Estes. "Abir has demonstrated his impressive coding skills for the second year in a row, and I look forward to seeing the work of 4th District students as we continue this competition in years to come." Estes Votes Against the CASH Act f t # e Washington, December 28, 2020 WASHINGTON Rep. Ron Estes (R-Kansas) released the following statement after voting against the CASH Act."Last week's bipartisan COVID-19 relief package provided targeted assistance to hurting families and small businesses through extended unemployment, the Paycheck Protection Program and eliminating surprise medical billing, but it was coupled with Speaker Pelosi's bloated omnibus spending bill," said Rep. Estes. "Now, Speaker Pelosi is ready to send more checks to millions of Americans who have not lost a paycheck while completely ignoring the rightful outrage from Kansans regarding the billions in unnecessary spending. I'm grateful that President Trump is utilizing his authority to delay some of the egregious funds in the omnibus spending bill, allowing Congress to revisit and rescind these misguided allocations." Estes Votes Against NDAA Veto Override f t # e Washington, December 28, 2020 WASHINGTON Rep. Ron Estes (R-Kansas) released the following statement after voting against overriding President Trump's veto of the National Defense Authorization Act (NDAA) for Fiscal Year 2021."Our men and women in uniform bravely defend the rights and freedoms of Americans every day. While the NDAA has many positive aspects that support our troops, our freedom of speech is also under attack here at home from big tech companies. This has been especially evident in acknowledging voter fraud on social media that is then flagged or censored. It's time for big tech to do the right thing by living up to and exporting American values, not importing censorship-tactics from China." The COVID-19 Vaccine Reaches Veterans and Health Care Workers in Wichita On Wednesday, I visited Wichita to receive updates on the COVID-19 vaccine distribution.I visited the Dole VA Medical Center where I had the opportunity to see first-hand how a vaccination center is being created for the benefit of patients and medical staff. Recently, the VA announced it will distribute vaccines to additional veteran facilitiesincluding medical centers in Leavenworth, Topeka and Wichita. I was especially pleased to open the first batch of Moderna vaccines as they arrived on Wednesday morning. The Dole VA expects to administer more than 1,000 doses to frontline employees and community living center residents within this first week of the vaccination process. As chairman of the Senate Veterans' Affairs Committee, I will continue to make certain the VA has necessary resources to effectively administer the vaccine to our nation's veterans in a timely manner. Thank you to director Candace Ifabiyi and her team, Associate Pharmacy Chief of Operations Scott Hood, Chief of Pharmacy Susan Duquaine, Inpatient Pharmacy Supervisor Anna Johnson and Pharmacy Technician Rachel Newby for an informative visit and for all they are doing to help our veterans navigate this vaccination process. Ron Estes (R-Kansas) released the following statement after the U.S. Fish and Wildlife Service announced they do not intend to submit a request to secure water for Quivira National Wildlife Refuge."Kansas farmers and ranchers have been conserving our precious natural resources for generations, including water and wildlife,"said Rep. Estes."For the past few years, I've worked with residents around the Quivira National Wildlife Refuge to ensure protection from our federal government that maintains water rights for Kansans and supports local species and habits. This short-term agreement for fiscal year 2021 highlights the progress we've made as we work collaboratively toward long-term solutions." The U.S. Fish and Wildlife Service released more details in a press release this afternoon, saying, "For more than six decades, the congressionally designated refuge has protected more than 22,000 acres of unique and rare inland salt marsh and sand prairie habitats that are vital to more than 300 species of birds, some threatened and endangered, in the Central Flyway. The Big and Little Salt marshes attract thousands of migratory waterfowl, shorebirds and wetland birds, providing them with food, water, shelter and a place to rest. "In 2016, the Kansas Chief Engineer found the refuge's senior state water rights along Rattlesnake Creek were being significantly infringed upon by junior water right holders. In July 2020, the Service and District entered an MOA establishing a framework to develop short- and long-term water conservation actions. This MOA was instrumental in highlighting the collaborative efforts and partnership support for the U.S Department of Agriculture Natural Resources Conservation Service (NRCS) grant to the District. The NRCS grant will allow for the development of an augmentation workplan that supplements water distributed from groundwater wells, conduct water quality and quantity feasibility testing, and complete an environmental assessment under the National Environmental Policy Act. Act | 2020-12-22 | 2020 | 2020-12 | Republican | Senate | KS | Roger Marshall | M001198 | marshall.house.gov | legacy | WASHINGTON The COVID relief package passed Monday by Congress included legislation introduced by U.S. Congressman Roger Marshall, M.D. to provide much-needed payment protections for livestock sellers. As a teenager, I spent three years of weekends working at a sale barn in El Dorado, said Rep. Marshall. And while that was hard work, today's world of cattle is a little more complicated than when I was sorting heifers and steers. Unfortunately, we've seen too many instances of sale barn owners holding hot checks passed by cattle dealers with empty bank accounts. This bill will help protect those businesses and the producers working with them and assure that both are fully compensated for their animals. Protecting our livestock owners has been a top priority for me during my time in Congress, and I am honored to see this legislation finally made into law. The bipartisanSecuring All Livestock Equitably (S.A.L.E.) Act, was first introduced by Rep. Marshall in the House in October 2017. The S.A.L.E. Act will place livestock sold to a dealer, and proceeds/receivables from already sold livestockin a trust until the original seller has been paid, ensuring that producersand livestock auctions have a legal recourse in the event of a dealer default and/or bankruptcy. I appreciate the help of the Livestock Marketing Association and Senator Pat Roberts, Chairman of the Senate Agriculture Committee, for their help in moving this legislation forward and ensuring its final passage, said Rep. Marshall. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Chairman of the Senate Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies (CJS) today released the following statement applauding the passage of the FY2021 Appropriations package for CJS: This fiscally responsible and bipartisan bill provides necessary resources to help law enforcement keep our communities safe, support economic development and further scientific development. I am especially pleased this year's bill includes increased resources for the Department of Justice to support programs for state and local law enforcement in Kansas and across the nation, including training and community-based crime prevention. In addition, this legislation continues our support to NASA, STEM education and our nation's goal of returning American astronauts to the Moon. Thank you to Ranking Member Shaheen for working with me in a bipartisan manner to secure resources for these important federal programs and priorities that will allow the agencies within our jurisdiction to accomplish their missions and address the needs of our country. Sen. Moran priorities included in the FY2021 CJS Appropriations Bill: Increased resources for the Department of Justice (DOJ) and its law enforcement agencies, including the Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and United States Marshals Service. Support for DOJ's state and local law enforcement activities, including funding for the Violence Against Women Act, grant programs focused on improving police-community relations, juvenile justice programs to support children and youth and resources to help state and local partners combat the opioid and methamphetamine crises. These programs provide resources to Kansas entities like the Kansas Coalition Against Sexual and Domestic Violence and the Child Advocacy Center of Sedgwick County. The package passed the House along with an omnibus spending bill that included several other legislative priorities championed by Davids, including addressing surprise medical billing and flood prevention. For months, I have been pushing for congressional leaders to come together and reach a deal on a bipartisan coronavirus relief package one that meets the scope of the crisis we're facing and has the support needed to actually become law. Today, I was glad to vote for a package that, while far from perfect, will provide much-needed relief to our families, workers, small businesses and health care system in the face of immense hardship and uncertainty, said Davids. The COVID relief legislation includes funding for testing and vaccines, support for small businesses, expanded unemployment benefits, and direct payments to Americans, among other programs. As is the case with any compromise, this package did not include every measure I'd hoped for and championed. Most notably it lacked funding for state and local governments to avoid devastating cuts to our public schools, roads, fire and police departments, public health agencies and other services that we depend on. I'll continue to fight for state and local funding in the upcoming Congress as well as strong oversight and transparency measures for the distribution of relief funds. I'm optimistic that with a new Administration we can finally deliver the assistance our communities need, continued Davids. The House also passed bipartisan legislation to address surprise medical billing, an issue that Davids has championed and even introduced her own bill to help prevent. A version of Davids' bill was included in the final legislation. Ron Estes (R-Kansas) applauded the VA's list of 128 additional sites receiving COVID-19 vaccines, including the Robert J. Dole VA Medical Center in Wichita, Dwight D. Eisenhower VA Medical Center in Leavenworth, and Colmery-O'Neil VA Medical Center in Topeka."As our nation continues battling COVID-19 with the recently authorized Pfizer and Moderna vaccines, it is encouraging to know that Wichita's Dole VA Medical Center is now scheduled to receive vaccines," said Rep. Estes. "Thanks to Operation Warp Speed and the incredible science community, health care workers at Dole will soon have greater