deployment to West Africa 2014-12-12 2014 2014-12 Republican House KS Jerry Moran M000934 www.moran.senate.gov     legacy WASHINGTON, D.C. – U.S. Senator Jerry Moran (R-Kan.) received word that Kansas National Guardsmen will no longer be deployed by the Department of Defense (DoD) to support Ebola response operations in West Africa. During a meeting Thursday with General Frank Grass, Chief of the National Guard Bureau, in Sen. Moran’s Capitol Hill office, the senator raised questions about the deployment of the 891st Engineer Battalion and General Grass indicated that the deployment had been cancelled.  “As a result of the decline in Ebola cases in West Africa, the Department of Defense has cancelled the deployment of the Iola-based 891st Engineer Battalion in the Kansas National Guard,” Sen. Moran said. “It is a pretty nice Christmas present for the families of the 891st Engineer Battalion to know that their loved ones will no longer be deployed to West Africa in March. Guardsmen live by the motto ‘Always Ready, Always There’ and the National Guard celebrated 378 years of service to our country this week – Kansans stand ready for their next call of service.” The decision to cancel the deployment of the Kansas National Guard was made because the total Army and National Guard requirements have dropped and there is enough capacity to support the current operations on the ground. Following the DoD’s selection of the 891st Engineer Battalion for deployment authority to West Africa in November 2014, Sen. Moran expressed concerns about diminished customary benefits because of the non-combat nature of the deployment. Sen. Moran immediately called on DoD Secretary Chuck Hagel to direct an exception to make certain National Guardsmen and their families are receiving the same benefits as Active Duty service men and women. Living in the breadbasket of America, it can sometimes be difficult to comprehend the prevalence of hunger at home and around the world. Yet, hunger is real – it threatens the future of millions every day. Hunger creates political instability, stunts economic growth, and robs individuals of their dignity and self-potential. When I travel throughout our state, I recognize the impact of hunger in our communities. I also appreciate how Kansans react to this problem with compassion and a genuine desire to help our friends and neighbors prosper. I recently visited the Flint Hills Breadbasket to learn more about their mission of minimizing hunger and poverty in the Manhattan area. For 32 years, they have been collecting and distributing food with the help of many volunteers and churches. Last year, volunteers created and distributed more than 200 Thanksgiving baskets to food-insecure families. I was also encouraged to learn that many of the individuals receiving food are actively trying to find employment and working to improve their lives. To help food banks and the Americans they serve, last year I introduced bipartisan legislation that encourages businesses and farms to donate surplus food to local food banks. The Good Samaritan Hunger Relief Tax Incentive Act permanently extends a tax credit for donating food and expands the credit to all businesses including small businesses, farmers, ranchers and restaurant owners. Permanently extending the hunger relief tax incentive will increase food bank contributions and help ensure that less food goes to waste. The bill now heads to the President’s desk to be signed into law. “The Child Care and Development grant program helps low income parents pay for child care while they work or receive employment training,” Roberts said.  “We improved the program by giving greater power to the states to ensure federal dollars are being spent wisely, while at the same time making sure children are in safe environments that free their parents to become productive members of the workforce.” The bill requires states to spend a bulk of federal funds, no less than 70 percent, directly on child care for low-income families. It also protects the health and safety of children by requiring states to ensure child care providers receiving funds are qualified, trained, regularly inspected, and undergo criminal background checks. States are also encouraged to make information on various providers available to parents to encourage parental choice. The bill also prohibits the federal government from interfering, mandating or placing any conditions on state decisions concerning early learning and development guidelines. In 2012, this combined funding helped an average of nearly 20,000 Kansas children per month receive child care because of the vouchers awarded through CCDBG. This call was also a good opportunity for me to learn how I may be of assistance to providers across our state to prepare for Ebola and other infectious disease responses. I appreciate the questions and insight from Kansas health care providers who participated in the call, and their commitment to making sure our public health infrastructure is prepared to handle Ebola. Secretary of the