protection as they care for veterans, with more vaccines coming for an even greater number of Kansans." The VA announced 128 sites that will receive COVID-19 vaccines after announcing other VA locations last week. In a press release, the VA said, "Per Centers for Disease Control and Prevention (CDC) recommendations, VA will continue to vaccinate health care personnel, as well as community living center and spinal cord unit residents. As vaccine supplies increase, VA's ultimate goal is to offer COVID-19 vaccinations to all Veterans and employees who want to be vaccinated." Ron Estes (R-Kansas) released the following statement after voting in favor of the bipartisan COVID-19 relief legislation."After months of an unnecessary political stalemate, Congress was able to pass much-needed relief for workers, families and small businesses," said Rep. Estes. "The legislation includes critical wins for Kansas, such as providing direct payments to Kansas families, reopening the Paycheck Protection Program, eliminating surprise medical billing, and extending the timeframe for state and local governments to utilize existing COVID-19-related aid. "The legislation also offers key assistance for rural Kansas, including $300 million to build out rural broadband and a new designation for rural hospitals to maintain their viability. "Republicans and Democrats have agreed on much of what passed today for months, but relief negations stalled as Speaker Pelosi refused to allow a House floor vote on bipartisan elements without her party's partisan wishlist." The legislation also includes additional programs to help continue to strengthen and reform the agriculture industry. Since the beginning of the pandemic, our hard-working farmers and ranchers have not missed a single day of work, said U.S. Congressman Roger Marshall, M.D. While conditions have improved for some, many producers continue to struggle to respond to changes in markets as a result of continued worldwide COVID impacts. This legislation builds upon the programs created to support farmers in the CARES Act and provides funding for continued structural improvements to our livestock industry. I applaud the USDA for their response to concerns with inequities in livestock payments and continued prioritization of the safety of our food processing workers. The following provisions are included in the COVID relief package: Provides a $20 per planted acre payment for all non-specialty crops Supplemental payment to livestock producers as partial compensation for disparities between CFAP 1 and CFAP 2 Support for domestic biofuel producers Flexibility for USDA to support specialty crop farmers Grants and loans for food processors and distributers for the procurement of personal protective equipment (PPE) Supplemental coverage for dairy operations with less than 5 million pounds of annual production who are producing more milk than what is covered under the Dairy Margin Coverage program authorized in the Agriculture Improvement Act of 2018 Establishes a program to make facility upgrade and planning grants to meat and poultry processors to help them move to federal inspection or state inspection programs allowing products to sell across state lines Producers and agri-business owners will benefit from the reopening and refunding of the Paycheck Protection Program a… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Millions of COVID-19 vaccine doses are being distributed and administered, bringing the hope and possibility of widespread immunity by mid-March. However, our nation still needs a bridge to help us to the spring. With that in mind, I'm supporting the $900 billion COVID relief bill. Since the summer, Republicans have called for a targeted relief package that prioritizes refunding the Paycheck Protection Program, funding for vaccine distribution, additional support for unemployed Americans and resources to allow our children to safely return to the classroom. This relief legislation delivers on all of those priorities and leaves out the unnecessary funding for cities and states and socialist priorities of the left. This bill repurposes more than $500 billion in unused CARES Act funds to help hardworking Kansans make it through these next winter months. By reopening the highly successful Paycheck Protection Program, which saved more than 500,000 Kansas jobs this year, we will ensure that assistance is again available to struggling small businesses and improvement are made to address issues raised by lenders and business owners. Families will receive another stimulus check, and federal unemployment benefits have been extended for both full-time and contract workers. Finally, this legislation includes essential funding for the continued manufacturing and distribution of the safe and effective COVID-19 vaccine. This package not only will help families, small businesses, and communities still struggling with the impacts of COVID-19, but it also gives us the tools we need to defeat this virus. The COVID Relief bill does the following: Adds $280 billion to the Paycheck Protection Program to support small and mid-size businesses impacted by COVID-19, allowing them to retain employees and keep their door open Gives businesses with 300 employees or less experiencing severe revenue reduct… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

COVID-19 Vaccines Arrive in Kansas This week was a historic moment in our nation's history and marks the beginning of our return to normal as the first COVID-19 vaccines wereadministeredin Kansas and throughout the country. The incredible success of Operation Warp Speed is an example of the exceptionalism that exists within American science and medicine. While we still have a long road ahead, Kansans will soon have access to this safe and effective vaccine. As chairman of the Senate Veterans' Affairs Committee, I've also worked closely with the U.S. Department of Veterans Affairs (VA) to make certain Kansas veterans have access to the COVID-19 vaccine. This morning, the VA announced three VA facilities in Kansas - Wichita, Topeka & Leavenworth - will receive the Moderna vaccine. This was a historic moment as we work to end this pandemic, and today we are providing additional targeted relief to support front-line workers, schools and hospitals. This targeted relief package also includes additional funding for the successful Paycheck Protection Program, which will help keep small businesses open and employees on the payroll, and a second round of aid to families during the holiday season. This targeted relief package should have been completed months ago, but ultimately I'm pleased that many of my priorities were included and that it provides necessary resources to continue manufacturing and distributing the vaccines to our communities. Sen. Moran's priorities included in the targeted COVID-19 relief package: Increase flexibility for the Paycheck Protection Program (PPP) to help those that have fallen through the cracks. Simplify and improve PPP loan forgiveness, including a solution to the conflicting treatment of EIDL advanced payments and the unnecessary subtraction from PPP forgiveness. Ensure qualified business expenses paid for by PPP loans are tax-deductible. Provide direct, set-aside support for live event venues. Extend the deadline for expenditures from the Coronavirus Relief Fund, allowing states and local governments to strategically target areas of need over a longer period of time. Create additional flexibilities for rural hospitals, including removing restrictions on mental health visits provided via telehealth. Deb Haaland on Historic Nomination as Secretary of the Interior | 2020-12-17 | 2020 | 2020-12 | Democrat | House | KS | Sharice Davids | D000629 | davids.house.gov | legacy | Today, Representative Sharice Davids (KS-03) issued the following statement on the historic nomination of Representative Deb Haaland (NM-01) as Secretary of the U.S. Department of the Interior. Davids, a member of the Ho-Chunk Nation, and Haaland, a member of the Pueblo of Laguna, were the first two Native American women ever elected to Congress in 2018. I want to congratulate my friend and sister Deb Haaland on her well-deserved and historic nomination for Secretary of the Interior. For the first time in our nation's history, a Native person will oversee an agency tasked with protecting our federal lands, including the millions of acres of Tribal land, and upholding the federal government's trust responsibilities to Tribes. I can think of no one more uniquely qualified and prepared to lead the Department of Interior and advise the President, particularly during a crisis that has disproportionately impacted and harmed Native communities. Deb has spent her career fighting for economic, social, and environmental justice. In Congress she has been a champion for our environment and a leader in the fight against climate change, experience that will serve our country well as we work to undo the destructive policies of the Trump Administration. She has been a fierce advocate and organizer in Indian Country for decades, maintaining a deep understanding of both the realities and challenges that Native communities face as well as the hope and potential they contain with improved federal resources, true consultation, and respect for tribal sovereignty. With this choice, President-Elect Joe Biden has re-affirmed his commitment to protecting our climate and natural resources, to standing with and listening to Indian Country, and to creating a Cabinet that truly reflects the diversity of our country. While I'll miss serving alongside Deb in the House, I'm very much looking forward to working with her at the Department of the Interior. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Today, U.S. Sens. Sherrod Brown (D-OH) and John Thune (R-SD) introduced theImproving Seniors' Timely Access to Care Act, bipartisan legislation thatbuilds on legislation introduced in the U.S. House of Representatives last year by Reps. Roger Marshall (R-KS),Suzan DelBene (D-WA),Ami Bera (D-CA), and Mike Kelly (R-PA) andrequires private insurance companies that operate Medicare Advantage (MA) plans to establish an electronic prior authorization (ePA) system to approve medical services in a more timely manner. Implementing an electronic authorization program will reduce delays and help older Americans get quicker access to the treatment and care they need. Prior authorization can play a role in ensuring beneficiaries receive clinically appropriate treatments and help control the cost of care. However, when used improperly, prior authorization can lead to delays in care for patients and result in administrative burdens for providers. TheImproving Seniors' Timely Access to Care Actwould help to streamline prior authorization processes, and promote safe, timely, and affordable access to evidence-based care for Medicare Advantage enrollees and the providers and suppliers who care for them. As a physician in rural Kansas, my top priority was always to provide quality care to every patient, said Rep. Roger Marshall, M.D. (R-KS).I've carried that charge in Congress and helped introduce bipartisan legislation to modernize Medicare Advantage that will better serve America's seniors. Over the past two years, my colleagues and I reviewed comments from nearly 450 national and state organizations. I am proud of our updated legislation and honored to have Senators John Thune and Sherrod Brown join us in this effort. This has been truly a bipartisan collaboration and I look forward to continue leading this charge next Congress. Ron Estes (R-Kansas) participated in a demonstration flight of the Boeing 737 MAX after it received FAA recertification. The flight followed its grounding, safety upgrades, and a thorough recertification process. Spirit AeroSystems in Wichita manufacturers the 737 MAX fuselage, with numerous suppliers throughout south central Kansas supporting its production."The recertified 737 MAX is now one of the safest aircraft in history following rigorous and unprecedented testing," said Rep. Estes. "Kansans should have confidence flying on this aircraft that not only satisfied certification requirements but surpassed those of the FAA, international regulators and other investigative entities. My flying experience on the 737 MAX reinforced that this aircraft exceeds standards for safety, quality and performance. I'm grateful for the skilled workforce in south central Kansas that manufactures these and many other airplanes." Kansas VA facilities were not among the first to receive doses due to a lack of extreme cold storage required for the Pfizer vaccine, but are expected to receive their first doses of a COVID-19 vaccine in a week or two, ensuring vulnerable veterans and health care providers are protected from the virus. Veterans in our long-term care facilities are not only vulnerable individuals, but are of the most deserving of this vaccine, said U.S. Representative Roger Marshall, M.D. I spoke with VA officials about the distribution of doses to our veteran facilities, especially those caring for elderly veterans, and have been assured that doses will be arriving in Kansas shortly. These brave men and women put their lives on the line to protect our country. Therefore we must do everything we can to protect their lives and the lives of those that they depend on for care. Kansas is home to three federal VA facilities located in Wichita, Topeka, and Leavenworth, and two state soldier homes located in Winfield andFort Dodge. The federal facilities will receive vaccine doses as part of the VA's national vaccine distribution plan, but the state facilities will be required to work with national pharmacy chains to receive doses of the vaccine for residents and staff. My staff has been in contact with leadership at both soldier homes to ensure they have a plan in place to receive the vaccine, said Rep. Marshall. It is essential we do not let these homes fall through the cracks and do all we can to move them to the front of the line. My office stands ready and willing to provide support to our state and federal facilities. We must prioritize the health and wellbeing of our veterans. On Dec. 13, 2020, Reuters reported an alarming cyberattack campaign organized by Russian actors had breached multiple federal agencies, including the Treasury Department and the Commerce Department. The senators requested FBI Director Christopher Wray and CISA Acting Director Brandon Wales to supply them with available information on the scope of the attack, details on exposed vulnerability in the U.S. Federal Government and the agencies' responses to the attack. The activities of the Department of Commerce, and one of its components that was impacted, the National Telecommunications and Information Administration, play a crucial role in the daily lives of all Americans, and compromising its efforts is of grave concern, the senators wrote. However, the possible implications reach far beyond the specific federal agency jurisdiction of the Committees, including the private sector, and as such, we respectfully request complete and appropriately detailed answers to the following questions. The full letter can be found here and below. Dear Director Wray and Acting Director Wales, We write to you today regarding the alarming initial reports of a highly sophisticated, manual supply chain attack allegedly conducted by nation state threat actors targeting various U.S. federal agencies and non-federal entities over a significant, yet undetermined period of time.Identified in the press as APT29 or Cozy Bear, … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Following his farewell address, I had the honor ofthanking him for his service to our nation and our state. It's the time for me to say in return, on behalf of all Kansans, thank you for your service to our nation and to our state. A life being well lived, you are the example. My remarks as delivered: Mr. President, thank you. Senator Roberts, thank you for your comments. I am nervous today, and more nervous now that I have heard you speak, because I am concerned that this may be for the first time in our lives that I have ever spoken longer than you. That makes me nervous. I do solemnly swear that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same.' These are words spoken by Pat Roberts more than once, but on September 15, 1958, age 22, Pat Roberts joined the Marine Corps, and he has lived by his oath, by his promise to do exactly that every day thereafter and in every job he pursued here in the Congress of the United States, in the House and the Senate. He indicated he served as the chief of staff for Senator Frank Carlson, one of those Kansans who served the U.S. Senate and is so highly regarded even today. He served as the chief of staff for Congressman Keith Sebelius. I met Pat Roberts 50 years ago, in 1969. A few years later, in 1974, I became an intern in the office of Congressman Sebelius. Pat has been my boss for 45 years. When I describe Pat, I tell people our most common conversation is never spoken. It is symbols. Pat does this: Come here; sit down.' Every time I tell Pat this, he, in his Jack Benny voice, will say: Now cut that out.' But for 45 years: Come here; sit down.' And Pat, while you discount that and I highlight it, it has been some of the most enjoyable time in my life, where I have had the opportunity to be your friend and to listen to what you had to say. Adam Hartke, owner of the Cotillion and WAVE in Wichita, participated in the hearing and provided a first-hand account of how the pandemic has impacted his businesses and his employees. There is a ripple effect on the economy when the live event entertainment industry is out of work, said Sen. Moran. Restaurants, bars, transportation, and many other businesses that thrive on live events bringing people in to communities from the surrounding area are hurting. This means that when the lights are dark at the local live event venue, the economy of that community as a whole is suffering. We quickly created a plan to pay our core staff crisis pay while shuttered, said Mr. Hartke. We then assessed hard costs. Gutted is the only word that truly reflects how we felt in this moment. We received PPP assistance, and the funds were used as originally stipulated, with 75 percent going to pay role. These funds ran out in June, and since then most of our employees have been furloughed or laid offour biggest fear is that we will have to close our doors forever, and the institutions for which we have sacrificed so much for will be destroyed. U.S. Senator Pat Roberts (R-Kan.), a senior member of the Senate Health, Education, Labor and Pensions (HELP) Committee today announced unanimous Senate passage of his bipartisan Ensuring Innovation Act. I'm proud that our bipartisan bill to help lower prescription drug costs has unanimously passed the Senate, said Roberts. We are one step closer to making important generic prescriptions more readily available for folks who need them. This legislation ensures that only true pharmaceutical innovations receive market exclusivity by clarifying the definition of new chemical entity (NCE). The updated definition helps to lower prescription drug costs by clarifying that NCE exclusivity cannot be granted to manufacturers for making minor changes to existing drugs. Roberts introduced this bill alongside Sen. Bill Cassidy (R-La.) and Sen. Tina Smith (D-Minn.) in May 2019. The bill was passed out of the HELP Committee in June 2019. -30- | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| https://marshall.house.gov/media/editorials/best-christmas-gift-americans-will-get-2020-covid-19-vaccine | The best Christmas gift Americans will get in 2020: a COVID-19 vaccine | 2020-12-14 | 2020 | 2020-12 | Republican | Senate | KS | Roger Marshall | M001198 | marshall.house.gov | legacy | The coronavirus pandemic has forced hardships on everyone in one way or another. But as we close out 2020, we should look forward to the new year with hope and optimism. Time after time, American innovation has led the world in developing cures and breakthroughs in medicine, and COVID-19 vaccine development is no exception. With the work already accomplished in 2020 and the continued efforts of Operation Warp Speed, America will soon have safe and effective COVID-19 vaccines available nationwide that will bring an end to this horrible virus. Since February, I have been involved in pushing the Centers for Disease Control and Prevention, the Food and Drug Administration and the pharmaceutical industry to develop new vaccines and therapeutics. In March, the federal government initiated funding for the research, development and distribution of a COVID-19 vaccine by year's end. Today, we stand only days away from that promise becoming a reality. Three vaccine candidates have completed large-scale clinical trials and have shown a 90% or better efficacy rate in protecting patients from the virus. Development of more possible vaccines is underway. Vaccine safety is every bit as important as effectiveness, and Operation Warp Speed has ensured safety backed by data throughout the entire process. Top scientists at the FDA, along with an advisory committee of independent physicians and researchers from across the country, will publicly review and audit the trial data before a vaccine is determined safe for public distribution. I fully expect that at least one vaccine will be granted emergency use authorization before Christmas. The federal government has purchase agreements in place for more than 100 million doses of the vaccine, once it's finally approved. The CDC and state governments have already identified those who will be first to receive it including front-line health care providers and seniors 65 years old and