Kansas Department of Health and Environment Dr. Robert Moser and Adjutant General of Kansas Major General Lee Tafanelli were among the many health care and emergency response officials from across the state who called in to hear from Dr. Frieden and other key CDC officials on this important issue. Thanks to all who participated. As we fight Ebola in Africa, we need to make certain we are protected at home as well. I urge the Administration to implement travel restrictions on commercial airline passengers traveling from nations afflicted by Ebola. While Americans were assured that our public health infrastructure was ready to handle Ebola, unfortunately reality has shown we still have a lot of work to do. Because the patient had recently worked on a medical boat off the west coast of Africa, he was immediately isolated on a special infectious disease unit and underwent tests. Hospital staff met the patient wearing personal protection equipment and followed the hospital’s plan for this kind of illness. While there were many other diseases that fit the patient’s symptoms, the hospital followed all appropriate precautions for infectious disease. On Tuesday, KU Hospital reported that lab results showed the isolated patient does not have Ebola and that the patient is showing improvement. I contacted the Centers for Disease Control and Prevention (CDC) to request that the agency expedite the confirmatory test that definitively ruled out any possibility of Ebola Virus Disease in this patient.  On Thursday, I traveled to Kansas City to visit KU Hospital to learn more about these developments and how to properly evaluate, isolate and care for patients who present at a hospital with concerns of Ebola. During this visit, I received a demonstration on how nurses and physicians properly utilized personal protective equipment and safety protocols, as well as the hospital’s process for caring for patients who may present with Ebola symptoms. It was great to see that these providers and other KU Hospital staff performed so well under difficult circumstances. I was glad I was able to thank them for doing their job so well. With no proven vaccine or treatment currently available and with the outbreak continuing to escalate, fear and concern have risen across the globe. The death Wednesday of the patient who was the first diagnosed case of Ebola in the United States reiterates the need to heighten coordination and vigilance to address this health crisis. While Ebola is not easily transmitted, it is important that we fully utilize our public health infrastructure to detect possible infections, as well as safely screen, isolate and treat any patients who may need care. Our health care providers have the training and equipment needed to control infections and protect themselves and others when caring for Ebola patients. The West African Ebola outbreak is devastating and unprecedented, but it can be stopped now by helping Africans before it seriously threatens our country. The single most important thing that can be done to protect Americans is to stop Ebola at its source. But, as we fight Ebola abroad, we need to make certain our homeland is protected as well. On Monday, I called on the Centers for Disease Control and Prevention (CDC) Director Dr. Tom Frieden to implement Ebola-specific screenings at U.S. airports. Response to ISIS Deserves Full Debate in CongressThis week, Congress voted on a continuing resolution (CR) to keep the government funded through December 11. Continuing resolutions have become the norm on Capitol Hill over the last few years as Washington consistently fails to fulfill its basic duty of passing annual appropriations bills. The CR included an amendment to provide $500 million in funding authority for arming and training Syrian rebels in the fight against the Islamic State of Iraq and Greater Syria. (ISIS). I voted against passage of the CR because I believe ISIS is a real threat to the safety and security of Americans. The U.S. response and policy toward ISIS deserves more than a few sentences in a $1 trillion stopgap spending bill passed moments before adjournment for the mid-term elections. The Administration has portrayed that we are taking action to reduce the viability of ISIS, while it is more likely we are arming and training rebels that will ultimately use the weapons against our allies. There must be a discussion about the safeguards needed to ensure we aren’t arming the next Taliban or Al Qaeda 10 years down the road. These weapons could also quickly fall into the arms of ISIS – one must only look to the terrorists’ success overrunning Iraqi troops to gauge the likelihood of these weapons being used against us. While I believe forceful and effective action must be taken to successfully confront ISIS, our course of action deserves a full and open debate by Congress for the benefit of the American people. Too many Presidents have begun a battle trying to convince Americans that not much will be required for victory and that we can have success without sacrifice.