older. The bill provides necessary funds for the Department of Health and Human Services and the Centers for Disease Control and Prevention to provide grants to entities to launch public awareness campaigns no less than 30 days after a vaccine is authorized. A COVID-19 vaccine will only be effective in defeating this virus if people have confidence in its safety and efficacy, said Rep. Marshall America is home to world-class scientists and a gold-standard regulatory agency that oversees the drug approval process. As a physician, I understand people's concerns over this unprecedented process, but from the start, pharmaceutical scientists have been in constant contact with officials at the Food and Drug Administration, ensuring multiple layers of safety and oversight. I am proud to co-lead legislation that provides funding for science-based information for our families and communities. I remain confident that we will defeat this virus and return to life as normal. Operation Warp Speed has produced a safe and effective vaccine in record time. A vaccine, however, will only lead us out of this pandemic and allow us to restore our way of life if enough Americans are willing to receive it,said Representative Brad Wenstrup D.P.M.It is more important than ever that we provide science-based, factual information about COVID-19 vaccines to the American people. Estes Joins Ways and Means Colleagues Ending Surprise Medical Billing | 2020-12-11 | 2020 | 2020-12 | Republican | House | KS | Ron Estes | E000298 | estes.house.gov | legacy | WASHINGTON Tonight the House Ways and Means Committee announced a bipartisan, bicameral agreement in principle to end surprise medical billing. As a member of this committee and advocate for a surprise medical billing solution, Rep. Ron Estes (R-Kansas) released the following statement: "Republicans and Democrats have worked together to end surprise medical billing an issue that can affect Kansans even when they do their due diligence to find covered providers. Over the past year, my Ways and Means colleagues and I have developed a plan that removes surprise billing burdens from patients, empowers patients with up-front information for scheduled procedures, and protects patients when emergency services are provided," said Rep. Estes. "At a time when Americans are especially concerned with their physical well-being, this framework is something that will make health care not only more accessible, but more transparent." Rep. Estes supported similar bipartisan legislation earlier this year andspoke in support of ending surprise medical billing at a Ways and Means Committee markup. This new framework puts an end to surprise medical billing, provides patients with a true estimate three days before any scheduled surgery, and creates a fair arbitration process for billing disputes between providers and insurers. When patients are rushed to an out-of-network hospital or unknowingly treated by an out-of-network provider at an in-network facility, they will no longer be penalized with a surprise medical bill. Additionally, this framework won't increase premiums for patients or interfere with existing state-level solutions, does not include any price setting, and will not create more government overreach.Ron Estes is a 5th generation Kansan and represents Kansas' 4th Congressional District in the U.S. House of Representatives. Sen. Moran and Rep. Marshall championed this provision to honor these soldiers in our nation's capital. This provision will allow the names of First Infantry Division Soldiers, also known as Big Red One Soldiers, who were killed in action during Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom and Operation New Dawn to be added to theFirst Division Monumentthat is located on the White House grounds. I am honored to have worked alongside Senator Moran to lead our respective chambers on this important issue, said Rep. Marshall. The NDAA includes a pay raise for our troops, invests in the development of new technology, weapons and cybersecurity and provides resources to help our military families thrive. I am especially pleased that this year's NDAA included my priorities to enable women serving in the National Guard and Reserve to receive maternity leave, honor fallen Big Red One soldiers from Fort Riley, authorize a study on the causes of high unemployment rates among post-9/11 female veterans, and expand access to mental health care for servicemembers in the Guard and Reserve. I encourage President Trump to quickly sign this important legislation into law to support our troops and military. Sen. Moran priorities included in the FY2021 NDAA: Ensures women serving in the National Guard and Reserve of the Armed Forces are eligible to receive six weeks of maternity benefits, equal to that of their active duty counterparts. Authorizes the names of First Infantry Division Soldiers, also known as Big Red One Soldiers, who were killed in action during Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom and Operation New Dawn to be added to the First Division Monument that is located on White House grounds. Directs the Department of Veterans Affairs to conduct a study on why post-9/11 female veterans experience higher rates of unemployment than their cohorts. Since 2009, post-9/11 female veterans experienced an average unemployment rate of 8.4 percent versus the 5.7 percent rate of all veterans. This provision will allow the names of First Infantry Division Soldiers, also known as Big Red One Soldiers, who were killed in action during Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom and Operation New Dawn to be added to the First Division Monument that is located on the White House grounds. The unit served at home and in Europe where they sorted and routed mail for millions of American service members and civilians. They were the only all-African-American, all-female battalion to serve overseas during the War. The monument in their honor is located at the Buffalo Solider Memorial Park on Fort Leavenworth. The women of the Six-Triple-Eight' served honorably at home and abroad, said Sen. Moran. Their contributions to the war effort cannot be understated they worked tirelessly to clear a six month backlog of mail by processing over 65,000 pieces of mail per shift to make certain that troop morale remained high at a pivotal point in the war. Their efforts made certain that people like my mom and dad, two people that loved each other dearly, were able to communicate throughout the war while my dad was overseas, just like so many other Kansans and Americans who were separated from their loved ones. The brave women of the 6888th Central Postal Directory Battalion are deserving of this honor as the only all-African-American, all-female battalion to serve overseas in World War II. This legislation recognizes the women of the Six-Triple-Eight' for their tremendous service and sacrifice, and I urge the House to quickly pass this bill to give these women the recognition that they have earned, continued Sen. Moran. Passage of S.633 secures the Six-Triple-Eight's legacy in our nation's history, Six-Triple-Eight Advocate and U.S. Army Colonel Edna Cummings said. These brave women paved the way for future generations to serve our country in the military and throughout society. Items to Note: In October 2018, the Senate unanimously passed Sen. Chairman of the Senate Veterans' Affairs Committee (SVAC) urged the Department of Veterans Affairs (VA) to build a strong community care network in Liberal, Kan., following the announcement of the closure of its Community-Based Outpatient Clinic (CBOC) to make certain veterans continue to receive the health care they have earned. The CBOC closure is scheduled for January 14, 2021. Sen. Moran emphasized the VA MISSION Act, signed into law in 2018, allows veterans the option to choose care in their own community to prevent veterans from having to travel long distances to other VA facilities to receive medical care. We must make certain that veterans do not experience a lapse in care when the CBOC closes, wrote Sen. Moran. The VA must take reasonable steps to educate the veterans who will be impacted by this closure. They should be made aware of the options that are available to them, how their care may change, and what they must do to continue receiving care from the VA. During an SVAC hearing this week, Chairman Moran also secured a commitment from Richard Stone, M.D., Executive in Charge of the Veterans Health Administration, to work together to make certain that veterans in the Liberal-area are served well through the Community Care Network. The full letter can be found here or below. December 11, 2020 Dr. Mark Upton Assistant Under Secretary for Health for Community Care U.S. Department of Veterans Affairs 810 Vermont Ave., NW Washington, DC 20420 Dear Dr. Upton: I write today to bring an urgent matter to your attention and to suggest that we work together to benefit Kansan veterans. The Community-Based Outpatient Clinic (CBOC) in Liberal, Kansas is slated to close on January 14, 2021. This CBOC serves a population of veterans in southwest Kansas who live in a rural area with limited access to healthcare providers. Pat Roberts (R-Kan.), Gary Peters (D-Mich.), andJohn Thune (R-S.D.), today applauded the Senate for passing their legislation to ensure the Federal Aviation Administration's (FAA's) chief drone policy committee includes representation for agriculture, forestry, and rural America. The Drone Advisory Committee for the 21st Century Act would also ensure that the FAA provides representation for local government officials, including those from county and tribal governments, on the Drone Advisory Committee (DAC). Drones are another tool in the toolkit for agricultural producers to run a more sophisticated and efficient operation, said Roberts. I'm proud this bipartisan legislation gives farmers a seat at the table when decisions are being made about drone policies. With drones becoming integral to Michigan farms and businesses, it's important that farmers, and rural representatives have a seat at the policy making tableespecially when it impacts their bottom line and as they deal with unprecedented challenges related to this unprecedented public health and economic crisis, said Peters I am pleased that the Senate has passed this commonsense bipartisan legislation that will help ensure that agriculture, forestry and rural perspectives across the state are taken into account before new regulations are developed. As technology becomes more sophisticated, farmers will increasingly rely on drones to assess, monitor, and manage their farm activities, said Thune.Rural areas like South Dakota where agriculture is the state's top industry deserve to have a seat at the table when it comes to making decisions on drone policies and best practices. I'm pleased the Senate passed this bill to ensure representation from rural areas on the Drone Advisory Committee. The PPP was intended to provide vital tax-free assistance for certain business costs during unprecedented economic circumstances. However, in April, the Internal Revenue Service (IRS) announced guidance that contradicted Congressional intent for the program, disallowing the deduction of forgiven expenses. To make matters worse, last month the IRS released Revenue Ruling 2020-27 stating that PPP recipients who had not even received or applied for forgiveness could not deduct normal business expenses if they reasonably expected their loans to be forgiven. Without Congressional action, small businesses are estimated to pay more than $120 billion in taxes on forgivable PPP loans. At a time when many are struggling to keep their doors open each day, we cannot saddle small businesses with a massive surprise tax bill. It is for these reasons, that I joined a bi-partisan group of colleagues, led by Rep. Kevin Brady, Ranking Member of the House Committee on Ways and Means, asking House leadership to include a fix to clarify that recipients of forgivable PPP loan recipients can claim normal business expense deductions in any end-of-year legislation. Pat Roberts, I have no doubt that you've lived up to that role model, that Kansan that is esteemed around the world, and you've led like Ike led. I thank you and your staff for all you have done for Kansans and America. I thank you for what you've done for me and my team. Your strength of character, plain-spoken optimism, and determination to make a positive difference in people's lives that's what people will remember about your legacy of public service here. I have had the honor and privilege of representing Kansans for 16 years in the House and 24 in the Senate, Roberts said. I have held six gavels in the House and Senate, and that, in and of itself, might be a record. But, it's what happened during my tenures as chairman that I believe have had the most lasting impacts. It's not just having the gavel it's what you do with it. To be a member of this United States Senate is a true privilege. A working family, it is the greatest deliberative body in the world. But, today, as compared to when I first came to the Senate, it's the deliberative part that gives me great concern. I lament the loss of comity, the ability to work together, or just to get along. Sadly, gridlock appears to be the new normal. However, it does not have to be. I am very proud that I have had the privilege of being chairman of a committee that does get along, and we do get things done the Senate Agriculture Committee. And, it really is not that hard. Here, in the Senate, only we can decide what our new normal is, and we ought to get to know one another. We don't have to let the apparent gravitational pull of more and more politics in pursuit of power to change what our founders gave us the creation of a nation of liberty and freedom, the envy of the world and to literally move the United States Senate from the moorings of its historic and great past to simply be a rubber stamp for radical change. Let us once again become a body of respect, humility, cooperation, achievement and friendship. That can and should be our new normal. The entire country could use a little bit of what we say in Kansas, Ad astra per aspera' to the stars through difficulties. Below are Senator Roberts' remarks as prepared for delivery. Max and his wife Beverly had a significant impact on my first election to serve in the statehouse, and he provided me with his thoughts and suggestions ever since. His advice was always good common sense based on his strong understanding of right and wrong. He was a proud Kansan and someone I looked up to for his service to our country in the Navy, our state as a Kansas Representative and in the agriculture community as a lifelong farmer. He never passed up a chance to volunteer in his community and will be missed. We will be praying for his friends and family. # # # | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||
| https://davids.house.gov/media/press-releases/davids-congress-must-stay-session-until-relief-package-passed | Davids: Congress Must Stay in Session Until Relief Package is Passed | 2020-12-03 | 2020 | 2020-12 | Democrat | House | KS | Sharice Davids | D000629 | davids.house.gov | legacy | Representative Sharice Davids continued to urge congressional leaders to reach a deal on a coronavirus bipartisan relief package today, saying that Congress must stay in session until a relief package is passed. In a letter to leaders of both parties, Davids called for an end to partisan bickering and instead for them to work together to get relief into the hands of those who need it most. Coronavirus cases are skyrocketing, our hospitals are being pushed to the brink, and our workers and small businesses are continuing to suffer. We cannot, in good conscience, go back to our districts for the Holiday recess while millions continue to suffer without help from their government. We need leaders in both parties to stay at the negotiating table until we reach a bipartisan deal that provides for the health, safety, and economic security of the people in this country, said Davids. While coronavirus cases are on the rise in Kansas and across the country, many key relief measures are set to expire at the end of the year leaving families, workers and small businesses without much-needed support. Davids has expressed support for a new bipartisan aid proposal as the framework for negotiations, which has quickly gained momentum in the House and Senate. The basis of any relief package must include providing resources for the expansion of widespread and rapid testing, increased access to personal protective equipment for our frontline workers, funding for our hospitals, help for small businesses, unemployment and housing assistance, accountability and transparency measures in the distribution of relief funds, and importantly, support for state and local governments who are fighting this virus head on, said Davids. Davids has repeatedly pushed for leaders in both parties to reach a deal on coronavirus relief. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

I want to thank the many dedicated Americans who are serving our community, state and nation over the holiday season from the medical personnel on the frontlines of our hospitals during the COVID-19 pandemic to the men and women protecting our country at home and overseas. Thank you for your dedication to serving others and for the sacrifices you make each day. This year, we have face many unexpected challenges, but there is still much to be thankful for throughout this season and as we look forward to returning to normal. During this pandemic, I have seen many Kansans go the extra mile to help their neighbors. This week, I joined two of the many food distributions efforts across Kansas to help families in need during this holiday season. Operation Food Secure On Tuesday, I joined Operation Food Secure (OFS) in Topeka at the Oakland United Methodist Church to distribute food boxes to families in need during the COVID-19 pandemic. As part of the Coronavirus Food Assistance Program, the USDA was authorized by the CARES Act to distribute agricultural products to those in need through the Farmers to Families Food Box program. This program supplies boxes of fresh fruits and vegetables, dairy products and meat products from local Kansas farms to families in need. OFS has developed a distribution model to address hunger and food insecurity across eight northeast Kansas counties. They have successfully built a network of over 80 community and faith-based organizations to bring food the last mile into these areas of need and have distributed over 57,000 food boxes. Even as the breadbasket of the world, our state faces significant challenges related to food security, and I appreciate the efforts of everyone volunteering and working to help those in need during this pandemic. A special thanks to Executive Director of Topeka Rescue Mission Ministries Barry Feaker and Director of Operation Food Secure Marissa Dake. U.S. Senator Pat Roberts (R-Kan.) today announced that he nominated 43 Kansas students for an appointment to one of the U.S. Service Academies. From the High Plains to the Flint Hills and urban centers, I am constantly humbled by the dedication of young Kansans who aspire to serve in the United States Armed Forces, said Sen. Roberts. As a proud Marine, it has been an honor to nominate hundreds of these extraordinary Kansans over the last forty years for admission to the Army, Navy, Air Force, and Merchant Marine Academies. There is no doubt, the personal resolve and dedication to duty by those who wear the uniform serves as the foundation of our national security. I wish them all the best as they pursue the goal of ensuring America's safety and freedom. Semper Fi. In making the nominations, Senator Roberts followed the recommendations of his Academy Screening Board. The nonpartisan board this year was comprised of Col. Robert Hester, U.S. Army, Col. Fred Reynolds, U.S. Army, retired, and Col. Roger T. Murdock, retired, and was led by Senator Roberts' District Director Gilda Lintz over a four day period. As part of the decision-making process, board members conduct personal interviews with the applicants, as well as review their written applications, G.P.A., and standardized test scores. Once nominated by Senator Roberts, the applicants then must meet the individual admission requirements of each academy. The academies will make the final decisions on who will receive an appointment of admission. Due to the limited number of openings at each academy, not every nominee will receive an appointment. Senator Roberts' nominees are as follows: United States Naval Academy Annapolis, MD Marnie Clark, Overland Park Shannon Clarke, Lawrence Tate Johnson, Wichita Bradley Libel, Wathena Zachary Meyer, Overland Park Noah Moufarrij, Wichita Delaney Pepin, Overland Park Marcel Pryor, Topeka Sawyer Stevens, Scott City Quintin Wright, Stilwell United States Merchant Marine Academy Kings Point, NY… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Woodrich, State Conservationist, Kansas Natural Resources Conservation Service (NRCS), today announced funding for the Watershed Protection and Flood Prevention Program for the Rattlesnake Creek Watershed and Middle Creek Watershed. The programs will receive $725,000 for Rattlesnake Creek and $121,800 for Middle Creek to address water conservation efforts in Kansas. The NRCS Watershed Protection and Flood Prevention Program, commonly known as Public Law 566 (PL-566) helps units of federal, state, local and tribal governments (project sponsors) protect and restore watersheds of up to 250,000 acres. This program creates a partnership between the federal government and states to work together to prevent erosion, floodwater and sediment damage and to promote conservation development and the proper use of land in authorized watersheds. These PL-566 projects will help build on over 20 years of partnerships addressing natural resource concerns. The agreement reached earlier this year between the Big Bend Groundwater Management District 5 and the Fish and Wildlife Service will help satisfy the water needs of both Quivira National Wildlife Refuge and local producers, said Sen. Moran. I appreciate Acting Chief Norton's work to provide assistance from the Natural Resource Conservation Service to prepare a watershed plan, an important step forward to begin fulfilling the terms of the agreement at Quivira. These projects are important for Kansas, said Woodrich. Water management, improving fish and wildlife habitat, and enhancing the surrounding agricultural community are just a few resource concerns that we can address in our conservation efforts across our state. Middle Creek funding will support the planning and design of Floodwater Retention Dam (FRD) Number 11. This dam will improve flood protection for property and agricultural lands downstream. After years of negotiations and mediation, Judge John Lungstrum approved the agreement reached between the federal government and the Salina Public Entities, which includes the governing boards for the City of Salina, the Salina Airport Authority, USD 305 and Kansas State University, to provide a one-time payment to fund the multi-year cleanup of toxic substances at Schilling Air Force Base. The Salina community has waited more than a decade to reach an agreement that will finally allow for the cleanup of Schilling Air Force Base, said Sen. Moran. I want to congratulate the Salina Public Entities on this agreement and look forward to seeing these funds be put into action to help remove harmful substances at Schilling Air Force base and keep the community safe for future generations. From the beginning, Senator Moran has supported the Salina Public Entities in our settlement negotiations with the Department of Defense and U.S. Army Corps of Engineers, said Timothy Rogers, executive director of the Salina Airport Authority. The Senator's active involvement was a key factor in reaching a settlement that benefits Salina residents. Over the last 14 years, Sen. Moran worked with the Salina Public Entities to help reach an agreement over who would be responsible for cleaning up Schillings Air Force Base. In 2006, as a U.S. Representative, Sen. Moran toured Schillings Air Force Base to survey the work that needed to be done to clean up the base. Sen. Moran has met with the Army Corps of Engineers multiple times over the years to encourage them to meet their obligation to clean up the base. After Salina decided to request a settlement, Sen. Moran backed the Salina Public Entities and they went into mediation. # # # | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

As a rural physician, U.S. Congressman Roger Marshall, M.D., saw first-hand the unnecessary burdens and obstacles Stark Laws and the Anti-Kickback Statue had on a physician's ability to deliver quality and coordinated care with one another to efficiently and effectively meetpatient needs. As a member of Congress, Rep. Marshall helped lead the charge toremoveburdensome regulations and hasworked closely with members of the Congressional Health Care Innovation Caucus and Administration to substantially improve the nation's healthcare system. As we've seen a rise in COVID-19 cases this month, both across the country and throughout Kansas, it is important that as individuals we each take a personal responsibility to stop the spread of COVID-19 for the protection of ourselves, our families and our neighbors. Despite these unusual times we have much to be thankful for. To find further resources on how to protect you and your family, visit coronavirus.gov or the Kansas Department of Health and Environment website here. Urging the Passage of the RISER Act to Extend Relief to Kansas Communities. As part of the CARES Act, Congress established a fund called the Coronavirus Relief Fund (CRF) for state and local governments to disburse resources covering a variety of expenses that have arisen due to COVID-19, such as telemedicine and tele-education projects, and projects that would improve broadband infrastructure in rural and underserved areas. Many of these projects require time to wisely plan and appropriately expend federal funding. However, the CARES Act mandates that CRF funds are spent by the end of this year. This is not enough time for preparation-intensive projects to be carefully planned and executed. I spoke on the Senate floor this week to urge my Senate colleagues to support legislative proposals that extend the CRF deadline, including the Remove Impediments for a Successful Economic Recovery (RISER) Act, which I introduced last month. States and local governments know what is best for their communities, including where and when to spend federal coronavirus relief funding. Extending the deadline for CRF payments dedicated to economic development projects will allow Kansas and other states to strategically target areas of need over a longer period of time, making certain our taxpayer dollars are… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Many Kansans have experienced the frustration of waiting at a blocked railroad crossing, and in some cases, this interruption can be much more damaging than a delayed arrival home, said Sen. Moran. Whether you are a first responder answering a call or a rancher transporting livestock, blocked railroad crossings can become costly or even hazardous barriers for road traffic. This legislation allows the Federal Railroad Administration to continue collecting important data on blocked railroad crossings to make certain our roads are safe and efficient for travel. There are more than 200,000 highway-railroad crossings across this country, said Sen. Fischer. When trains block these crossings, it can cause major inconveniences and even delay first responders. My legislation would ensure the collection of data on blocked crossings to help Congress develop policies that will make America's roads safer and more convenient. We've got to do a better job ensuring that our highway-railroad crossings aren't blocking critical routes for emergency responders or causing significant delays or traffic, said Sen. Tester. In order to do that, Congress needs better data on these blocked crossings so that we can make our highways safer, more efficient, and get people where they need to go a lot faster, and this bipartisan bill will do just that. With more than 4,600 rail crossings across Michigan, we must ensure we're monitoring and addressing instances of blocked rail crossings, said Sen. Peters. I'm glad to partner with Sen. Fischer to help ensure the public can play a more significant role in reducing and mitigating blocked crossings, which not only impede traffic for drivers but in some cases have prevented emergency responders from performing the vit… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Reports indicate that doctors across the nation are witnessing a marked increase in children being treated for injuries suffered at home. These injuries include broken bonesoften caused by injuries on bikes and trampolinesburns and accidental poisonings. In addition, calls to poison control centers made on behalf of children who have swallowed cleaning products and disinfectants have increased over 20 percent during the pandemic, with children 5 and younger accounting for the largest number of cases. Even before the pandemic began, unintentional injuries were the leading cause of death for children in the United States, the senators wrote. These injuries lead to approximately 12,000 child deaths and 9.2 million emergency department visits each year. The incidence of at-home injuries suffered by children has only increased since the pandemic began. For this reason, we introduced the bipartisan COVID19 Home Safety Act of 2020, which directs the CPSC to provide Congress with information regarding the incidence of injuries and deaths from consumer products suffered by vulnerable populationsincluding childrenand work with the media to distribute information to help educate families and increase child safety in the home. While we understand that the CPSC is taking action to educate consumers about home safety, more must be done to protect children during the pandemic. Earlier this month, Sens. The Promoting Aviation Regulations for Technical Training (PARTT) 147 Act of 2019 would establish performance-based regulations to make certain aviation maintenance education institutions have the flexibility to teach core curriculum reflective of the ongoing technical advances and innovation happening across the aviation and aerospace industry. Reps. Don Young (R-Ark.) and Cheri Bustos (D-Ill.) introduced the companion legislation in the House of Representatives. Our academic institutions need flexibility and resources to teach the skills the aviation and aerospace industry requires in order for students to feel confident in their trade and meet the current demands of the industry, said Sen. Serving as the Senator for the Air Capital of the World,' I was pleased to support this legislation that will help our academic institutions prepare students for careers in the aviation and aerospace industry and look forward to supporting this legislation in the full Senate. I am glad to see our bipartisan legislation pass through committee today that would empower schools with the flexibility to teach core curriculum reflective of the technical advances and new innovative techniques happening across the aviation and aerospace industry, said Sen. The Aircraft Certification Reform and Accountability Act is based on recommendations from a Committee report on the Boeing 737 MAX, which lays out serious flaws, missteps, and inconsistencies in the design, development, and certification of the aircraft. The 737 MAX entered into service in 2017 and suffered two deadly crashes within five months of each other that killed 346 people. The 346 victims of the Boeing 737 MAX crashes and their families expect and deserve Congress to act to make sure the mistakes that led to those tragedies never happen again, said Davids. This bipartisan bill will strengthen aviation safety and accountability and help pilots and flight crews do their jobs safely and efficiently. I was glad to see my House colleagues come together today to pass this critical legislation, and I urge the Senate to do the same. Davids questioned former Boeing President and CEO Dennis Muilenburg in October 2019, which helped inform the committee report's findings. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Davids, a member of the Ho-Chunk Nation, and Haaland, a member of the Pueblo of Laguna, were the first two Native American women ever elected to Congress in 2018. Representative Deb Haaland has been warrior for Native peoples for decades and profoundly understands the consequences of federal administration on tribal communities, said Davids. Her historic nomination and her deep respect and understanding for the fundamental principles that any Department of the Interior secretary must abide by would be an invaluable asset in this position. I have only the highest trust and regard for Rep. Haaland's integrity and her work, and there is no one more highly qualified and prepared to lead the Department of the Interior during a crisis that has disproportionately impacted and harmed Native communities. Despite the federal government's unique relationship with and trust responsibility to tribal members, there has never been a Native member of the president's cabinet. In a letter to the Biden-Harris transition team, Davids wrote: I greatly appreciate your commitment to ensuring a smooth transition of power to the Biden-Harris administration through your work on the transition team focusing on the Department of the Interior. The Department of the Interior plays a critical role in the administration and management of federal lands and in coordinating government-to-government relationships with and services for federally recognized tribes. It is absolutely vital that the incoming secretary has a firm understanding of the department's responsibilities and duties to tribes and has significant experience working and living in Indian Country. I strongly recommend that you consider nominating Representative Deb Haaland, a congresswoman from New Mexico and an enrolled member of the Pueblo of Laguna, as Secretary of the Department of the Interior. Historic trails carried people and livestock across our country and were instrumental in the shaping of not only Kansas but of our great nation, said Rep. Marshall. As a fifth generation Kansans, I am very aware of the historical significance the cattle trails have on our state and the flow of people and animals from Texas to Kansas livestock towns. I am excited to help introduce this legislation to bring attention to these trail systems and help people better understand our state's unique and exciting history. The legislation directs the Secretary of the Interior to register the trails as a single unit as part of the National Historic Trail system. Landowners along the trail route will have the opportunity to market their property as being part of the trail system, but no landowner will be obligated to make their property available to the public. The designation will allow for greater marketing and publication of the trail's history and path through Kansas and neighboring states. The Chisholm Trail and Western National Historic Trail were both used by ranchers and drovers to move cattle to market between the 1850s and 1880s. Both trails originated in the Kingsville, Texas, area and extended north into Kansas, delivering cattle to communities in central and western Kansas, including Abilene, Dodge City and Ellsworth. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Additionally, the resolution reiterates the Senate's commitment to the goal of working with the international community to end hunger, achieve food security and improve nutrition through the work of the WFP. As hunger impacts families here in the United States and around the globe, it will take collaboration between producers, Congress and organizations like the World Food Program to eradicate hunger, said Sen. Eliminating hunger at home and abroad takes an all-hands-on-deck approach, said Sen. Boozman. Remarks as prepared for delivery: As the son of Wes Roberts, a World War II Marine veteran who fought at Iwo Jima, and a Marine veteran myself, I say with certainty and pride that there is no greater duty than one's duty to country and to stand with those who have put country before self. It is of the utmost importance to recognize and thank veterans everywhere for their service and defense of our nation, from threats both overseas and here at home. Before the pandemic, we were set to dedicate the Dwight D. Eisenhower Memorial on May 8th, the 75th anniversary of Victory in Europe Day, an anniversary with world-wide significance. Due to the ongoing pandemic, we dedicated the memorial in September. And now, after decades of work, the memorial dedicated to President, Supreme Allied Commander, and Kansas' favorite son, Dwight. D. Eisenhower, is attracting generations of visitors to the National Mall. The memorial encourages all visitors to learn more about the critical role Ike played in not only shaping our nation and defining the United States of America on the world stage, but also leading our country through eight years of peace and prosperity. Ike recognized the promise of America and the reciprocal responsibility of its people to serve the nation that serves them. As he said in his first Inaugural address, It is the firm duty of each of our free citizens.to place the cause of his country before the comfort, the convenience of himself. It was Eisenhower's decision to launch the D-Day invasion that helped turn the tide of the war in Europe and save Western democracy. And while the memorial pays tribute to his valiant leadership, it also pays tribute to the Greatest Generation. Without their bravery and sacrifice during World War II, the world would no doubt be a very different place. Kansas' other … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

During the sign up period, farmers and ranchers will have an opportunity to enroll acres in either the CRP general sign up or the Grasslands sign up through their local Farm Services Agency (FSA) offices. The 2021 sign up will allow landowners to enroll acres in the program for the first time, and will utilize a competitive process to ensure the appropriate acres are included in the program. The 2018 Farm Bill included new flexibilities in CRP grazing requirements during drought conditions, which U.S. Congressman Roger Marshall, M.D. was instrumental in advocating for following input and comments from Kansas landowners. I am proud of the work we did to both improve the strengthen the CRP program as part of the 2018 Farm Bill, said Rep. Marshall.Conservation is an important part of Kansas agriculture and by allowing land owners to set aside ground to both help reduce erosion and run-off as well as provide habitat for a wide variety of wildlife we can help both the wildlife and the environment. That's a win-win in my book. The CRP program will mark its 35thanniversary in December and to date the program has prevented more than 9 billion tons of soil from eroding, reduced run off by 95 percent and created more than three million acres of restored wetlands, protected streams, grasslands and wildlife. The enrollment period for the general CRP sign up are Jan. 4, 20201, to Feb. 12, 2021. The CRP grasslands sign up will run from March 15, 2021, to April 23, 2021. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Recent reports indicate that pediatricians and emergency room doctors have seen an increase in patients seeking treatment for home injuries, such as broken bones on bikes and trampolines as well accidental hand sanitizer poisoning in children. The COVID-19 Home Safety Act requires the Consumer Product Safety Commission (CPSC) to study injuries and deaths caused by consumer products during the coronavirus pandemic. The study will examine products and evaluate the impact of these injuries on members of vulnerable groupsincluding children, minorities, seniors and people with disabilities. This bill also directs the CPSC to collaborate with the media to distribute information, such as the CPSC's Home Safe Checklists, to help improve home safety during the pandemic. "The daily lives of Americans have changed significantly during the COVID-19 pandemic," Sen. Moran said. "Recent reports of increased injuries, particularly to children, minorities, seniors, and people with disabilities, caused by consumer products is concerning, and this legislation would require the Consumer Product Safety Commission to provide a comprehensive assessment of safety issues under its jurisdiction to determine future federal action." "As we continue to confront the coronavirus pandemic, American families should not also have to worry about the safety of products in their own homes, Sen. Klobuchar said. By Senators Jerry Moran (R-Kan.) and Secretary of the Army Ryan McCarthy. President Dwight D. Eisenhower, hero of the Second World War and Kansas' favorite son, established Veterans Day in 1954 to allow "a grateful nation (to) pay appropriate homage to the veterans of all its wars who have contributed so much to the preservation of this Nation." As the chairman of the U.S. Senate Committee on Veterans' Affairs and secretary of the Army, we seek to fulfill Eisenhower's vision as we support the needs of our military and veterans. This Veterans Day, we are particularly mindful of vets dealing with the challenges of the COVID-19 pandemic. During the past eight months, some have suffered unimaginable loss and others significant hardship, but one thing we have all experienced is the feeling of isolation. Thanking someone you know, or even complete strangers, for their service on Veterans Day is an American tradition, but this year will be different. Veterans Day parades are canceled, gatherings at local veterans halls are discouraged, and schools will not host vets for assemblies. The vet handing out red poppy pins for donations to the local veteran service organization might instead spend this Veterans Day alone. Unfortunately, this portrait of a lonely veteran is more common than we might think. The statistics on veteran suicide are chilling. As of 2017, an average of 20 veterans and service members die by suicide every day. This represents a 7% increase in the rate of suicide among veterans in just over a decade. Some reports indicate that suicides among service members have increased as much as 20% this year, when compared to previous years. Let's put those numbers into perspective: Every day, we lose nearly the same number of veterans and service members to suicide as we did soldiers to enemy action during Operation Gothic Serpent, the mission made famous by the book and movie "Black Hawk Down." Every week, veteran and service member suicides are equiva… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Currently, PLGHA only applies to global health assistance provided through grants and cooperative agreements.Under the proposed rule, PLGHA will be extended to include contracts. I'm grateful that the Trump Administration is standing up for taxpayers andtherights of the unborn, said Rep. Estes. Every life is valuable, and the proposed reforms to the Protecting Life in Global Health Assistance policy reaffirm American dedication to the protection of our rights to life, liberty, and the pursuit of happiness. While ensuring that all foreign contractors must comply with the PLGHA terms, the proposed rule clarifies that, while U.S. contractors and subcontractors are not subject to PLGHA themselves, they are responsible for ensuring the compliance of any foreign subcontractors. The letter states, Abortion is not healthcare, and more than 76%of Americans oppose using taxpayer dollars to fund abortions in other countries. This proposed rule will redirect additional U.S. foreign assistance away from funding abortion and toward legitimate, life-affirming global health initiatives. The full text of the letter and a list of signers can be foundhere. Ron Estes is a 5th generation Kansan and represents Kansas' 4th Congressional District in the U.S. House of Representatives. This announcement builds on previous frameworks to provide the vaccine to those in nursing homes and assisted living facilities, ensuring that millions of older Americans are protected. In order for our country to remain open, we must provide Americans an opportunity to participate in the vaccination program, regardless of their ability to pay. Beyond Medicare, the interim rule also addresses vaccination coverage for Medicaid and CHIP beneficiaries. CMS has also taken action to ensure that most private health plans cover the vaccine with no cost share for both in and out-of-network providers. Estes Statement on Bipartisan Legislation to Strengthen Retirement Security | 2020-10-29 | 2020 | 2020-10 | Republican | House | KS | Ron Estes | E000298 | estes.house.gov | legacy | WASHINGTON Congressman Ron Estes (R-Kansas) released a statement following the introduction of the bipartisan Securing a Strong Retirement Act of 2020 by the Committee on Ways and Means Ranking Member Kevin Brady (R-Texas) and Chairman Richard E. Neal (D-Massachusetts). Three priorities championed by Rep. Estes are included in this retirement security package. Since my time as Kansas State Treasurer and as a member of the Ways and Means Committee, increased retirement security for our seniors has been a major policy priority for me, said Rep. Estes. I'm pleased that Ways and Means leadership has worked together to make important reforms to improve retirement for future generations. Included in this package are reforms I've championed like raising the required minimum distribution age, improving programs for public servants and non-profits, and making it easier for individuals to pay student loans rather than contributing to retirement plans. The Securing a Strong Retirement Act builds on initial reforms in the Setting Every Community Up for Retirement Enhancement Act (SECURE) passed by Congress in May of 2019. Estes recently introducedlegislationto raise the required minimum distribution age with Congresswoman Stephanie Murphy (D-Florida), which is included in this package. Estes was also an original cosponsor of two bills included in this package. First, thePublic Service Retirement Fairness Actwill ensure public sector and non-profit retirement programs have the same access to low-cost investments as for-profit retirement plans. Finally, the Retirement Parity for Student Loans Act will allow individuals to pay down a student loan instead of contributing to a 401(k) plan and still receive an employer match in their retirement plan. This bipartisan legislation has received the endorsement of AARP, with the advocacy group saying the bill will make a number of improvements to our nation's retirement systems. To date, China has implemented nearly 90 percent of its technical commitments under the Phase One agreement and has purchased more than $23 billion in agricultural products from American farmers and ranchers. For far too long, our farmers and ranchers were forced to deal with deceptive trade practices and unpredictable actions by the Chinese, said U.S. Congressman Roger Marshall, M.D.Agriculture is responsible for 60 percent of the Kansas economy, which is why free and fair market access is vital to ensuring that our producers remain profitable and our rural communities prosperous. This Administration has prioritized free, fair and reciprocal trade, and I remain committed to standing with our hardworking farm families and working alongside this Administration to prioritize market access for our nation's agricultural products. Highlights of the interim report include: Corn: Outstanding sales of U.S. corn to China are at an all-time high of 8.7M tons. As of October 8, total accumulated corn sales for 2020 are more than 12 times greater than those accumulated by the same date in 2017. Soybeans: Soybean exports to China are off to a strong start in the current marketing year, averaging over 1.1M tons per week since the beginning of September according to ESR data. Sorghum: US exports of sorghum to China from January to August 2020 totaled $617M, up from $561M for the same period in 2017. Pork: US pork and pork product exports to China stand at over $1.5B from January through August 2020 and, as reported to USDA, China continues to buy U.S. pork at strong levels. Their work to revise the reporting requirements will help ensure that hospitals and health systems can continue to care for their patients and provide services to their communities, particularly those in rural areas and those serving vulnerable communities. If already-struggling private safety-net hospitals are ordered to return some of their Provider Relief Funds, the health care disparities between their low-income, medically vulnerable communities and others will only grow, saidEllen Kugler, Executive Director, National Alliance of Safety-Net Hospitals. NASH is most grateful to Representatives McKinley, Thompson, Marshall, Levin, Lucas, and O'Halleran for leading the effort to address this problem. The Provider Relief Fund is a critical lifeline for essential hospitals serving vulnerable communities during the COVID-19 public health emergency We thank Reps. McKinley, Levin, Marshall, Thompson, Lucas, O'Halleran, and their 239 House colleagues for helping to ensure providers have the resources they need to combat COVID-19, saidBruce Siegel, MD, MPH, president and CEO, America's Essential Hospitals. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This pandemic has highlighted the need for modernized mental health and suicide prevention resources, and this easy-to-remember number will help connect callers in need of help with experts who can offer resources and hope to make it through a mental health crisis. Kansas and the entire country stand to benefit from increased access to critical suicide prevention and mental health services this dedicated nationwide hotline will offer. I commend President Trump for signing our legislation into law and will continue working with my Senate colleagues to ensure Americans have better access to mental health resources. The Federal Communications Commission (FCC) has stated that the transition to 9-8-8 will happen by July 2022. During the transition to 9-8-8, Americans who need help should continue to contact the National Suicide Prevention Lifeline by calling 1-800-273-8255 (1-800-273-TALK). I joined KSOK's Brady Bauman, KMAN's Dave Lewis and Brandon Peoples, and KSAL's Jeff Garretson on air throughout this past week to highlight the significance of this bipartisan legislation to Kansas listeners across that state. We discussed how this bill will change the speed and efficiency in providing help to those contemplating suicide and give hope to potential victims that need life-saving counsel. Questioning Amtrak President William Flynn Regarding Service Reductions During a Senate Commerce, Science and Transportation Committee hearing this week, I questioned Amtrak CEO and President William Flynn about Amtrak's reduction from daily long-distance passenger services to triweekly services as a result of the COVID-19 pandemic. The announcement builds on funding, testing and other assistance provided to schools by this Administration. I firmly believe that our students should be in school and sitting in front of a teacher and not a computer screen, said U.S. Congressman Roger Marshall, M.D.Forcing students to remain at home puts a strain on families, students, teachers and has already shown to impact learning and cognitive development in our children. We must do all we can to safely return all children to the classroom. Masks will be provided to schools in both adult and children sizes and will be prioritized for low-income, high-need districts. To date, school districts in Kansas have received funding assistance through the CARES Act, on-site, rapid testing and waivers from the U.S. Department of Agriculture that allow them to provide free meals to all students with additional flexibilities in how and where those meals can be served. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

U.S. Representatives Roger Marshall (R-KS), Terri Sewell (D-AL), Jodey Arrington (R-TX), and Mike Thompson (D-CA) introduced theHome Health Emergency Access to Telehealth (HEAT) Act,a bipartisan bill to provide Medicare reimbursement for audio and video telehealth services furnished by home health agencies during the COVID-19 emergency and future public health emergencies. Senators Susan Collins (R-ME) and Ben Cardin (D-MD) introduced companion legislation in the Senate. Since taking office, I have been a strong proponent of telehealth services and during this pandemic we have seen the use of telehealth dramatically improve patients access to care, said Rep. Roger Marshall, M.D. This legislation allows the flexibilities necessary for our home health providers to continue assisting their patients while keeping them safe and at home. It is important we do all we can to protect our most vulnerable and provide our nurses and doctors with every resource necessary to continue providing high-quality care. Home health serves a vital role in helping our nation's seniors avoid more costly hospital visits and nursing home stays. The COVID-19 emergency has further underscored the critical importance of home health services and highlighted how these agencies are able to use telehealth to provide skilled care to their patients, said Senator Collins, the Chairman of the Aging Committee. This bipartisan bill would ensure that seniors in Maine and across the country retain access to remote home health services during the COVID-19 emergency and future public health emergencies. TheHome Health Emergency Access to Telehealth (HEAT)Actwould authorize Medicare reimbursement for home health services provided through telehealth during a public health emergency where telehealth can be used appropriately. The services would not be reimbursed unless the beneficiary consents to receiving the services via telehealth. To ensure that the Medicare home health benefit does not become a telehealth-only benefit, Medicare reimbursem… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
